FIJIS FIRST COMMUNITY NEWSPAPER

COMPENSATE US:
VILLAGERS
Many villagers of Koroyaca and
Narokorokoyawa in Sabeto, Nadi,
have demanded compensation
from the Fiji Electricity Authority
(FEA) for damage to their electrical appliances, they claim was
caused by an alleged electrical
power surge.
They said they were disappointed with FEA, which they claim the
alleged incident took place following a new utility pole was set
up next to an already existing one
at Narokorokoyawa Village four
weeks ago.
NarokorokoyawaVillage
Spokesman, Samuela Naquta who
was also affected said they are
pleading with FEA and relevant
ministry to either compensate
them in money for the loss incurred, replace their appliances or
repair it.
We are still waiting to a response from FEA about our inquiry put forward to them about the
damages done to our electric appliances. We are really upset with
the damages done to our appliances, Mr Naquta said.

He said they are seeking compensation especially because it

was hard enough to try and buy
those appliances because they
were expensive.
The spokesman from Koroyaca and myself have worked together in writing letters to relevant
authorities to try and help our villagers,
Villagers are constantly questioning us whether they will be
helped or not. Half of the households in our village were affected
by this problem, more than 15
houses, Mr Naquta sai firmed receiving a complaint on the alleged
incident and has launched an investigation.
The Authority is yet to release
an official statement on the matter.

Fiji - the way the world should be

FROM THE DESK

The Most
Commercialised Holiday
Christmas comes from the term Christ Mass, and is by
definition a celebration to commemorate the birth of Jesus
Christ. It started as a religious festivity, where Christians
went to the church to renew their vows, decorated their
houses with nativity scenes shared a meal with family and
friends and gave gifts to their loved ones and the needy.
We are tempted to think that Christmas had once been a
pure holiday, full of wonder and free of capitalistic corruption.
Many argue that Christmas has lost its significance and
has been reduced to mass commercialism; this might be
true of those who have embraced the holiday without its essence.
Advertisers take advantage of the holidays tendency to
fill peoples hearts with compassion, generosity and nostalgia to reach the highest sales of the year.
Since advertisers need to reach as much a larger audience as possible there has been a wider proliferation of the
politically correct Christmas with Santa Clause as its main
icon, leaving aside he who was supposed to be the center of
the Holiday, JESUS CHRIST.

Unity helps eradicate

HIV & AIDS

By LUKE NACEI

The National World AIDS

Day is an opportunity for
people around the world to
unite to eradicate AIDs and
show support to people living with HIV.
The Fiji Council of Church
General Secretary Reverend
Simione Tugi echoed these
sentiments during the World
AIDs and HIV Remembrance Day at Lautoka.
Reverend Tugi said it time
now to commit anew to
ensuring that no one is left
behind.
This is a time w remember
people who have died from
AIDs-related illness and
people who are living with
HIV, a time to give thanks for
the progress that has been
made and to reflect on what
stills needs to be done, he
said.
Reverend Tugi also reminded those present at the
event that there wasnt any
room for discrimination to
such matters.
Stop passing judgment on

people, he said.
When we defy stigma and
discrimination and accept
people for whom they are
and love them unconditionally, without judgment,
when we ask what we can
do and how we can help,
sincerely and honestly,
when we fight for access
to treatment for all and so
that people can live long

Council Warns Dont Give

Your Identity Away
By ANA SOVA
The Consumer Council of Fiji has advised the general public to be cautious when giving personal information such as
mobile numbers online.
Councils Chief Executive Officer, Premila Kumar said
theyve been made aware of a particular online site which
claims to be able to track mobile phones in Fiji and around
the world.
The website, EMOBILETRACKER (http://www.emobiletracker.com/free-trace-fiji.html) traces mobile number, photo and location in Fiji. It says that there is no need to sign-up
to use their service, Ms Kumar said.
She said the EMOBILETRACKER was a service specifically
designed for people to trace mobile number, Photo and lo-

cation of persons around the world.

It provides the ability to track mobile number of over
233countries worldwide, Ms Kumar said.
The website notes that if people were getting missed calls
from an unknown number, they should simply put that number on their website to get details of that person.
It claims a free service for its user.
The website is now also under police radar.
It claims that it instantly tracks mobile numbers in Fiji without any registration required. The Council notes that giving
away personal details such as mobile numbers is a possible
breach of consumer privacy, Ms Kumar said.
She said the Council was aware of the possibility that this
particular website which operates around the world was a
possible scam for the purpose of obtaining personal details
for financial gains.

and healthy lives are not

the works of God being revealed.
Mr Tugi in his opening prayer
remembered all those people impacted by HIV and
AIDS.
We are committed to the
global goals of Zero New
Infections, Zero AIDs related
deaths, and zero stigma and
discrimination. We are mak-

ing every effort to end AIDs

as a public health crisis by
the year 2030,
We thank you for the progress which has been made
to slow, reverse and prevent
the spread of HIV, to mitigate
its impact on families and
communities, and to build
welcoming and caring communities for all, he prayed.

Consumers are advised not to believe everything they see

on the internet and to be wary of scammers who are out
there looking for ways to steal their information, identity and
wealth, Ms Kumar said.
She said the website had no limitation on how many mobile
numbers it could track however, it advertised on its website
that scrapping or hacking was strictly not allowed.
Consumers are advised to be cautious at all times, Ms Kumar said.
The page is believed to be affiliated with a particular social
networking site, where only those who upload their numbers and names are shown the results sought.
The result will show the country code, telephone number,
name, ISO 3166-1 alpha-2 code, telecom provider, network
type and the country.
Ms Kumar reveals the Council has not received any complaints but is calling on consumers to always be cautious of
who they give their personal information to, especially if it is
not to a trusted website.
The Council is aware that there are bogus websites out
there which may look like they come from a genuine source
when in reality are not authentic, she said.

Improve Services: Akbar

Senior managers and nurses of hospitals and health centres in the Western Division have been urged to improve their
services to all Fijians.
This was reiterated by the Minister for
Health and Medical Services, Rosy Akbar
while opening the Nursing Supervisors
and Management Day at the Tanoa Waterfront in Lautoka last week.
We must bring back the nightingale
spirit in the nursing profession. We all
have differences and we cannot work
in isolation, we must all work in unison
to serve all Fijians no matter their background, race, culture, or religious belief,
Ms Akbar said.
She acknowledged the many challenges faced by nurses in Fiji however urged
them to continue working towards excellence.

I cannot do your job for you as you

already know your job but we should not
become territorial with other junior staff
and we must not condone laxity and negligence, Ms Akbar said.
She reminded the nurses they had a big
responsibility on their shoulders as many
Fijians come to them to get well.
You must also treat all patients with respect and be kind.
Ms Akbar reminded senior managers to
look into the issue on complaint by members of the public against nurses and doctors.
We will not condone negligence, being a nurse is as noble as being a teacher
but one mistake can be disastrous and we
all must work together to eliminate shortfalls, she said.

The Water Authority of

Fijis Water Champion Programme has reached another level of achievement;
this is after eight staff members from the Telecom Fiji
Limited (TFL) Customer
Services took part and graduated from the one-day programme.
WAF CEO, Mr Opetaia Ravai
said History has been created; you are the first organisation apart from schools
to undergo this programme.
Since its inception in 2014,
the programme has only
been offered to secondary
school children.
The Water Champions Programme is designed to raise
awareness and create an
appreciation of water, to understand the whole process
and know some facts about
water, and to be the voice
for water conservation,
said Mr Ravai while speaking to the participants.
Mr Ravai added that the programme educates participants on being water champions, advocates for water,
while taking them behind
the scenes to discover what
happens - from the source,
which is the rivers, to the
tap.
This helps people appreciate how water is delivered

and the role Water Authority plays in delivering safe

drinking water.
I hope you go back as true
water champions to create
the awareness in people in
your communities to value
water and that you appreciate it that when you pay
your water bills, it is the lowest water rate in the world,
which is another challenge
in itself, said Mr Ravai.to
The one-day programme
kicked off with an induction
by the WAFs Strategic Planning Unit (SPU) giving the
participants an overview of
WAF, the structure and the
tariff rates for water.
This was followed by field
visits at the Waimanu Pumping Station, Headworks 3,
Casade, Savura Pumping
Station, the Tamavua National Control Centre and
Water Treatment Plant.
TFLs
Senior
Customer
Services
Representative,
Ms Inise Bilo, said the programme was an exciting
one for her.
It was an eye-opener for me
to see how water is treated,
the raw water to the treated
water and once it is all purified then the public starts
to use it. To be able to see
what it takes for water to be
distributed to the public at

large, it is a daunting task,

said Ms Bilo.
Another participant, TFLs
Customer Services Team
Leader, Mrs Alisi Vunibola
said the visits to various depots and plants took her by
surprise and she now views
the Water Authority of Fiji
from a different perspective.
We just know that when
we open the tap the water
comes out. But behind that,
to see the actual work being done and after todays
(25/11) experience then you
see the very large infrastructure, which is probably a
challenge to maintain in the
years to come. One thing I
liked is how they managed
the pumps, switching them
on and off and checking the
water levels, said Mrs Vunibola.
The Authority hopes that
other corporate organisations also participate in the
program by allowing their
staff to attend.
Meanwhile,
secondary
school students will be undergoing a similar weeklong programme with the
Authority in the Central Division this week while students in the Northern and
Western division will start
next week.

Council address Third Party

Insurance Issues
By ANA SOVA

The Consumer Council of Fiji last

week facilitated a seminar that addressed issues regarding third party
insurance in the country.
The seminar was held at the AttorneyGenerals Conference Room, Suvavou
House in Suva.
Third Party Insurance is of vital importance since it impacts victims of motor
vehicle accidents when they do occur.
Third party law is based on a very
clear understanding which is, to
protect third party victims in a motor
vehicle accident.
Councils Chief Executive Officer,
Premila Kumar said the aim of the
Seminar was to try to understand why
timely compensation is not made to
the victims; whether the compensation amount is fair and adequate and

what reforms are needed to safeguard

consumer interests.
The payment of third party insurance is to cover the risks of the motor
vehicle drivers against accidents they
may cause,
The payments of premiums are made
to the insurance companies, however,
the payout is not given to the third
party victims when accidents occur,
Ms Kumar said.
She said apparently, there were limitations in the payouts, as it was left
entirely on the industry to make the
decision.
The amount that a third party victim
is allowed to receive under the current
legislation governing third party insurance is a challenge in itself. There are
limits on public service vehicles CTP

claims, Ms Kumar said.

She said millions of dollars were paid
annually to insurance companies in
the form of CTPI by consumers of
public and private transportation while
the actual compensation when paid
out was of a measly sum.
However all motor vehicle owners
were compelled by law to purchase a
Compulsory Third Party Insurance, fair
compensation for accident victims is
yet to be seen.
Key stakeholders in the Insurance Industry, Fiji Bus Operators Association,
private legal practitioner, accident
victims, Judicial Department of Fiji,
Reserve Bank of Fiji, and Ministry of
Infrastructure and Transport were part
of the said panel discussion.

Bid to make education more inclusive

By LUKE NACEI

The Minster for Education Dr Mahendra Reddy says that

inclusive education is a tactic that empowers all children to
experience a sense of belonging within their local schools.
Dr Reddy highlighted this while launching the special and
inclusive education policy and implementation plan in Suva.
Minister Reddy stressed that children can exceed expectations only if they are provided with the right tools and a
conducive environment.
It is based on the principle that all children have the right
to fully participate in all school activities and their communities alongside their peers, and the understanding that all
children can learn if they are provided with an appropriate
learning environment, appropriate equipment and parental
support, Minister Reddy said.
Minister Reddy added they were working closely with the
Access to Quality Education Programme (AQEP), which is

funded by the Australian Aid Programme through the Department of Foreign Affairs and Trade, and the Special and
Inclusive Education Unit at the Education Ministry to allows
children with disabilities to access education.
We want to eliminate any gap in education, and administer quality education that is accessible by all, including the
people with disabilities, Minister Reddy said.
The Ministry of Education has been making efforts to
strengthen inclusive education options for children with disabilities and their families across Fiji, while continuing to
support the services that special schools provide children
with particular and complex disabilities.
The International Day for Persons with Disabilities will be
observed on December 3rd with the theme, Achieving 17
Goals for the Future We Want.

China offers Sports

University Study
By ANA SOVA
Three lucky students
will be able to go and study
at the Beijing Sports University in China next year.
This follows a meeting
between the Minister for
Youth and Sports, Laisenia

Our discussion at the
University was based on

He said the Ministry and

725 confirmed HIV cases

The Minister for Health Rosy Akbar in black with staff nurse and fans in Lautoka.
Photo. LUKE NACEI.

There are a total of 725

confirmed Human Immuno Virus (HIV) cases in Fiji,
says the Minister for Health
and Medical Services Rosy
Akbar.
This she says is a cumulative total since the
first case was diagnosed in
1989 giving us an average
of about 20 new cases per
year.
From the month of January to October 2016, Fiji
has a total of 43 newly diagnosed HIV positive. That
is an average of more than
4 cases per month.
Ms Akbar said Fiji continues to have an increase
in the number of new
HIV infections especially
amongst our young people from the ages of 19-29
years.
Through a collaborative effort we have been
able to have success stories despite the increase
in new HIV infections, she
said.
In strengthening HIV
Testing Services and ensuring that its accessible at
community level, the Min-

istry have been able to expand our HIV testing sites

from 1 to 13. These testing
sites do not only screen for
HIV but they also conduct
confirmatory tests which
reduce the turnaround
time for our HIV results.
The number of people
on treatment has slowly
grown since the introduction of antiretroviral
treatment in 2010. Today
we have 320 HIV positive
cases in Fiji initiated on
antiretroviral
treatment
and we hope to get more
PLHIVs on treatment and
keep them on treatment,
Ms Akbar said.
She said Fiji has been
able to reduce new HIV infections amongst newborn
from HIV positive mothers and I am proud to say
that Fiji is on the right track
of achieving the goals of
eliminating Mother to Child
Transmission before 2030.
World AIDS Day not
only provides us opportunity to look back at our HIV
journey but it also serves as
an important reminder that
the epidemic is still with us

and that we must do more

to increase awareness and
to eliminate prejudice,
We acknowledge UNICEF support for providing
us with monitoring equipments to monitor our
patients CD4 counts and
most importantly their viral
loads. Information is power. UNAIDS is acknowledged for their continued
support in strengthening
the Fiji HIV reporting system and also building the
capacity of all our partners
in responding effectively to
HIV.
Let us not forget that
HIV infects and affects indiscriminately. It does not
choose the age, gender,
ethnicity, social status or
religious background of a
person,
HIV thrives on ignorance, it thrives in conditions of poverty, it thrives
on stigma, and in situations
of unequal gender relations. It thrives on destructive behaviour, the abuse
of alcohol and drugs, and
unsafe sex, she added.

HIV/STI Fiji National Strategic Plan Launched

By LUKE NACEI
In a bid to ensure that
no one is left behind as
far as HIV and STI is a concern, a National Strategic
Plan on HIV and STI 20162020 is being launched.
Officiating
at
the
launching of the Strategic
Plan was the Minister for
Health and Medical Services Rosy Akbar and Fiji
HIV AIDS Ambassador and
The UN AIDS Goodwill Regional Ambassador for the
Pacific H.E Sir Ratu Epeli
Nailatikau.
Ms Akbar said the
National Strategic Plan
through collaborative efforts guides us to achieving the 90-90-90 Treatment
Strategy and ensuring that
No One is Left Behind.
She said the strategy
provides detailed insights
into the work that is still

need to do.
The task is huge. The
Strategy provides a clear
framework for changing
the way we talk about HIV,
and it offers us a critical
roadmap that prioritizes
our Nations response to
this epidemic and organizes the ways we deliver HIV
services to all.
I am proud to say that
we have a comprehensive
National HIV/AIDS Strategy
that is rooted in a simple
vision that every person
should get access to lifeextending care, regardless
of age or gender, race or
ethnicity, sexual orientation, gender identity or
socio-economic status,
she said.
Minster Akbar said: Let
me remind each and every
one of us today, we cannot

overcome this epidemic

unless all of us accept that
we have a responsibility.
We have a responsibility as employers and employees. Individually, we
are responsible with our
own behaviour, as parents,
as a spouse, as a son or a
daughter, as leaders and
as role models, she said.
Ms Akbar encouraged
those present at the event
to work harder to secure
an AIDS free Fiji.
We cannot rest and
we cannot be complacent.
With vigour and perseverance, let us continue to
move forward with the
hope, speaking with one
voice and a single message
Aids Will Lose Together
We Can, she added.

Building a more knowledgeable society

Government is focused on making a more knowledgeable society.

Ministry of Youth & Sports Principal Youth Officer Eastern Division, George Francis told students of Korovuto
College while speaking to them during their prize giving
day last week.
As enshrined in Section 31 of the 2013 Constitution,
every Fijian is guaranteed the right to education including access to proper school infrastructure and learning
facilities necessary to foster quality education at all levels, Mr. Francis said.
He said in the 2016-2017 Budget, a total of $448.5 million was allocated to the Ministry of Education.
And as part of the free education programme and
initiatives, the Fijian Government has provided $200 million towards the free tuition grant for Early Childhood,
Primary, Secondary and Technical Vocational Education
and Training, Mr Francis said.
He said on that same note Government has also established technical schools around the country.
The Technical College of Fiji was established to address the critical role of skills development in achieving
sustained economic growth and social progress and to
address the skills mismatch in the labour market against
the increased demand for technical skills in various sectors, Mr Francis said.

THE JET - FIJIS FIRST COMMUNITY NEWSPAPER

He said with these technical schools supplementing the non-formal education provided by the Ministry
through their youth training centres and through the universities in the country, positive outcomes for the wellbeing of young people will be achieved.
I therefore urge you all to strive for only the best in
your education.
Furthermore, he said Government had announced in
the 2016-2017 National Budget, in the wake of Tropical
Cyclone Winston, a substantial amount of money for the
rebuilding of damaged school infrastructure.
This indicates Governments unrelenting commitment to the education sector as a whole, be it during
times of recovery from a natural disaster or otherwise.
Mr Francis spoke on behalf of the Minister for Youth,
Laisenia Tuitubou who couldnt be present at the event
due to other pressing business.

Lakena family finally

Deluxe Dhaba Opens
receives piped water supply
By ANA SOVA

and his grandchildren sampling their newly installed stand up
pipe outside their home in Lakena. Photo: WAF.

A total of eight households living along

the Lakena Irrigation, outside Nausori
Town have finally received consistent
piped water supply after a 15 member
team from the Water Authority of Fiji
(WAF) completed works in the area.
The WAF crew laid a total of seven and
a half coils, which is equivalent of 1050
metres of polythene pipes, sixty-centimetres under ground, from the nearest water
main quite some distance away.
Mr Shiu Dhari, 57, a resident who has
been living in Lakena for the past 13 years,
said this was the first time that he has received treated piped water to his home.
I have stayed in this place for 13 years
and ever since we have been using rain
water in a tank to survive, and it has been
hard recently because there has not been
any rain. But, now I feel very good because we now have proper water coming
to my home, said Mr Dhari.
Mr Dhari said sometimes when he and
his family were really in need of water,
they would call the District Officer to have

their water tank refilled through the Authoritys water carting services.
His wife, Mrs Maina Wati, 59, said,I
thank the Water Authority of Fiji and the
Government of the day for their assistance, now we are able to do washing
with the washing machine. I am really
happy that we finally have a meter and
a water supply. Now we are able to have
proper shower and my grandchildren can
now have their shower in the bathroom.
We are really happy and thankful, said
Mrs Wati.
The Authoritys Leading Hand for the
Service Pipe Replacement Project, Mr Jitai
Rokobuku, said it was a humbling experience for him to be part of the team that
worked for almost two weeks to provide
clean and safe drinking water to the people of Lakena Irrigation.
I am glad that I was part of the team
that started and completed the works in
the area, because the people here have
not been receiving water for the past 13
years he said.

If you have a love for

North Indian and South Indian cuisine, Mumbai Dhaba
is the place for you.
The locally owned highend restaurant was officially
opened at Sukuna Road in
Nadi Town on December
5th.
Restaurant Director and
Hotelier, Amit Sinha said he
wanted to give the people of
Fiji a real taste of authentic
Indian food, seeing the lack
of it in the Nadi area.
There is no authentic
Indian Restaurant in Nadi
Town apart from Indigo in
Port Denarau and Indiana in
Namaka, so I thought lets
start in Nadi Town so that
people around here could
have a real taste of India,
Mr Sinha said.
Two Indian chefs specializing in authentic Indian
and Indo-Chinese cuisine
had been brought in from
Rishikesh Uttarakhand and
Dehli to cook for the restaurant.
A third chef will also be
brought in soon.

Running an authentic
Indian restaurant, having a
qualified and skilled Chef is
critical, Mr Sinha said.
He said it takes chef years
of meticulous training and
dedication to master the
technique.
Or to acquire the ability
to gauge spices, mix marinades, and the most vital of
all, to judge the heat of the
tandoor and the time necessary for each dish to be
perfectly cooked, Mr Sinha
said.
The restaurant also employs 10 local staff, trained
in food preparation.
Mr Sinha said the food
recipes have been passed
down from generations of
family in India.
Popular dishes served
in the restaurant include
Tandoor cuisine, Chicken
Manchurian, Chicken lollipop, Chili Chicken, Hakka
Noodles, Hunan Chicken,
Chow Mein and Szechwan
fried rice.
Mr Sinha said the restaurant has been getting great

feedback since opening.

Its starting to become
an attraction to renowned
people particularly in Nadi.
The location is great and
the price is affordable, Mr
Sinha said.
Once the restaurant obtains its liquor license it will
have its official opening by
end of this month or early
next year.
Future Plans
Mr Sinha said they are
also planning to open another shop in Tappoo City,
Lautoka once completed.
That will be a pure Indian authentic restaurant,
strictly vegetarian. We also
plan to open an outlet in
Suva but talks on that are
still on-going.
Opening hours
The restaurant opens
from Monday to Saturday.
Lunch is at 9am until 3pm
and dinner starts at 6.30pm
till 11pm.
Only South Indian dishes
are served on Sundays.

The University has now made studies much easier to the central students
by providing a second school for the
Umanand Prasad School of Medicine
(UPSM) in Suva would offer MBBS courses from next year.
Suva campus was more like an adjourned random campus. I am saying if
you start something like medicine, you
will not be able to complete the medicine
course there some years back and you
will have to come back here, University
of Fiji vice-chancellor professor Prem
Misir said.
What we are trying to do and we think
it is going to happen from Semester One
2017 is the MBBS Program will also schedule to be held on our Suva campus.
The University aims to enroll 250 students in this course.

10 THE JET - FIJIS FIRST COMMUNITY NEWSPAPER

We are aiming 125 students in both

campuses. This University is doing a tremendous service to the western division
of Fiji, he said.
Mr Misir said since the establishment
of the University they have been able to
meet the demands of the students.
We are very pleased to say that we are
expanding our wings and we are establishing our new campus in Suva,
We are entertaining the Suva students
and the other foreign candidates to be
placed in Suva so that they dont need to
come down here to the western side, he
said.
USPM interim dean Dr Abhijit Gogoi
said they had noted an increase in regional medical applications.
Next year we will start with 25 to 35
local students and then we will go for foreign students, he said.

The 8 Basics of Decorating

your Christmas Tree
By LUKE NACEI
The evergreen fir tree has traditionally been used to
celebrate winter festivals (pagan and Christian) for thousands of years. Pagans used branches of it to decorate
their homes during the winter solstice, as it made them
think of the spring to come.
It kind of took the fun out of decorating the tree, but
the end result was always beautiful. Even after all these
years, my mother still trims her tree in the same order;
however, in her old age she has grown to love the white
twinkle lights. In fact, last year she managed to wrap over
1,000 of these tiny white orbs on her large artificial tree.
It was so bright, Im sure it could have been spotted from
outer space or at least used to guide in lost aircraft.
Im not sure where Mother obtained her rules to
tree trimming, but I do know there are many Christmas
tree decoration ideas out there today. Lets take a look
at eight of these basic techniques and examples to help
you get started.
1. Light it Up!
Although, my mother may have gone a bit on the extreme twinkle light side, Christmas lights do provide a
beautiful glow to the tree. They create a magical atmosphere in a dimly lit or darkened room, allowing the ornaments to dance and shine by their light. When choosing Christmas lights for your tree, there is really no right
or wrong ones. However, if your tree is tiny, it is probably best to avoid the large bulbed variety as these will
most certainly weigh the tree over. Christmas tree lights
come in an assortment of styles and colors, so take your
time and look through your options. Getting the perfect
lights will set the tone for the rest of your decorating techniques.
2. Wrap it Up!
Growing up my mom would wrap our Christmas tree
in the wide shiny garland that danced in the light, but today there are many other decorating ideas for your tree.
If you are not a big tinsel fan, you can use beads to add
a decorative flair. These work well for smaller trees or
a household with pets (tinsel and garlands can be toxic
to animals if ingested). Find the beads that fit your color
scheme then drape the strings along the branches. Ribbon can also be applied in the same manner and will add
a whole new look to your tree. This method has become
very popular and is easily applied.
3. Adding the Baubles
Adding the decorations to the tree is perhaps the
most fun part, at least for me it always is. This gives me
a chance to go through my favorite decorations from
past Christmases to see which ones are a must-have on
the tree this year. I favor my heirloom ones, or treasured
decorations that have sentimental value, like ones from

a child or grandparent. These can be used in a place of

honor on your tree and are sure to bring a smile to your
face each time they catch your eye.
4. DIY Decorations
If you are creative, looking for something unique or
even just trying to save some money, DIY ornaments can
be a inexpensive and beautiful way to decorate your tree
this year. A lot of these ideas dont required you to be Ms
Stewart to pull off and use easy-to-find supplies. Make a
special day out of it and get the kids involved. They will
have a blast creating and seeing their works-of-art hanging on the tree. These also make great gifts for grandparents and relatives.
5. The Glam-Look
If you go through home design magazines, you may
notice Christmas trees decked out in a glamorous look
that you would expect to find among these pages. However, this look isnt hard to replicate. Large decorative
silk flowers, ribbon and other fancy ornaments will add
that chic look and make your tree a definite focal point
in your home.
6. Nature-Inspired
Christmas trees are, after all, a part of nature, so why
not decorate the bows with some nature-inspired decorations? Large pinecones, raffia, leaves and artificial birds
will all put your tree in the natural realm. For a stunning
look, mix some simple, yet shiny baubles and wooden
objects among the branches. To add some color here
and there, find berry picks that can be easily tucked into
and attached to the limbs. These are great to give a dash
of color in amongst the greenery. Simply gorgeous!
7. Find a Theme
If you want to keep your planning simple, then find a
theme and stick with it. This could be certain color(s)
or involve a particular animal, sports theme or whatever you love. By narrowing down your options you can
search out only the perfect theme-related decorations,
bypassing any impulse items. Remember, matching the
decor in the room you plan on putting the tree in can
also be considered a theme. Using the accent colors or
a full on palette can make your tree a handsome part of
your home.
8. Tree Toppers
Traditionally, people have put an angel or star as the
last touch to their decorated tree. But this is not set in
stone. Tree toppers can include anything that can be
safely fastened to this narrow branch. Bows, flowers,
even a small stuffed toy can be used as a tree topper. Follow your theme, use an heirloom or even a festive family
photo that you want to give the place of honor to.

Christmas is a time of

Ms Naidu said personally it

She said there was also
a lot of interest now being

Meanwhile, the hot

originally discovered by
American soldiers living in
Sabeto during the Second
World War, Ms Racule revealed.
They looked for a place

open first quarter
By ANA SOVA

By LUKE NACEI
The Churchill Park in
Lautoka is reaching its final
stages of completion with
the facility schedule to open
sometime during the first
quarter next year.
And to add on to this,
Lautoka City Council CEO
Jone Nakauvadra has also
confirmed that a new 1000
seat pavilion is expected to
be built beside the cement
grandstand.
This would mean the
park would now have three
pavilions and an embankment.
However Mr Nakauvadra
said the new pavilion was
likely to be constructed towards the end of next year
once funds were available.
He could not reveal as to
how much had been spent
on the upgrade of the park
saying all details were with
the Ministry of Local Government.
Mr Nakauvadra said once

the Council had enough
funds in the future, then a
seating facility similar to the
ANZ Stadium would be built
on the embankment.
Meanwhile
Mr
Nakauvadra said the ground
breaking ceremony for Lautokas new Olympic size
eight lane swimming pool
would be done next month.
The Government had allocated $750,000 in its Budget for the construction of
the swimming pool.

The Council has earmarked the Delana Primary

School side of the Botanical
Garden as the place where
the pool will be built.
That is the first stage
with the second stage being
a pavilion, he said.
Mr Nakauvadra also could
not say how much would be
spent on the construction of
the swimming pool again
saying Government had all
the details.

Fiji in for global

strategy implementation
By ANA SOVA
Fiji has been selected as one of the first countries in the
Pacific region to implement the Global Strategy Initiative
(GSI).
The GSI is a programme initiative of the Food and Agriculture Organisation (FAO) to improve agricultural statistics as
part of international efforts to improve the quality of agricultural information used in decision making.
Minister for Agriculture, Inia Seruiratu informed Ministrys
senior management officials that Fijis selection highlighted
the steps taken by the agriculture ministry to strengthen
data collection during a workshop in Sigatoka.
This blends in well with the Ministry already embarking
on its ambitious agriculture development programme under
the Fiji 2020 Agriculture Sector Policy Agenda, Mr Seruiratu
said.
He added that work on the GSI had been possible through
the ministrys partnership with its stakeholders allowing for
a more cohesive approach.
Mr Seruiratu said that this followed the release of an indepth country assessment report, the Fiji-IDCA 2015 which
described the existing agricultural statistics system, identifying gaps, weaknesses, technical assistance and training interventions needed to improve agricultural statistics.

Being new in the business, we had to

He said they learnt along the way and
started to get a better understanding on

We look forward to fine tuning our
business to be the best Fast-Food restaurant here in Fiji, Mr Narsey said.
He said the response theyve received
so far since opening has been very positive which has spurred them on to open
more sites in future including another restaurant at the airport which would be accessible to the general public.
We are also planning to open two new
restaurants in the greater Suva area by the
end of 2017, Mr Narsey said.

Minister tells of
HIV barriers

By LUKE NACEI

One of the major barriers that can prevent us from achieving the 90-90-90 Treatment Strategy targets is the stigma and discrimination that might still exist within our
communities.
The Minister for Health and Medical Services while issuing her addressing urged
members of the public to be responsible
enough for their own health.
Not only to the infected but also to the
affected and also to our vulnerable groups
including the disable. Stigma is the prejudice, exclusion and isolation of an individual
by another or by a group. It is irrational. It is
hurtful. It is unacceptable, Ms Akbar said.
She said while HIV has had an unprecedented impact on global health, it is like any
other disease. There should be no shame
and no blame.
People of Fiji, if we want our country
to become healthy once again, it is high
time that we take responsibility for our own
health and that of others. No matter how
small your contribution or your positive actions may be, remember that small ripples
will create big waves,
Let us put aside our differences, let us
move away from a blaming culture, let us
protect, love and care for one another regardless of age, sex, religion or health status, she said.
Our caring actions will combat stigma
and create an environment in which all can
feel comfortable to test and be treated. Let
us continue to work collectively to fight stig-

ma and promote healthy lifestyles.

We have been able to assess the impact of our response, identifying challenges,
gaps and systemic issues that need to be addressed in order to meet our objectives. We
all have a responsibility to encourage people
to test for HIV and TB. We need to ensure
that those infected with and affected by HIV
including the disable live in an environment
that is free from stigma and discrimination,
she said.
Ms Akbar also said that we need to ensure that all those who need treatment,
receive treatment and that they remain on
treatment.
The more HIV-positive people we put on
treatment the more virally suppressed PLHIV will be, thereby protecting more people
from getting infected and reducing AIDS related deaths amongst PLHIVs,
We need to invest in our adolescents
and youths equipping them with tools to resist peer pressure, avoid teenage pregnancy,
control their use of social media, and define their own values that will secure them
a healthy, prosperous future. I must say that
the leap in technology is taking us to another
dimension of challenges that we will need
to deal with, she said.
We need to strengthen our HIV and TB
services to communities that have yet to be
reached. Fijis 2016 milestone which I also
have the honour of launching today is the
Republic of Fiji, she added.

thanked Miss Dunn for making Fiji and all
Fijians proud.
He also called for support from key
stakeholders as Nadi will host the Miss
Pacific Islands Pageant in November next
year.
Minister Bala also announced that Miss
Dunn will be Fijis ambassador for Climate

Change.
Miss Dunn said representing Fiji at the
regional event was an experience of a lifetime.
I am very excited to be chosen as the
ambassador for Climate Change. It is one
of the biggest issues faced by every country in the region and I have decided to
take it on, Miss Dunn said.
I do realise that there are many nongovernmental organisations and programmes within communities and government to address the issue. I hope to
involve myself in one of those projects
and do something that would help changing at least one activity or one way that climate change affects us as a region.
Her message to other young women
intending to take part in future pageants is
to strive forward and to do their best.

An environment education programme

for past six months organised by the Shangri-Las Fijian Resort in partnership with

hailed a success.
This was after forty-three children from
four primary schools near the Sigatoka
Sand Dines received recognition for performing their duties in this programme.
The children who took part attended
Naidovi Primary School, Cuvu District

and Kulukulu Primary School.
The junior rangers of Heritage in Young

20 Seasonal workers bound for NZ

Hon. Jone Usamate with the twenty seasonal workers in Nadi. Photo: DEPTFO.

Twenty seasonal workers that were selected

from the Tikina (District)
work ready pool under
the revised recruitment
and selection criteria were
farewelled by the Minister
for Employment, Productivity and Industrial Relations Hon. Jone Usamate
in Nadi.
Minister Usamate said
these workers were selected from the Ra, Ba
and Tailevu provinces and
districts that were badly affected by Tropical Cyclone
Winston.
In his farewell statement, Minister Usamate
encouraged the 20 male
workers to aim high and
said that with the right attitude the workers can succeed and supercede the
employers expectation.
Government has pro-

vided a platform for work

opportunities abroad and
greener pastures for you
and all Fijians including
your loved ones. Now
the onus is on you; it is
now your turn to grasp all
you have learnt from the
pre-departure orientation
training and apply yourself
in your new work environment, Minister Usamate
said.
These workers will be
based in Whakatu, Hastings, in the Hawkes Bay
area of New Zealand and
are contracted for a duration of six months.
The first six months
will be a learning season
for you. Once you have
mastered the techniques
and skills of your new
working environment in
New Zealand and demonstrated high skills, perfor-

mance and productivity,

you will succeed by being
re-selected by the employer for another season
if need be, Minister Usamate said.
The workers were told
to maintain their focus,
work hard and work smart,
learn as much as they can
and save money to rebuild
their homes and their lives
while awaiting other assistance from Government
during this recovery phase.
Your goals for self-improvement, development
of your families and communities are to be reasons
for saving money, Minister
Usamate said.
The group were urged
to commit to their work,
perform their best, earn
and save to add value to
the livelihood of their families and communities.

Ensure workers welfare: Usamate

DEPTFO

By ANA SOVA

The Minister for Employment, Productivity and Industrial Relations, Jone

Usamate has urged that workers must be
treated fairly.
He highlighted this while speaking
in a meeting with members of the Nadi
Chamber of Commerce.
The Minister informed the forum an
issue that was brought to his attention of
a worker who was reportedly working
14 hours a day receiving a wage of $20.
This should not be happening and
my Ministry wants to put a stop to it and

ensure that the welfare of our workers are

well looked after,
At the same time we want workers to
contribute to what they are required to do
to the industry, Mr Usamate said.
He said the Ministry existed to implement the labour laws and at the same
wanted the private sector to do well.
Meanwhile, the talanoa session also
provided an opportunity to highlight Governments policies on better employment
relations between the Ministry and the
business communities.

Major upgrade for

Navua completed

Mr Usamate said the private or business sectors were the main drivers of economic growth for the country.
There are an increasing percentage of
private sectors and local investors that are
contributing towards our economy now,
Mr Usamate said.
He said Government wants to provide
a productive workforce.
The focus of our Ministry is Decent
Employment and Productivity for All,
where the workplace is to be as productive as possible and at the same time de-

cent in terms of doing the right things

for our workers, Mr Usamate said.
Because when you do well the
country does well.
The Minister also shared views on
how the Government and business
community in Nadi could work together
for the betterment of the business community and the country as a whole.

Ravai Elected as
PWWA Chair

By LUKE NACEI

Extensive road work

that was carried out within
a span of two months has
been completed in Navua
and now awaits the official
declaration as a town.
The Fiji Roads Authority
(FRA) had contracted Fulton Hogan Hiways (FHH)
to carry out the Navua
Town road work.
Located 39 kilometres
west of Suva, Navua is
expected to become Fijis
14th town once it receives
its official status.
FHH Project Construction Manager, Ciaron
Kelly, said that full FHH
crews were on site to
ensure that surrounding road access to and
through the township,
including ancillary works,
were upgraded.
We have completed

the pavement and concrete works for Naitonitoni Road, which is 1.8km,
thats 500 metres of foam
bitumen and asphalt surfacing beginning from the
overhead bridge on the
Queens Road through to
Naitonitoni Road leading
into main part of town, he
said.
A length of 600 metres
coming into town and 700
metres heading out of the
end was cement stabilised
with a two-coat seal. All
the residential driveways
have been replaced. In
total, 4,300 square metres
of foam bitumen has been
laid in the main section
of Navua Town, Mr Kelly
added.
Damaged culverts have
been replaced, footpaths
levelled out, and drainage

cleared off debris.

With a population of
5,048 as of the 2007 census, Navua was once a
sugar producing area in
the 1800s and sits on the
embankment of the Navua River.
Recently commending
FHH for the work carried
out in Navua, FRA General
Manager Network Operations and Maintenance,
Aram Goes, said thanked
FHH for their hard effort
despite the time frame
given.
FHH worked tremendously hard to complete
the project within a very
tight time frame. This
work will provide a much
improved
infrastructure
asset for the town for years
to come, he said.

Water Authority of Fiji (WAF) CEO, Mr

Opetaia Ravai, has been re-elected unopposed as the Chairman of the Board of
Directors of the Pacific Water and Waste
Water Association (PWWA) at an Extraordinary General Meeting held in Canberra,
Australia, 29th November.
Mr Ravai has held the PWWA chairmanship since 2011, during which time
PWWA membership has grown exponentially to 29 utilities from 23 countries,
including the Northern Pacific countries
of Guam and the Federated States of Micronesia, as well as New Caledonia and
Tahiti, in the French Territories.
The Allied Membership has also increased, to 65, and interest in this membership continues to grow amongst
international water authorities and associations, private sector equipment and
service supply companies, contractors,
consultants and individuals.
Much of this growth can be attributed
to Mr Ravais style of leadership, which

has been described by PWWA members

as pragmatic, accommodating and visionary, and is combined with his rapport
with other PWWA stakeholders.
Under his chairmanship, the PWWA
reform programme has resulted in the
formulation and endorsement of its new
constitution, and has brought about two
Ministerial forums of Water Sector Pacific
Ministers.
He has been a driving force in securing PWWA funding through the Australian Department of Foreign Affairs and
Trade (DFAT), to fund the operations of
the PWWA secretariat, including the remuneration the secretariat staff and the
full-time CEO, Ms Pitolau Lusia Sefo-Leau,
who was recently engaged by PWWA.
PWWA was established in 1994, operating in the water and wastewater
sectors, with the mission of the delivery
of quality water related services that enhance the wellbeing of people throughout
the Pacific Island region.

time together before the tragic incident happened.
He came last two months in September
and spent one month with us. It hasnt been
a month yet that he had passed away. We
were having a good time as a family in the
hotel, she said.
Mrs Bese said hearing the sad news
dazed her and brought tears to her and her
family.
I was very shocked to hear the news, I
am trying to be strong for the kids.

These girls will not
only benefit from this tour,
their team members as

from this in terms of learning new techniques and
getting to teach the girls

Peniasi Naisusu, 32 of Lautoka counts

himself lucky after winning the first HK Mai
promotion for the November monthly lucky
draw.
This has fulfilled his ultimate sporting
dream trip, all free, to go to Hong Kong in
April 2017 and watch the HK 7s tournament
live.
This is a watershed moment in my life.
I of course love to watch rugby and support the boys not on TV but actually standing there on the pavilion and cheering for
them, he said.
This will be the first time for Mr Nasusu
to travel outside Fiji as he has never been to
other countries before.
I have never travelled outside Fiji and I
have never used my passport, this will be
my first overseas trip and to get it for free is
just amazing, he said.
There are nine more such trips to be won
and the prize includes air fares, accommodation, $2000 spending money and tickets
for the three days event.
My phone was vibrating while travelling
back in a taxi and I aksed one of my friends
Who has a Digicel number? Since I have
Vodafone,
When we reached my home in Field 40
in Lautoka, the same number called and I
answered and was shocked, he said.
Mr Nasusu said he received a text a short

time later saying that he had won a rugby

ball and then another saying he had won the
trip to Hong Kong.
He was then brought to the Punjas Biscuit
factory at Navutu in Lautoka and was officially told about the win.
He is always enthusiastic with Volleyball
but loves to watch rugby, especially when
the national sevens side is playing.
I have been in the tourism industry for
the past eight years working in reception
and have just completed my BA in Primary
Education.
Mr Naisusu loves purchasing Punjas
breakfast crackers biscuit because of the
taste and the freshness and when his brother arrived from the Mamanuca Group, they
would normally take two buckets of the
same biscuit back with them.
To gain entry:
1.
Purchase any of Punjas Breakfast
Crackers specially marked packets.
2. Find inside a unique code that
could make you a winner for the all expenses paid trip to Hong Kong.
3.
Text the unique code found inside
the packets and pails to 7007070.
Each monthly draw, 100 more people will
become winners and they would be receiving prizes ranging from Fiji supporters gear,
BLK rugby balls and Punjas Biscuits Hampers.

By LUKE NACEI

It has been a
fantastic year for
the Nadi Soccer
Team.
The Jet Town
boys defended the
Pacific Cup title for
the first time, on
home soil in an exciting final beating
New Zealand Fiji
Football Inc (NZF-

FI) All Stars 1-0 last month.

It was a tight game for both teams in
the first half, missing good chances of
scoring a goal.
Midway into the second half, Nadi received a penalty, after Brian Kaltack had
landed on the ground and used the assistance of his arm in the process in his
desperation attempt to clear the ball way.
Fiji U20 skipper, Mataiasi Toma successfully scored a penalty try to give the
host a 1-0 lead.

Continuous attempts by NZFFI All Stars

to score goal was unsuccessful despite
being awarded a penalty after a foul in the
box by Toma.
Kaltcks effort to recover from his mistake went to no avail when his penalty
attempt was saved by goalkeeper Vererti
Dickson.
The second attempt from the rebound
by Kaltack was daringly stopped by Dickson.
Nadi has won the Pacific Cup four
