ARCHITECTURAL COMPETITIONS FOR NOVI BEOGRAD (NEW BELGRADE) FROM 1947 TO 1970
Designs submitted to competitions are, in part, a result of the evolution and achievement of the previous generations,
which makes it possible for us to understand the evolution of the art of building. The principles of urban planning set forth
in the Athens Charter were taken into account in all competition entries, whether their focus was on urban, architectural
or combined architectural and urban design. The paper analyzes the architectural competitions for Novi Beograd launched
between 1947 and 1970 and explains how they constitute a heritage and whether they should be seen as expressive of the
values of their epoch.
The architectural competitions produced unexpected results in many respects. According to the available data and the
texts that kept track of them and recorded their results, they obviously predominated, but it cannot be inferred if there was
a uniformity of solutions or a direct influence of the prevailing styles of urban and architectural design. Nor is it possible to
generalize about the similarity among the designs for buildings serving the same purpose. Also, after the Second World War
architectural projects show a greater formal and functional diversity than urban design projects. It is interesting to analyze
the competition entries because competitions usually reflect the latest trends and ideas in architectural practice.
The focus of the analysis is on detecting the influence of the CIAM and its conclusions and the immediate influence of
the domestic CIAM members. It seems best to group the many architectural competitions by theme: housing, governmental
architecture, and architecture for communal participation (recreational, educational), because such division is reflected in
the then prevailing division of the city into functional zones. There are many possibilities of drawing parallels between the
competition programmes and the submitted designs. Different examples and projects also offer the possibility of observing
how the architects implemented the modes of materialization: by an emphasis on monumentality, by economizing on the
material, space or structural elements, or by formal uniformity. This subject matter creates room for analyzing the flexibility
of models and various interpretations of spatial organization, form shaping, differentiation and arrangement of functions.
It is unrewarding to categorize the competition entries or to determine the reasons and rules behind the fact that some were
executed and others were not. The designs submitted to the architectural competitions for Novi Beograd after the Second
World War are inseparable from the context in which they originated and therefore the study of the competitions provides
an insight into an epoch and its distinctive characteristics.
