Youareconsideredtobeabrightandhighachievingmemberofthecountycouncil.You
havebeenaskedbyboththeDirectorofLeisureandtheDirectorofCommunityand
EnvironmenttosetupeightnewholidayclubsforschoolchildreninHertfordshire.
Recentlythecouncilwascriticizedbythelocalgovernmentinspectorfornotfullyengaging
incurrentgovernmentinitiativesforsportdevelopment,minoritycommunities,artsand
dramaactivitiesandunderrepresentedgroups.Thechiefexecutiveofthecouncilhas
indicatedthatyourcareerprofilewouldbesignificantlyenhancedifyoucouldhelpthe
counciladdresstheserecentcriticisms.Somelimitedfundingisavailablefromthecouncil
althoughtheywouldbelookingforsomecontributionfromparents/guardians/carers
forthoseattendinganyholidayclubs.Theemphasisshouldbeonmaximumsafetyand
maximumbenefittothoseattendingwithminimumcosttothecouncil.

Overview
Thegovernmenthasindicatedthatitwishestoincreaseparticipationinthedemocratic
processintheUKandspecificallyinthenumbersofpeopletakingpartinlocal,national
andEUelections.Atthesametimeitwishestooverhaultheratherancientpaperbased
votingsystemcurrentlyinuse,inpreferenceforafasterandmoreaccurateelectronic
systemwhichallowscitizenstovotewhereverandwhenevertheywant.Theyalsowishto
addresstherecentcriticismsonthesecurityofpostalvotingandthehighproportionof
wastedvotesfrompeoplewhoincorrectlycompletethepaperbasedsystem.
Theelectoralcommissionhasretainedyourcompanytoundertakeafeasibilitystudyon
thisproject,includingmakingrecommendationsastowhetherandhowthisprojectshould
beimplemented,likelycosts,resourcesandrisks.Theyhaveaskedthatyouprepare
detailedplansandcostsformovingthisprojectforward.Youshouldbeawareofnormal
parliamentaryprotocolandlegalguidanceonelectionmattersaswellastheelectoral
timetableovercomingyears.
TheclientinthisinstanceistheDirectorofOperationsattheElectoralCommission,
althoughhehasalsoputyouintouchwithalocalcouncilorandtheheadofamarket
researchcompanywhorecentlyundertooksomeresearchonthevotingsystemintheUK.

Overview
TheUniversityofHertfordshireinlivinguptoitsvisionofbeingbusinessfacingand
businesslike,wishestointroduceamodelormethodologybywhichitcaneffectively
managetheplethoraofprojectsthatitundertakesatanyonetime.TodatetheUniversity
hasreliedonoutsourcingprojectmanagementorthesecondmentofvolunteerstolead
projectsofstrategicimportance.Thisapproachwillbecomeunsustainableovercoming
yearsandtheUniversitywishestodevelopaninhouseprocessbywhichitsownstaffcan
propose,initiate,executeanddeliverprojectsofvaryingtypes,sizesandvalues.Anynew
approachwouldneedtobetailoredtomeettheUniversitysspecificrequirementsrather
thanuseanofftheshelfmethodology.
Youhavebeenaskedtoundertakearootandbranchassessmentofprojectmanagement
approacheswithintheUniversityandtomakeproposalsforanewwayofmanaging
projectsintheorganization.Indoingsoyouneedtobemindfuloftheneedfortrainingof
staff,thecriteriatobeusedforapprovingprojects,thosewhomanagethemandthe
benefitstheyrealize.Youwillberesponsiblefordevelopingallmaterialsassociatedwith
thisnewprojectmanagementapproachaswellasoutliningthecontentsofanystaff
trainingprogrammes.
