Active involvement of the States with bottom-up communication flow


Limitation to impose a policy decision uniformly across the States
Foster Inter-ministry, Inter-state and Centre-State coordination
Formulation of plan at state level, integration at higher levels
Conflict resolution mechanism through regional council (on ad-hoc basis)
Decentralized decision making and foster inter-ministry, inter-state collaboration
Cross functional teams with domain knowledge as an integrating role
Transforming into a Think Tank to incorporate best governing practic
