Good Evening, everyone!


Happy 25th Silver Anniversary!
I feel a little nostalgic
(sentimental) tonight as I look
back with undying gratitude, to
the first years of my clinical
practice as a Pediatrician. Some
30 years back, struggling with
operations was a common fare,
looking after the De Vera
Pediatric Clinic in the Public
Market of
Santiago.
And
more
challenging was
the foundation of
De
Veras
P e d i a t r i c
Hospital, some 5
years later!!

Recently,
God challenged
me with my brain surgery. With my deep faith and
trust in the Lord, I surrendered myself to His will. I
did not question him:Why me Lord? On the
contrary, within my heart was deep gratitude; I
thanked Him for my family, for DVMCI, and
SMMHI, and above all for his abiding protection in
and for these market places. Truly, our God is so
good! He loves us so much that He allowed me to
celebrate with you, my family, this momentous
event, the Silver Founding Anniversary of DVMCI!
Let us praise God with a big clapping of our hands!
Havent you ever wondered why the 25th year
is Silver Anniversary, the 30th is Pearl, the 40th is
Ruby, the 50 th is Gold, while the 60 th year is
Diamond?
In my research I learned: The shining

The First Family and behind the De Vera Medical Center Inc.(DVMC) who caters clients/ patients all walk of life for 25 years of its existence in the Valley. Dr. Bonaleth MusngiDe Vera, CEO and husband Buddy with their son and sister-in-law and grand child Iya. Below were some of those family friends and guest who joined DVMCs 25th Anniversary held

celebrates 25th year in service
SANTIAGO CITY It all started as a simple De Vera Pediatric Clinic in the Public Market of this city some 25 years
ago today to what it is now the De Vera Medical Center,
Inc. (DVMCI) and now considered as one of the most advance hospitals not only in Santiago City but in the whole
of Cagayan Valley Region.
Dr. Bonaleth MusngiDe Vera, (Dr. Bona, as she
is fondly called) planted the
seed of De Vera Medical
Center at the center of
Santiago City, who during
the celebration of the hospitals 25 year in service was
so nostalgic in reminiscing
how DVMC started.
I feel a little nostalgic
tonight as I look back with
undying gratitude to the
first year of my clinical practice as a pediatrician some
30 years back, the lady
doctor said in her opening
speech.
The lady doctor led the
visitors as well as the staff
and doctors of DVMC in
the struggle and the humble
beginning of the hospital
which started from a tenbed pediatric clinic in 1991
and grows eventually into
a 30-bed capacity secondary general hospital in 2003
as two years after as a tertiary 50-bed capacity hospital in 2005.
Doctor De Vera said
the success of the hospital
was by means a blessing
from God who has been
guiding them all along.
These successes will
not be possible if we did not

put into realization our


CORE values.. C is for Commitment, O is for Outreach,
R is for Relationships, and
E is for Excellence core
values that molded the prestigious image of our
DVMCI family, she explained.
She also gave emphasis on the power of 3 Cs,
which is the theme of the
25th celebration, Commitment, Compassion, and Collaborative health care service.
It is no coincidence,
that we followed the advice
of Pope Francis, to look at
the present with passion!
Living the present with passion means: living with total commitment, emergy,
enthusiasm, joy and fidelity to DVMCIs vision and
mission, she said.
De Vera emphasized
that at DVMCI VIP ka, (at
DVMCI Very Important Patient ka!), which she said
could not be given compassionately if it will not be
coupled with commitment
to serve with one another.
The lady doctor who
revealed that she has undergone brain surgery was so
immense in her speech and

challenge the staff, stockholders and the whole


DVMCI family to look forward and see what lies
ahead of them in the coming years.
She said, we have to
look into the future with

She reminded her staff that the passion should not
only be given to their patients but also to their co-workers
in all sections of the hospital from ESD to housekeeping
section.
Our passion moreover, is not only for our patients. It
is also for our co-workers in all sections of the hospital
from the medical staff to the ESD and housekeeping service. To be patient to one another through thick and thin,
to forgive each others weaknesses, to encourage each
other so we can improve and do things the proper way,
Dr. Bona added.
The lady doctor also encouraged the staff and stockholders to still have a proper attitude of positivity as they
face the coming years for DVMCI.
De Vera Medical Center is the first hospital in Isabela
that is offering the high technology Magnetic Resonance
Imaging (MRI) which is a good tool in diagnosing illnesses
of people now.
Now DVMCI is one of the most sought hospitals not
only in Santiago City and the whole of Isabela but the

CITY OF ILAGAN, Isabela The provinces anti-crime


head has expressed his optimism that more police station chiefs in the province will be recognized by the
Police Regional Office-2 (PRO-2) for their efforts in the
fight against crime and illegal drugs.
Ysmael Atienza, Isabela Anti-Crime head, is hopeful upon knowing that only the police station chiefs of
the cities of Cauayan and Ilagan and the towns of Jones
and Santo Tomas were commended by the regional headquarters recently.
He said all the police station chiefs assigned in the
province have exerted their efforts in the fight against
illegal drugs and in ensuring peace and order all over
the province.
Although there were 19 police chiefs who were relieved recently from their respective posts due to minimal performance in the fight against illegal drugs, Atienza
said there are still 16 police chiefs who have done their
best in the governments anti-drug campaigns and in
the maintenance of peace and security in their respective areas.
We hope that the other police chiefs who have

Looking back, re-living our humble beginnings as a pediatric ten-bed primary hospital in 1991, to our growth as a secondary thirty bed general hospital in 2003,
and as a tertiary level 50 bed medical center in 2005 God our Loving Father has been with us all along, and even blessed us with numerous awards, both locally and
internationally! These recognitions empowered us to always improve our marketplace, through the concerted efforts of all our stakeholders. Our stockholders, our
staff, and all partners in healthcare, have put their own share in improving our health service through best practices and improved relationships. These successes
will not be possible, if we did not put into realization our CORE VALUES.. C is for COMMITMENT, O is for OUTREACH, R is for RELATIONSHIPS, and E is for
EXCELLENCE CORE VALUES THAT MOLDED THE PRESTIGIOUS IMAGE OF OUR DVMCI FAMILY. Thus we pray, with deep humility and gratitude:

Dear family, now that we have reached our Silver Anniversary, it is time to look at the present with PASSION!
This year, God blesses us again in winning the Clinical Service Improvement Excellence Award, an International Award of Hospital Management Asia. Among
365 entries, we were chosen for another Best Practice - which is our theme for todays celebration: The Power of 3cs: COMMITMENT, COMPASSION AND
COLLABORATIVE HEALTH CARE SERVICE.
It is no coincidence, that we followed the advice of POPE FRANCIS, TO LOOK AT THE PRESENT WITH PASSION! Living the present with passion means:
living with total commitment, energy, enthusiasm, joy and fidelity to DVMCIs Vision and Mission.
In this health care service, if we look at the present with passion, we would delight the needs of our patients, the real reason for our existence, (IN DVMCI, VERY
IMPORTANT PATIENT KA!). The whole family cannot give this passionate/compassionate care if we will not couple it with our commitment to serve and
collaborate with one another in the delivery of quality health service to all. More importantly, this passionate care makes us also distinct from other health care
providers!
Our passion moreover, is not only for our patients. It is also for our co-workers in all sections of the hospital: from the Medical Staff to the ESD/Housekeeping
Service! To be patient to one another through thick and thin, to forgive each others weaknesses, to encourage each other so we can improve and do things the proper
way the living out of this compassionate caring, was the main reason why ISO has given us accreditation these past 3 years!
Now, what lies ahead for DVMCI after tonights celebration? We have to look into the future with HOPE! If we have lived the present with passion, we can be
assured of genuine hope for the future.
Amidst the different threats and obstacles we may face in the coming years, we should have the proper attitude of positivity, while having faith and confidence
that our Heavenly Father will take care of us, as we travel to the 30th, 40th, 50th, Anniversaries this is HOPE entrusting to God all our being to completely
surrender to Him our workplace, and fulfill DVMCIs Vision-Mission to the fullest!
As we continue onwards to celebrate our 25th Founding Anniversary, let us not forget to relate to the shining qualities of silver: strength, adaptability,
malleability, durability and endurance!
Let us continue to look at the past with gratitude, the present with passion and the future with hope!

De Lima crying persecution


SEN. LEILA de Lima is crying persecution due to the string of
criminal cases filed against her, the latest of which is regarding
her advice to her driver and bodyguard Ronnie Dayan to go
into hiding after being summoned by the House committee on
justice to testify in the inquiry on the illegal drug trade inside
the national penitentiary, New Bilibid Prison (NBP).
Leaders of the House
trooped to the Department of
Justice (DoJ) to charge de
Lima for blocking the
smooth conduct of the
House probe.
Speaker Pantaleon Alvarez led House members in filing the
case against de Lima.
House Majority Floor Leader Rodolfo Farias and House
committee on justice chairman Reynaldo Umali joined in
signing the charges against de Lima for violation of Article 150
of the Revised Penal Code for disobedience to summons issued
by the national assembly, its committee or subcommittees.
Her acts in frustrating the House proceedings started with
de Lima ignoring a House invitation to attend the inquiries in
September 20 and 21 and October 5 and 6 claiming that the probe
was merely meant to persecute and humiliate her.
De Lima was, however, at the center of the NBP scandal as
high-profile inmates identified her as being the recipient of drug
money and even organized the operations to raise money
through the narcotics trade to fund her senatorial bid.
Real, however, were the efforts of Leila to block the conduct
of the drugs trade hearings at the House in barring herself and
Dayan from being at the probe. It was only when Dayan was
arrested as ordered by the House did he appear in the inquiry.
After Dayans arrest, the congressional inquiry was reopened
and during the hearing, Dayan and his daughter testified that
de Lima instructed him not to appear in Congress. The senator
gave the instruction through a text message to Dayans daughter.
The House suit said as an incumbent senator, former
secretary of Justice and a lawyer, advising and inducing Dayan
to hide and not to attend in the House inquiry for which he was
duly summoned is tantamount to inducing disobedience to
summons issued by Congress in which she is a member.
It is not persecution but karma that now afflicts de Lima.

REALITY is that some may feel their parents dont deserve honor.
Some parents have been abusive or neglectful and it affects our lives
and spiritual well-being. That does not change the fact that God
commanded that we honor our parents.
So how can we honor an abusive parent? Here are some practical tips: if you have distance yourself from them, call your parent
and listen. Remain quiet rather than defend yourself when hurtful
things are said. Let go of expectations that your parent will ever be
the parent you want him or her to be; accept them for who they are.
Cultivate an attitude of compassion for the things your parent did
right and express gratitude for even slight efforts to show love.
Marriage is another relationship to honor. Hebrews 13:4 Give
honor to marriage, and remain faithful to one another in marriage.
God will surely judge people who are immoral and those who commit adultery.
We are to honor the institution of marriage. We are to recognize
the great value that God has placed on marriage. Not just our marriage but also all marriages. We are not to behave in any such manner that would bring dishonor to another persons marriage. We
must be careful that our actions or words not lead to the termination
of someones marriage.

forces were in the works.
But it was not to be, with the
election of the popular Duterte,

and this time, America cannot


control him. And so, the usual
US tactics are applied such
as the withholding of the MCC,
and the sale of arms, which to
Duterte, means nothing. He
prefers
having
his
independent foreign policy,
which is to have good and
lasting trade relations with
other countries, such as China
and Russia, both foes of the US.
The MCC aid is hardly
going to create a financial
problem for the Philippines
and more importantly, it wont
make Duterte do what the US
wants him to do. No MCC?
Duterte can do a tit for tat. He
can have the Visiting Forces
Agreement junked as well as
the planned five US bases in
the country.
For once, here is a
Philippine president, who can
be as crude as he is charming
when he wants to be, as he has
shown Asean leaders and
China during his visits to their
states.
It is time America learns to
understand the Philippines
and its people, instead of trying
to oust Duterte by going with
the yellows and make its plans
with the Philippine military for
the ouster.
Maybe this time, the ouster
plot will fail.
The answer to the Duterte
puzzle is for America to treat
the Philippines under Duterte
right not as a vassal but with
the respect an ally deserves.

would take. I would think with one wish you would desire something more personal.

funds to boost health services in the countryside.

DOH history, will be primarily used for the scholarship offerings, free medicines and strengthening of
the national and local government unit hospitals,
among others.

She said they will be


establishing medicine outlets in lowland and upland
barangays so that the poor
will have access to free
medicines at all times.

with their patients, especially the poor.

Legarda: Free irrigation for farmers in 2017 Natl Budget


SENATOR LOREN Legarda today said that another important highlight of the 2017 national budget is the government
subsidy on the irrigation service fees (ISF) being paid by farmers to the National Irrigation Administration (NIA).
The P2 billion additional allocation for NIA under the proposed 2017 General Appropriations Act (GAA) is intended
to cover the ISF collected by the agency from farmers associations.
An accompanying Special Provision for this purpose specifies that the P2 billion allocation will be used to cover the
operating requirements of NIA and the maintenance of existing irrigation facilities which were previously funded out of
the collections from ISF.
Our farmers, who feed the nation, are among the poorest of the poor who urgently need government support and
intervention. At present, they need to pay the irrigation service fee for NIA to irrigate their farms when, in fact, what we
need to pursue is the lowering of production costs so we can achieve food security, encourage
more citizens to engage in or go back to farming, and improve the income of our small
farmers, said Legarda, Chair of the Senate Committee on Finance.
The NIA is authorized to collect the ISF pursuant to Republic Act No. 3601, but
Legarda said it is time to amend the said law.
This intervention in the budget is only the first step to free our small farmers from
the added burden of having to pay for irrigation fees. What we really intend is to make
it a policy of government, she explained.
Legarda is the co-author of the proposed Free Irrigation Reform and Restructuring
Act, which seeks to remove from NIA the functions of maintaining irrigation projects
and collecting irrigation services and other fees.
Under the said measure, fees being collected by NIA from its irrigation beneficiaries
will be discontinued and the management and maintenance of irrigation facilities will be
turned over to the beneficiaries and will be provided with professional management
support.
The free irrigation for farmers under the 2017 national budget will be a big
boost for the agriculture sector and we will continue to support improvements in
the sector through various measures and policies, including the immediate passage of the proposed Free Irrigation Act, Legarda concluded.

BAYOMBONG, Nueva Vizcaya The Department of Health


(DOH) has allocated P3 billion next year for the
governments Drug Rehabilitation Program (DRP).
DOH Secretary Jean Paulyn Ubial said the fund is
bigger than the P600 million allotted for this year.
She said the fund will be used for the construction
and operationalization of Drug Rehabilitation Centers
(DRCs) in the country.
There is already an existing 10,000-bed DRC in Nueva
Ecija and another one will be built in Ilagan City, Isabela
next year, Ubila said.
According to Ubial, the DRCs will require an estimate
of P10,000.00 monthly fee for well-off patients while the
poor will receive free accommodation and services.
The patients will be encouraged to engage in livelihood projects to support their daily food requirements,
she said.
The DRCs, Ubial said has been conceived with the
intensified anti-illegal drugs campaign of the national government to weed out illegal drug trafficking and use in the
