Basis of the Specification and Drawings
In the preparation of these specifications and drawings, the following convention has been adopted.
All building design and construction must comply with the relevant Building Regulations and any relevant
Standards referred to therein.
If the construction is not covered by the Building Regulations, then it shall comply with any appropriate
Standard.
If the construction is not covered by either Building Regulations or Standards, construction should comply
with a balanced combination of current practice, engineering principles and suppliers information.
Using this Specification
To prepare a working specification for a particular contract, delete this front page and edit the following pages in
accordance with the convention below. Copy and paste this draft specification into the Project Specification for the
particular project, and edit accordingly.
The most common generic specifications are show towards the beginning of this document, with more specialised

General Sustainability Requirements


When a product or system is claimed to be Sustainable, the Supplier shall make available a Sustainability
Statement that clearly indicates how its use will lead to one or more of the following:
Reduction green-house gas generation, which causes global warming; or
Reduction in the use of non-renewable resources upon which our society depends; or
Reduction in land, water or air pollution or degradation, which alienate the use of these resources.

Scope
This section covers the construction of site drainage and building plumbing for effective stormwater management.

SPECIFICATION WATER SUPPLY
Commencement
Work shall commence as soon as practical after, but not before,
(a) The Builder has issued:
a written order
the relevant contract drawings, specifications and schedule of work
written approval of any details provided by the Contractor
(b) The structure supporting plumbing has been completed.
Approvals
The Contractor shall obtain all relevant approvals and provide to the Builder the appropriate certificates. When the
Approval Authority requires variations, they shall be confirmed by the Builder before work proceeds.
Existing Services
The Contractor shall disconnect, terminate and remove any obsolete parts of existing services. When required to divert
existing services that obstruct new building work, at least three days notice shall be given to the Builder.
Samples
When the contract requires the Contractor to supply the fittings, one sample of each shall be submitted to the Builder
for approval before placing the order.
Installation
Water supply plumbing shall comply with the Drawings, Building Regulations and relevant Standards (IS 1172, IS
2065,IS 6295,IS 12183, .. SP 35)

Copper Water Supply Pipes and Fittings


Copper water supply pipes and fittings shall comply with the Drawings, Building Regulations and relevant Standard (IS
14810). Unless stated otherwise, copper water supply pipes and fittings shall be subject to the following:
Copper pipes and fittings installed below ground shall be provided with enhanced corrosion protection.
Copper pipes and fittings in concealed locations shall be not less than Type C and shall be subject to installation
precautions.
Copper bends shall be of uniform radius, free of flattening or wrinkling.
Type D copper pipes and fittings shall only be used in a hard drawn condition, except at joints local annealing is
permitted.
Copper pipes and fittings shall not be used in the following applications:
o As the service to a property if of Type C or Type D;
o As part of a water meter assembly if of Type C or Type D;
o As compression joints or bent, if of Type D.

Copper Alloy Water Supply Pipes and Fittings
Copper alloy water supply pipes and fittings shall comply with the Drawings, Building Regulations and relevant Standard.
Unless stated otherwise, copper alloy water supply pipes and fittings shall be subject to the following:

Unplasticized Polyvinyl Chloride (UPVC) Water Supply Pipes and Fittings
Unplasticized polyvinyl chloride (UPVC) water supply pipes and fittings shall comply with the Drawings, Building
Regulations and relevant Standard (IS 4985, IS 7834, IS 15328, IS 10124). Unless stated otherwise, unplasticized
polyvinyl chloride (UPVC) water supply pipes and fittings shall be subject to the following:
UPVC pipes shall be not less than PN 12.
UPVC moulded fittings shall be not less than PN 18.
UPVC pipes and fittings shall not be used in the following applications
o As the service to a property;
o Part of a water meter assembly, vertical riser off a water meter assembly, or external standpipe;
o Within 2 metres of the inlet to a water heater;
o Inaccessible locations in buildings;
o Subject to freezing;
o Subject to direct sunlight;
o Subject to petroleum product contamination;
o Where the working pressure, at 20oC, exceeds:

1.2 MPa (N/mm2) for PN 12,

Commencement

Stormwater drainage shall comply with the Drawings, Building Regulations and relevant Standards (IS 1172, .. 1742,
IS 6295, IS12183, ..SP 35)
This specification should be read in conjunction with the specification for Roof Plumbing.
Site Drainage
To prevent the entry of water into the building, the finished ground level (inclusive of any paving) shall be at least 150
mm below the finished floor level of habitable rooms, in accordance with the architect's drawings and to the consent
authority requirements.
Surface drainage shall be provided to avoid the possibility of water ponding near the building and the finished ground
surface shall fall 50 mm over a distance of one metre away from the building. On sloping sites liable to erosion by
surface water, edge beams shall be protected by:
Grading the ground surface to limit the catchment area adjacent to the building to less than 100 square
metres; or
Providing a drainage system which prevents run-off near the building; or
Providing a 600 mm wide concrete path around the building; or
Founding the edge beam at least 300 mm below the finished ground level.
Subsoil drains shall not be placed adjacent to footings. Excavations for services parallel to the edge of the slab shall
not extend below a line drawn at 45 degrees to the horizontal for clay and 30 degrees for sand from the bottom of the
edge beam, or from the base of bored or bulk piers.

Steel sheet shall comply with IS 277 with a minimum yield stress of 550 MPa with a zinc-aluminium coating
complying with AZ150.

SPECIFICATION HOT WATER SUPPLY & SYSTEMS
Commencement
Work shall commence as soon as practical after, but not before,
(a) The Builder has issued:
a written order
the relevant contract drawings, specifications and schedule of work
written approval of any details provided by the Contractor
(b) The structure supporting plumbing has been completed.
Approvals
The Contractor shall obtain all relevant approvals and provide to the Builder the appropriate certificates. When the
Approval Authority requires variations, they shall be confirmed by the Builder before work proceeds.
Existing Services
The Contractor shall disconnect, terminate and remove any obsolete parts of existing services. When required to divert
existing services that obstruct new building work, at least three days notice shall be given to the Builder.
Samples
When the contract requires the Contractor to supply the fittings, one sample of each shall be submitted to the Builder
for approval before placing the order.
Installation

WATER AND SANITATION FOR VILLAGES IN THE ASIA-PACIFIC REGION
Scope
This specification covers the construction of communal water supply and sanitation facilities for villages in the AsiaPacific region.
It applies to villages where:
Only rudimentary water supply and satiation facilities currently exist (e.g. well water an pit toilets);
There is low per-capita disposable income and severely restricted access to financial resources;
The village population is less than 100 people and there are less than 20 houses.

Building Regulations and Standards
All materials and construction shall comply with the most recent version of:
the relevant parts of the Building Regulations
the Standards referred to therein;
other Standards nominated in this specification; and
other relevant Regulations.

Performance Requirements
Water Supply
Village water supply systems shall be designed to provide the following performance:
All roof areas over 20 square metres shall be of a material and slope capable of capturing rain water, and shall be
fitted with gutters that drain storage tanks, of at least 400 litres volume.
Sanitation
Sewage Loading
The system shall be designed for the following loading, unless more precise loading data is available.
Not less than six people per household
Sewage loading of:
o House connections with water reticulated to a cistern flush system
100 litres/head/day
o House connections with manually administered dipper water flush)
60 litres/head/day
o Community standpipes
30 litres/head/day
o Community pit latrines
2 litres/head/day
o Other community use

Sludge loading - Maximum of 0.18 litres/person and 900 ppm
Sewage Treatment
Sewage may be treated by
Package sewage aerobic plant consisting of:
o coarse screening
o grit removal
o primary sedimentation
o mechanical aeration
o secondary sedimentation
o sludge removal and drying
o effluent removal and discharge.

Septic tanks, designed as follows:


o Septic tanks complying with AS/NZS 1546.1
o Sludge retention period not less than 3 years
o Effluent retention period not less than 24 hours

Effluent Quality
The installed sewage system shall deliver effluent with a biological oxygen demand (BOD 5 less than 20 ppm and
suspended solids (SS) less than 30 ppm at the outfall.
Effluent Discharge
Outfall sewers shall be at a uniform grade, not less than 0.004 (4 in 1000)
Effluent shall be discharged by one of the following means:
To the open sea beyond the furthest extent of breaking waves at low tide, or beyond the crest of a reef in a
location where the reef it at its greatest extent into the sea (Notes 1, 2, 3, 4, 5); or
To a lagoon of volume not less than 10,000 m3 at low tide at low tide, which is regularly flushed to the open
sea twice per day by tide (Note 1); or
To a dedicated surface evaporation area, designed for a dosing rate not exceeding 25 litres/m2/day; or
To soak-away drains, positioned such that the effluent does not enter groundwater used subsequently for
drinking; and designed to account for an insitu percolation rate (time in minutes for water to drop 25 mm) in
the following range

Notes:
1. The invert of the outfall outlet should be located 500 mm below the low water level. This will ensure that
the top of the pipe will be 300 mm below the low water level.
2. The contractor shall determine and advise:
Reduced level of the mean high water mark
Reduced level of the mean low water mark
Difference in level of the outfall outlet and the mean low water mark.
3. The outfall should be in a location where the reef it at its greatest extent into the sea, to ensure maximum
removal of effluent by the current. (i.e. terminate beyond a point, not in a bay)

5. Design Principles
Ensure that the sewage treatment results in a benign effluent. Monitor and maintain septic pits
to ensure they are operating effectively and are not clogged.
Ensure that the outfall is anchored properly, such that it does not rupture over time, and has a
uniform gradient not less than 0.004.
Ensure that the outfall finishes below the low water level, and empties into considerable body
of receiving water, which has a continuous flow to the open sea.

Sludge Disposal
When sludge is removed from the system, it shall be dried in sludge drying beds, located such that leachate evaporates
and does not enter the groundwater table or other sources of drinking water.
Installation
Water supply plumbing shall comply with the Drawings, Building Regulations and relevant Standard (..AS/NZS
3500.1, except that for domestic installations ..AS/NZS 3500.5 shall be used.)
MATERIALS FOR WATER SUPPLY
Unplasticized Polyvinyl Chloride (UPVC) Water Supply Pipes and Fittings
Unplasticized polyvinyl chloride (UPVC) water supply pipes and fittings shall comply with the Drawings, Building
Regulations and relevant Standard (IS 4985, IS 7834, IS 15328, IS 10124);Unless stated otherwise, unplasticized polyvinyl
chloride (UPVC) water supply pipes and fittings shall be subject to the following:
UPVC pipes shall be not less than PN 12.
UPVC moulded fittings shall be not less than PN 18.
UPVC pipes and fittings shall not be used in the following applications
o As the service to a property;
o Part of a water meter assembly, vertical riser off a water meter assembly, or external standpipe;
o Within 2 metres of the inlet to a water heater;
o Inaccessible locations in buildings;
o Subject to freezing;
o Subject to direct sunlight;
o Subject to petroleum product contamination;
o Where the working pressure, at 20oC, exceeds:

1.2 MPa (N/mm2) for PN 12,


1.5 MPa (N/mm2) for PN 15, or
1.8 MPa (N/mm2) for PN 18.
o Outside the rating provisions of the Standard.

Galvanized Steel Water Supply Pipes and Fittings


Galvanized steel water supply pipes and fittings shall comply with the Drawings, Building Regulations and relevant
Standard. Unless stated otherwise, galvanized steel water supply pipes and fittings shall be subject to the following:
Galvanized steel pipes and fittings up to and including DN 80 (80 mm nominal bore) shall be not less than
heavy thickness.
Galvanized steel pipes and fittings over DN 80 (80 mm nominal bore) shall be not less than medium thickness.
Galvanized steel bends up to and including DN 50 (50 mm nominal bore) shall have radii not less than five times
the nominal bore of the pipe.
Galvanized steel welded fittings shall be hot-dip galvanised after fabrication.
Galvanized steel pipes and fittings installed below ground shall be provided with enhanced corrosion protection.
Galvanized steel pipes and fittings shall not be used in the following applications.
o As the service to a property;
o In concealed locations, except for a fire service.
Stainless Steel Water Supply Pipes and Fittings
Stainless steel water supply pipes and fittings shall comply with the Drawings, Building Regulations and relevant
Standard. Unless stated otherwise, stainless steel water supply pipes and fittings shall be subject to the following:
Stainless steel pipes shall be Grade 304 or 316.
Fittings shall be Grade 304 or 316 stainless steel or dezincification-resistant copper alloy compression type.
Braided flexible connections shall only be used in accessible locations.
Stainless steel bends, up to and including DN 20 (20 mm nominal bore), shall have uniform radii not less than
five times the nominal bore of the pipe. Bends, in pipes over DN 20, shall be manufactures using internal plug
support.
Stainless steel pipes and fittings installed below ground in corrosive areas shall be provided with enhanced
corrosion protection.
Stainless steel pipes and fittings, when used in concealed locations, shall be subject to further installation
precautions.
Rainwater Storage Tanks and Fittings for Water Supply
Rainwater storage tanks and fittings for the purpose of domestic, commercial, or industrial rainwater harvesting shall
comply with the Drawings, Building Regulations and relevant Standards (IS 805, IS 12701, IS 13356, IS 14399, IS
14961); and shall be safe for the storage of potable water.
Rainwater tank packages shall include the following components:
Leaf screen/1st flush diverter
Submersible pressure pump
Mains water automatic diversion or trickle top up options
High hazard backflow prevention device.
Lockable lids and child safety bars in inlet
Self-cleaning in-line filters
Underground tanks shall be capable of withstanding water, earth and relevant external loads.
Underground tanks shall be capable of supporting a 2.5 tonne vehicle load.
Acceptable tanks include:
A rigid tank structure made from an appropriate material such as:
Reinforced concrete,
Reinforced plastic,
Fibreglass
A modular system of rigid plastic cells wrapped in membrane capable of storing water

MATERIALS FOR SANITATION
Unplasticized Polyvinyl Chloride (UPVC) Sanitary Plumbing and Sanitary Drainage Pipes and Fittings
Unplasticized polyvinyl chloride (UPVC) sanitary plumbing and sanitary drainage pipes and fittings shall comply with the
Drawings, Building Regulations and relevant Standard (IS 4985, IS 7834, IS 15328, IS 10124); and shall only be used
where protected from ultraviolet radiation.
Solvent Cement for Sanitary Plumbing and Sanitary Drainage
Solvent cement for UPVC sanitary plumbing and sanitary drainage pipes and fittings shall comply with the Drawings,
Building Regulations and relevant Standard (IS 14182).
Septic Leach Drainage
Septic leach drainage for on-site grey-water treatment systems shall comply with the Drawings, Building Regulations and
relevant Standard (IS 2470); and shall be approved for use by the relevant state health authorities. Septic leach drainage
shall consist of one of the following:
Slotted PVC agricultural pipe, of diameter nominated on the drawings.
Polypropylene drainage cell, of size nominated on the drawings and not less than 400 mm x 400 mm.
Have an unrestricted flow not less than 50 litres/sec.
Depending on the volume of groundwater expected, assessed by the Engineer at the time of construction, a geotextile sock
may be required. If required, geotextiles shall comply with the specification Geotextiles for Filters and Drains.
Wastewater Treatment Systems
Wastewater treatment systems shall comply with the Drawings, Building Regulations and relevant Standard ; and shall be
approved for use by the relevant state health authorities
Plumbing connections and fittings shall comply with IS 1172 and ..SP 35..
Electrical fittings shall comply with .. SP 30 : 1985 Special Publication - National Electrical Code.

POTENTIAL PROBLEMS AND SOLUTIONS


Roughing-In
The roughing-in of wastes in concrete slabs is difficult to perform accurately, particularly if carried out before the
edge formwork is constructed. This can result in wastes that are not in a suitable position for the plumbing fittings.
Ensure that the edge formwork is erected before the roughing in is completed. This will require the pipes to be passed
under the edge forms.
Gradient
Sewer and storm water pipes with insufficient gradient will deposit silt and debris, becoming choked in time. To avoid
this problem, the Builder should provide the Plumber with invert levels of all drainage pipes, checking them before
the trenches are closed.
Position of Rainwater Downpipes
The stormwater drainage pipes must be accurately located to ensure that they align with the intended position of the
rainwater downpipes.
Water Hammer
Water hammer occurs in mains pressure pipes that are not correctly secured and subject to the rapid opening and
closing of taps and valves. Ensure that all pipes are adequately secured and tested for water hammer before
completion. If necessary, fit pressure reducing valves or water hammer arresters.
Leaks
If plumbing fittings are not correctly sealed and tightened, they may leak. Ensure that the correct gasket material or
plumbers tape is used and that all fittings are tightened. Inspect each pipeline for leaks before the plumber leaves the
job.
Unplasticized Polyvinyl Chloride Pipes and Fittings
Unplasticized polyvinyl chloride (PVC-U) does not include plasticisers, and is therefore harder and more rigid with a
higher tensile strength, thus suitable for buried pipes.
Australian Regulatory Requirements
From 1 July 2006, the mandatory WELS star rating scheme replaced the voluntary National Water Conservation
Rating and Labelling Scheme, which describes the A ratings. The table below provides the equivalency between the
