Technical Notes:
Census of Population (POPCEN) refers to the complete process of collecting, compiling, evaluating, analyzing, publishing, and disseminating data
about the population in the country. It entails the listing and recording of the characteristics of each as of a specified time and within a specified
territory.
Census-taking in the Philippines follows a de jure concept wherein a person is counted in the usual place of residence or the place where the person
usually resides. Citizens of foreign countries having their usual place of residence in the Philippines or foreign visitors who have stayed or expected
to stay for at least a year from the time of their arrival in the country are included in the enumeration.
Information on the count of the population were collected with 12:01 a.m. of August 1, 2015 as the census reference time and date.
The POPCEN 2015 was undertaken by the Philippine
Statistics Authority in August to September 2015
pursuant to Section 6(b) of Republic Act No. 10625,
and Executive Order No. 352.

POPCEN 2015 was conducted through personal interview in 42,036 barangays in the country.
About 90 thousand census enumerators, 23 thousand team supervisors, and five thousand
census area supervisors were hired to augment and support the PSA permanent personnel
during the census enumeration.
