EXPECTED PERFORMANCE DESCRIPTION


This section describes the expected performance at 30 deg C of our proposal for the
Skikda project. This includes plant performance, emissions, and availability during
reliability run. These expected performances are being confirmed with manufacturers to
establish guaranteed values.
Detailed comments on test procedures will be provided after confirmation with
manufacturers to finalize the confirmation of the performance.
Estimated cycle heat balances for base load operation of the Skikda Generating Facility
across the ambient temperature range will be provided after confirmation by
manufacturers.
2.1 Expected Performance
The expected performance consists of the expected net plant output and the expected net
plant heat rate.

The performances are contingent upon the following plant operating conditions,
definitions, and commercial stipulations collectively known as the expected
performance conditions. Any deviations from these conditions during the Facility
Performance Test will require an appropriate correction of test data back to the expected
performance conditions before evaluation against expected performance.

Expected Emissions Clarifications


The emissions values do not apply during startup, shutdown, malfunction, transient
conditions and initial commissioning.
The emissions values do not apply when ambient temperatures are outside the range of
1C to 46C
The emissions values only apply for the combustion turbine load range of base load to
70% load.
The emissions values are based on the natural gas fuel composition and temperature
listed in Table 2.2.

The emissions values are on a per combustion turbine/HRSG unit basis, are net
emissions, and assume that there is no contribution from pollutants in ambient air.
Corrections to the emissions test data will be made if it is determined that pollutants in
the ambient air are contributing to exceeding an air emissions limits.

2.3 Availability
The reliability run will be conducted (on each block) to demonstrate that the Facility can
meet the expected availability values, over a proposed test period of 72 hours. The
results of each blocks availability will be averaged to determine the Facilitys equivalent
availability. Equivalent Availability is defined as follows:

= Total number of hours during the test that the Facility is demonstrating
Base Load Operation, defined the combustion turbines operating at Base
Load as defined by the combustion turbine manufacturers exhaust
temperature control curve.

= Total number of hours during the test that the Facility is available for Base
Load Operation to produce A hours, but the Facility is under a load
restriction attributable to the Client. Restrictions attributable to the Client
include, but are not limited to, interconnection grid curtailments or
failures, failure or deficiency in supply of fuel or other utility services,
operator error, failure of the Client to meet obligations of the Agreement,
or any other event or scenario beyond the control of the Contractor.

= Number of hours accumulated during a specific Facility load restriction
