Learned counsel for the Insurance Company states that

the Insurance Company is not ready to agree to the proposal made

vide order dated 30.9.2015. However, he has not been able to give
any cogent reasons as per the judgment of the Division Bench of the
Hon'ble Punjab and Haryana High Court in CWP No. 9474 of 2012
decided on 22.11.2012 (Court on its own motion vs. Union of India
and others). The only reason given by him is that since the accident
in this case relates to year 1997, so the Company is not ready to give
the amount of compensation as per the proposal. Consequently, as
prayed for, the case is sent back to the Hon'ble High Court for
adjudication.
