CHAPTER 2

2.1 Statement of the problem


Education quality is becoming increasingly important for those who are involved directly or
indirectly. Education plays a major role in building todays nation. Government schools plays a
major role in providing education for the But could not remain in the competition when
compared with privatized schools. Parents with low socio economic background but has
intention to provide their child a good education are opting for government schools to educate
their child. The results provided by government schools are satisfactory. Certain measures should
be taken in order to improve the quality of education which is provided in the Government
schools.

2.2 Scope
This project scope is limited to few government schools in Krishna district Andhra Pradesh
offering secondary and primary education.

Objectives
-

To identify areas to implement TQM in Government schools


To identify prerequisites for implementing TQM
To estimate amount of budget that a school should invest to implement TQM
To suggest the measures to implement TQM in Government Schools

2.3 Hypothesis
Ho: Implementing TQM will improve the quality of education
H1: Implementing TQM will not improve the quality of education

2.4 Methodology

PRIMARY DATA COLLECTION:
Questionnaire survey is conducted from certain teachers of government schools in various
categories
SECONDARY DATA COLLECTION:
Various sources like books, online journals, review of existing research papers on the subject,
Internet and Newspapers etc.
The data is collected from questionnaire and interpreted through graphs using SPSS or MS Excel
A Questionnaire will be designed .The questionnaire is going to be mixed questionnaire which
includes both open ended and close ended questions

Research design : Exploratory, Survey Based

Sampling Plan: Random Sampling

Sample Size : 100

Sample Unit : Teacher

2.5 Plan of analysis


1. Conversion of Data from questionnaire to cross tabulation.
2. Graphical representation of data.
3. Data will be analyzed quantitatively by using appropriate statistical tool

2.7 Review of literature

1. ROBERT C.WINN and ROBERT S. GREEN (2006) In their paper suggested Total Quality
Management (TQM) is recognized as an important management philosophy and is widely used
in US industry. It has been used very successfully in the development and acquisition of systems
such as satellites and aircraft to preparing officer performance reports. Over the last few years,
TQM has been applied in the education industry. Most of the applications have been in the
administrative side of the institutions, but some schools have applied TQM to curriculum
development. The Air Force Academy has been a leader in this application of TQM. In this
paper, the principles of TQM are described with an emphasis on the importance of identifying
the customer and analyzing the processes. The 14 Points of Dr. W. Edwards Deming, which form
a framework for the implementation of the TQM, are individually applied to the academic
environment based on the experience gained at the Air Force Academy.

2. Fred C. Lunenburg (2007) stated the concepts formulated by Total Quality Management
(TQM) founder, W. Edwards Deming, have been suggested as a basis for achieving excellence in
schools. It is an opportunity to conceptualize a systematic change for schools. In this article, I
discuss the framework for transforming schools using Demings 14 TQM principles

suggested Lately there have been initiatives in stimulating an improvement in the quality of
products/services, both on national and international levels. In Europe there is the European
Foundation for the Management of Quality, that accords the European Award for Quality and on
the international level there is the set of ISO 9000 standards. This new perception of quality has
now reached education. Educational institutions are required to devise their own specific ways of
approaching the matter of quality and to demonstrate publicly that they too, can provide
consistent high quality services. Among the new initiatives we can note the insuring of quality,
the total quality and the management of total quality, aiming at improving quality, seeking to
achieve excellence too. The paper aims to highlight this new philosophy, this new methodology
called TQM that helps educational institutions to master changes and establish their own ideas so
as to be able to face the new external pressures of competition and we tried to present the
prospects of implementing TQM in education

4. Dr. Sola Aina(2008) in his paper suggested the application of Total Quality Management
(TQM) to the effective teaching and learning of students in the classroom. It examines the
components of TQM methods/tools in managing, securitizing and enhancing the quality of
teaching practices in the classroom environment through the various teaching strategies. Also,
the paper identifies and uses of TQM principles to focus on the needs, expectations, experiences
and problems of students and it illustrates the issue of feedback for the continuous improvement
of teaching and learning of students by TQM which will foster lecturer-student interactions. The
paper concluded that TQM pedagogical methodology is intended to assist and guide students and
lecturers with improved framework of teaching and learning that will promote and encourage
continued learning in the classroom.

Having considered the current situation of the Croatian educational system and the quality of all
its individual components, we cant help but notice that the awareness of the importance of
education as a foundation for the growth and development of each country isnt strong enough.
Education quality is becoming increasingly important for those who are involved in it either
directly or indirectly, and for those who use its services. Access to education and quality
education are to be regarded as mutually dependent and indivisible needs and rights. This is
primarily achieved by developing creativity, civic and democratic values, as well as by
knowledge, abilities and skills needed for everyday and professional life. Basic education is not
sufficient or complete, and therefore should be considered only as a basis for learning that needs
to be used all lifelong. Lifelong learning for all has become one of the pillars of development.
Quality management is a part of management aimed at achieving quality goals through planning,
monitoring, assuring and improving quality. Involving all members of the organization brings us
closer to total quality control (Total Quality Management, TQM). Efficient Total quality
management system in organization can facilitate quickly challenge in word market. Total
quality management realize target and mission in education of young generation. TQM upgrade
management quality and quality of work in education institute in general.
