TECHNICAL SPECIFICATION FOR HIGH PRECISION STATIC TRIVECTORMETER AND REMOTE


METERING SYSTEM
PART - I
Specifications for high precision 3 vector energy meters for tariff (energy/demand) and
energy audit/load survey purpose.
1. SCOPE:
This specification covers high precision three vector static energy meters of accuracy
classo.2s for 1Amp meter & 0.5S for 5Amp meters capable of performing functions of
energy audit / load survey and metering for tariff purposes. The meters shall be three
phase 3 or 4 wire type for HT applications.
2.
STANDARD APPLICABLE:
While drafting these specifications, reference has been made to following Indian and
International Standard Specifications. In case, certain details are not covered in these
specifications, the relevant Indian/International Standard shall be applicable.

3. SUPPLY SYSTEM:
(I)
Solid neutral grounded H.V. and E.H.V. 3 phase, 4 wire 50 Hz. system with
CTPT (auxiliary transformers) connected.
(II)
Primary voltages : 11,22,33,66,132,and 220KV
(III)
Secondary voltages: 110v or 110V/ 3. PTs are normally Y-Y (star-star)
connected having a secondary Y (star) point brought out or kept floated
however Star point NOT earthed.
(a) Primary current: 5 amps to 1000 amps.
(b) Secondary current: 5 amps or 1 amp.
CTs are 1-phase, 3 nos with 6 wire connections to measure balanced and Unbalanced
(Either Delta or Star connected with floating star point or star point neutral grounded)
loads from installation charging (i.e. No load) to 150% of declared rated loads at all power
factors.
4. SYSTEM VARIATIONS:
The electrical quantities are required to be measured with a fine degree of precision,
(through solid state micro processor, same should have minimum sampling rates of 3000
samples per second for accurate measurement of contents of relevant current and voltage
waves) monitor, display and store in non-volatile memory of high precision static demand

and energy Trivectormeters of 0.2S/ 0.5S class accuracy for energy audit, load survey and
tariff metering purposes at the installation of HT consumers, conforming to latest I.E.C-62053, CBIP Report-88 and IS-14697 and operated through auxiliary transformers,
(conventional version of 3 phase, 4 wire Trivectormeter) These meters are required to
function accurately within the specified limits of errors under the following conditions of
voltage, frequency, current and temperature.

5. SAMPLING RATE AND DERIVATION OF BASIC MEASURABLE QUANTITIES.


The actual supply wave of related voltages and currents should be sampled out at the rate
of minimum 3000 samples per second and should provide integrated values of each actual
voltage and current cycle while deriving actual basic Active ( cosine part measurable
component ) and Reactive ( sine part measurable component ) energies ( with respect to
relevant voltage wave and current wave ) to assess actual contents of energies persisting /
traversing, to have up to-date information for total energy even when highest order of
Harmonics is present in supply wave. The ADC used for this purpose should be at least 20
Bits wide or better.
The meter should have internal Real Time Clock with the back up of a Lithium
maintenance free battery of minimum life of Ten (10) years for operation of the time
clock. The Real Time Clock shall be based on Quartz crystal timer so as to make it
independent of line frequency variations.
6. QUANTITIES TO BE MEASURED, MONITORED AND MEMORISED:

The meters shall be capable of measuring and storing in the memory and displaying
the following electrical quantities within specified limits of error for polyphase
supplies (i.e. 3- phase, 4 wire system with star point (neutral) solidly grounded or
floated) of 3 phase Delta or Star connected load having a floating or a grounded
Star point with balanced or unbalanced loads at all power factors. Apparent
demand and energy should be derived from active energy (CO-sine part recording
arrangement) and reactive energy (sine part lagging and leading power factor
recording arrangement) through vector summation of Active energy and only
lagging Reactive electrical energies traversed for 15 minutes or 30 minutes
integration period and billing period respectively.

The meters shall also be capable of measuring, monitoring and storing in the
memory minimum four (4) zones of time of day electrical quantities for prespecified periods of the day and the meters memory storing capability should be
minimum for 62 days with 30 minutes integration period. (i.e. minimum 2 billing
periods) The capability in Numbers of Meters of memorizing load survey
information for KWh, KVAh, PF and Temper events etc should clearly be indicated.

Meters memory should be capable to store/memorize information


of all quantities listed from (a) to (j) for at least for minimum 5
years of time period and ready printouts for active, both reactive
(i.e. lagging and leading) and apparent (derived vectorially from
active and reactive lagging) energies traversed during each
integration period of billing period and ready print outs in the
form of analytical and graphic shall be possible either directly
with modem or through MRI-B and off loading in computer.
Necessary software shall have to be submitted and an accurate
analytical and graphical print out through UGVCL's computer must
be obtained/processed to prove products capability.

Note: - The current billing period and last billing period should be programmable as
per the requirement.
[B]
The meter must keep following quantities recorded and memorized in its Non
Volatile memory chip for ever, so that in event of failure / damage of the meter the last
reading of billing quantities must not be lost.
Cumulative energies from the date of installation - sum of all tariffs.
1. Cumulative export KWH (fundamental + harmonics).
2. Cumulative export KVARH lag (With respect to export KWH).and
3 Cumulative export KVARH lead (With respect to export KWH) both separately with
identification.
4.Cumulative export KVAH derived from vectorial summation of Active export and
Reactive (lag only) energy.
7. DISPLAY:
The meter should have legible LCD with backlit / LED eight(6+2decimal) digit automatic in
cyclic order display. In case a single display is being used to display the values of various
parameters in rotation, it should be possible to display contents of relevant memories
continuously in a specified cyclic order. Each of the physical quantities shall remain on the
display screen for a time interval of minimum seven seconds which should be
programmeable with a latitude of one second on either side. While displaying the
memories, proper and adequate legible and understandable text identification of each of
the quantities being displayed shall be made (like 24 hours, night period, morning peak,
evening peak period, and TOD parameters etc.). The following quantities shall be
displayed continuously in a specific cyclic order with a gap of two to three minutes (to be
specified by the tenderer) between two successive cycles.

8. COMMUNICATION INSTRUCTION STORING CAPABILITY:


Meter shall be capable of receiving the following instructions/information from the Base
Computer Service Centre either directly or through meter reading instrument. i.e.
Common Meter Reading Instrument-CMRI, only after due authentication through protected
pass word from base computer and shall be able to store in its non-volatile memory and
shall obey / carry out instructions for accurate measurement of relevant electrical
quantities.
The meter should have galvanically isolated communication port so that it can be easily
connected to a hand-held meter reading instrument for Data transfer or subsequently
hooked to remote metering instrument such as modem etc. The meter should be capable
of executing instructions from base computer service centre only after due authentication
through protected pass word, for the following.
The meter should also have RS485 Serial port for (i) connecting the same with suitable
GSM MODEM for communication with the remote center and for (ii) retrieval / polling out
the metered with the help of computer with required software.
i) Meter make, type & Sr. No.

iii) Change in automatic re-setting for billing data date & time.
iv) Modifications in TOD timings
The meter should thereafter communicate above information while off-loading the data to
computer through hand-held meter reading instrument and by RS485 serial port to PC
relevant energy audit/load survey data.
The meter shall carry out all functions as per pre-set instructions and thereafter shall be
able to transfer the same to base computer service centre directly or via meter reading
instrument i.e. CMRI with relevant billing data or energy audit / load survey data.
9. MAXIMUM DEMAND REGISTER:
The meter should monitor demand during pre-specified integration period set and
record/display the maximum registered value. The rising demand under the current
integration period should be displayed along with elapsed time. The integration period
shall be capable of making adjustment with duration of 30 minutes or 15 minutes (as may
be required by the provisions of tariff schedule). The adjustment option shall be available
and it should be possible to select the period of integration by the user after duly
authenticated through base computer service center only.
Note:1. Wherever Kwh register is specified, the same shall be Total Kwh (Fundamental
+ Harmonics).
2. Wherever KVAh register is specified, the same shall be from vectorial
summation of Total Kwh (funda + Harm) & Lagging KVARh.
10. MAXIMUM DEMAND RESET:
The meter should have the following maximum demand resetting arrangements:
(a)
Automatic resetting at the end of pre-specified period or on a pre-specified date
and time of every calendar month (e.g. 07.00 hours on 28/29th day of every
month).
(b)
A provision for revising the resetting cycle for modifying the date and time of
automatic resetting through base computer service center or via hand-held meter
reading instrument only after using protected pass word (MRI-B specified under
Cl.14 of this specification) should be available.
(c)
Provision for Manual Resetting of the monthly Max Demand with adequate sealing
arrangement must also be made

11. ENERGY AUDIT/LOAD SURVEY CAPABILITY:


The meter should be capable of storing in its non-volatile memory the following
parameters continuously for the recent past minimum 62 days (minimum 2 billing periods).
Bidders should clearly indicate in their bids the maximum memory storing capabilities in
terms of Nos. of days for storing of following quantities.
(A) Fixed Parameters / information: - Must be kept recorded permanently
(i) Meter - make and Sr. No.
(ii) prevailing integration period
(iii) automatic re setting date and time
(iv) Meters constant. i.e. Nos. of pulses per unit OR Nos. of units per pulses
(B) Variable parameters / information: - Minimum for 62 days
(i) Active energy:

(i) Line voltages: Vrn/Vry, Vyn/Vyb and Vbn/Vbr at the time of retrieving readings.

between phase to phase (line) or zero between phase to ground
potentials(reflected due to missing of primary potential) with date,
time and duration stamped.

The load survey data must be available minimum for any two/three quantities (i.e. KW,
KVA and P.F etc.) for minimum of last 62 Nos. of days during each integration period in
FIFO manner (First In First Out) and all tamper data separately for each event shall be
made available with its time of first occurrence and time of last restoration with total
duration period and in NO case shall be made available to Reset to ZERO. (i.e. FIFO

or in rotational/roll over method). The bidder must also specify Nos. of tamper events
that the meter is capable to store.
However the meter must provide Summary Report for all total Nos. of tamper events and
total duration (for each type) for the events occurred from the date of manufacturing or
installation.
It should be possible to retrieve these data via communication port on to hand-held meter
reading instrument-B (CMRI) and it should be possible to off load these data on to IBM
compatible computer and get complete details of the load/demand pattern in terms of
KW/KWh, KVA/KVAh, and Average PF both in numeric data form and in graphic form for all
the 24 hours a day divided as per the pre-set integration period of 15 minutes/30 minutes
in each individual case. Necessary software for this purpose must be provided by the
supplier.
The total time in minutes to be taken by meter for retrieval of all above data shall
have to be clearly indicated in offer.
12. TIME OF DAY TARIFF/DEMAND:
The meter shall be capable to register demand and energy consumption minimum for four
different zones in a 24 hours' cycle to record time of day consumptions. It should be
possible to change the time of day period for these registers through base computer
service center directly or via hand-held meter reading instrument-B only after due
authentication through protected password from base computer. The meter should be able
to record active energy consumptions for minimum four specified time of day to help
application of proper tariff.
13. HARMONIC MEASUREMENTS:
The meter should be capable to measure 50 Hz (pure sinewave) energy and total energy of
50 Hz + harmonic energy. This will help in estimation of harmonic contents in supply
system at various points.
14. DATA TRANSFER AND METER READING INSTRUMENT:
The meter reading instrument shall be compact and portable with (rechargeable) battery
powered. It should be capable to cover the data from various energy meters and transfer
them in minimum time (to be specified by the bidder) on to IBM compatible PC XT or At.
The software should be user friendly. The data transfer should be reliable and fraud proof.
The computer software should give all the details required for billing and energy
audit/load survey. The meter condition details should also be transferred to computer
through hand held meter reading instrument. The Meter Reading Instrument should have
following characteristics.
Meter Reading Instrument shall be capable to retrieve only billing data (One way
communication) from consumers' energy meter and capable to transfer the same to base
computer service center for immediate issue of bill. The bidder should indicate the
capability of meter reading instrument to store the data relating to billing quantities of HT
consumers i.e. to indicate the maximum number of HT consumers whose data for various
billing quantities as mentioned hereunder could be completely stored before off-loading
on to a base computer service center.
The following billing quantities of last billing period alongwith TOD's quantity shall be
retrieved:
(a) Identification : Meter Make & Sr. No. CT ratio & PT ratio connected, Multiplying factor,
Meters constant etc
(b) Variables: (I)
Total Active energy Export KWH/MWH for last billing period.
(II)
Reactive energy: KVARH/MVARH for lagging power factor for last
billing period.

reactive energy (with respect to export active flow) and total active

energy of last billing period. (of relevant integration period)
(V)
Average Power factor: - Division of total active energy to apparent
energy (derived from lagging reactive energy with respect to export
of active energy) of last billing period.
(VI) TOD Quantities of each zone: Total KWH/MWH zone wise of last billing
period
(c) Tamper and Fraud information:(I) Line voltages: Vrn/Vry, Vyn/Vyb and Vbn/Vbr at the time of retrieving
readings.
(II) Line currents: Ir, Iy and Ib at the time of retrieving readings.
(III) Fraud and temper indication: Existing status Both for Potential &
Current as described under Cl: 11(C)
and 17 of this tender specification
The meter reading instrument shall be compatible to communicate with any type and
make of static meters either for retrieval of data from meters or for loading
data/software in meters. Therefore the MRI to be supplied shall be DOS based Common
Meter Reading Instrument (CMRI) as specified under CBIP Tech. Report No: 111.
15. CONSTRUCTION OF THE METER:
(a) The meter should be manufactured from high quality Industrial grade material viz.
Polycarbonate with 10% glass filled which should meet the following properties as per
IEC-1036, to ensure higher=r reliability and long life of the meter case.
1 Glow wire Temperature of 960 C
2 Heat Deflection Temperature of 135 C
3 Ball Pressure Test of 125 Deg C
4 VO rating flammability by UL 94 under Writers Laboratory of USA - which means the
material should be self-extinguishing in 10 seconds.
The meter terminal block should be molded from Phenolic Resin.
As regards the cover the material shall be Polycarbonate - UV stabilized transparent
grade. i. e. Display window should be of Ultra Violet resistant material. The meter should
be compact and reliable in design and should immune to vibration and shock involved in
transportation/handling.
(b)
Overall dimensions, weight and G.A. Drawings:
Bidders are requested to indicate specific dimensions of meters along with weight
and general assembly drawings with minimum two views to be shown in the G.A. drawing.
(I) Height in mm:
Inclusive of terminal box.

Clear indication of phase sequence shall be marked and conventional internal circuit
diagram relevant to meter must permanently be pasted (manufactured from good quality
plastic sticker material) on the inside of the main terminal cover e.g. 3 phase 4 wire 3
element circuit distinctly for current coil and pressure coil to record/register active and
reactive power/energy.
d) General equations for derivation of actual quantities from missing quantities: A set of
general equations relevant to measurement of active power and energy KW/KWH (i.e. cosine component) and reactive power and energy (lagging and leading component)
KVAR/KVARH (i.e. sine component) shall be furnished to enable derivation of actual
quantities for under recorded periods which may be due to missing/partial potentials,
defective current pulses (due to bye- passing of CT currents or reversal thereof) applicable
to the type of meter offered along with the bid.
e) The MS sheet of adequate thickness of approximately 1.5 to 2 mm, must have to be
provided inside the bottom-body, sides and the top cover of the meter, except the display
window, for perfect protection from the adverse effect of external AC and DC magnetic
influence.
f) The Current Transformers / Current Sensors provided inside the meter for measurement
purpose shall have to be shielded with the help of MS sheet casing for protection against
the adverse effect of external AC and DC magnetic influence.
g) The meter shall confirm the degree of protection IP 51.
The meter should not get damaged or influenced by the electromagnetic disturbances
and electrostatic discharges caused by Harmonics, Voltage dips, short interruptions,
conducted transients, AC and DC magnetic field.

16. SEALING OF METER:


Proper sealing arrangement should be provided on the meter to make it tamper proof and
avoid mishandling by unauthorized persons. At least 2 (two) seals (diagonally) each on the
body and the terminal block shall be provided.
The following test shall have to be conducted on sample meter & at the
time of inspection and acceptance testing of lot offered.
Application of abnormal voltage/frequency :
The accuracy of the meter should not be affected with the application of abnormal
voltage/frequency such as spark discharge of approximately 35KV in any of the
following manner for 10 minutes:
i) On any of the phases or neutral terminals or without
connecting neutral
ii) On any connecting wires of the meter
iii) Voltage discharge with 0-10 mm spark gap
iv) At any place in load circuit
v) Spark on meter body.
On placement of L.O.I. the supplier shall have to manufacture 03 Nos of Proto type
meters exactly as per the technical specification and requirement of this Tender and
offer for inspection and testing by user. The inspection, verification with respect to
functional requirement and acceptance testing as per relevant IS or as per tender
requirement in presence of DISCOM Engineer at supplier works. In successful
testing and passing proto meters at supplier works the manufacturer to start
manufacturing of bulk supply order quantities.

17. TAMPER AND FRAUD PROTECTION/INFORMATIONS:


The meter should have the following special features to prevent/detect different ways of
tamper and fraud.
(a) Potential phase sequence:

Meter should measure/monitor phase rotation and


store all variable electrical quantities (active and
reactive both) irrespective of rotation of potential
phase sequence (i.e. either clockwise or anticlockwise) accurately within the specified limits of
errors.

(b) Potentials/line voltage:

(I) Indication of missing of voltages and/or


(II) partial potential reflected due to missing of
primary potentials)
i.e. difference more than 30%
between phase to Phase(line) potential with date,
time and duration stamped specifying appropriate
phase affected.

(c) Line currents:

(I) Indication of missing and/or

(d) Temperature sensor:

(e) Indication for wrong :

(III) Reversal of current with respect to export of

The temperature sensor should be provided in physical
of assessment like temperature indicating stickers to

Meter should indicate wrong connections if made to
respective phase pressure coils and current coils (i.e.
perfect current and potential phase association should
be achieved).

The meter shall be able to check wiring and shall flesh message for correct wiring as
well as Wrong wiring. The meter Phasor Diagram through PC and MRI should also be
possible.
Note :- The meter must kept recorded all above events distinctly with type,
identification and duration period in a roll over/rotational method and in NO
case these tamper data shall be able to set Zero. Also the bidder must
clearly specify in the technical offer, the capability of meter to store Nos. of
tamper events with duration.
18. ACCURACY:
(A)

The 0.2s & 0.5S Class accuracy of active power and reactive power and energy
measurements by meter shall be tested in accordance with relevant clause of IEC
62053-22 for 0.2s & 0.5S class of accuracy static alternating current watt-hour
meters for active energy and IS-14697 (1999) for Class 0.5S Active and Reactive
static meters. The tests and reference conditions under which tests shall be carried
out shall be in accordance with respective clause no. of IEC-62053-22, along with

tests and test conditions as envisaged under


respective clause no of IEC 62053-22. Sample size for type tests to be conducted
shall be 1 out of 300 nos. subject to a minimum of one number per lot. The bidder
should clearly indicate name, address and place where the type tests (as envisaged
in relevant IEC 62053-22) can be conducted. Costs of type tests so arrived shall be
borne by bidder. It is imperative that bidder shall indicate minimum acceptance
tests to be conducted along with accuracy of test set up with brief sequential write
up for relevant acceptance tests. It is further emphasized here that any
acceptance tests to be carried out in any test house or by bidder's shop laboratory
must conform to relevant conditions of IEC 62053-22 and measuring instrument
must bear laboratory grade accuracy. Any deviation felt necessary should be
brought out clearly.
(B)
VA Burdens of various circuits:
The bidder should indicate VA burdens of various circuits of meter, precisely
measured and certified at declared/prescribed values of potentials and currents to
enable appropriate evaluation of product:

19. SOFTWARES:

Window Base computer software for accepting data from MRI and down loading
instructions from Base Computer to MRI and also for communicating meter
through its optical or RS485 port for down loading all data from the meter to
P.C. / Laptop.
Necessary software for loading applications program via communication port
The meter should be capable to communicate directly to Lap Top computer.
Any other special applications software and additional software not mentioned
above but necessary for functioning of the system.

ANNEXURE QA
QUALITY ASSURANCE PLAN
1.0 TECHNICAL EVALUATION
The guaranteed technical particulars will be compared with those given in the Technical
Specifications and evaluated comparatively with all relevant test certificates enumerated
as under and in case of non submission of any Type Test certificate and/or non submission
of any certificate required and stipulated as (a), (b), (c), (d) and (e) here under, the offer
may be liable to be disqualified without any further correspondence.
Bidder should agree with condition relating to providing after sales services and terms of
payment as given in Annexure II. Non acceptance of this condition given in Annexure II will
be resulted in rejection of the tender without any further correspondence.
The following documents must invariably be submitted along with the offer.
(a)
All Type tests certificates for the tests conducted on Three phase, Four Wire, 1Amp
/ 5 Amp, Class -0.2S/ 0.5S, HT static Trivectormeters as enumerated in Annexure
I or as per relevant Clause of IEC-62053 and must be certified by Govt Test House
or Govt. approved Third party laboratory for the tests, having been conducted
within THREE years prior to the date of submission of technical offer. If the indent
is only for ---/5 Amp meters the type test certificates must have to be submitted
for --/5 Amp rating.
(b)
Inspection / Test Certificate from independent laboratories or from the principal
supplier regarding compliance of the following materials supplied/used in the
meter.
The Test Certificate for the test of 90 degree aging cycle test as per relevant
standard in case of each electronic component including the microprocessor chips,
Sine and Cosine measuring element chip should be submitted.
(c)
Quality plan for all important items /processes at the incoming, manufacturing and
final stage of the manufacturing in the format given in Annexure III shall be
submitted.
(d)
Test Certificate of any Govt. Test House or Govt approved Test House regarding
the confirmation of the sampling rate as per Cl. No: 5 of GTP.
On the basis of scrutiny of above submissions, i.e. (a), (b), (c), (d) of above and the
comparison of GTPs, the offer will be evaluated technically and recommended for
placement of purchase order.
(e).
The offer will be accepted only from the original manufacturers. The manufacturer
must be having at least Five years experience of manufacturing and operation of
similar type of Trivectormeters. The certificate and the documents substantiating
above shall have to be submitted along with the offer.
2.0
EVALUATION OF SAMPLES
From the qualified bidder and technically acceptable offer as per technical evaluation (Cl.
No. 1 above ) , UGVCL reserves rights, if required, to collect the sample of meters and
carry out testing of samples as follow before commencement of regular ordered quantity.
Therefore on receipt of purchase order, bulk supply shall be commenced only after
receipt of UGVCLs written instruction for supply.
I)
Samples will be randomly drawn by Inspection Engineer deputed by UGVCL, from
your works. The samples shall have to be kept ready as finished goods at the time
of selection. However the UGVCL shall decide and inform the Nos. and Rating of
the meters to be manufactured and to be offered for inspection.
II)
Normally it is preferred to draw 3 nos of samples. The tests to be carried out on
these samples are listed in Annexure I, however the UGVCL reserves all rights
about selection of tests and the place (Govt or Third party Test House) for various
suppliers, where the tests would be conducted. If the testing facility at
manufacturers works is found satisfactory and complying to National standard, the
required tests may be carried out at their respective works also. In event of failing

in any of the tests either at Govt. or Third party Test House or at suppliers works,
the Supply Order may be liable to be cancelled without any Notice or
correspondence.
The supplier shall have to certify that the samples were drawn from finished goods
stores only and after completion of all operation / tests etc.
The samples should comply with the STANDARD APPLICABLE as per tender
specification (clause no 2). Manufacturers shall inform in writing about the
deviations if any from the UGVCLs specifications before the inspection visit of
Inspecting Officer.
If the meters are required to be tested for selected/all Type tests among Annex-I,
at other Govt. or Third party Test House, the samples shall be packed carefully by
the supplier. The packed meters will be sealed and signed by the supplier and the
Inspection Engineer jointly. OR otherwise required tests would be conducted at
their works in the presence of Inspecting Officer. If the tests are directed to be
conducted at specified Govt. or Third party Test House, the UGVCL may or may not
depute Witnessing Officer, and in event of not deputing witnessing officer, the
Test House shall have to certify that the seals affixed/pasted on the meter at the
works at the time of packing the meter are found intact and un tampered at the
time of receipt of samples by the Test House.
These packed samples shall be sent by the supplier directly to the testing lab as
specified by UGVCL, with due care to be taken in packing and transporting, and the
bidder must interact for all activity relating to testing of meter with the laboratory
selected by UGVCL. Any damage to the meter in transportation or failing the meter
in any tests due to mishandling in transportation shall be accounted to the supplier
and NO claim or representation afterwards will be entertained. Also in event of
failing in any of the tests either at Govt. or Third party Test House or at suppliers
works, the Supply Order may be liable to be cancelled without any Notice or
correspondence.
All expenses for transporting and testing (i.e. testing fees etc.) of the meters at
Govt. or Third party Test House as decided by the UGVCL, shall have to be borne
fully by the supplier.
Daily and Travelling expenses for the Inspection Personal shall be borne by UGVCL.
The samples after conducting necessary tests as directed by UGVCL at Govt or
Third party Test House, shall have to be collected by the supplier at their cost and
risk. However these samples shall be paper sealed and kept as reference at their
respective works, so that the same can be verified at the time of inspection visit of
UGVCLs Officer if required.
CHOICE OF SUPPLIERS
The choice of supplier for final commencement of the ordered quantity shall be
either as per Cl.No:1 above or as per Cl.No:2 (i.e. successful testing of the sample
meters at Govt. Test House or Third Party Test House) whichever the case may be
and the quoted price.
AFTER PLACEMENT OF THE ORDERS
After receipt of inspection call for supply of full or part of ordered quantity from
the supplier, UGVCL would depute Inspection Engineer to the suppliers works for
witnessing of testing and inspection at the earliest. The supplier shall have to offer
inspection of all accessories also together with meters.
The supplier must have to ensure that all the relevant testing equipment/
instruments have valid calibration as on the date of testing/ visit of Engineer.
The samples will be tested once again for all tests or selected tests as mentioned
in Annexure I either at suppliers works or at other Test house as desired by the
UGVCL. The UGVCL further reserves all rights about selection of tests and the place
(i.e. Govt. or Third party Test House) where the tests are required to be
conducted. The results may be compared with the results of the samples tested at
the Govt. or Third party Test House as described under (2) above.

ANNEXURE II
CONDITIONS RELATING TO PROVIDING AFTER SALES SERVICES AND TERMS OF PAYMENT:
While quoting the prices in the price-bid, the bidder shall consider the following terms and
conditions as a part of the contract for providing supplies and services

Action plan and after sales service:

1.1

The successful bidder shall furnish action plan within a period of 30 days from the
date of receipt of communication about the acceptance of offer and this period
shall commence from the date of letter of intent (LOI) in case the detailed order
issued at a later date.
The action plan shall be submitted to the UGVCL for approval for execution of the
contract, based inter-alia, on the conditions specified herein below. The delivery
period shall, however, commence from the date of the receipt of communication
about the offer by the successful bidder and the time spent in furnishing the action
plan and obtaining the approval of the UGVCL shall not be taken into
consideration.
the action plan shall clearly indicate in detail the month wise schedule of
programme for supply and installation in terms of quantity of meters to be
provided each month.
The priority of the installation at the premises of consumer shall be decided by the
UGVCL.
The supplier shall provide the services of their engineers (herein after referred to
as The Project Manager) to be posted at the head quarter of the Division office
where l00 or more meters to be installed.
The suppliers Project Manager shall provide the services for smooth switch-over
from conventional metering to the solid state metering system in consultation and
close co-ordination with the UGVCLs Head Office and the concerned field office
and consequently billing, energy audit, load survey analysis etc. for a period of one
year reckoned from the date of installation of the last lot of the meters in the
Division concerned.
The UGVCL has an intention to provide solid state metering at the premises of a
substantial number of HT consumers installations. If, however, the number of solid
state meters provided at the HT consumers installations in the jurisdiction of any
Division Office are less than l00, the Project Manager posted in the nearby Division
shall provide the services.
The Project Manager shall co-ordinate all the activities regarding billing, energy
audit, load survey analysis, etc.
The load survey analysis would be normally carried out only after the meter
readings are taken for the purpose of billing.
The supplier shall post one Senior Engineer at Mehsana, who shall co-ordinate all
the activities of the Project Managers to be posted in the field offices at the
Divisional Head Quarters and shall furnish his report about the billing, load survey
analysis and the energy audit to the OSD (F & A) at the UGVCLs Head Office at
Mehsana.
The Senior Engineers at the Head Quarter, Mehsana shall be posted right from the
date of dispatch of first lot of meters till completion of l2 months period of after
sales service in respect of the last lot of meters delivered and installed at the
consumers premises.
The supplier shall furnish the guarantee for the satisfactory performance of the
meters and other equipments including the meter reading instruments for a period
of five years from the date of installation and any failure in performance or
deviation from the specified accuracy shall have to be compensated free of cost

either by repair or by replacement


within a period of 10 days from the date of communication. Also the supplier shall
have to bear all financial implication/loss
incurred to UGVCL on account of consumers grievances/complaints regarding accuracy of
the meter during Guarantee Period.
XI)
The supplier shall maintain sufficient stock of meters as reserves for immediate
replacement.
XII)
The entire expenses in respect of the posting of the Senior Engineer at the head
quarter of the UGVCL at Mehsana and other Project Managers at the Head Quarters
of the Division Offices concerned including the expenses on transport in providing
the services shall be borne by the supplier.
XIII)
The UGVCL may at its discretion make available the transport looking to the
emergency situation if it is considered so necessary in the interest of the UGVCL.
XVI) The supplier shall make its own arrangement to attend the faulty meters
complaints and set them right and replace the faulty meters by the correct ones.

All terminators l shall be heavy duty to sustain against fault current up to 20x1c
amps. and manufactured either from brass or from copper metals.

Potential links shall be manufactured from minimum 16 gauge brass sheet and fixing

Specification for Automatic Remote Meter Reading System
Introduction:
Automatic Meter Reading of meters at consumer premises enables effective surveillance
and remote metering of all parameters of energy consumption at the consumer end and is
particularly useful for industrial and high value consumers where accuracy of billing and
timely payment are important. It is important to monitor consumption patterns for such
consumers to detect theft and it is possible to do this remotely with Automatic Remote
Meter Reading System.
The Remote Metering System consists of a remote unit(s) having telemetering circuit
which receives the signals generated by the electronic meters fitted with an external or
internal built in Modem at the consumers premises. The remote units are connected to
the control station through a dedicated communication link which should be Mobile link,
i.e. GSM MODEM. Such communication system between the meter and the UGVCL control
center through the remote metering system makes it easier for the center to retrieve/poll
data relating to billing data, load survey data, tamper data, snap shot of instantaneous
data and energy consumed as recorded by the meter.
Scope of supply:
The required system shall comprise of following:
1. HT Trivectormeters (CMU)
2. Built in GSM MODEM or External GSM MODEM.
3. GSM MODEM each to be supplied at : Master information centre (MIC) Located at UGVCL Corporate Office, Mehsana
 Circle Level information (CIC) Located at UGVCL Circle Offices.
 Divisional information Centre (DIC) Located at UGVCL Division Offices.
 Consumer Meter Unit (CMU) Located at Consumer premises/installation.
 Communication system from the CMU to MIC / CIC / DIC.
 Each CMU to be hooked / connected directly to MIC-CIC-DIC through suitable
GSM media.
4. Appropriate Software as described under relevant clause of tender specification at
above locations described herein above.
5. The meter must have Optical port in addition to RS232 serial port for connection of
external MODEM for communication system.
FUNCTIONAL SPECIFICATIONS FOR AUTOMATIC METER READING SYSTEM
1.
Intent of specification
This specification covers the design, manufacture testing delivery, transport,
storage, insurance, & installation of AMR including field testing, manufacture,
delivery, transport storage, insurance, installation, testing & commissioning of a
regular AMR system in a larger area by the bidder who successfully demonstrates
the AMR system in the limited area for automatic Remote Meter Reading
monitoring & control of meters.








The AMR system shall comprise the following functional levels:


Master Information Center (MIC) Located at UGVCL, HQ.
Circle Level Information (CIC) Located at Circle office-H.Q.
Divisional Information Center (DIC) Located at Division Office H.Q.
Area Collection Center (ACC) Located at Sub Division Centres.
Consumer Meter Unit (CMU) Located at consumer premises/installation.
Communication System from the CMU to MIC/CIC/DIC through suitable GSM media.
The AMR system shall be required to:
(i)
Down load all relevant data from the meter (CMU) installed at consumer
premises.

Transform the data into signals suitable for transmission through the selected
communication media GSM / PSTN.
(iii)
Transmit it to the above information centers of UGVCL.

Transform the data into a format suitable for report generation, invoicing
control from the computer system at any of above information centers. Also
shall transform the data into a format suitable for management
information, load monitoring, load surveying, evaluation of tamper
attempts etc.
SCOPE: The scope shall be complete including the center required/specified by UGVCL
with various functional levels covering design, manufacture, testing, delivery,
transport, storage, installation and commissioning & 5 (FIVE) year annual
maintenance of the AMR system.
The bidder must also have commissioned more than 250 Nos. of such Remote Meter
reading units and should be working satisfactorily. The certificate from the user in
this regard must be submitted with offer.
General Requirements:(i)
The system must have security features to prevent any access by
unauthorized personnel to the data, hardware & software.
(ii)
The system must have security features for restricting UGVCL personnel
from performing activities which are not within their authorization.
(iii)
The communication links between CMU & UGVCLs various information
centers must be fully encrypted as per relevant Data Encryption Standards
(DES).
(iv)
Security of Data in transit must be provided by using standard protocols,
Error detection and correction protocols & security measures.
(v)
The system must be able to work under the following environmental
conditions.
a) Temperature
-10 degree C to 65 C
b) Humidity
2% RH to 95% RH Non Condensing.
c) System Voltage
3 x 63.5 V / 3 x 110 V
d) System Frequency
50 Hz + 5%

The system must have adequate redundancy & archival capabilities.
Consumer Meter Unit (CMU): The CMUs intended for Remote Communication will be equipped with features to
answer a Remote Request for Meter Reading. The CMUs shall also be programmable
to answer to Remote Request in all specified time slot i.e. meter shall be required
to answer during any time i.e. 24 hrs.
The CMU shall
(a)
be able to call back Companys Information centers to dump the reading
into the computer system, in any time slot specified by UGVCL.
(b)
be provided with indication/display that Remote communication is in
progress.
(c)
Have a RTC & calendar in the meter and shall continue to maintain the
clock & calendar even when power is out.
(d)
Be provided the requisite facilities to acknowledge the receipt of command.
(e)
The meter data can be retrieved by any of the Collection centres including
the Central station computer remotely through the suitable modem viz.
GSM Modem network by just dialing the phone number of the meter and
specifying the information to be retrieved.

(f)

Collect data as per time interval defined by the user. The user can change
the interval as and when required. The change should be sent to the
Communicator Box as an SMS or data call.
(g)
Collect data from energy meter using optical port or RS232 or RS485 port of
the meter.
(h)
The user can also send query to the box and collect the necessary data.
(i)
The data collected should be encrypted so that no external interference can
affect the security of the data. The manipulation with the data collection is
not possible.
(j)
All the parameters listed under Cl. No: 07 & Cl. No: 11 of Part-I shall be
available by Remote interrogations from the information centre.
The information centre should be able to dial up the meter at any point of
time to retrieve / down load all metered date including load survey and
tamper data through the base / information centre P. C. software.
The CMU must have non-volatile memory with a retention period of 10
years.
Also each CMU must have
(a)
Message authentication capacity.
(b)
Encryption capability.
(c)
Mannual down loading of data through Hand Held Unit i.e. CMRI.
(d)
A unique identification code which shall be available in its memory.
(e)
A non volatile memory for storage of data
(f)
Optical port in front for tapping all data stored in its memory and
RS232 port for local communication with CMU through Lap top PC if
required.
5. Communication Interface
The remote communication shall be over RS232 / RS485 interface.
The supplier shall have to supply all information centre base computer software
free cost. Any software used in interface unit and base computer must be dully
validated and tested by Govt. Lab. The certificate in this regard must be submitted
with offer, failing which the offer will not be considered.
The Base Computer Software (BCS) in case of Data collection centres described as
above shall be featured for Auto Schedulling for polling and interrogation of any
data from the CMU automatically at pre defined / required time of the day (i.e.
Programmable)
o Collect data as per time interval defined by the user. The user can change

Have auto dial/polling, redial, dial linking, call status display, auto parity
and data rate selection and non-volatile memory for Modem option
parameters.

Baud rate of the modem should be changeable. It should work on more than 300
to 115200. However it should be noted that typically modem works on 9600
baud rate. In order to make optimum use higher baud rate shall be preferred.
The low baud rate may result in to loss or hanging/hampering of retrieved
information. The product being offered should work on the faster speed of even
115200 bps also.
Base Computer Software (BCS):
The data from various sites should be collected manually or automatically at information
centre on a PC/server. The PC/server will have GSM connectivity and it will collect data
from various meters.
Features of data collecting software:
1. Data collection:
a. The software should have facility to dial a particular meter or group of
meters and collect data as and when required. The user can also set a time
at which it should dial and collect data automatically.
b. The user can collect all data or specific data from the meter.
c. The data collected can be evaluated for analysis of load pattern, tamper
attempts/events or other consumer related activities.

2. Reports
a. Reports should be generated as per the requirement of UGVCL. The UGVCL
shall provide details of formats and specifications for the required reports.
b. The software should be user friendly and should be menu driven. It should
be easy to generate reports and to get any consumer information.
c. It should l have in-built facility to export data to MS-Excel format.
SIM Card Specifications:
UGVCL will provide SIM cards for IU and also for receiver at control station. These SIM
cards should of standard sizes that are used in GSM mobile phones. SIM card should
operate on 5V / 10V.
7.
Area collection Center (ACC) & Divisional Information Center
The Area Collection Center shall fully computerize with computer system
peripherals viz. Terminals, storage media, modem, communication
equipment and interface. The Area Collection Center shall:
(i)
be capable of being connected to many meters in the area.
(ii)
The Area Collection Center shall have software with the following
capabilities.
Dial up / Polling facility:The system shall be able to call up any consumer with in its area of
jurisdiction for retrieval of data. The specific interval on which the
data can be called shall be programmable every 15
minutes/daily/weekly/biweekly/monthly.
The software shall be able to initialize the data collection call, send
commands to a particular meter and ensure that the reply originated
from the same meter. Receive the data, validate the same and create a
common data base with secure files for each consumers meter.
Periodically send a time and data synchronization message to all meters
under its control.
Ensure that requested data are actually collected and uploaded.
Have information in a format compatible with billing software to
generate invoices.
Register a new meter to the network and disconnect an existing
customer.
The Hardware shall have a doggle (locking device) which shall include a
unique identification number. A special level of system authorization
shall be through a password for the purpose of initialization.
8.
Master Information Center
The MIC shall act as Master to the entire Remote Meter Reading System for overall
management. The MIC shall be collecting data from the DICs or directly from the
CMUs under its control for:
1. Monitoring and supervisory control
2. Management information
3. Data analysis
4. Accounting for overall energy consumption revenue
5. Tariff revision
6. Adding other services
The MIC shall be fully computerized with necessary terminals, storage media,
communication equipment and other necessary facilities.
The MIC software shall:
i)
be able to initialize the data collection call, send commands to a particular meter
and ensure that the reply originated from the same meter.
ii)

Receive the data, validate the same and create a common data base with secure
files for each consumers meter.

iii)

Inspection and Testing
(I)
Individual equipment shall be inspected and tested strictly according to their
relevant BIS / IEC before these are installed at the consumers premises or at
the Computer Station according to the suppliers offer
(II)
The Demo-Model and the complete scheme shall also be inspected, test-run
according to the requirement of this specification before the scheme is finally
taken over.
(III)
Routine and Type test shall be as per normal practice or on mutually agreed
basis.

Also following correction / changes to be considered in the above tender


technical specifications
1 The class of accuracy of Active part of measurement should
be 0.5s and the class of Reactive part of measurement may be

BIDDERS ARE REQUESTED TO READ THE FOLLOWING AS THE PART OF TENDER

[A] As per tender technical specification and tender document if tender sample (s) shall
have to be submitted the following conditions are mandatory.
[1] The sample (s) submitted shall have ISI marking as well as relevant IS Number
[2] The Sample (s) not complying the above condition shall not be tested and shall be
rejected and no further correspondence shall be make in this regard.
[B] At the end of the tender technical specification, following paragraph should be added
and read as under.
The material supplied shall be conforming to Indian Standard Specification and also with
ISI marking and even after inspection of the lot, if the material received at site is found
without ISI marking , the loot shall be rejected and no further correspondence shall be
entertained in this regard.

[C] Security Seal


In addition to 2 Nos. of polycarbonate seals, further 2 Nos. of tamper proof void seals are
to be provided on the Meter body in such a way that both the side covers shall be sealed
by the tamper proof void seals. The tamper proof void seals to be provided on Meters shall
be as per the following specification:
[1] Size of the seal -- 3 x 1 inches
[2] The seal should be digitally printed on white VOID film having UV destructive inks
printed with thermal resin ribbon technology
[3] The seal should be water proof and should withstand all the weather conditions. The
seal should have adhesive of sufficient strength to avoid peeling off under extreme
temperature and environmental conditions.
[4] The seal should be sticker type seal and applied on both the side of the Meter which
connects the body and the box.
[5] If some one lifts the seal, VOID impression should be transferred on the meter and if
this is applied back, VOID impression should be readable from the surface of the seal.
[6] The disturbed portion of the seal should glow under UV light if the seal is disturbed
from any part.
[7] Barcodes of serial numbers should be printed on the seals and the barcodes should be
readable with a barcode scanner.
[8] The seals should have continuous variable serial numbers alongwith security codes of
last three digits of serial numbers printed in black and the same serial numbers alongwith
code of serial numbers shall also be printed in a vertical semi circular shape which should
be visible only under Ultra-violet (UV) light.
[9] Two security cuts should be given on the seal on both the sides, and if some one tries
to lift the seal it should tear off from the security cuts. The security cuts should be made
with a computer controlled plotter which should put the security cuts on the same
position on each seal.
[10] The name of the supplier and supplier logo alongwith the security warning or any
other information in any language as given by the company should be printed on the sea.
[11] There should be a provision of incorporating officers signature on the seal as given by
the company.
[12] If some one tries to remove the seal by allying heat, the printing should get disturbed
and the shape of the seal should change if more heat is applied
The seals to be used for sealing of Meters are to be fixed after inspection is over.
