Even a single part of the chain effects the performance of the whole
system may not be immediate but incrementally and slowly. Some
systems have internal warning system catch them as soon as malfunctioning starts, some catch them at the treatment level, but there are
cases in which the malfunction are detected when the only solution is
surgery or collapse the system. Even after surgery it takes long time to
recover. To make Sampurna system every segment of the system has to
work in coordination with each other. Internally all the departments are
supplier and customer of each other. Every department has to fulfil their
