The Bile Herculane resort stands for a major benchmark on national level, from
the point of view of geographic location, for the appealing environment and
mountain-temperate climate, for its active and valuable balneoclimateric (spa)
resources and, the expertise and diversity in the successful health care of a wide
range of disorders and diseases, with the help of natural procedures. The
cultural-historical values are well-known not only at national level, but they are
still mentioned in some international touristic guides. Despite all these, the
health care equipments are, most of all, aged, and the medical personnel, fewer
and fewer in number, is looking for better paid working places in similar
localities, or, most of all, abroad.
The historic buildings especially hotels and health care centres, with high
potential and heritage value, are degrading not only due to natural causes, but
also due to property-related issues (transfers, obstructions etc.), to the lack of
funds, to issues related to the modernization and maintenance costs (especially
regarding the thermal heating during the cold season), mismanagement and
poorly trained personnel.
The management of the heritage constructions, the historical development at
micro-management level and the property structure complexity seem to actually
hinder a mutual approach. The situation is similar to the one in Domogled Valea
Cernei National Park. One solution would be to establish a new management
structure under the Town Hall management and a public/private partnership for
tourism, with a board and executive attributions for creating a corporative
identity at regional level (signalectics, harmonizing information between Bile
Herculane and Domogled National Park) and marketing.
A major aspect in the hotel infrastrucure with implications on the economic
situation is related to the heating issue. Not only that the new buildings have to
respect new building standards, the thermal rehabilitation and the restoration of
ancient buildings needs stimulated, but the municipality has to put back into
service the central heating system. The first step should include the hotels.
According to the European SPAs Association (ESPA), the fundamental framework
for the SPA industry is, first of all, the use of natural resources (including here a
healthy climate), combined with a significant contribution through medical care
and a complex approach of therapeutical visits (Human Geographies Journal of
Studies and Research in Human Geography, 2011, 5.2.; p. 41-56);
In order to motivate foreign tourists to visit SPAs and for the latter to become a
secondary attraction, it is necessary to (re)create other factors, such as
rehabilitation of the historical urban fabric and to use hinterland with its
valuable and beautiful landscapes (as it is the case in Sibiu).
For Bile Herculane to be able to offer a complex SPA and tourism system, it is
necessary for Bile Herculane not to be considered isolately, but also to take into
consideration components that include the 3 counties in the influence area of
Bile Herculane, its hinterland and to involve key-actors in order to create a

mutual approach (therea are actually estimated about 8 rural communities and 3
towns).
Main development aspects
In the last years, through efforts made by the local government and by some
entrepreneurs, Bile Herculane benefit of important financing for repairing the
urban infrastructure and for rehabilitating public and private historical buildings.
Besides this, new boarding houses and villas have been built.
On the level of strategic planning, a new General Urban Plan for Bile Herculane
is being elaborated, correlated with relevant economic development and
territorial strategies. The resort intends to reborn, and the local government
began the demarche for bringing together the change agents, since they are
the engine for capitalizing the benefits, efforts and opportunities in a conjugated
effort.
The strategic approach of strategic development and potential, as well as
regional integration and planning effort that followed 2005, generated genuine
projects and actions, as well as finalised or under elaboration programmes and
strategies that pursue to counteract the negative trends, to overpass above
mentioned obstacles and to provide sustainability in Bile Herculane. At this very
moment the General Urban Plan for Bile Herculane is being elaborated.
During 70ies and 80ies, Bile Herculane turned from a medium scale touristic and
health care town into a large scale touristic project, with over 5,000 beds. Today,
Bile Herculane attempts to make this basis viable from the economic point of
view, by maintaining and adapting it to the new requests of the international
tourism market. The health care vouchers system, which is still active, partially
covers the expenses related to the hotel maintenance and functioning, but do not
represent a financing source for touristic basis development.
Thus, on regarding the strategic approach of tourism and integrated urban
development, the following main aspects need to be taken into consideration:
(i)
In order to develop the resort from the point of view of touristic connexions,
the resort must be located in the region, not just as a town in Cara-Severin
county, but also as part of Mehedini county, since Domogled Valea Cernei
National Park, where the tourism industry from this area is anchored, covers
wide areas in both counties and the northern side of Gorj county. At smaller
scale it is the case with the resort hinterland, since local development
needs to be approached, in correlation with the working force pool, the
supply and the local industry;
(ii)
The development trends are related to increasing the attraction degree in the
town in order to ensure a balanced boost, to avoid space disparities in order to
increase the capacity of attracting and maintaining a certain number of tourists,

Strategic vision and objectives
The actors involved in the project consultation and elaboration process provided
priority support to the development based on the potential and expertise of the
resort balneary tourism. Likewise, there was highlighted the need to re-integrate
the resort in the European family of spas, as well as to retrieve the previous glow,
grandeur and attractivity, where the community and the dynamic forces of the
town would find active roles and places.
The development vision creation process brought, to the foreground, the tourism
as main contributor for the economic, social, cultural and environmental lasting
development in Bile Herculane resort. Another important element is the
collaboration with similar European resorts. A third fundamental factor in the
future development stands in the complementary actions for the heritage
protection and the development of the human resource, able to ensure quality
touristic services. The development final adopted vision synthesises the
previously mentioned attributes, as follows:

For the project proposals 2.4.3. and 2.4.4., the possible locations are Lunca
Topletului (Toplet Meadow n.t.) and Lunca Mehadiei (Mehadia Meadow n.t.),
which are under Baile Herculane local government (Lunca Mehadiei, from Bile
Herculane Railway station, about 4-5 km towards Mehadia, until PECO, Petrom
gas station; Lunca Topleului, towards Toplet, from Baile Herculane Railway
station, about 4-5 km, until very close to Iardastita)

Description: The project will focus on Bile Herculane Town Hall Building for
repairing and expanding it with an information citizens centre and the urban
rehabilitation of the neighbouring area, by opening an access path towards the
square and the connection to the downtown.
A first stage includes the elaboration of urban documents and necessary studies,
the correlation with the other developing projects, as well as GUP provisions and
the General urbanism regulation (under elaboration).
3.3.4. Arranging bicycle lanes in Bile Herculane for inhabitants and
tourists, according to GUP provisions
Description: The bicycle lanes will be placed on the road bed by delimitating
the lane between road bed and pavement through a safety railing, where the
infrastructure allows it.
3.3.5. Organizing an architecture and urbanism contest in order to find
a form for signalling the access to the resort (entrance gate)
3.3.6. Concluding Park Vicol rearranging projects
3.3.7. Redressing the flora on the alignment in the Historic Area
3.3.8. Redressing the public area in Hercules Square (Project
complementary to 4.2.4)

3.3.8. will take into consideration the provision of the Zonal Urban Plan
protected constructions area) and will be correlated to GUP and 3.3.2.
3.3.12. Arranging skating rink, sport grounds
Description: The proposed arranging will be based on speciality documents and

Description: Integrated project for buildings that belong to the resort historical
framework and are a support for the public area, project to comprise various
stages safety stage for buildings, repairing the facades, refunctionalizing the
interior area while being restaurated.
4.1.7. Restoration The Imperial Austrian Baths
Description: Restaurantion and functional improvement project for the Baths
area necessary for rebuilding the resort health care capacity, as well as for
supporting the image of historical thermal resort; the project is pending until
having reglementated the legal status of the real estate.
4.1.8. Accomplishing a project for achieving and placing the statues of
the personalities that have marked the history of the town (Empress
Elisabeta, King Carol I)
Description: To highlight in the Zonal Urban Plan protected constructions the
central historic location, in order to achieve a cultural route of the personalities
who marked the history of the town. For creating the statues there will be taken
into consideration their location and there will be made on following a contest for
monuments on a public forum.
4.1.9. Achieving projects for highlighting the Roman archaeological
sites (vestiges restoration, street lighting, lay-outs)
Description: A study analysis will be performed, for all archaeological sites
under research, with the support of the Directorate for Culture and National
Heritage Caras Severin and, according to the existent field elements that can be
valued in-situ, there will be made restoration projects for the historical elements,
visiting routes and a site presentation or just a lay-out with the site
reconstruction, with complementary explanatory boards.
4.2. Programme for rehabilitating and recovering the public heritage
areas
4.2.1. Wandering path to lay out the banks of Cerna river from Red
Bridge (Podul Rosu) to Stone Bridge (Podul de Piatra) (coordinated with
embankment project for the existent Cerna river) while achieving an
architectural lighting on the laid out/rehabilitated banks.
Description: Integrated project for structural and landscape development of
stone walls, of stone stair ramps, for access/descend to the level of a wandering
path, parallel to Cerna river, created at a safety quota in case of a potential
increase of the water level. The landscape development project will comprise
fitting out the existent spontaneous flora and performing the lighting for vertical
stone walls, for the two bridges and the entire pedestrian path (project integrated
with the two bridges restructuring cast iron bridge and stone bridge)
4.2.2. Rehabilitation/restoration of Cast Iron Bridge over Cerna river
(already existent technical-economic documents)
Description: To perform restoration works for the metal decorations and
structural elements, to complete by emphasising the objective with the bridge
architectural lighting.
4.2.3. Rehabilitation/restoration of Stone Bridge over Cerna river
(already existent technical-economic documents)
Description: To perform restoration works for the structural elements, to
integrate them within the network structures that cross above Cerna river, to

repair all initial decorations, to complete by emphasising the objective with the
bridge architectural lighting.
4.2.4. Rehabilitation of Hercules square (project + works execution)
Description: Integrated project for recreating the specific image of Hercules
square by organizing a contest and a project for fitting out the square
pavements, the monumental art elements (fountain, statue pedestal), the high
flora, the green area, the explanatory boards, at the same time with repairing the
facades of historical buildings (important part of the public area).
4.3. Cultural events programmes
4.3.1. Promoting materials for all types of cultural events (for instance an
illustrated calendar with cultural events)
4.3.2. The traditional town bands festival Lilac, what a beautiful
flower (Iorgovan, frumoas floare)
Description: To integrate this type of festival in an already existent
programme at regional/national and international level, in order to attract
a big number of tourists.
4.3.3. The documentary film festival
Description: To develop an opportunity study and to create the outline
schedule for this type of festival.
4.3.4. Programme for concerts near The Outlaw Cave (Grota Haiducilor)
Description: To develop an infrastructure-support project for the concerts
performance (access, lighting etc.), to develop the programme for concerts
for the whole summer season (on presenting it both on the resort web
page and on hard copy).
4.3.5. Theme balls in restaurated areas (i.e. The Casino)
Description: Documentation and creation of a theme programme for
launching a chain of specific events, in the areas to be restaurated
(programme for preparing and developing this kind of events).
4.4. Programme for protecting the natural heritage for the tourism

To develop an efficient working plan for all actors involved in the projects
implementation process.
2. Executive tasks
To prepare/update the operational plan.
To coordinate with the public procurement and investment departments and
guide them for elaborating the necessary documents (for instance, urbanism
and construction regulation/legislation).
To monitor the implementation process from temporal and budgetary points
of view.
To support the qualified labour force development according to the standards
in the training programmes.
3. Supervision
To suggest adequate locations for the new constructions in coordination to
the provisions in GUP and ZUP protected construction area.
To analyse the site in order to make sure that the rulings, regulations and
safety measures have been respected.
To monitor, periodically, the projects accomplishment quality, in order to
make sure that all constructions are built on respecting the safety and quality
conditions.
4. Reports and documents
To prepare report formats, check lists and action directions for
facilitating/supplementing/documentation of the various foreseen activities.
To prepare the progress report for the Town Hall and the competent agencies.
To prepare monthly reports.
Detailing activities
The Coordination Unit will create a pluriannual planning document for PUID
projects, on stating each part involved in achieving this plan. The planning
document will describe the relation between projects and will indicate the
cooperation location and manner between each project, as well as the project
development period.
The Coordination Unit will initiate discussions between the authorities responsible
with the planned projects and will assist agencies in applying the actions for
improving the planned activities.
The Coordination Unit will monitor the activities progress and will assist during
the process for overpassing any hindrance that obstruct the application on time
of all agreed projects.
Twice a week, the Coordination Unit will organize meetings with the interested
parts, in order to disseminate the information obtained on progress and
financing.
Once a week, the leader of the Coordination Unit will participate at a meeting
with the Mayor, the Vicemayor and/or the Vicemayors, where the former will be
informed on the planned and developed activities, will inform the participants on
the encountered hindrances and the way how these will affect the planned
activities and will present ways for solving them out.

Once every quarter, the Coordination Unit will report to the Board of directors on
the past and planned activities.
The yearly plan will guide the Coordination Unit and will comprise objectives for
the ongoing year. The plan will include reference values that will allow monitoring
the unit effectiveness.
Qualifications of the project involved personnel
The project Coordination Unit comprises an urbanist, a construction engineer, an
economist and a legal councilor. For the position of Director it is preferable to
have a person with expertise in implementing projects, a person who graduated a
course for Program Director (authorized by the National Council for Adults
Training) and at least 5 years working experience in managing complex
procedures and processes.
Conditions for obtaining financing or co-financing (the projects
competition within a precise fund)
The criteria for establishing the list of projects that require financing are the
following:
1. The proposed project is on the list of PIUD priority projects
2. The proposed project comes to continue the results obtained by a previously
co-financed project or another developing project
3. The project results lead to reaching the general objectives and to the sectoral
objectives in PIUD
4. The project has specific performance indicators which can be identified and
measured by showing the improvement of the existing situation, the urban
development in general and the tourism in particular
5. The urbanism documents for the area where the project will be developed
have already been approved (GUP, ZUP, ZUP protected area etc.)
6. The projects are based on a specific fundamented study (i.e. the projects on
transport and traffic infrastructure investments are supported by traffic studies)
7. The project has already clarified the property-related legal issues (land,
building)
8. From the point of view of technical-economic studies, the project is in an
advanced stage (feasibility study made according to Government Decision
28/2008)
9. Through the cost-benefit analysis, the project presents financial and economic
performance indicators
