Legislative Update
By Kari May, Assistant Director
Proposed Revision to Utah Code regarding
Internet Filtering in Libraries
In the next legislative session, Sen. Todd Weiler,
R-Woods Cross, will introduce a proposal to modify
the current code regarding the library internet
filtering to include the requirement to filter all
wireless access provided within a public library.
The current law requires publicly accessible
machines to be filtered, and so not all libraries
filter the wireless network patrons access with
their own devices.
Based on information USL gathered from library
directors across the state, a few library systems
would not meet this new requirement. The Utah
State Library will be working with analysts to
provide a fiscal note regarding the financial
impact of installing filters on nonfiltered
wireless networks. USL is also working with the
Utah Education and Telehealth Network (UETN)
to determine the cost to get all Utah libraries
on the UETN network for connectivity and also
for filtering.
New changes in the proposed bill include requiring
wireless access be filtered. The categories of
materials currently filtered are not changing at this
time. Please verify your librarys internet access is
filtered, including wireless. If public library wireless
access is not filtered, then contact Kari May at
the State Library.

2016 Directors Summit

On October 6-7, the Utah State Library staff hosted
the 2nd Annual Public Library Director's Summit at the
Homestead Resort in Midway, Utah (see picture
below).
Tim Tingey from Murray City Corporation gave a
keynote speech on leadership; Martha Kyrilldou and
Bill Watson from Quality Metrics led an LSTA-focused
discussion with the directors; and the group enjoyed
collaborative discussions.
Directors had a great time and are looking forward to
next year's gathering.

The 2017 Legislature begins January 23, 2017.

USL will keep the library community updated on
the progress of this and other proposed legislation
throughout the session that may affect libraries.
Library Directors may be called upon to testify at
a committee hearing.

LSTA: You Voice Counts

The Utah State Library is requesting your
assistance in completing a required evaluation of
its LSTA funded programs. Please take the survey
to help us better understand how libraries and
library patrons are making use of these invaluable
library services. These services include databases,
summer reading, Utahs Online Services, blind
services, grants, etc.

Thank you in advance for taking the time to

complete this survey. Your responses are very
important to us and will help us assess the usage
and benefit of LSTA-supported library services in
Utah during the past years and help us plan for
the future.
Every five years the Institute of Museums and
Library Services requires the Utah State Library to
conduct an independent evaluation of its Library
Services and Technology Act (LSTA) program. USL is
currently in the midst of its five year evaluation and
has hired QualityMetrics, which is led by Bill Wilson
and Martha Kyrillidou. QualityMetrics has already
begun gathering data through focus groups and
interviews; your survey responses will assist in these
efforts.
If you have any questions regarding the LSTA 5 Year
Evaluation, contact Telesa Nicholes.

Online Book Discussion

Start the New Year out right with a book club
meeting. It doesnt get better than that! All
are welcome to participate in the discussions,
not just patrons of the Utah Library for the
Blind and Disabled.

Travels with Charley: In Search of America

By John Steinbeck
Discussion led by Paula Stuart,
Utah State Library for the Blind
Tuesday, Jan. 10, 2 PM to 3 PM (MDT)
In September 1960, John Steinbeck felt he had
lost touch with America, its speech, its grass
and trees, its color and quality of light and its
people. To reassure himself, Steinbeck set out
to rediscover the American identity.
Accompanied by a distinguished French
poodle named Charley and riding in a
three-quarter-ton pickup truck named

Rocinante, Steinbecks journey took him through almost
forty states. This book is the closest self-portrait of John
Steinbeck, who never wrote an explicit autobiography.
If there is time, we will also discuss:

One Mans Wilderness: An Alaskan Odyssey

by Richard Proenneke
A day-to-day account of 1960s life in Alaska's Twin
Lakes region based on the journals of Dick Proenneke,
a retired mechanic and carpenter who set out to build
a wilderness homestead. Chronicles the construction
of Proenneke's cabin, his daily activities, and his
adventures in nature.

Utah Government Digital Library

Did you know the Utah Government Digital
Library (UGDL) contents are funneled into the
Mountain West Digital Library (MWDL)? And
in turn, those contents are sent into the Digital
Public Library of America (DPLA)? Through this
process UGDL content is available through
different portals all over the world.
The 2016 third quarter report from DPLA
revealed some surprising facts about UGDL
usage. It turns out the UGDL is providing
approx. 0.65% of the entire traffic to DPLA
and 10.75% to the MWDL. This information
means the UGDL is the second most used
repository for MWDL usage, second only to
the University of Utahs Marriott Library!

Additionally, the most popular resource in the MWDL

is a UGDL publication, the Department of Agricultures
Brand Book for 2011. Current brands are only available
in a database accessible to registered users, meaning
the copy in the UGDL is the only available public copy.
You will never know what you can find in the
Utah Government Digital Library!

The DPLA claimed 884,793 unique visits

according to Google Analytics, comparable to
UGDLs 184,985 total unique visits, according
to Knowvation metrics.

Bookmobile: Oh My Tech!
The Utah State Library Bookmobile Program
teamed up with the USL Resources Program to
take digital download training on the road.
Britton Lund, Bookmobile Program Manager;
Darci Card, Digital Resources Librarian; and
Jessica Whetman, Training Coordinator, held an
open-house style training at each of the eight
bookmobile headquarters.
Throughout the month of October, two of the
three USL team members traveled to each of the
Bookmobile Headquarters Libraries, offering

classes to teach both library staff and the public how to

use our digital downloadables from both OverDrive and
OneClickDigital. In every location at least one local
bookmobile staff person attended the trainings and left
better equipped to help patrons.
Patrons brought computers, phones, tablets, and media
players to learn how to download e-audiobooks,
e-books, movies, and magazines. From how long an
item can be checked out to how fast you can listen to an
e-audiobook, everyone went away with new knowledge
and skills. If you missed the trainings, look for the
step-by-step guides online soon.
