Purpose
The purpose of this plan is to ensure that an effective rescue can be initiated and
performed within a reasonable amount of time for personnel working in Manholes.
Specifically, this plan has been written to facilitate the internal installation works that
would be carried inside Manholes.

Call the CCC HSE Manager and provide full details regarding the location, type
and extent of incident, number of persons injured etc.
Warn other employees in the area about hazards associated with the incident
which may place them at risk.
Cooperate with the emergency teams.
Ensure that guides are placed at strategic locations to guide the Emergency
Crew to the exact location of the incident.
Stabilize the condition of the injured worker, if any and if possible.
Secure the area.
Emergency Equipment
The following equipment would be placed in the Fire Truck which would be stationed
at a suitable area within the vicinity where internal installation works on vessels
would be carried out.

General
Rescue procedures shall come into effect when communications with the person in
the confined space cease or when visual checking indicates that the person(s) in the
Confined Space is disabled or injured and needs to be physically assisted to leave
the confined space.
A two stage rescue plan has been developed to safely extricate any person in the
Confined Space. The first stage involves rescuing the person from the confined
Space to the closest platform outside the vessel and the second stage is to safely
remove the worker to the ground.
Rescue Procedure - General

Upon noticing that a person in the Confined Space requires assistance, the
Standby Man would activate the Emergency Response Procedure by calling the
CCC HSE Manager via the Mobile Phone.
Upon reaching the Confined Space the Fire Marshall / Assistant Fire Marshall will
assess the situation and ensure that it is safe for the Emergency Response Team
to physically enter the confined Space.
Field Safety Officers will secure the area as directed by the CCC HSE Manager
and will control access as required.
The Emergency Response Team will divide themselves into their predetermined
teams/roles, one team to enter the vessel led by a member of the Emergency
Response Team who has sufficient training to assist the extrication and the other
team will set up the necessary resources to execute a rescue.
Upon entering the Confined Space, the Emergency Response Team will assess
the worker and determine the type of extrication best suited for the medical
condition as guided by the Medical Team.
The injured worker will then be hoisted up by the winch to the nearest suitable
exit point where members from the Emergency Response Team will safely move
the injured worker out of the confined space.
Once the injured worker is out of the confined space and placed on the platform
and if within crane reach, the stretcher will be rigged and lifted from the platform
by means of the crane.
However, if it is not possible for the crane to reach the platform, the injured
worker would be lowered by using the existing lifting configuration, which is the
winch, to a lower platform, from which a crane lift is possible.
The injured worker will then be transported to the CCC Medical Center or on the
recommendation of the Medical Doctor, to the local hospital for treatment.
The security team will ensure that a safe and open vehicle access is established
for the emergency vehicles in and out of the site if necessary.
