Luminaria 2016

Streamwood residents young and old gathered


to help ring in the holidays during the Villages
annual Luminaria celebration. Volunteers lit over
3,000 luminaria displayed along Park Boulevard,
Veterans Memorial and the Villages municipal
campus. Guests enjoyed friendship, cookies and
cocoa, while children waited patiently for a visit
with Santa and Mrs. Claus. The Streamwood
Childrens Choir entertained guests with classic
holiday favorites. The end of the evening was
celebrated by two winners selected to help
President Billie Roth light the official holiday tree
in Veterans Memorialthe final touch to
Luminarias magnificent display of holiday lights.

2017 Village Budget Summary


The Village Board recently adopted its 2017 Operating and Capital Improvements Budget. The budget is balanced,
keeps property taxes flat, lowers water and sewer rates by 1%, and reinvests in the community by increasing funds in
the street and capital improvement funds. The budget furthers the Village Boards goals of maintaining services and
programs in the most cost-efficient manner, and the most prudent use of taxpayers dollars.
The $59,435,426 budget represents a 4.2% increase from 2016. Despite factors outside of the Villages control,
most notably the State of Illinois budget impasse, the Village of Streamwood has been able to finish 2016 in the
black. In compliance with Board policy, these savings are reinvested into the community.
The budget process starts with the Village Boards goal-setting procedure aimed at addressing the needs of our
residents. This provides the framework for the development of our budget. The Boards consistent goal is to keep
property taxes low, while continuing to provide highquality services to the community.
The 2017 Budget seeks no new revenue sources. Decreases in the general fund, debt service, and Illinois Municipal
Retirement Fund levies were made to offset increases in police and fire pension costs. This allowed the Village to keep
the 2016 levy equal to the 2015 extended levy.
The Budget also includes a 1% rate reduction from the current water rate plan. The reduction will affect rates in
2017-2019. This new rate structure will allow the Village to properly plan for water costs, maintain the infrastructure
for water delivery, and pass the savings of water rate stabilization onto our residents.
The increase in proposed expenditures for 2017 is due to the Villages commitment to funding capital investment and
police and fire pension costs. These pension increases were due to actuarial assumptions and a poor rate of return on
investments in 2015. The good news, moving forward, is that the market has rebounded. Further, the Village Boards
policy of funding the actuarial contribution is a key to long-term stability.
Continued reinvestments in capital improvement funds in the budget include funding for street improvements and other
capital expenditures. Maintaining our infrastructure within our means, without relying on bonds or debt, is another
long-standing goal of the Village Board.
The 2017 Budget includes funding to complete at least six miles of streets to be reconstructed or resurfaced throughout
the Village. Funds are also set aside to make purchases for vehicles and building improvements. This pay-as-you-go
philosophy has allowed the Village to minimize debt, retaining one of the lowest per capita debt levels in the area.
Additional plans for 2017 include updating the Villages Comprehensive Plan, developing a new community events
sign, and completing a Village-wide space needs analysis.
The Village is in sound financial shape. We are confident that we enter 2017 with the capacity and resources to
respond to the needs of our community. The Village remains committed to providing quality, cost-effective municipal
services. We will continue to provide the highest level of services to our residents and businesses, and make certain
these services are provided in the most efficient manner possible.

McDonalds Grand Re-Opening
Village Board members attended the grand re-opening of the
McDonalds Restaurant on Irving Park Road. The renovated
facility has a dual drive-thru with improved on-site circulation,
along with a bright, fully modernized interior.

The Illinois Government Finance Officers Association has again


recognized the Village for its comprehensive annual financial report. This is the highest recognition in the area of
governmental accounting and financial reporting. This is the 28th year the Village of Streamwood has earned
this award.

Levy Approved
The Village Board adopted the 2016 Tax Levy. Increases in actuarial requirements for police and fire pensions
were offset by reductions in debt service, non-public safety pensions, and the general fund. This resulted in a
levy that was equal to last years extension.

Streamwood Community News

The Streamwood Police Department was awarded funding for fiscal year 2017 from
the Illinois Department of Transportation, directed towards participation in the
Sustained Traffic Enforcement Program. The grant program is specifically focused on
eight special enforcement campaigns, targeted to reducing the incidence rate of
motor vehicle crashes resulting in fatalities and injuries. This will be accomplished
through increased enforcement of occupant seat belt restraint and impaired driving.
The Streamwood Police Department joined other state and local law enforecement
agencies across Illinois, in conducting an enforcement of unbuckled motorists and impaired drivers, during the
Click It or Ticket campaign. The Click It or Ticket campaign was conducted by the Streamwood Police
Department during November 14 27, 2016, which resulted in the issuance of the following citations: (1)
DUI arrest; (2) seat belt violations; (3) uninsured motorists; and (36) speeding violations.
Our officers are out year-round. If you or your passengers are caught not wearing a seat belt, day or night, you
will be cited for the violation.
The Christmas campaign was conducted from December 16th through January 2, 2017; however, the
enforcement numbers were not available at the time of newsletter printing.
The next campaign is the St. Patricks Day Campaign. It will begin on March 17th and end on March 20th. The
enforcement focus of this campaign will be the same.

Holiday Lights Recycling Program


Once again, the Village is partnering with Elgin Recycling for the
2016/17 holiday light recycling program running now and through
February 3, 2017. For your convenience, collection boxes have
been placed at four Village locations: Streamwood Village Hall;
Streamwood Public Works; Poplar Creek Public Library; and Park
Place Family Recreation Center. Simply place any old, broken or
unused lights in the designated containers during normal business
hours of the respective locations. For more information about the

Maybe you were one of the hundreds of generous people who helped brighten the
holiday season for those less fortunate in our community. Many people dropped off
donations at the Village Hall, and other locations throughout Streamwood, for the
Kiwanis Clubs coat drive, Hanover Townships toy drive, and Township food pantry.
Many local businesses also participated in our Holiday Helping Program, which gave
children from disadvantaged families an opportunity to shop for Christmas gifts at the
Streamwood Super Target store, accompanied by Streamwood police officers
and firefighters. We send our grateful appreciation to everyone who supported this
wonderful program. Thank you for helping to make the season bright for these
families.
The Streamwood Blood Commission hopes you can keep the spirit of giving into the
New Year. The Commission encourages everyone to give the gift of life on January
25, between 1:00-7:00 pm, at Village Hall.

Its hard to believe that another year has passed, and 2017 is upon us. The Village
Board recently adopted our 2017 Budget. Once again, we were able to adopt a
balanced budget that is focused on maintaining all levels of services with no
increases in taxes or new fees. We were able to apply a budget surplus to a number
of capital projects including the continuation of our street program. We also reduced
our planned water rates 1% over the next three years.
We look forward to an exciting year. 2017 is the 60th Anniversary of Streamwood!
Stay tuned for special events. We hope you will be able to join us as we celebrate
60 years of our community throughout the year!

Help Prevent Water Pollution This
Winter

Conservancy

(NRCC) works
hard to help
preserve our
natural resources. Keeping our waterways free of
pollutants is a key way to preserve our water supply.
During the cold winter months, salt that is applied to our
sidewalks, driveways, parking lots and streets
eventually flows into the streams and rivers. Help keep
our waters clean by following these few simple steps to
reduce salt use:
Before the storm, apply a liquid de-icer to prevent
snow and ice build-up. This will make shoveling and
snow removal easier and more effective.
Shovel, snow blow, plow or sweep as much as
possible. Dont use salt in place of removal
operations.
Dont apply too much. Less salt can still be effective.
If there are any leftover salt crystals, the salt has
been over-applied.
At low temperatures (-15 F) salt becomes less
effective. Why throw out good money? Consider using
sand as an alternative.

The NRCC encourages residents to get involved with
improving our environment. Volunteer opportunities are
available to help by marking storm drains and improving
the Villages wetlands and other natural areas, including
picking up trash, removing invasive plant species, and
planting native plants. Volunteer applications are
available online at www.streamwood.org or at Village
Hall. Join us in our efforts to protect our natural
resources!

VILLAGE HALL CLOSINGS
In observance of the New Years holiday, Village Hall will be closed on Monday, January 2, 2017. In
addition, Village Hall will be closed on Monday, January 16, 2017 for an In-Service Training Day, and
Monday, February 20, 2017 in observance of Presidents Day.

WINTER PARKING
Parking is prohibited on Village streets between the hours of 1:00 am 5:00 am except where noted in specific
subdivisions. Street parking is also prohibited after 2 or greater snowfall, until streets are fully plowed. Winter
parking rules are in effect now and through the end of February, 2017 and allow for vehicles in
residential driveways to block the sidewalk and/or parkway if necessary.

BLOOD DRIVE
The Streamwood Blood Commission, along with Streamwood VFW Post 5151, is hosting a Blood Drive at Village
Hall on Wednesday, January 25, 2017 from 1:00 7:00 pm. The need for blood is always particularly

Keeping Kids Warm and Safe
Big warm coats are important when kids play outside, but not necessarily safe when
in the car. Heavy coats and snowsuits can compromise your childs car seat safety, as
it may alter how the child fits properly. To help keep infants and toddlers warm and
safe while transporting during the winter months: warm up the car if possible; dress
infants and small children warmly in normal clothes and a hat; and use blankets over
their car seats to keep them warm. Toddlers can put their coats on backwards once in
their car seats, allowing them to move their arms while keeping safe and warm. If you have any questions or
would like to make an appointment to get your child seat checked or installed, please contact the Streamwood Fire

Streamwood Police to Offer Citizens Police Academy


Do you have more than a curiosity about the workings of
your police department, its officers and the 911 system in
general? The Streamwood Citizens Police Academy (SCPA),
a 10-week program instructed by Streamwood police
officers, can provide you with that information! SCPA offers
classroom and hands-on instruction, and offers citizens a
closer look at the inner workings of how the police officers
perform their duties, as well as how the department
functions to serve the community in varying capacities. Topics covered include traffic stops, crime scene preservation
and evidence collection, NIPAS (SWAT) teams and much more.
The next SCPA session takes place on Monday, March 6, 2017 through May 8, 2017. Classes meet at
the Streamwood Police Department on Monday evenings
from 7:00-9:00 pm during the 10-week session.
Interested participants must be 21 years of age or older to
attend; registration is required. Applications are available at
the Streamwood Police Department, Village Hall or online.

Hanover Township Stars-N-Stripes Caf. Located in the

Family Festival
Celebrating African American Educators

Congratulations DARE Graduates
Congratulations to the 5th grade students from Oakhill, Ridge
Circle, Glenbrook, Sunnydale, and St. Johns elementary schools,
who graduated from the DARE instruction program Keepin it
REAL.' This 17-week instruction program is taught by
Streamwoods DARE certified police officers, Matt Stastny and Ed
Polaski. The program teaches children how to say no to drugs,
and gives students the skills and strategies needed to make better life choices.

Streamwood High School (SHS) Drama department takes the stage! The Illinois Theatre
Association and Illinois High School Theatre Festival Selection Committee
selected SHS and the cast and crew of King Lear to perform at this year's festival, being held at
University of Illinois. The William Shakespeare play is led by SHS senior Haley Fish. This is the
biggest festival of its kind in the United States with more than 4,000 students attending. SHS is
the first U-46 school selected to showcase a full-length production.
Streamwood High School graduate and ABC-7 reporter John Garcia visited his alma mater to serve as
Principal for a Day, a program which offers community and business leaders a behind-the-scenes look at
the duties and responsibilities of a principal. Garcia shared stories and observations as the keynote
speaker during the luncheon at Villa Olivia.

Congratulations to Glenbrook Elementary School for


being recognized by Chicago Magazine as one of
the top 10 best suburban elementary schools. The
mission for the Glenbrook community is working
together to create an environment with high
expectations where all students develop the skills
and strategies needed for lifelong success.

Prevention Institute Midwest Chapter with the
Walk the Talk award. Ms. Rivera, along with
