GENERAL

This Specification is for Electrical and Mechanical building services


consisting of HVAC system, Fire Fighting System, Plumbing and Drainage
system, Power & Lighting System, Fire protection system, Telephone System,
Low voltage system for 2B+G+17+ROOF HOTEL and HOTEL APPARTMENT
BUILDING at Down Town Jabal Ali-DUBAI U.A.E and is an integral part of
contract document. All tendering procedures, contract requirements and
general requirements described elsewhere in this document equally apply to
this section as well.

DESCRIPTION OF WORK
This Section supplements all Sections of this Division and shall
apply to all phases of Work required to provide a complete
installation of mechanical services systems for this Project. The
Work required under this Division is not limited to "Mechanical"
Drawings or Specification. Refer to site, architectural, structural,
and electrical Drawings and specifications which may also
designate Work to be accomplished. The intent of this Specification
is to provide a complete mechanical system that includes all
documents that are a part of the Contract.

Work Installed but supplied by Others:


1.

Where the documents indicate fixtures and equipment to be


supplied and installed by others, and which require
connections to mechanical systems, provide all rough-ins of
piping or ducts, all necessary traps, stops, isolation valving,
and supplies, and final connections to fixtures and
equipment. Rough-in locations shall be determined from the
equipment itself or from the equipment manufacturer's shop
drawings.
Provide
any
associated
external
and
interconnecting control wiring/circuiting (as applicable) in
metallic raceways.

D.

The Technical Specifications included as part of this Specification


indicates the minimum standard of work, workmanship and
materials that will be accepted in the provision of a normal
installation. It is not intended to cover the requirements of
installations of a specialist nature. The Technical Specifications
shall be read and considered in conjunction with the Technical
Design Guidelines and drawings that are issued for and appertain
solely to the particular installation concerned; in the event of
conflict the more stringent shall apply and the Engineer's decision
shall be final.

The Contractor shall include for the complete detail design,


installation, testing and commissioning of the mechanical and
plumbing systems (along with associated electrical) outlined on the
drawings and described in these documents.

Irrespective of anything stated herein, the Contractor shall design


and furnish all services, equipment and material required for
complete, functional buildings in line with the intent of these
specifications including the authorities connections and approvals.
The Contractor shall be entirely responsible for all aspects of the
design and installation and all warranty for the design shall be
vested with the Contractor. At the tender stage the Contractor
shall advise the Engineer of any and all aspects of the design as
described in this performance specification if the Contractor is of
the opinion that some aspects will not work to his satisfaction or
will not permit the full, proper and correct operation of the systems
described herein.
The contract drawings and specifications provide only indicative
design and intent for the system requirements. It will be the
responsibility of the Contractor to provide detailed design, shop
drawings including adequate sections and details, installation and
commissioning of all required systems to meet design intent of the
job.
It shall be the responsibility of Contractor to completely check the
system design and ensure total compliance with the design
parameters and the contractor shall accept full functional
responsibilities for the complete system detail design. Anything not
specifically mentioned in the specification or in the design tender
drawing but required for the fulfilment of the guarantee and safe
and satisfactory operation of the installation shall be provided
without any additional payment.
Any discrepancies or deficiencies in capacities, sizes or routes of
the pipes, cables etc
or location of the equipment or any other item
in the documents which the Contractor
feels may adversely affect
the performance of any system must be brought to the
notice of the
Engineer at the time of tendering for review.
The Contractor shall provide all material, equipment, tools,
appliances, services,
hoisting,
scaffolding,
labour,
supervision,
guarantees, allowances for overhead and
profit etc shown or implied
in any of the tender documents.

The Contractor will be deemed to have, prior to tender, studied the


specifications and all drawings of the buildings, visited the site and
to have acquainted himself with all relevant details and existing
installations affecting his work. Claims arising from neglect of this
clause will not be entertained.

G.

All materials used on the project shall be subject to Engineer's


approval. Irrespective of anything stated elsewhere, the quality of
materials used on this project shall be equal to or better than that
of the materials specified.

QUALITY ASSURANCE
A.

General Requirements.
All Work performed under this Division shall be installed by
competent craftsmen, skilled in the trade involved, and shall be
installed in conformance with the specified Codes and applicable
local codes.

B.

Requirements of Regulatory Agencies:

Codes and Ordinances.


a.

All work shall meet requirements of local codes,


ordinances, and utility companies and regulations set
forth by Local authorities, except work shall adhere to
Contract
Documents
when
more
stringent
requirements are specified.

b.

Any applicable code or regulation violation discovered


in the Documents shall be resolved with the Owner's
Representative prior to award of the contract.
Notwithstanding the above, resolution with the
Owner's Representative shall be made prior to
construction of the portion(s) of the Work related to
the violation.

c.

Contractor shall obtain and pay for all permits and


inspections.

Source Quality Control:


Manufacturer's Tests. All materials shall, so far as possible, be
subjected to standard tests by the manufacturer before shipment.
Where factory tests or "witness tests" are specified elsewhere in
these specifications, provide sufficient advanced written
notification of test schedules to the Owner's Representative, and
provide documentation of test procedure results to the Owner's
Representative for review and approval.

D.

Warranty/Guarantee:
Upon written acceptance of the Work, the Contractor shall
warranty/guarantee, and be responsible for, proper operation of
the Work for a period of one (1) calendar year following the date of
Substantial Project Completion, or the respective date of
acceptance of each item of equipment, system, or area of the Work.
Any extended warranties to be provided by the Contractor beyond
the one (1) calendar year period shall be identified under the
specific specification sections. The Contractor shall be held liable
for the work during the guarantee period, and shall make good any
faults or imperfections that may arise due to defects or
commissions in materials or workmanship without extra cost.

Manufacturers Recommendations
Except where specified otherwise, all materials and equipment
associated with the installation shall be handled and installed
strictly in accordance with the manufacturers recommendations by
workmen who have had previous experience of the equipment and
materials and who have, when necessary, attended a
manufacturers course on use and installation. The Contractor shall
ensure that any special tools recommended by manufacturers for
the installation of their materials and equipment are used by the
workmen.

Radio Interference
All equipment shall be designed so as to minimise radio
interference in the frequency range 0.15 MHz by means of

suppression at source.

1.3

The Engineer reserves the right to inspect materials on site at


reasonable times and to reject any materials not complying with
the Specification or for which the Contractor has not obtained
approval from the Engineer. The cost of any dismantling and reerection of the installation occasioned by the removal of rejected
materials shall be borne by the Contractor.

SUBMITTALS
A.
Design Drawings, Shop Drawings and Product Data:

Requirements for all design drawings and shop drawings are


specified in "Volume 1".

2.

Coordinated shop drawings shall be provided on all


equipment specified in Division 15 & 16 and shall be in
accordance with the applicable sections and general
provisions of this specification. Additionally, all shop
drawings submitted pertaining to major equipment items
such as, but not limited to air handlers, chillers, tanks,
pumps, fans, etc., shall include the particular items intended
for installation drawn on minimum 1:50 scale blue-line
backgrounds or reproducible complete with a minimum of
one (1) sectional view indicating sufficient information to
ensure compatibility with physical constraints, manufacturer
required maintenance and code clearances, and indication of
non-interference with work installed by other trades and
other work installed by this trade. Submittals not in
accordance with the above noted conditions will be returned
to the Contractor without action. Any claims arising from
delay in construction scheduling arising from submission of
nonconforming shop drawings will not be honoured.

3.

All materials submittals shall include a detailed, clause wise


compliance statement.

4.

All material submittals shall include detailed catalogues,


product literature and descriptions.

5.

All material submittals shall include copies of relevant


Standards (the specified standards as well as alternative
Standards, if proposed).

Working Drawings
1.

Shop Drawings shall indicate clearly all services and the


materials and /or equipment actually being supplied, all
details of construction, accurate dimensions, and capacity
operating characteristics and performance. Each material
submission shall give the identifying number of the specific

pump, fan, etc.


2.

Each shop drawings for non-catalogue items shall be


prepared specifically for this project. Material submissions
and brochures for catalogue items shall be marked clearly
to show the items being supplied.

3.

Each shop drawings or catalogue sheet shall be stamped


and signed by the Contractor to indicate that he has
checked the drawing for conformance with all
requirements of the drawings and specifications that he
has coordinated this equipment with other equipment to
which it is attached and/or connected and that he has
verified all dimensions to ensure the proper installation of
equipment within the available space and without
interference with the work of other trades.

4.

Ensure the electrical coordination is complete before


submitting drawings for approval.

5.

Installation of any equipment shall not be commenced until


after the shop drawings have been reviewed by the
Engineer.

6.

When requested, shop drawings shall be supplemented by


data explaining the theory of operation. The Engineer may
also request that this information be added to the
maintenance and operating manual.

7.

Builders work drawings shall show fully dimensioned, for


all foundations, bases plinths, sumps, holes and sleeves
details required and the overall size and weights of the
plant concerned.

8.

With the agreement of the Engineer, smaller holes, built-in


fixings, etc, other than in plant rooms, may be marked out
on site instead of on drawings.

9.

Fully dimensionized plant room drawing shall detail for


each plant room the location of each unit, pipe routes and
connections with valves and fittings, duct routs and
connection with accessories, drain connections, electrical
connections and controls. All drawings shall include
explanatory notes and shall show the required sizes of
pipes and ducts with and without insulation as applicable.

10.

If abbreviations are employed for the designation of


components, an integral schedule shall be provided on the
drawings to explain the meanings of the abbreviations.

11.

Individual equipment drawings from the various


manufacturers will not be accepted in lieu of these
composite plant room drawings.

electromechanical services.
One computer aided drafting disk (Auto CAD Release 14), one
polyester negative and three prints of each drawing shall be
submitted for each drawing. In addition 2 sets of drawings reduced
to A3 size and clearly legible shall be prepared by the Contractor
for the GIC's use.
C.

Substitute Items:
Following contract award, modified structural, architectural,
mechanical, and electrical work or redesign required as a result of
the Contractor providing substitute materials and equipment shall
be at no additional cost to the Engineer. Said costs shall be borne
in their entirety by the Contractor. All equipment and material to
be used on the project must be from the list of approved suppliers
and vendors enclosed with these documents.

D.

Deviation from Specification:


A deviation from this specification is only acceptable where the
Contractor has specified in his Tender under the heading
Deviations from Specification the requirements he cannot meet
and the Engineer has accepted this deviation in writing. Failure to
detail items under Deviations from Specification will be
interpreted by the Engineer as confirmation that the Contractor
fully complies with the Specification. The Contractor shall allow for
all modification, redesign, preparation of drawings, etc
necessitated due to the Deviation from Specifications including
all consequential effects on all other services, architectural layout
details, structure, etc.

E.

Operation and Maintenance Data:


1.

Maintenance Manuals.
a.

Furnish three (3) sets of Operation and Maintenance


manuals for all Plumbing, Fire Protection and HVAC
equipment and system, each containing items
specified below. Furnish manuals to Engineer during
time of the Contract and before final acceptance of
mechanical work.

b.

Definitions Applicable to Maintenance Manuals.

and parts of
mechanical equipment, furnished either in
shipping cartons, attached to equipment, or

papers submitted as shop drawings. Where


publications include a variety of information not
pertinent to the project, such superfluous
information shall be clearly distinguished or
edited out of the publications material provided
for the maintenance manuals.

applicable, publications should include the
following information:

preventative
maintenance; inspection, adjustment,
lubrication, cleaning, etc.
b)
Special tools and equipment required for
testing and maintenance.

reflecting
the

manufacturer's name, part number and

and nomenclature and recommended
spare stocking levels.
e)
Integrated mechanical and electrical
system schematics and diagrams to
permit operation and troubleshooting
after acceptance of the system.
f)
Troubleshooting, checkout, repair and
replacement procurement procedures.
g)
Operating instructions including start-up
and shutdown procedures.
h)
Safety considerations including load
limits, speed, temperature and pressure.

Mechanical Equipment:
All major items
required for the Mechanical Installation and
work for which shop drawings are requested
except the following: thermometers, expansion
tanks, air separating tanks, insulation materials,
vibration isolation equipment, plumbing drains
and fixture carriers, and work in Section
DUCTWORK

3.

Instructions.An outline written by Contractor


with information necessary to help Engineer
apply the maintenance manual and simplify
verbal instructions.

4.

Asset registers for use of plant operator

c.

Collection of "Publications: Collect "publications" in


like new condition, of all pieces of "mechanical
equipment" until two copies of each are obtained.
Copies soiled during construction will not be
accepted.

Furnish each binder with plastic enclosed tabs


on reinforced paper neatly arranged. Type each

with "occupied spaces."

typed on valve charts for each valve furnished
throughout project in the Mechanical Division.

located, i.e. "ZG Pump Room'."

Valve number assigned by Contractor and
stamped on brass plate, i.e. "147."

Instructions in Operation.
a.

After all tests and adjustments have been made and


the maintenance manual has been completed and
given to Engineer, furnish one or more full-time
qualified personnel as necessary to put mechanical
work in continuous operation for a period of not less
than 30 days, during which time the designated
personnel's only purpose shall be to give complete
operating and maintenance instructions to the
operating personnel selected by Engineer and furnish
all service necessary for the proper operation and
protection of mechanical work. Fuel, power, and other
supplies required during this period will be furnished
by Engineer.

b.

Operational instruction training shall be mutually


exclusive of any control system training which may be
specified under Section 15950.

Contractors Responsibility:
1.

The Contractor shall allow within his construction


programme at least three (3) working weeks for the
Engineer's approval of shop drawings and material
submissions. Items requiring revision shall be resubmitted
by the Contractor for approval within one working week.

2.

The Contractor shall select items of plant such as chillers,


pumps, control, fans, generators, switchgear, luminaires and
the like as described elsewhere in this specification from
locally represented manufacturers. Great stress should be

placed on the back-up facilities of the local agent i.e. spares,


services engineers, workshops etc. The Engineer reserves
the right to reject plant items which in its opinion are not
adequate in this respect.

The Contractor shall be responsible for bringing to the


Engineer's attention any deviations between offered
products and the contracted item. Should any item prove to
be below standard, or fail to perform, the Contractor shall be
responsible for replacing it at his own cost.

4.

All fire protection and prevention equipment shall, as a


minimum, be to the approval of UAE Ministry of the Interior
Civil Defence Department.

Samples:
1.

During the currency of the Contract, the Contractor shall, at


his cost, furnish samples of materials or equipment which he
proposes to use as may be required by the Engineer.

2.

If samples submitted by the Contractor do not, in the opinion


of the Engineer, meet the requirements of the Specification
and the Contractor fails to provide acceptable samples in a
reasonable time, the Engineer reserves the right to obtain
samples elsewhere and may require the Contractor to obtain
the items of equipment from the same source.

3.

In the case of items of special construction, Working


Drawings may be temporarily substituted for sample if this is
preferred. Such drawings when approved, will be retained
by the Engineer until the items themselves are supplied.
The Engineer will give approval only when it is satisfied that
the items come up to standard on the evidence of the
drawings. The Engineer shall be provided with facilities for
inspection of similar equipment already installed.

JOB CONDITIONS
A.

Existing Conditions:
1.

Existing Pipe Lines.

If any existing water, or other pipes and


appurtenances are encountered which interfere with
the proper installation of new Work and which will not
be used in connection with new Work or existing
systems, close such appurtenance in a proper manner,
and if necessary, move or remove the appurtenances
as directed by Owner's Representative.

Where existing Work is to be modified, rerouted or


relocated, it shall be done in conformance with the
Specifications.
Materials used shall be same as
existing unless otherwise specified. If a shutdown of
existing services is essential, after all other
possibilities have been exhausted, such shutdown will
be restricted to days and times to be advised by the
Engineer.
The Contractor shall include for work
during the night and holidays if required.
These modifications shall be carried out such that the
existing services remain fully operational.
The
Contractor shall include for any and all techniques
available for executing the Works without disrupting
the existing services. The Contractor shall include for
the temporary rerouting of existing services pipe
including furnishing temporary pumps and Civil
Works.

2.

Contract Drawings: Contract drawings are diagrammatic


only, and intended to convey the design concept only. These
do not give sizes or locations of various elements of work.
Verify exact locations from field measurements and the sizes
shall be as per Contractors design subject to Engineers
approval.

3.

Space Requirements: Consider and coordinate for space


limitations imposed by contiguous work in selection and
location of equipment and material. Do not provide
equipment or material which is not suitable in this respect.

The drawings may indicate certain information


pertaining to surface and subsurface obstructions or
existing services which have been taken from
available drawings. Such information is not
guaranteed,
as
to
accuracy
of
location
or
completeness. It shall be Contractors responsibility to
visit the site and determine all restrictions imposed by
the existing works and allow for the same in their
price.
Before any cutting or trenching operations are begun,
verify with the Engineer's Representative, utility
companies, municipalities, and other interested
parties that all available information has been
provided. Verify locations prior to commencing
operations.
Where unknown obstructions are encountered, alter
routing of new work as directed by the Engineer.
Contractor shall assume total responsibility for and
repair (to the satisfaction of the Owner any damage to
existing utilities or construction.

Sequencing, Scheduling:

Coordination of Work.
Plan all work so that it proceeds with a minimum of
interference with other trades.

DELIVERY, STORAGE, AND HANDLING


A.

Deliver all equipment with factory-installed (wooden) skids and


suitable lifting lugs or deliver equipment, components, and
accessories in factory-fabricated protective containers.

B.

Protect all delivered equipment and materials from foreign matter,


weather (rain, wind, dirt/debris) and other damage at all times.

C.

Inspect all equipment and materials for damage prior to


installation. Remove from the construction site all damaged or
corroded materials and equipment.

D.

Where applicable, comply with manufacturer's rigging instructions


for unloading and moving equipment to installation locations(s).

E.

In addition to the above outlined requirements, all piping and shopfabricated pre-lined ductwork sections shall be clear of foreign
matter, having temporary end cap enclosures of sufficient tightness
to prevent foreign matter entry during shipment, storage, and
handling prior to installation.

PRODUCTS

2.1

MATERIALS
A.

Electrical.
1.

All motors, starters, or any other electrical components


furnished or installed under the mechanical Division shall be
in complete compliance with Division ELECTRICAL.

2.

Unless otherwise specified, all electric motors, provided


under this Division shall be 50 Hz. Motor starters shall be as

appliances or apparatus are furnished varying in horsepower
and/or characteristics from those specified, accommodate
the change at no additional cost to Engineer.

Wiring Diagrams. Furnish a composite control and interlock


wiring diagram of work not in Mechanical Division but
necessary to put equipment shown in Mechanical Division in
operation as specified and shown. Submit all such wiring
diagrams for review as shop drawings.

a.

More specific motor characteristics or exceptions to


these specifications may be stated elsewhere.
Throughout the project, keep to a practical minimum
the different types, configurations, styles and makes of
motors. Where several identical pieces of mechanical
equipment are specified on the project, supply
identical motors of a single manufacturer for
application to the equipment.

b.

Electric motors must comply with applicable


provisions of the latest issues of NEMA Publication
NG-l, relevant B.S., IEC and of the National Electric
Code.

c.

The acceleration time of the combined motor-driven


load shall not exceed 7 seconds.

d.

For 250 watts and smaller use single phase motors of


the permanent split capacitor type and equipped with
thermal protectors for motors smaller than 125 watts.
For motors 125 watts to 250 watts, provide single
phase motors of the NEMA Design N, capacitor-start
type.

e.

For 375 watts to 150 kilowatts, provide 3 phase,


squirrel cage, induction type motors which conform to
Division, ELECTRICAL. Furnish all two-speed motors
as separate winding type. Consequent pole winding
type shall not be acceptable. Coordinate all two-speed
starters with the electrical contractor.

f.

Use motor insulation as per Division ELECTRICAL.


Where motors must be suitable for outdoor
installation, the insulation must withstand one full
week (168 hours) of testing in a chamber maintained
at 100 percent relative humidity and 50 degrees C
ambient temperature (Provide test certificate for this
item from an approved authority). After the test
period, the insulation system must have a minimum
resistance of 0.5 megohms.
In addition, the inside
circumference of the stator and the outside
circumference of the rotor must be coated with the
same moisture-resistant insulation.

For motor leads, use Class I stranded copper


conductors with insulation the same or better as
specified in the preceding paragraph.
Provide
permanent identification numbers on leads. Use
crimpon, solderless copper terminals on leads and
place shrunk insulation sleeves or covers between
leads and terminals. All leads to be terminated on
terminals.

h.

Unless otherwise stated, provide totally enclosed, fan


cooled (TEFC) motors with a corrosion resistant drain
plug under each bearing.

Bearings.
a.

Supply
motors
with
antifriction
bearings
conservatively rated for long life under the total radial
and thrust loads produced by the motor and driven
equipment. Bearings in motors less than 1 kW must
be the grease packed, sealed type. Larger motor
bearings must be grease lubricated. Where required
to facilitate maintenance of otherwise inaccessible
bearings, install extension lines to grease fittings,
using copper tubing.

b.

When oil lubricated bearings are supplied, include a


suitable sight gauge with maximum and minimum
levels clearly indicated.

3.

Couplings: The manufacturer of the equipment to be driven


shall provide all necessary coupling devices required
between the motor and the driven equipment.

4.

Hardware: All structural bolts, washers, nuts, pins and


similar items must be manufactured of high strength
corrosion resistant steel. Protect hardware from corrosion
by galvanizing or chrome plating, or provide stainless steel
hardware.
Nameplates:
Provide each motor with a stainless steel
nameplate punched with appropriate rating data after the
motor and equipment has been installed, the nameplate
must be in full view. Attach the nameplate to the motor with
stainless steel fastening pins.

dimensioned for the motor lead terminations,
including all terminals and a grounding lug. Supply a

D.

Power Wiring and Raceways.


1.

DIVISION ELECTRICAL, provides for the furnishing of


conduit and wire from electrical "source" to electrical "use",
called path of power and for the installation of certain line
voltage devices, which lie in the "path of power." These
items include but are not limited to the following:
Line voltage thermostats for air-handling and fan coil units,
and temperature controlled single phase fans.

2.

The "path of power" terminates before final "use" of power


on the following equipment. The control panels for such
equipment contain starters and disconnects for motors etc.
which are installed on or within the unit and are specified.
Chiller - connect to starter/control panel.
All other electrical devices, conduit, wire, and raceway
components, hangers, boxes and accessories, which are not
described above, are included in Mechanical Work.

3.

DIVISION ELECTRICAL, provides for electrical power to any


given item of equipment at the voltage and phase required
by the primary use only. If the item of equipment contains
fans, thermostats, or controls of other voltage or phase for
their function, then transformers with disconnect switches
and overcurrent protection shall be furnished and installed
for that purpose. Such provisions may or may not be
integrally furnished with the equipment supplied to the
jobsite.

4.

If any Contractor makes a change by submittal, by


equipment
delivered and installed, or by wiring
rearrangement, which results in a construction or operating
cost increase, the Contractor initiating the change shall bear
all cost increases.

5.

All contactors, starters, relays and panels used in this Work


shall be new and bear the National Board of Fire
Underwriters inspection label.

6.

All power and signal wiring raceways provided as part of the


Division 15, Work for use with direct-buried work shall be of
liquid-tight design employing either PVC Schedule 40 or
PVC-coated rigid galvanized steel conduit. All such raceways
which are provided for above grade and exterior locations,
or otherwise subjected to weather or high moisture laden air
or water, shall be of liquid-tight (PVC-coated) rigid
galvanized steel. Other interior construction raceways shall
be of (rigid galvanized steel) (IMT) (EMT) conduit. For
additional requirements, refer to Section RACEWAYS AND
FITTINGS. .

Damper Wiring and Raceways.


All operable control or smoke dampers employing electric or
electronic actuators shall be treated as follows. Actuator
power wiring and raceways shall be provided as part of the
Work. Wiring and raceways serving low voltage damper
activation signals and end-limit switches (if applicable), shall
be provided as part of the Work. Fire detection and alarm
system interface signal wiring and raceways required to
produce satisfactory operation of smoke and combination
fire/smoke dampers shall be provided under the Work.
8.

Irrespective of anything stated herein, the Contractor is


required to deliver fully operational systems including all
power and control wiring.
Any references to different
contractors do not absolve the Contractor of his
responsibility.

Access to Equipment.
All motors, valves, control devices, equipment, specialties, etc.
shall be located for easy access for operation, repair and
maintenance. If items are concealed, provide access doors of size
required for easy access to the items. Doors furnished by this
Contractor will be installed by other trades. Not all required
access doors are shown. The Contractor shall be responsible for
proper coordination locating access doors for ease of operation and
maintenance of concealed equipment, valves, and other devices.

F.

Buried Utility Protection.


Provide and install continuous warning tape above all pipeworks
and electric cables outside of building limits. The tape to be made
of polyethylene film. Tape to be 150mm wide and colour coded as
per relevant BS. Tape to be printed with suitable label to identify
the buried services. The warning to be printed in both Arabic and
English. The tape shall run approximately 300mm below finish
grade.
Submit tape designations for each buried service for
approval.

G.

Roof penetrations.

1.

All roof penetrations shall be carried out through penthouses


constructed as per standard details shown on the drawings.

2.

For roof drain flashing, follow manufacturers installation


detail.

Electricity Supply
Unless otherwise indicated all apparatus and wiring shall be
suitable for use with a 3 phase, 4 wire, 415/240 volt, 50 Hz earthed
neutral system.

Ferrous sheet metal work not galvanised shall be cleaned to


remove all grease and rust and have protective coats of primer and
paint
applied
as
per
the
equipment
manufacturers
recommendations before despatch from works. Other ferrous
materials shall receive a protective coating at works, or
alternatively, be treated in accordance with the manufacturer's
approved corrosion protection system.
Any deterioration or
damage
to
manufacturer's
protective
coating
during
transportation, storage and following installation shall be made
good to the satisfaction of the Engineer. Damaged areas shall be
made good as if they were bare metal.
The surface of all ferrous metal work including pipework, brackets,
hangers, steelwork, etc. (excluding ductwork) which are not
protected by galvanising shall be cleaned to remove all grease and
rust and then given one coat of primer and finished with two coats
of approved quality non-metallic paint of a colour agreed with the
Engineer. The surfaces of all ferrous pipework which are to be
insulated shall be given one coat of primer. Where surfaces will be
subjected to temperatures above 100 deg.C. the finishing coat(s)
shall be heat resisting paint and the primer omitted.
All exposed to view copper pipework shall be cleaned to remove all
grease and rust and then given one coat of primer and finished
with two coats of approved quality non-metallic paint to a colour
agreed with the Engineer.
J.

Galvanising
Galvanising shall be applied by the hot dipped process. The
preparation for galvanising and the galvanising process shall not
adversely affect the mechanical properties of the material being
coated.
All drilling, punching, cutting, bending, welding and removal of
burrs shall be completed before galvanising.
Surfaces in contact with oil shall neither be galvanised nor
cadmium plated, unless finished with an oil resisting varnish.
The average thickness of the zinc coating shall be equivalent to not
less than
0.6 kg/m of zinc for all surfaces, except steel wires.
The thickness of the zinc coating for steel wires shall be in
accordance with a national or international standard and shall be
approved by the Engineer.

EXECUTION

3.1

INSTALLATION/APPLICATION/PERFORMANCE/ERECTION
A.
Installation:

a.

Contractor shall have the overall responsibility for


coordinating the works of all subcontractors and
furnishing material and information for correct
location, in proper sequence of all sleeves, bucks,
inserts, foundations, wiring, etc.

b.

All piping connections to equipment shall be made


with unions or flanges to permit dismantling. Flanges
and unions shall also be installed in the piping
systems to permit disassembly consistent with good
installation practice and as required for removal of
connected equipment from place of installation.

2.

All belt drives, flexible couplings, and other exposed rotating


or reciprocating parts shall be covered with safety covers.
Covers shall be permanent type and easily removable.
Guards shall be the standard product of the equipment, unit,
or fan provided or shall be constructed in accordance with
the SMACNA-HVAC Duct Construction Manual. Guards shall
have tachometer access holes at the driven machine's shift
centerline. Coupling guards shall completely cover the
coupling and other moving parts.

3.

All motors and bearings shall be covered with watertight and


dustproof covers during construction period.

4.

Sleeves, frames, and wall pipes shall be furnished and


installed for all pipes and ducts, passing through concrete
floors and walls and shall be coordinated with other trades.
Special sleeves through floors and walls shall be installed in
accordance with manufacturers printed instructions and as
detailed.

a.

Pipe sleeves through exterior floors and walls above


ground and all interior floors and walls shall be black
iron unless otherwise noted. Special sleeves and
frames, including those for ductwork shall be of
galvanized sheet steel material. Sleeves and frames
shall be of a size to accommodate the pipe or duct and
insulation. Sleeves and frames shall be grouted in
place with installation left smooth and finished to
match surrounding surfaces. Alternatively, where
required by the Engineer the sleeves and frames shall
extend 100 mm on either side of the floor/wall.

b.

Pipes passing through exterior floors and walls below


ground shall utilize one of the following items unless
noted or detailed otherwise:
1)
Cast iron wall pipes. Wall pipes shall be used to
convey the liquid or gas through the floor or
wall without use of sleeves. Wall pipes shall be
furnished complete with end connections and
adapters required to connect to piping material.

maximum pipe size connected thereto. Wall


pipes shall be integrally cast into floor or wall
construction and provide the best possible seal
at the exterior exposure.
Black iron pipe sleeves (as specified for above
ground) in conjunction with a modular
mechanical type seal. The modular mechanical
type seal shall consist of interlocking synthetic
rubber links shaped to continuously fill the
annular space between pipe and wall sleeve.
Links shall be loosely assembled with bolts to
form a continuous rubber belt around pipe with
a pressure plate under each bolt head and nut.
Tightening of the bolts shall cause the rubber
sealing elements to expand providing a
watertight seal between pipe and wall sleeve.
The required inside diameter of the sleeve and
the installation of seal shall be coordinated with
seal manufacturer to provide a watertight joint.
A seal consisting of a combination of a sleeve
and a pressure clamping system is acceptable.

c.

Cutting of openings and installation of sleeves and


frames through exterior floors and walls above grade,
and interior floors and walls shall be done in a neat,
workmanlike manner. Openings shall be cut only as
large as required for the installation.

At fire-rated floor and wall penetrations, shall
be provided with penetration sealant.

d.

Sleeves and frames at floors and walls in concealed


locations and in unfinished spaces such as mechanical
rooms, etc. shall extend minimum 25 mm from
finished surface. All other sleeves at floors shall
extend 6 mm from finished floor surface, but shall
allow placement of escutcheons. All other sleeves at
walls shall be installed flush with finished surface.

e.

5.

Escutcheons for exposed pipe through floors and walls


where exposed to view shall be provided and shall be
chromium plated except where special escutcheons
are required under plumbing fixtures. Escutcheons
shall be sized sufficiently to conceal floor or wall
opening and sleeve.
Interference.
a.

6.

Wherever piping runs on ceilings, arrange the run of


piping in such a manner that it does not interfere with
grilles, light outlets or light fixtures. Piping exposed to
view shall be run parallel or perpendicular to walls,
unless specifically indicated otherwise on the Contract
Drawings.
Valves.
a.

Valves shall be provided on all piping wherever shown

or specified using adapters where required.


All
removable or replaceable equipment shall be valved.
Flanges or unions shall be provided for valve removal.
All valves shall have a securely fastened stamped
brass metal plate each bearing a different number
identified in the maintenance manual.
7.

Openings in Pipes.
All openings in pipes shall be kept closed during progress of
the work.

8.

Lubrication.
Provide all lubrication for operation of all equipment
requiring lubrication until substantial completion of Project.
Run in all bearings. After oil-lubricated bearings are run in,
drain and flush bearings and refill with a new oil change.
After repackable grease-lubricated bearings are run in,
repack with fresh grease of the type recommended by the
bearing/equipment manufacturer. Refer to Operation and
Maintenance manual specification for lubrication chart.

9.

Protection of the Public.

If the Contractor must operate any potentially


dangerous devices before all specified safety valves,
controls or other safety devices are installed, he shall
operate the device only under the supervision of
qualified operators and he shall provide advance
notification to the Engineer where there is potential of
general public access to the proximity of the systems
and/or equipment to be placed under operation or test.
10.

The works shall be installed to facilitate inspection, cleaning


and repairs, and for operation in which continuity of service
is the first consideration. All material and apparatus shall be
designed to ensure satisfactory operation under the
atmospheric conditions prevailing at the site and under such
sudden variations of load and voltage as may be met with
under working conditions.

11.

The installation shall incorporate every reasonable


precaution and provision for the safety of all those
concerned in the operation and maintenance of the Contract
Works and of associated works.

12.

All apparatus shall operate without undue vibration and with


the least practicable amount of noise.

13.

Operating boxes, kiosks, cubicles and similar enclosed


compartments forming part of auxiliary equipment shall be
adequately ventilated to restrict condensation and, where
environmental conditions require, suitable integral lowtemperature heaters shall be provided. All contactor or

relay coils and other parts shall be suitably protected against


corrosion.
14.

All outdoor apparatus shall be so designed as to avoid


pockets in which water can collect.

15.

Accessible means shall be provided for the easy lubrication


of all bearings, mechanisms and moving parts. Grease
lubricators shall be fitted with hexagon nipples.

16.

All apparatus shall be designed to obviate the risk of


accidental short circuit due to animals, birds and vermin.
Openings in ventilated enclosures shall be so constructed to
prevent the entry of vermin and insects.

17.

All apparatus incorporating doors shall be erected so that


the doors can be opened to at least 90 degrees after
adjacent equipment has been installed.

18.

Padlocks
Padlocks or approved locking devices for circuit-breakers,
isolating devices, control switches, valves, kiosks, cubicles,
screened enclosures and other equipment shall be supplied
under this Contract.
All padlocks and other locks shall be provided with two
identical operating keys. Each key shall have an engraved
durable identification label. It shall be impossible to open
any lock or padlock with the key of any other lock or padlock
provided under this Contract.
Keys and locks shall be impressed with the manufacturers
special serial number.

19.

Protection of Unfinished Work


All unfinished work shall be left in a safe condition, and any
temporary supports necessary to give adequate protection
from unauthorised interference shall be provided.
When it is necessary to store any heavy equipment on the
site the most suitable position shall be ascertained by the
Contractor and the equipment shall be stored in such a
manner as to prevent it from falling or slipping.

20.

Expansion Joints
Building expansion joints may occur throughout the building
works. Wherever such joints occur, the Contractor shall
ensure that all pipes, ducts, conduits and cables crossing the
joints are suitably sleeved, set and flexibly coupled across
the expansion joint, adequately fixed each side of the joint
and properly bonded.

B.

Builders Work And Fixings

a.

Fixings to brickwork and blockwork shall be made in


the bricks and blocks and not in the bond.

b.

Heavy equipment shall be fixed with approved


purpose-made clamp brackets, rag bolts or patent
fixing bolts.

c.

No structural steelwork shall be drilled for any


purpose without the written approval of the Engineer.
In general all fixings to steelwork shall be by means of
studs welded to the steelwork or by clamp-brackets or
hook bolts.
Exterior steelwork fixings shall be
galvanised.

d.

The supply and fixing of all supports, brackets,


clamps, and spacers and any other steelwork, whether
or not shown or detailed on the drawings and the
specifications but required for the proper and
effective fixing of any equipment, shall be considered
to be included by the Contractor.

e.

Bolts and studs for electrical connections shall


preferably
be
of
brass
M6 size minimum.
Alternatively, size M5 may be used, but they must be
of phosphor bronze or high tensile brass.

f.

Nuts shall be locked in position with lock nuts or lock


washers, or castle-nut and split pin, or other devices if
approved. Lock washers shall not be used above M24
size except when a spring type is specially approved.

g.

No bolt or stud shall project through its nut by more


than approximately 10mm or four threads whichever
is the less, except for terminals and relays stems.

h.

Bolts, nuts and washers on outdoor equipment shall


be of non-corroding material where they are in
contact with non-ferrous parts in conductor clamps
and fittings and elsewhere if required.

i.

Suitable special spanners (3 numbers of each type)


shall be provided to the Engineer for bolts and nuts
which are not properly accessible by means of an
ordinary spanner.

Cutting Away and Making Good


a.

All cutting of holes and chases in blockwork, concrete


or other building materials, channelling of joints and
the excavation of trenches for outside runs of pipes
and cable, will be included in the tender, together with
all the subsequent making good, relaying of covers,
filling in and resurfacing of trenches. The Contractor
must include for the fixing of conduits etc., the boring
for and fitting of all plugs, bolts and other fixings, the
final trimming and adjustment for depth for accessory
boxes, and the supply and laying of protective tiles.

b.

When applicable the Contractor is required to plan


and set out ducts, pipes, cables, conduit and trunking
runs well in advance of the time of installation in
order that others can have sufficient time to arrange
for necessary builders' work.
The cost of all
unnecessary cutting away and making good
occasioned by the faulty marking out and/or incorrect
instructions being given by the Contractor shall be
borne by him.

c.

Floor joists must be carefully cut as near to the walls


as possible to the minimum depth and width required,
for the accommodation of the wiring or conduit and
where channels of more than 20mm deep are
required, the proposed route must be defined and
permission obtained before proceeding.

d.

All holes through walls, ceiling etc. must be cut as


carefully as possible and made up solid after
completion.

e.

Chases in plaster, brickwork and concrete must be


sufficient deep to give 6mm clearance to all conduits
and fastenings introduced. The chases must be neatly
executed and be of minimum width.

ADJUSTMENT AND CLEANING


A.

Safety Devices. Thoroughly check all safety devices to assure


proper operation and protection.
Service.
1.

Perform service on all mechanical work until date of


substantial completion including oiling and greasing,
adjustments, cleaning, packing of seals, and other items as
recommended
by
equipment
manufacturer
in
the
maintenance manual herein before specified.

2.

Air filters.
a.
Do not operate air moving equipment having air filters
unless temporary filters are in place to protect
mechanical work.
b.

Clean or replace these temporary filters before final


test and balance work is begun as necessary for
accurate readings. After completing the testing and
balancing work, replace temporary filters with new
filter media as specified.

Remove, clean and reinstall each strainer screen as


specified below after systems have been flushed as

Clean each strainer again, after final test and


balancing operation and before substantial
completion of the Project.

Certain screens may remain out of the strainer body

Engineer.

Purge all air from water systems after each servicing.

Protect all furnishings and finishes during each


servicing operation, and repair or replace to original
condition, those damaged as a result of servicing.

Replace insulation removed or damaged after each


operation. Leave insulation as specified in Section 15250,

Contractor may coordinate servicing operations with


Engineer's operating personnel so as to coincide with time
interval specified for instruction in operation.

7.

Put system in full operating condition before substantial


completion of Project.

All work shall be kept clean and free of debris as


construction progresses. Material finishes shall be protected
by covers to prevent impingement of corrosive and abrasive
elements.
Exterior finish damage shall be repaired to
original condition.
Tubes and all items of equipment shall be delivered stored
and maintained in storage with their open ends effectively
plugged, capped or sealed. All fittings, valves and sundry
items shall be stored in clean bins or bagged and stowed in
suitable racks. All such stored items shall be maintained
under weatherproof cover to be supplied by the Contractor
until they are ready for incorporation in the works.
Particular care shall be taken to ensure the electrical
equipment and components are kept clean and dry.

Before installations are handed over or subjected to the


inspection and tests required the entire installation shall be
thoroughly cleaned, both internally and externally.
Arrangements to ensure cleanliness of air and water systems
shall follow the recommendations in the relevant CIBSE
Commissioning Codes and chemical cleaning of water
systems shall be carried out.

4.

All water installations shall be flushed out with clean water.


This shall be preceded by chemical cleaning. During the
flushing out process provision shall be made to exclude
filters, pumps and any other items of plant which could be
damaged by the cleaning operation. The entire operation
shall be carried out to the satisfaction of the Engineer.

5.

Cold water services for domestic use shall, after precommissioning cleaning and hydraulic testing, be sterilized
by the application of chlorine as detailed in BS 6700 and as
required by the local authority.

FIELD TESTS/COMMISSIONING
A.

Tests and Adjustments.


1.

Upon completion of the Installation and before substantial


completion of project, Contractor shall make all necessary
tests and adjustments to place the system in working
condition. General operating tests shall occur following
completion of final testing and balancing, and shall
demonstrate that the entire Work is functioning in
accordance with Specifications.
Furnish all instruments,
test equipment, and competent personnel that are required
for tests.

Final Acceptance Test Inspection.


a.

Prior to final acceptance of all "Division 15 Mechanical' equipment, material, systems and
subsystems, the Contractor shall demonstrate to the
Engineer that all equipment, systems and sub systems
including accessories, appurtenances,
controls,
safety devices, control and safety device interlocks,
etc., function properly in accordance with the contract
drawings and specifications and the equipment
manufacturer's specifications. The Contractor shall
be responsible for any and all costs associated with
the tests and demonstrations, including making
available
equipment
manufacturer's
service
representatives
to
perform
those
tests
or
demonstrations that are beyond his capability, or that
he prefers not to perform.

Special tests for individual systems may be found specified


under the individual specification sections.
Definitions
1.

Off-Site Tests:
Tests carried out on items of equipment at manufacturer's
works or elsewhere to ensure compliance with the
requirements of specifications and/or relevant Standards
and Codes of Practice.

2.

Site Tests:
Tests on static plant and system (e.g. inspection and testing
of welds, hydraulic testing of pipework, etc.) to ensure
correct and safe installation and operation.

3.

Commissioning:
The advancement of an installation from the stage of static
completion to full working order to specified requirements.
This will include setting to work and regulation of the
installation.

4.

Setting to Work:
The process of setting a static system into motion.

5.

Regulation:
The process of adjusting the rates of fluid flow and heat
transfer in a distribution system within specified tolerances
as stated in the relevant Chartered Institution of Building
Services Engineers (CIBSE) Commissioning Code and similar
manuals.

6.

Performance Testing:
The measuring and recording of the performance of the
commissioned installation.

C.

Testing and Commissioning - General


1.

At least five (5) working days written notification of all site


tests shall be given to the Engineer.

2.

Fuel, water and electricity necessary for the operation of


systems in preliminary runs and for adjustments and tests
will be provided and paid for by the Contractor.

3.

The Contractor shall supply all labour, apparatus and


instruments necessary for the prescribed tests.
The
accuracy of the Contractor's instruments shall be
demonstrated if required.

4.

Any defects of workmanship, materials, performance, design


of equipment, maladjustments or other irregularities which
become apparent during the tests shall be rectified by the
Contractor and the tests repeated at the Contractor's
expense, to the satisfaction of the Engineer.

5.

The Contractor shall, at his cost, employ the services of a


Testing Agency that is independent from the Contractor to
commission the systems.
The Testing Agency shall be
appointed after obtaining Engineers approval.

6.

The Contractor shall allow for replacement of materials and


consumables, clearing of filters and all necessary steps to
restore the building services to full serviceability.

Off Site Tests


1.

Where the relevant standards or Code of Practice stipulate


tests on items of equipment to demonstrate compliance
these shall be carried out at the manufacturer's works or
elsewhere, as appropriate. In all cases Test Certificates shall
be submitted in duplicate to the Engineer. In certain cases,
where appropriate, type tests certificates will be accepted as
follows:

Fans
:
Type Test Certificate showing fan
characteristic curves (BS.848, Part 1, test method as
appropriate) and Type Test Certificates for sound
power levels (BS.848, Part 2).

Pumps: Type Test Certificate for head, discharge,


speed and power input (BS.599).

Electric Motors: Type Test Certificates in accordance


with BS.5000. For motors of 40 kW output and above,
routine (individual) test certificates in accordance
with BS.5000.

Starters and Control Gear: Type Test Certificates


(BS.5486). For control panels as a whole, routine
(individual) high voltage test in accordance with
BS.5486.

Refrigeration Plant : Test Certificates of hydraulic


and air pressure testing at works in accordance with
BS.4434.

Note: Where appropriate, test certificate to equivalent


American Standards shall be accepted.

Where an individual inspection or test takes place at a


manufacturer's works a representative of the Engineer will
normally be required to be present, at the Contractor's
expense.

Site Tests
The Contractor shall be responsible for site tests on static systems
in order to ensure safe operating conditions consistent with design
performance. Such tests shall include inspection and testing of
welds and pressure testing for soundness of hydraulic systems.

F.

Commissioning

All aspects of the commissioning procedure shall follow the


recommendations in the relevant CIBSE Commissioning Codes or
equivalent American Standards.

Commissioning shall include:

Preliminary checks to ensure that all systems and system


components are in satisfactory and safe condition before
start up.

Preliminary adjustments and setting of all plant and


equipment consistent with eventual design performance.

Energising and setting to work all plant.

Final regulation and demonstration that the installation


delivers the correct rate of flow of fluids at the conditions
specified in the Tender Documents.

The entire commissioning procedure shall be performed to the


satisfaction of the Engineer. The results of the commissioning shall
be recorded by the Contractor and shall be endorsed by the
Engineers representative.
G.

Performance Testing
Performance testing will be required to demonstrate, by
measurement and recording, that an installation functions
correctly and maintains internal environmental conditions within
the specified limits under varying plant loading. Performance
testing of an installation shall only take place on completion of
commissioning.

LIAISON WITH LOCAL AUTHORITIES

4.1

GENERAL
A.

The Contractor shall be fully responsible for designing and


installing all services to comply with the requirements of all local
authorities (or utilities) as a minimum and subject to Engineer
approval. The Contractor shall obtain all No Objection Certificates,
approvals and Building Permits.
The Contractor shall keep himself fully informed of all
requirements and changes in requirements made by the
Authorities during the whole of the contract period, and implement
all requirements necessary to obtain the Authorities approval for
drawings and the installation culminating in the issue of
Completion Certificate by the competent authority.
Claims for extra cost or time will not be considered as a
result of the above.
In case the Authorities change their
requirements after the award of Contract, the Contractor shall
bring these to the Engineers notice at the earliest and incorporate
these new requirements subject to Engineers approval.
Programme of submissions to the Authorities shall be consistent
with the contract programme to avoid delays and shall be to the
approval of the Engineer.

B.

Civil Defence Authority

It is the responsibility of the Contractor to comply fully with the


requirements and regulations of the local Civil Defence Authority,

liaise with them and obtain their approval of drawings and the
installation.
All relevant drawings and equipment shall be
approved by the Civil Defence prior to commencement of work and
all time and expenses incurred in gaining approvals shall be
included in the tender (including any equipment, material, system
required by the Civil Defence Authority but not mentioned
explicitly in these documents).
C.

Water
It is the responsibility of the Contractor to comply fully with the
requirements and regulations of the local water authority DEWA
for satisfactory provision of a permanent water supply, to liaise
with them and obtain their approval of drawings and installation
and the incoming water connection from their network.
All
relevant drawings and equipment shall be approved by the DEWA
prior to commencement of work and all time and expenses incurred
in gaining approvals shall be included in the tender (including any
equipment, material, systems required by the DEWA but not
mentioned explicitly in these documents).

D.

Drainage
It is the responsibility of the Contractor to comply with the
requirements and regulations of the Dubai Drainage Network
Authority for satisfactory provision of a permanent foul and storm
water drainage connection, to liaise with them and obtain their
approval of drawings and installation. All relevant drawings and
equipment shall be approved by the authority prior to
commencement of work and all time and expenses incurred in
gaining approvals shall be included in the tender (including any
equivalent, material or system required by the Dubai Municipality
but not mentioned explicitly in these documents.

E.

Gas
It is the responsibility of the Contractor to comply with the
requirements and regulations and liaise with the local authorities
to obtain their approval of drawings and installation. All relevant
drawings and equipment shall be approved by the Civil Defence
Authority prior to commencement of work and all time and
expenses incurred in gaining approvals shall be included in the
tender (including any equivalent, material or system required by
CDA (Civil Defence Authority) but not mentioned explicitly in these
documents.

TECHNICAL SITE STAFF REQUIREMENT


Contractor shall appoint FULL TIME MEP Engineers throughout the
duration of project as listed below and shall be responsible to carry out
complete MEP Works as per specification and drawings to the approval of
Engineer1.

Contractor shall submit the bio-data of the MEP Engineers for the
approval of Engineer
Appoint a dedicated Q/C Supervisor-in-charge to coordinate the constants
inspections and supervision of the Subcontract Works.
Give 1 Month notice to the Contractor and Engineer before changing the
Supervisor / foreman-in-charge or site agent.
Apart from the above Technical staff, the MEP contractor shall ensure the
presents of senior Engineers of Fire Alarm and Fire fighting Engineers at
site for the Witnessing of the Testing and commissioning as well as
Inspections of Local Authorities till the completion certificate from them.
The contractor shall propose these senior staff during the approval of
these specialist contractors, for approval.
