and Assessment

Purpose

This Regulations is hereby established to further fulfill the responsibilities and improve the safety
management and the staffs safety production awareness.

Scope

AALRT
This Regulations is applicable to all the departments and staffs of AALRT.

Responsibilities

4.1 AALRT
4.1 The safety management committee shall be in charge of the rewards and punishment work of AALRT;
4.1.1
4.1.1 Approve the rewards and punishment items proposed by the security department;
4.1.2
4.1.2 Make final decision for the disputed safety rewards and punishment items proposed by each
department.
4.2
4.2 Human resource department

4.2.1 Be responsible for the evaluation and selection of the annual excellent safety production team and
safety advanced individual;
4.2.2
4.2.2 Be responsible for the incentive payment and performance related pay deduction after the approval
according to the safety rewards and punishment procedures;

4.3 Commerce department

Incorporate the quarterly safety assessment results provided by the safety and security department into the
objective assessment of each department.

4.4 Safety and security department
4.4.1
4.4.1 Be responsible for the routine work of the safety management assessment and safety rewards and
punishment;
4.4.2
4.4.2 Provide the basis and suggestions of the safety management assessment and rewards & punishment to
the safety management committee according to the safety production performance of each unit;
4.4.3

4.4.3 Recommend the annual excellent safety production team to the safety management committee from the
eligible units in the increasing order from high score to low core according to the annual safety assessment
results;

4.4.4 Be able to appeal to the safety and security department in case of noncompliance of those departments
receiving rewards and punishment. The safety and security department shall submit its comment to the safety
management committee for adjudication.

4.5 Each department (center)
4.5.1

4.5.1 The production center shall be responsible for the consolation prize in the units daily production;
submit the rewards and special rewards application to the safety and security department for commendation
of the particularly prominent team and individuals meritorious deeds in the safety;

4.5.2 The functional department shall be responsible for collect the meritorious deeds of the team and
individual with excellent performance in daily production and put forward reward application;

4.5.3 The staff can appeal according to the related procedures of the Regulations on Management of Rewards
and Punishment of AALRT in case of noncompliance to the related rewards and punishment.

Safety rewards

5.1
5.1 Classification of safety rewards: annual rewards and daily rewards
5.1.1
5.1.1 The annual rewards include: Excellent Safety Production Management Team and Advanced Individual
in Safety Production;

5.1.2 The daily safety rewards include: Circulation & Commendation Prize, Consolation Prize and Special
Prize.

5.3
5.3 Reward standard
5.3.1
5.3.1 The incentive payment for the excellent safety production management team and the advanced
individual in safety production shall be determined and adjusted by the leading group according to the
budget;
5.3.2 1000 5000

5.3.2 The individual and the team satisfying the circulation and commendation requirements will be
respectively given a reward of 1000 birr or less and a reward of 5000 birr or less. Their meritorious deeds
shall be reported by each unit to the safety and security department for review and the safety and security
department is responsible for reward application;

5.3.3 The individual and the team satisfying the consolation prize requirements will be respectively given a
reward of 500 birr or less and a reward of 1000 birr or less. It shall be implemented by the production
department itself. The functional department shall submit reward application to the safety management
committee for final decision after the countersigning of the safety and security department and human
resource department;

5.3.4 Each unit shall submit the reward application to the safety and security department for review in case
of compliance with the special reward requirements and the safety and security department shall submit
reward request and apply to the safety management committee for the incentive payment according to the
actual situation.
5.4
5.4 Reward procedures
5.4.1 AALRT
5.4.1 The evaluation and selection of the excellent safety production management team and the advanced
individual in safety production shall be carried out according to the annual evaluation scheme of AALRT.

5.4.2 Each department shall collect the achievement materials satisfying the commendation and special
reward requirements (the above achievement declaration period shall be no greater than one month in
principle) and submit the reward application to the safety and security department who will perform review
according to the conditions of the safety rewards in Annex B and submit the reward application to the safety
management committee for those achievements conforming the commendation and reward requirements
within 15 work days after receiving the reward application and return those failing to meet the

commendation and reward requirement to the declaration unit for handling by each department according to
the authorization.
5.4.3

5.4.3 For the teams and individuals who have made prominent contribution in emergency rescue, accident
prevention to avoid the heavy losses to the company or act have advocacy significance in the company, the
safety and security department shall directly submit the reward application to the safety management
committee according to the accident investigation results; or require the related authorized agency to provide
the internal rewards.
5.4.4 AALRT
5.4.4 For the staffs of to be directly recommended by the AALRT due to excellent performance in the safety
production, the safety and security department shall collect their specific achievement and submit the reward
application;

Violation of regulations and rules

6.1
6.1 Penalties for violation of regulations and rules:

All the violations of regulations and rules in this Regulations refers to the situation has not caused
consequences (see the Annex C) and the safety and security department or each unit shall give the person in
charge the corresponding penalties according to the inspection results with reference to the regulations.
6.2
6.2 Penalties for responsibility of violation of regulations and rules:

Anyone violating the regulations and rules twice or above within one month or still violating the regulations
and rules after receiving penalties twice or above for similar causes within one year shall be circularized a
criticism, with 30%-50% of his performance related pay for the current month deducted, and shall be
suspended from his duties for one month, then participate in the safety education and training and can return
to work only after passing the exams following the training. For those having conducted particularly serious
behaviors, the safety and security department shall make treatment comments and submit them to the safety
management committee for final decision.
6.3
6.3 Safety penalty procedures
6.3.1 D,

6.3.1 The management personnel at different levels shall issue the Notice on Violation of Regulations and
Rules (Annex D) which will be signed by the division manager or the superior management personnel and
confirmed by the unit or staff violating the regulations and rules, then submitted to the human resource
department for deduction of the performance related pay;

6.3.2 The leader of the unit in charge of the site management shall be informed in case of failing to find the
person violating the regulations and rules in terms of the penalties. The header of the unit in charge of the
site management shall provide the name of the persons who will assume the responsibility within 5 work
days and will be given punishment in case of overdue submission.
7

Safety management assessment

7.1
7.1 Assessment contents

The assessment contents mainly include the safety production management situation and accident situation
of each unit and the assessment results will be reported to the commerce department which will include the
results into the objective assessment of each unit.
7.1.1

7.1.1 The safety production management situation will be determined by the company via the routine safety
inspection, special safety inspection and quarterly safety inspection, including the organization, leading and
arrangement of safety production, establishment of responsibility system, safety education and training and
work with certificate, safety management monitoring strength and team construction, implement of special
safety production activity, safety production inspection, hazards rectification, safety meeting, safety
production objective achievement situation (the detailed assessment rules will be specified by the safety and
security department separately);
7.1.2 AALRT

7.1.2 The accident and incident situation mainly include various accidents and incidents, personal injuries
and casualties, etc. The assessment of the accident and incident shall be implemented according to the
Accident Handling Rules of AALRT and shall be included in the safety management assessment according to
the treatment results in the Accident & Incident Notice;
7.2
7.2 Additional scores for objective assessment

7.2.1 The unit whose score has been deducted by more than 10 points in last quarter or have no accidents at
three level or above in the current quarter will be given additional two score;

Annex B:

Safety Rewards Conditions

Classification

Annual safety
rewards

The evaluation conditions of the excellent team and individual in production safety:
1.
1. Have no accidents at two level or above and no indicators in the safety responsibility
agreement are broken within one year;
2.
2. All the safety indicators of this year are controlled in the target plan;

3. The units participating the evaluation and selection of the team prize shall continuously
operate and have been established for at least a half year and the annual objective
assessment results shall be no less than 90 points;

4. If any staff have received accountability complaints or circulated a criticism or more


serious penalty and violated the safety regulations at the specified level, the unit at the
level he works shall not participate in the evaluation and selection of the team prize;

5. The staff who has joined the company for one year and still works and is registered in
the company has an annual attendance rate of 90% or above and gain an annual
assessment score of 95 at least can participate in the evaluation and selection of the

regulations at the specified level shall not participate in the evaluation and selection of the
individual prize;

7. The staffs who adheres to the working principles and dares to speak and exercise
management and dares to point out the command against the regulations and rules and
work against rules and other favorable behaviors and are not afraid of the attack and
retaliation to gain prominent achievement in the prevention of the violation of the
regulations and rules;

8. The staffs actively participating various safety work and having excellent performance;
9.
9. Safety management personnel whose safety work meets the requirement;

10. Unit heads whose safety objectives have been reached and safety assessment results

are excellent.

The reward will be granted to the staffs depending on the specific facts in case of one of
the following circumstances:
1.

1. Those find the major safety hazards or actively report the behaviors seriously against
the regulations to effectively avoid or prevent the accidents and those reporting the
hazards out of their work duty or taking measures to rectify those hazards to prevent the
accident shall be granted with a rewards at a higher level;
2.

2. Those take proper measures to decrease one accident level and above, such as the
casualty, impact and loss in case of emergency, which are confirmed by the safety
management committee of the light rail operating company;
3.

3. Those find major design defects or safety quality hazards and report them to the group
company via special report during the involvement in the new line and the group company
have adopted their advices and affirmed that rectification is required so that the project
schedule has been effectively ensured;

7. The team, individual or organizer who has gained excellent results after evaluation and
selection for the signal safety activity such as the safety production month, safety
knowledge contest, fire-fighting skills competition and so forth carried out by the
company;

8. Other meritorious deeds which are considered to be rewarded by the safety management
committee.
