The Methods are prepared to ensure the quality of fixed assets, spare part, equipment and tooling &
instrument, consumable material, personal protection equipment (PPE) purchased by AALRT, and to
implement material acceptance.

2 Scope of Application
AALRT
The administrative provisions are applicable to productive fixed assets, spare part, equipment and
tooling & instrument, consumable material and PPE purchased by AALRT.

4 Definitions
4.1
4.1 Sampling standard: sampling standard is a process that, in accordance with predetermined
sampling plan, extract the specified quantity of sample from inspection batch to be inspected to
composite a sample, and inspect this sample in accordance with the stipulated inspection method in
advance to inspect, then conclude that this batch is qualified or not in accordance with the inspection
results of sample.
4.2 MSDS
4.2 MSDS list: material safety data sheet is a document which is used by manufacturer and importer of
chemicals to clarify physicochemical property of chemicals (such as flash point, inflammable degree,
reactivity), and possible hazards it may produce to users health (such as carcinogenic, teratogenesis).
4.3 OTC OTC
4.3 OTC: over-the-counter drug (generally called OTC) refers to medicines that can be bought directly
from pharmacy or drugstore, without doctors prescription.

5.1 AALRT AALRT

5.1 Material quality acceptance is carried out by AALRT material quality acceptance group, which is
consisted of staff from Security Department, user department, Material Division and other relevant
departments, and the number of staff in acceptance group for each acceptance shall be more than two.
Spare part acceptance group leader shall be staff in user department; other material acceptance group
leaders shall be Warehousing Management staff in Material Division or monitor of inbound staff in each
car depot.

5.2 Acceptance group staff shall be trained by production department and Material Division and pass
their examination to be qualified.

Take part in the quality acceptance of special PPE used by AALRT firstly, or whose model or
specification have changed, and mark on the confirmation form together in accordance with material
quality acceptance result.
5.4
5.4 Staff in material quality acceptance group carries out the corresponding quality acceptance to the
arrival materials in accordance with different kinds and relevant requirements.
5.4.1
5.4.1 The conventional and general materials such as consumable material, non-metering and nonsecurity general tooling & instrument, and the general PPE shall be inspected by material clerk in
Division and inspector in warehouse. If the materials are used by many using departments, after asking
for the advice of all user nits by Material Division, they will be accepted by material clerk and
warehouse inspector who are in two different units, and acceptance result will be regarded as valid.
5.4.2
5.4.2 Quality acceptance of non-metering tooling & instrument and meter, dedicated instrument,
equipment, non-standard materials and spare part shall be inspected by technicians in Division
organized by material clerk in Division and warehouse inspector.
5.4.3
5.4.3 Fire service inventory, dangerous chemical, special PPE and security tooling & instrument shall
be inspected by safety officer, material clerk or technician and warehouse inspector in each
department.

6 Acceptance Requirements
6.1
6.1 Sampling inspection standard
6.1.1 AALRT , GB2828.1-2003 ,

6.1.1 Generally, AALRT material acceptance adopts sampling inspection method and Chinese standard
GB2828.1-2003 sampling inspection system by counting. General inspection level II is adopted, and
see Annex 2 for comparison table of the arrival batch and sampling number.

6.1.2 For material acceptance influencing traffic safety, if it is necessary to adopt complete inspection or
other sampling methods, just do it, but sampling number shall be not lower than sample number
required by general inspection level II of Chinese standard GB2828.1-2003 sampling inspection system
by counting.
6.2
6.2 Acceptance method

acceptance group or entrusted to relevant departments of AALRT.
6.2.2AALRT
6.2.2 If the inspection cant be performed by AALRT and has to be entrusted externally, the following
steps can be carried out:

1) Acceptance group inspects appearance of materials, and verify product qualification certificate,
quality acceptance report and relevant quality documentary evidence, if there is no abnormality, handle
in accordance with relevant clause in the purchase contract, record that preliminary inspection (or
appearance inspection) is qualified, only if inspection result of external inspection is also qualified,
AALRT can just regard them as complete qualification and arrange payment data.
2)
2) All using departments take and use in accordance with their needs, and arrange technician to send
out for inspection as soon as possible, and do not use before inspection is determined to be qualified.
6.3
6.3 Acceptance data

1) Delivery list, product qualification certificate (domestic product), quality inspection report, operation
instruction and relevant quality documentary evidence;

a) The common product qualification certificate includes of qualification certificate and qualification
certificate label, large-scale precision and complex product adopts qualification certificate, and common
material adopts qualification certificate label.

b) Quality inspection report is an organizational document that Manufacture Company uses it to provide
users with all kinds of test data and their original certificate about safe reliability of product.
c)
c) Operation instruction is a document that makes user learn about the product, and correctly install,
adjust, use and maintain product, there shall be such information as factory address and contact way
on the operation instruction; foreign language instruction of imported product if it has been provided
shall be translated into Chinese version.

2) Product drawing, technical condition, technical standard and relevant process document approved by
user department;

a) Safety production license, safety mark (LA) and safety verification certificate required by special PPE
(Annex 4).

b) Product that is carried out compulsory product certification (Annex 5) shall have 3C certification
mark. CCC mark is pasted on product surface generally, or pressed on the product by mould pressing;
there is one random code behind each 3C mark, and each random code has the corresponding
company and product.

c) Fire product (Annex 6)that has passed national compulsory inspection shall have the corresponding
type inspection report, etc.
d) MSDS
d) Dangerous chemical shall have MSDS list (material safety data sheet), and paste or fasten chemical
safety label that is consistent to dangerous chemical within the package on the package of dangerous
chemical (including external package). The content specified by material safety data sheet and
chemical safety label shall conform to the requirements of national standard.
e) OTC
e) OTC medicine shall have OTC mark.
6.4
6.4 Acceptance method

misuse shall have warning mark or relevant data.

instrument in accordance with quality requirements;

7) If material needs to carry out functional test, using department takes it to production field for
inspection;

8) If supplier has offered the sample, compare the arrival material and the sealed sample for inspection;

9) If material needs demonstration or training, supplier will arrange demonstration or training.
6.4.3
6.4.3 Acceptance method for other special material
1)
1) Measuring instruments
Measuring instrument made in China shall have manufactory factory, date of manufacture and
trademark, operation instruction (not required for simple measuring instruments), product certification or
industry department certification mark and serial number approved by China

2) Dangerous chemicals: There shall be dangerous chemical mark on the external package, imported
chemical shall have Chinese operation instruction; if this program is purchased for the first time,
material safety data sheet (MSDS) shall also be provided.

a) Certification mark on the cylinder, and whether there is safety helmet, and whether there are oil dirt
and organic powder, etc. on air valve shall be inspected for acceptance of cylinder gas material;

b) Oil paint material must have certification, guarantee period, date of manufacture and trademark;

c) Acceptance of grease material shall have product certification, and also judge by color, odor, bubble
elapse, viscidity, etc.

a) General PPE shall have marks such as manufacturer's name, date of manufacture or batch number;

delivery inspection report, and manufacture who supplies for the first time shall provide safety
production license.

corresponding type certification number, and provide the corresponding type inspection report.

7 Acceptance Procedures
7.1
7.1 Reception of the arrival material

7.1.1
7.1.1 Preparation before the arrival
AALRT ,
Supplier shall supply the goods in accordance with the requirements of purchase order or contract,
AALRT purchaser shall give the information of the arrival goods to warehouse, so that storage place
can be arranged.
7.1.2
7.1.2 Reception of material
1)
1) After supplier delivers the goods, warehouse inspector shall check whether product name,
specification, quantity and delivery receipts, purchase order are consistent or not, and carefully inspect
package, appearance and delivery time of goods, then mark on the delivery order after confirming there
is no error, and keep a copy of delivery order in the archives for future reference.

2) If logistics company delivers the goods on behalf of supplier, there shall be order number, order
name, etc. on the delivery order; warehouse inspector shall inspect packing condition and mark.

3) When warehouse inspector checks the arrival material, the following situation appears, the following
methods can be adopted:
a)

a) If product name and specification of the arrival material are not consistent to the purchase order,
inform purchaser in time, in the case of receiving written confirmation of purchaser and allowing by
purchasing director (adopt phone confirmation first under emergency circumstance, then resubmit the
formalities), then receive the goods; after purchaser shows the formal order or alteration data of
contract, organize quality inspection.
b)
b) If case of package and appearance damage or unconformable quantity, warehouse inspectors (more
than two staff) shall carry out site inspection together with transportation unit, take a photo as evidence
to distinguish the responsibilities, and send this information to purchaser.

4) After goods enter the warehouse, store them in the to-be-inspected area and identify them as to-beinspected status.
7.2
7.2 Acceptance of the arrival material

program, print AALRT Material Inbound Acceptance Record (Annex 7) for other programs, develop List
of To-be-inspected Material/Acceptance Schedule (Annex 8) in advance, and send the arrival goods list
to full-time material clerk of user department by e-mail, and let him or her arrange staff to accept goods.
7.2.2
7.2.2 For small-lot materials purchased urgently because of maintaining production in urgent need, after
they arrives, warehouse inspector may inform using department by phone to come to warehouse or
installation site for inspection, and after user department carries out appearance and fundamental
performance parameter acceptance in accordance with the requirements and handles preliminary
acceptance formalities then puts them into use, after the formal order is issued, make up inbound and
outbound formalities.
7.2.3
GB2828.1-2003
7.2.3 Warehouse inspector shall determine sample number that needs to be accepted in advance in
accordance with the requirements of sampling inspection standard; if user department requires to
increase sampling strength, adopt complete inspection or other sampling methods, but sampling
number shall be not lower than sample number required by general inspection level II of Chinese
standard GB2828.1-2003 sampling inspection system by counting.
7.2.4 5 /
7.2.4 On the premise of meeting acceptance conditions, material shall be accepted within 5 workdays,
acceptance group staff shall carry out quality acceptance on site on time in accordance with the time
required by List of To-be-inspected Material/Acceptance Schedule. If they do not coordinate to
complete acceptance work in time many times because of man-made causes, their department will be
assessed; if production is affected because of without acceptance in time, responsibilities of department
and person in charge will be traced.
7.2.5 /
7.2.5 For materials in the List of To-be-inspected Material/Acceptance Schedule, if using department
requires supplier to demonstrate product or carry out functional test and verication on site, it shall notify
Material Division in advance.

1) If supplier is required to carry out product demonstration, Material Division shall notify purchaser to
contact supplier in time, and deliver material to all using department within the stipulated time, and let
supplier carry out demonstration on site.
2)
2) If quality evaluation site is required, all using departments shall handle temporary detection and
acceptance borrow formalities in Material Division first, then take material away.

vote (namely, if one group member vetoes it, it will not pass),all members of acceptance group will mark

7.2.7 For the same material provided by the same batch, if acceptance results of all user departments
are not consistent, material controller of user department will coordinate and deal with this situation,
and make the final conclusion of acceptance.

7.2.9 Inbound inspector and warehouse keeper hands over and takes over inbound material quantity,
after confirming that content of Inbound List is consistent to material objects, and then carry out
inbound.
7.3
7.3 Ex-factory acceptance of material
7.3.1
7.3.1 If ex-factory acceptance is needed, Material Division organizes user department staff to go to
suppliers place to carry out ex-factory acceptance, and accept in accordance with material acceptance
requirements.
7.3.2
7.3.2 All ex-factory acceptance shall hold ex-factory acceptance meeting, such contents as the
discussed problem on the meeting, appearance inspection situations and detection program shall be
recorded, this meeting record will take effect after participants signature recognition.
7.3.3
7.3.3 Ex-factory acceptance material shall have ex-factory detection report of product.
7.3.4
7.3.4 After completing ex-factory acceptance, ex-factory acceptance meeting summary and ex-factory
detection report of product, together with acceptance record, shall be saved and filed as evidence.
7.4
7.4 Treatment of unqualified product
1) ,
1) If acceptance is unqualified, inspector shall move the unqualified material to non-conforming product
area immediately, and print non-performing product label.

2) If the arrival materials are determined as unqualified material by User department after inspection
and test, it shall write relevant content in detail in the Unqualified Record on Inbound Acceptance of
AALRT Material (Annex 15), and acceptance group leader and manager of Material Division shall mark
off. Unqualified Record on Inbound Acceptance of AALRT Material is triplicate, Material Division keeps
a copy on file, and the two copies is delivered to the corresponding purchaser, purchaser shall notify
supplier to handle this situation within 2 workdays.

Warehouse inspector shall give the unqualified information of the arrival goods to purchaser in time,
purchaser notify supplier to replace goods or cancel the order in time, and report handling information
to inspector within 5 workdays.

3) Supplier shall replace goods or cancel the order immediately after they receive the unqualified notice
of purchaser. Supplier within Addis shall handle this within 5 workdays, supplier out of Addis shall
handle this within 15 workdays, and overseas supplier shall handle this within 180 workdays, if this
situation is not handled within the aforesaid period, AALRT will not take responsibility for missing and
quality deterioration of unqualified product.

7.5 In the process of reception and acceptance of the arrival material, in order to trace the arrival
material situation and record quality of suppliers goods, warehouse shall organize warehouse keeper
fill in electric file of Arrival, Acceptance and Inbound Track Table of Material (Annex 11) in accordance
with the requirements.

8 Preliminary Acceptance and Final Acceptance Procedures
All materials have to pass the aforesaid procedures, only qualified materials can be put in storage.
Meanwhile, materials that are required to carry out preliminary acceptance and final acceptance by
contract shall also carry out preliminary acceptance and final acceptance procedure.
8.1

contract and other data to submit for approval.

8.2 Final procedure

8.2.1 After contract order material reaches the final acceptance conditions, purchaser fills in Final
Acceptance Certificate of Equipment (Project) (Annex 13) and Final Acceptance Report (Annex 14),
which is attached with Preliminary Acceptance Certificate of Equipment (Project), contract and other
data to submit for approval.
8.2.2 AALRT
8.2.2 Final Acceptance Report has to be confirmed by engineer in charge of user department, manager
of user department, warehouse keeper and manager of Material Division of AALRT.
