TRUMPCARE MAKES US SICK

Donald Trump and his Congressional cronies want to change the way you pay for health care. And if they
succeed, youll end up paying more for less. Speaker of the House Paul Ryan and Rep. Tom Price (Trumps
nominee for the Dept. of Health and Human Services) want to privatize Medicare, drastically cut funding for
Medicaid and the Child Health Insurance Program, end funding for reproductive health services, and gut the
Affordable Care Act. The truth is, TrumpCare doesnt exist Republicans are quickly moving forward to
repeal the ACA with no comprehensive plan to replace it! Heres some of what they may try to do:

Medicare
PRIVATIZE MEDICARE: Medicare is a popular program that provides health care to millions of seniors, with
guaranteed benefits and rock-bottom administrative costs. But under Ryan and Prices new plan, people would
instead get a voucher to buy private insurance. Since the value of the vouchers would rise more slowly than
healthcare costs, an ever-larger cost burden would land on seniors shoulders. The Kaiser Family Foundation
(a non-profit focusing on health issues) estimated that by 2022, healthcare spending would consume roughly
half of a seniors Social Security check, compared to only 22% today.
YOUNG VS. OLD: Ryan and Price know that seniors wont tolerate any changes to their Medicare. So people
who are now over 55 would stay in the current program. But anyone younger than 55 today would be left only
with vouchers to buy private insurance when they become eligible (which would rise from age 65 to 67).
BALANCE BILLING: Price also wants let doctors and hospitals bill you for the difference between what they
charge and what Medicare will pay. So if a hospital charges $1,000, but Medicare pays only $300, you would
pay the balance of $700. The practice is currently illegal under Medicare, but this change would devour the nest
eggs of thousands of seniors. No wonder Prices plan received the hearty approval of the AMA!

Medicaid
BLOCK GRANTS: Republicans also want to turn Medicaid completely over to the states, giving them a fixed
dollar amount each year. These block grants would not be tied to inflation, and so would not grow with the
increasing number of enrollees. The federal government would also no longer require these states to provide a
bare minimum of care. The ultimate goal? To get the federal government out of providing healthcare, and allow
states to dismantle the safety net for 20% of Americans
REMOVE OVERSIGHT: Ryan and Price also want to eliminate the federal oversight of Medicaid. States could
then drastically tighten who qualifies, what benefits they get, make them pay more out-of-pocket, require them
to work, submit to drug tests, and slash how much doctors are paid. The Kaiser Family Foundation found that
this plan would strip health coverage from 14 to 21 million of our most vulnerable neighbors.

Affordable Care Act

Republicans have repeatedly said they want to repeal and replace the ACA (Obamacare), meaning over 24
million people could lose their coverage. The ACA:
Mandates that people get health insurance or pay a tax penalty
Helps people with lower incomes pay for it
Mandates that employers with over 50 workers provide coverage
Requires that insurance plans provide 10 essential health benefits
Prohibits pricing based on gender and health history
Requires plans to cover people with pre-existing conditions.
All these could be gone soon. Trump says he wants to keep the pre-existing requirement, but wants to repeal
the individual mandate. That means there wont be enough healthy people paying into the risk pool, so covering
people with pre-existing conditions becomes financially impossible. Insurance markets will quickly implode.

Under the Trump-Ryan-Price plan we'd return to discrimination against people with pre-existing conditions,
meaning that over 50 million people would end up right where they were before the ACA: uninsured and
unprotected. We must fight back to stop them from dismantling our healthcare!

Planned Parenthood
Planned Parenthood provides a wide range of sexual and reproductive health services to women and girls
around the country. Republicans want to defund it, which will leave millions of low-income, un- and under-

insured women without reliable, affordable access to birth control, breast exams, pap tests, cervical cancer
screenings, STI testing and treatment, and other health services.
