Pakistan Environment Protection Act(1997) Requirements / Questions

1. Has the organization co-ordinate and supervise
enforcement of the provisions of this Act.
2. Has the organization approve comprehensive
national environmental policies and ensure their
implementation within the framework of a
national conservation strategy.
3. Has the organization approve the National
Environmental Quality Standards.
4. Has the organzaition provide guidelines for the
protection and conservation of species, habitats,
and biodiversityand for the conservation of
renewable and non-renewable resources.
5. Has the organization co-ordinate integration of
the principles and concerns of sustainable
development into national development plans and
policies.
6. Has the organization consider the National
Environment Report and give appropriate
directions.
7. Has the organization prepare, submit, promote or
implement projects for the protection,
conservation, rehabilitation and improvement of
the environment, the prevention and control of
pollution.
8. Has the organization prepare, in co-ordination
with the appropriate Government Agency and in
consultation with the concerned sectoral Advisory
Committees, national environmental policies for
approval by the Council
9. Has the organization take all necessary measures
for the implementation of the national
environmental policies approved by the Council.
10. Has the organization prepare and publish an
annual National Environment Report on the state
of the environment.
11. Has the organization prepare, establish and revise
the National Environmental Quality Standards
with approval of the Council.
12. Has the organization establish standards for the
quality of the ambient air, water and land.
13. Has the organization prepared and implemented
different standards for discharge or emission from
different sources and for different areas.
14. Has the organization establish systems and
procedures for surveys, surveillance, monitoring,
measurement, examination, investigation,
research, inspection and audit to prevent and
control pollution, and to estimate the costs of

cleaning up pollution and rehabilitating the
environment.
15. Has the organization taken measures to promote
research and the development of science and
technology which may contribute to the
prevention of pollution, protection of the
environment, and sustainable development.
16. Has the organization certify one or more
laboratories as approved laboratories for
conducting tests.
17. Has the organization identify the needs for and
initiate legislation in various sectors of the
environment.
18. Has the organization take samples of any
materials, products, articles or substances or of
the effluent, wastes or air pollutants being
discharged or emitted or of air, water or land in
the vicinity of the discharge or emission.
19. Has the organization arrange for test and analysis
of the samples at a certified laboratory.
20. Has the organization been providing financial
assistance to the projects designed for the
protection, conservation, rehabilitation and
improvement of the environment, the prevention
and control of pollution, the sustainable
development of resources and for research in any
aspect of environment.
21. Has the organization communicated that no
person shall discharge or emit or allow the
discharge or emission of any effluent or waste or
air pollutant or noise in an amount, concentration
or level which is in excess of the National
Environmental Quality Standards.
22. Has the organization communicated to employees
that levy a pollution charge on any person who
contravenes or fails to comply with the provisions
of the clause mentioned above.
23. Has the organization review the initial
environmental examination and accord its
approval.
24. Has the organization review the environmental
impact assessment and accord its approval.
25. Has the organization communicated its approval
or otherwise within a period of four months from
the date the initial environmental examination or
environmental impact assessment.
26. Has the organization maintain separate registers
for initial environmental examination and

environmental impact assessment projects.
27. Has the organization communicated that no
person shall import hazardous waste in Pakistan
and its territorial waters, Exclusive economic
Zone and historic waters.
28. Has the organization communicate that no person
shall operate a motor vehicle from which air
pollutants or noise are being emitted in an
amount, concentration or level which is in excess
of the National Environmental Quality Standards.
29. Has the organization prepared the mechanism for
the penalties in case of violation from the
standards.
Labs/NEQS Requirements/Questions
30. Has the organization developed Lab/NEQS
section develop and implementation on National
Environmental Quality Standard (NEQS).
31. Has the organization analyze industrial and
municipal effluent samples, report results and
maintain records.
32. Has the organization set procedures for sampling,
transportation, storage and testing of samples.
33. Has the organization developed a mechanism for
monitoring of industrial sites/ware houses making
site inspection report .
34. Has the organization developed a mechanism for
lnspection/Monitoring of complaints regarding
the environmental issues.
