Groendyke to find,
expand new home
By ROBERT PIERCE
Leader &Times
The year 2016 began like any other for Liberals
Groendyke Transport terminal, but less than two weeks
into the new year, an explosion knocked portions of one
of the buildings at the facility out of use.
With 2017 soon on the horizon, the terminal will likely
be looking at a
new home not
too far from its
old one thanks to
a vote Monday
from the Seward
C o u n t y
Commission.
After nearly an
hour-long
discussion,
commissioners
voted to allow the
issuance of industrial
revenue
bonds
(IRBs)
DIEPENBROCK
with 100 percent
tax abatement for 10 years, along with a payment in lieu
of taxes (PILOT) plan for each of those 10 years. The
commission also voted unanimously to allow Groendyke
to expand its facility.
Prior to the vote, officials from both the county and
Groendyke spoke about the matter, starting with county
counsel Dan Diepenbrock, who talked about a prior
workshop on the issue with Groendyke officials, stating
there had been no action on the item.
Diepenbrock said the commission needed to agree to
issue IRBs for $2.5 million as Groendyke had requested.
That will include a 10-year 100 percent tax
exemption, he said. The proposed resolution involved
a payment in lieu of taxes, payment in lieu of the 100
percent abatement for 10 years. You need to decide on
that, whether youre going to do one and if so, how
much.
Diepenbrock said once that decision had been made,
the commission could have a public hearing on the item.
You need to make the decision, he said. Are we
going to issue these bonds which will include a 10-year
100 percent abatement? Is there going to be a PILOT,
and if so, what are the terms of the PILOT? You cant
issue bonds to anybody that walks in and asks for them.
