1/28/15 - P SWORN POLICE OFFICER AGE 46 yrs & an Inkster Police Officer, saw V's vehicle enter the parking
lot of a hotel known for narcotic activity & attempted to execute a traffic stop. Once stopped, P and other officers
pulled V from the vehicle; took him to the ground & P is seen on dashcam video placing his right hand over the V's
face/mouth. P struck the V on the right side of the head & face & delivered 16 consecutive blows with a closed fist.
V is seen on video attempting to shield his face from the blows with his right and left hands. Other officers tased
V's thigh and stomach & kicked V in the hand & stomach. V suffered an orbital fracture to his right eye, closed
head injury, facial contusion, abdominal contusion, chest wall contusion and four fractured ribs to his right
side.(Not used as reason)

POSED NO THREAT TO HIM OR HIS PARTNER. HIS LACK OF UNDERSTANDING OF HIS
CRIMINAL BEHAVIOR LEADS ME TO DOUBT HIS STATEMENT THAT SOMETHING LIKE THIS
WILL NEVER HAPPEN AGAIN.
