iii) The food shall be neither too spicy nor too oily. The food preparation shall be
wholesome and shall generally cater to the taste of the employees/students.
iv) The oil that remains from deep frying at the end of the day shall have to be
destroyed and shall not be allowed to be recycled for the purpose of cooking again.
v) The food shall be cooked and served in clean utensils and no laxity shall be
permitted in this regard. The utensils shall have to be maintained sparkling clean at
all time.
vi) The contractor shall pay special attention to maintain the Canteen in a neat and
tidy condition at all times. For this purpose, the Canteen shall be cleaned
thoroughly minimum thrice a day.
vii) The contractor shall ensure that only hot food is served to the
students/employees.
Complaint, if any, in this regard shall be dealt with severely.
viii) The contractor shall ensure that sufficient man power is deployed for
preparation and service of each meal including cleaning, washing and overall
upkeep of Canteen assets and premises. The contractor shall also ensure proper
room services for the PDUIPH officials.
ix) The Contractor should supply the items at the rates mentioned in the rate list
Annexed A. The same rate list should also be displayed at PDUIPH Canteen.
4 Eligibility Criteria of the Contractor:
A Reputed Contractor having an experience of at least 3 years of running Canteen
in a Govt. Sector/PSUs/ Educational Institutions/ Private institutions of repute is
eligible to apply who can cater to the needs of students and Officers/Staff of
PDUIPH as per their requirement.
5. Opening of Tender:
Sealed tenders in two bid system i.e. Technical Bid & Financial Bid in separate
sealed covers is invited to run PDUIPH Canteen for the students and officials of
Institute. The period of contract will be initially for one year and extendable for
three years on the basis of satisfactory services, to be decided by PDUIPH
Management, at the end of every year.

TERMS AND CONDITIONS FOR CANTEEN CONTRACT
1. The Canteen contract along with rates approved by the Institute shall be valid initially for a
period of one year, subject to the condition that it may be terminated by the Institute on one
months notice if the food is not found of good quality or the services of the Caterer are not
found satisfactory or there is breach of any terms(s) on the part of the Caterer. The decision
of the Institute in this regard shall be final and binding on the Caterer. It will be open for the
Institute to extend the period of contract for such period as it deems necessary. The Caterer
will be at liberty to terminate the contract by giving notice of two months in writing without
assigning any reason(s).
2. The rate of catering shall be inclusive of Sales Tax, Cartage and all other charges. The
institute will make deduction on account of any taxes as prescribed under the relevant Rules.
3. The Services rendered by the Caterer shall be prompt and to the entire satisfaction of the
Institute. If a majority of employees complaint about quality/quantity of canteen items served
and/or service rendered by the Caterer and if it is found that the quality/quantity of canteen
items served and/or service rendered by the Caterer are not as per the terms and conditions of
contract, the Caterer will be bound to effect improvement(s) therein.
4. The Caterer will make proper arrangement for storage. He will also ensure proper up-keep of
kitchen pantry and canteen hall in a clean and tidy condition.
5. The catering services and the cooking utensils, table-ware and table linen shall in all respects
be of good standard and to the entire satisfaction of the Director at all times.
6. The Caterer shall maintain a staff of efficient table servants service bearers. All
waiters/bearers shall be provided neat and clean uniform by the Caterer. The Caterer shall
take all precautions that the servants and all other persons employed by him to do any work
for catering service are courteous, civil, sober, honest and free from any virulent or
contagious disease(s). Any servant or persons found in the opinion of the Director (which
shall be final and binding) guilty of misconduct or suffering from any virulent or contagious
disease shall be removed forthwith by the Caterer.
7. The Institute shall provide on its part chairs and tables in the canteen hall. All other
furniture's and equipment required for satisfactory arrangements in the kitchen etc. will be
arranged by the Caterer. The Institute may however, provide such electrical
appliances/gadgets which it considers necessary for smooth functioning of the canteen. The
cooking will be done either on gas stove.
8. The institute will provide free water and electricity in the canteen. The use of electricity will
be restricted to light, fans, refrigerators or any other electrical appliances/gadgets which are
considered necessary for smooth functioning of the canteen and are provided by the Institute.
In no case the electricity will be used for cooking purposes. In no case the electricity will be
used for cooking purposes. He will be responsible for proper maintenance and repair of such
equipment as are provided to him by the Institute.
9. The Caterer will be allowed the use of accommodation kitchen, pantry and canteen hall on
second floor of building of the institute and free of charges for the purpose of this contract.
The caterer shall, however, not use this accommodation for stay of any person. As soon as
the canteen work is over all staff and caterer will leave the premises after office hours.
10. The caterer shall not make or cause to be made any structural alternations or additions to the
building and electric and sanitary fitting/installations in the kitchen, store room, allotted to
him for cooking and catering purposes without prior written permission of the Director of the
Institute.
11. The Caterer shall compensate any damage(except normal wear and tear) caused to the
accommodation, furniture fittings, equipment etc., provided to him under this contract. The
decision of the Director as to whether any damage has been caused to the accommodation,
furniture, fittings, equipment etc. and the amount of compensation payable for such damage
by the Caterer shall be final and binding on the Caterer.
12. If any question or dispute arises to the interpretation or violation of any of the terms and
conditions of this catering contract, the matter will be referred to the sole arbitration of the
Director or his nominee whose decision shall be final and binding on the parties and there
shall be no objection to the appointment of an arbitrator, whether the Director or his
nominee, on the ground that he/she is an officer of the Institute.
13. In case of any default on the part of Caterer, the Canteen services would be arranged by the
Institute at the risk and cost of the Caterer. The Caterer shall be liable to make the loss good
by each payment to the Institute within two weeks from the date of default. The decision of
Director in this regard would be final and binding on the Caterer.
14. The Director/Administrative Officer or any other officer authorized by the Director of the
Institute shall have full authority to inspect at any time the arrangement for storage, cooking
of food, service in the canteen quantity and quality canteen items served as agreed in the
contract, and if considered necessary he/she will have authority to take sample for
inspection/analysis. The one Authorized Officer shall also be entitled to take meal.
15. In case of any default on the part of Caterer, Director shall be empowered to impose a fine of
not exceeding Rs. 100/- (Rupees One Hundred only) on the Caterer on each occasion of
default and the fine money thus collected shall be utilized in such manner as the Director
may decide.
16. The contractor will not engaged/deploy child labor in the canteen for any work.
