While on routine patrol I observed a white in color Mercury Mountaineer turn N/B on Prospect St. from E. 2nd St. without using a turn signal. I
conducted a uniform traffic stop on the vehicle and contacted the vehicle. I identified the driver as Christopher Johnson and the front passenger as
Summer Kight. I advised Mr. Johnson of why I performed the traffic stop and asked him for his license, registration, and proof of insurance. While
waiting for these items, I noticed an odor coming from the vehicle. Through experience, I know this to be the odor of Marijuana. I asked Mr. Johnson if
there was any Marijuana in the vehicle and he stated that there was not and that he had already smoked. He then picked up a bowl and handed it to me
that had pieces of a green leafy substance as well as burn residue. I then advised Mr. Johnson of his Miranda Rights to which he stated he understood
and waived.
I advised Mr. Johnson that I had probable cause to search the vehicle and asked him if there were any further illegal items. He then reached into his front
hooded sweatshirt pocket and handed me a yellow bag with a white powder substance. He stated that this was a prescription pill crushed up. I then
asked Mr. Johnson what else was in the vehicle and he pulled a green in color Crown Royal bag from his glove compartment. He took out another yellow
bag containing an unknown amount of white in color oval pills. He stated that these are prescription pain pills. I had Mr. Johnson and Ms. Kight exit the
vehicle.
I then conducted a search of the vehicle and as I opened the green in color Crown Royal bag, I located two more yellow in color bags inside a cellophane
wrapper. The bags contained a white powder substance. Mr. Johnson stated that this was powder cocaine. I concluded my search of the vehicle without
locating any further illegal items. Ms. Kight denied having any knowledge of the items located in the vehicle. I seized and later photographed the
suspected Marijuana Bowl, suspected cocaine, and the white in color pills. The suspected cocaine and pills will be sent to BCI for laboratory
identification. I will supplement this report when identification is available.
I issued MM citation 161665 to Mr. Johnson for Drug Paraphernalia and gave him a court date of 01/30/2017 at 9:00am. I also issued traffic citation
28026 to Mr. Johnson for failure to signal and gave him a court date of 01/30/2017 at 9:00am. I explained both citations and provided Mr. Johnson a
copy of both. Nothing further at this time.

I was dispatched to 309 Walnut Hills in reference to a domestic dispute. Upon arrival the victim, Cailey Branham was standing by the street flagging me
down. She stated that her boyfriend who was walking down the road had beat her up.
I made contact with the boyfriend, Matthew Cooper. When asked about the altercation he advised that he did not know what I was talking about.
Ofc. Howell arrived at my location and advised that Branham had been beat up pretty bad. Cooper was placed in custody, advised of his Miranda rights
and placed in the back of car 18.
When speaking with Branham, she was uncooperative and didn't want to give a written statement. She did state that they had gone to the bar last night
and upon returning home she went to bed. She advised she woke up in the middle of the night to find Cooper on the computer talking to some women
which started an argument. She advised he then picked her up, slamming her to the ground and grabbing her around the throat. Branham stated Cooper
was choking her causing bruising and cuts. She advised she then ran and locked herself in the bathroom. Cooper then broke the door off of the hinges and
dragged Branham from the bathroom. Cooper continued to assault Branham in what she called "WWF Royal Rumble style".
Branham stated Cooper
eventually stopped assaulting her and began to cry and apologize. Cooper left the apartment and called her mother who in turn called police.
She had a rug burn on her right elbow, hand prints, scratches on her throat, a cut in between her right thumb and pointer finger that resembles defensive
marks and had a knot / bruising on the left side of her face. Branham stated her jaw and cheek were causing her a lot of pain and she requested medical
attention. She was transported to Adena Regional Medical Center to be further evaluated. I advised her that she needed to bring in a copy of her medical
records. Branham refused to take a written statement form from this Officer.
Branham was instructed on how to obtain a protection order. Her injuries and the scene were photographed.
Cooper was transported to the Ross County Jail. He is being charged with Domestic Violence and Assault and is set to appear in Chillicothe Municipal
Court on 01-23-2017 at 0900 hours. He had no prior convictions of domestic violence. Branham and Cooper do not have children together however they

have been living with each other since last spring.

I contacted Adena PD who stated Branham signed a medical release form and she also had no broken bones. I will follow up with Branham on my
next working day.

William Thompson contacted police in reference to an identify fraud complaint.
Thompson stated he received notice via mail that someone had opened an account with Credit One Bank in his name. Thompson stated he did not open
the account. It appears the account was opened online using his personal information. Thompson was advised to contact Credit One Bank immediately
and close the account. I provided Thompson with the necessary identity fraud paperwork from the OAG's office to prevent any further harm to his
identity.
I do not have any leads at this time. The investigation continues.

I was dispatched to the area of 416 W. Main St. in reference to an assault. Upon arrival, I contacted caller, Candice Seward and husband, Alan Seward on
Bowman St. near W. 4th St. Mrs. Seward stated that a group of females had assaulted her with a baseball bat. I asked her if she needed an emergency
squad and she stated she was unsure and asked me for my opinion. I advised Mrs. Seward that she needed to make that decision for herself. She stated
that she did want an ambulance to be safe. While waiting for the squad, Mrs. Seward stated that she had come to the apartments to visit her foster father,
Michael Kaltenbach and sister, Kacey Graves. She stated that as she walked to Ms. Graves' residence, she was contacted by Kelsey Lowery in the alley.
She stated that she has known Ms. Lowrey for a long time and believed that they were friends. She stated that upon seeing Ms. Lowrey, Ms. Lowrey
attempted to strike her in the face. She stated she then held her down on the ground in attempt to protect herself. She stated that when she let Ms.
Lowrey up that Ms. Lowrey got on her phone and called someone to help fight Mrs. Seward.
Mrs. Seward advised that shortly after, a black in color four door sedan pulled up and five other females exited the vehicle. She stated that she knew three
of the females and identified them as Misty Stonerock, Patricia Lowrey, and a Danielle, who was later identified as Danielle Wheeler, who she stated was
both Patricia and Kelsey Lowrey's mother. She stated that there was also two black females who she did not know. She stated that Mrs. Stonerock exited
the vehicle with a blue metal baseball bat. She stated all of the females jumped her and she was struck by Mrs. Stonerock with the baseball bat in the head
and back. I observed that Mrs. Seward had injuries on her face and observed red marks on her back that appeared to have been made by a long, thin
object. I photographed Mrs. Sewards' injuries. Mrs. Seward stated that she has had problems with Mrs. Stonerock on previous occasions because she is
prescribed Xanax and stated that Mrs. Stonerock wants them and she will not sell them to her. Chillicothe Fire Medic 4 arrived and transported Mrs.
Seward to ARMC.
I then spoke with Mr. Seward who advised that as he and Mrs. Seward were walking to Ms. Grave's residence, they saw Kelsey Lowery. He stated that
Mrs. Lowery attempted to strike Mrs. Seward and was restrained by Mrs. Seward. He stated that he separated the pair and though the incident was
over. He stated a short time later a group of five other females arrived in a black sedan that he believed was a Toyota Avalon. Mr. Seward advised that he
observed a female that he knew as Misty Stonerock exit the vehicle with a blue in color baseball bat and as Mrs. Seward fought with the other females,
was hit by Mrs. Stonerock with the bat in the back and head. He stated he intervened and took the bat away. I asked Mr. Seward where the bat was
located now and he stated that one of the females took it with them upon their exit of the area.
I then asked Mr. Seward what caused the fight and he stated that Mrs. Seward and Mrs. Stonerock had a previous agreement with drugs on a prior

occasion. He stated that Mrs. Seward no longer will sell anything to Mrs. Stonerock. He stated that Mrs. Stonerock also believed that Mrs. Seward had
called Child Protective Services on her and they have not gotten along since that time. Mr. Seward voluntarily agreed to fill out a witness statement on
the incident and was provided one. He stated he would turn it in when completed.
I was then contacted by Mrs. Graves who stated that she did not see the incident. She stated she returned home to see Mrs. Seward in the alley and she
was chased by Mrs. Seward while she was in her vehicle. She stated she wasn't sure of the circumstances, but wanted Mrs. Seward barred from her
residence. I left the area and followed up with Mrs. Seward. She was receiving a scan since she had been hit in the head. She was alert and awake and I
advised her that she was barred from 416 W. Main St. and if she returned she could be arrested for Criminal Trespass. She stated she understood. I left a
statement for Mrs. Seward to complete when she was able.
I was then contacted by Mrs. Stonerock who stated she was advised by Michael Kaltenbach that she was being accused of the assault. She agreed to
come to the LEC to speak with me and she also stated she was bringing witnesses. Mrs. Stonerock arrived at the LEC along with Kelsey Lowrey,
Kimberly McNeal, and Mrs. Wheeler. Each were questioned about the incident and read their Miranda Rights prior to any questioning. All advised they
understood and waived.
Mrs. Stonerock stated that she was alerted by Mrs. Lowrey that she was at Mr. Kaltenbach's residence with Mrs. Seward. She stated that Mrs. Lowrey
stated she had been attacked by Mrs. Seward and needed picked up. She stated that she went to the address with Mrs. Wheeler and Mrs. McNeal to
pick up Mrs. Lawrey and, since she is pregnant, she stayed in the vehicle. She stated that Mrs. Seward has mental issues and they have not spoken for
some time because Mrs. Seward had not written to her while she was in prison. She stated that as they left in the vehicle Mrs. Seward stated "Ill get you
bitch".
I next spoke with Mrs. McNeal. She stated that she was alerted that Mrs. Lowrey needed picked up and was being held in Mr. Kaltenbach's apartment.
She stated that they arrived and Mrs. Stonerock did not enter the residence. She stated that upon entering the residence, Mrs. Wheeler was attacked by
Mrs. Seward. She stated as she tried to break the pair up, Mr. Seward got a baseball bat out and started swinging it around. She stated that she was then
thrown to the ground by Mr. Seward by her neck as she attempted to pull Mrs. Wheeler from under Mrs. Seward. I noticed slight redness on the right
side of Mrs. McNeal's neck. She stated that after Mrs. Wheeler was pulled from under Mrs. Seward they left the residence and upon entering their
vehicle she stated Mrs. Seward was throwing rocks at the vehicle.
I then spoke to Mrs. Lowrey. She stated that she received calls and texts from Mrs. Seward that stated that she was feeling depressed and needed
someone to talk to. She stated that she went to Mr. Katenbach's residence where Mrs. Seward was and spoke to her. Mrs. Lowrey stated that they
started talking about Mrs. Stonerock and Mrs. Seward became upset and attacked her. She stated that Mrs. Seward headbutted her as she was held down
by Mrs. Seward. I noted she had a red mark on her head and a scratch on the right side of her head. She stated that she called for Mrs. McNeal to bring
her mother, Mrs. Wheeler, and pick her up from the residence. She stated that upon Mrs. Wheeler entering the residence, Mrs. Seward attacked her and
was on top of her on a couch. She stated that while attempting to separate the two, Mr. Seward produced a baseball bat. She stated that she believed he
had hit Mrs. Seward in the face with it while trying to hit her. Mrs. Lowrey was asked why Mrs. Stonerock and Mrs. Seward did not like each other and
she stated that in November or December of 2016, Mrs. Stonerock gave Mrs. Seward four Xanax pills because Mrs. Seward had run out. She stated that
Mrs. Stonerock had asked for the four pills back when Mrs. Seward refilled her prescription but did not received them from Mrs. Seward. Mrs. Lowrey
also advised that Mrs. Seward stated to her that her prescription had been stolen on the previous night 01/20/2017.
Lastly, I spoke with Mrs. Wheeler. She stated that she noticed that Mrs. Lowrey was not at home and asked Mrs. Stonerock where she was. Mrs.
Stonerock then advised her of the altercation and they needed to pick Mrs. Lowrey up. Mrs. Wheeler stated that they arrived at the residence and when
she entered she was attacked by Mrs. Seward. She stated that Mrs. Seward was on top of her on a couch. She stated she was face down and could not
move. I noticed that she had bruising on her nose and head as well as a scratch on her right wrist. Her facial injuries looked consistent on someone face
down with weight on top. She stated that Mrs. Stonerock was not inside the residence. She stated the incident happened inside the residence and not
outside as stated by Mrs. Seward. She stated that as they left in the vehicle Mrs. Seward was throwing rocks at the vehicle.
I photographed Mrs. Lowrey's, Mrs. Wheeler's, and Mrs. McNeal's injuries for documentation. All were released from the LEC. I attempted to contact
Mrs. Seward at her residence but was unable. I called her and was able to contact her. She stated that she had her Xanax stolen in the fight and stated that
all involved knew it was located in her bra. She stated she was released from ARMC and had bleeding in her head. She stated she is out of town and is
staying in Lancaster. She stated that Mr. Kaltenbach was unsure if he would write a statement on the incident. She nor Mr. Seward have turned in
written statements at this time and due to conflicting stories and injuries on all involved, no charges will be filed in this incident. I will contact Mrs.
Seward in person when she is back in Chillicothe about the matter. Nothing further at this time.

I was dispatched to the area of the flood wall in regards to a twelve year old boy lost on the flood wall and alleging a man was chasing him with a bat. I
contacted Noah Sherrick and Timothy Kysor at the shell gas station on E Main. Noah and Timothy stated they were walking on the flood wall with a
group of friends and saw the homeless tents. Timothy stated he did not go in the tent but the others kids did. Timothy stated the man came out of a tent
and chased them with a bat and he ran calling his father. Timothy stated he did not know where he was at on the flood wall and only thought to call his
father.

Noah stated he did not go in the tent either but fell down when he was running from the male chasing them. Noah stated his friends and him have been
in the tents before and did not see the red one so they were curious, but did not touch anything. Noah stated the other kids ran the other way and did not
give names of the other kids.
Robert Shepard (male who lives on the flood wall) was contacted on the flood wall and was identified as the male who saw the kids. Robert stated he
heard the kids on the flood wall and saw them walk down towards the red tarp cover tent held up by trees and metal fence parts. Robert stated Monday
(1/16/17) his tent was destroyed, tools were stolen out of his mini storage tent and his dogs were let loose. Robert did not describe the tools and stated he
did not know who stole from his tent. Robert stated he had moved his tent to a safer location so the kids would not mess with it. Robert stated he came
out of camp and was approximately one hundred yards away from the group kids and held up a stick shouting "Get away from there". Robert stated he
said he was going to call the police but did not because the kids left immediately. Robert stated the kids were shaking the tent but thought they had went
inside but when he went to check the tent there was a pad lock on it.
I transported Noah and Timothy home and spoke with their parents. Amber Sherrick Noah's mother stated he was not suppose to be anywhere but at
a friends house. Timothy J Kysor Timothy's Father stated the boys were not suppose to be that far down on the flood wall.
Robert had an active warrant through CPD and was transported to RCJ where he was served a copy of his warrant. (Reference supplement)

On 1/21/17 I was on patrol in the area of 7th St. near Bridge St. when a motorist flagged me down, and advised that he had seen two small children riding
their bikes in the roadway. The man pointed out where he last saw them and advised, he was concerned for their safety.
I went to the area of Maple and Neal Ave. and found the children riding their bikes in the roadway. I asked the children where they lived and neither
could advise, but pointed down the street. I asked the boys where they were going, and they advised that they were riding to Tiffin School to play. I
told the children that I was concerned for their safety, and asked to walk them home.
The children took me to 330 McKellar St., and advised that they lived their with their father. I knocked on the door and contacted Steven Kimbler, the
children's father. I advised Mr. Kimbler that the children had been riding their bikes on 7th St. and explained the potential dangers of children that small,
riding bikes in the roadway. Mr. Kimbler advised that his children, Leland Kimbler (7y/o), and Logan Kimbler (3y/o) had told him that they wanted to
walk to Tiffin. Mr. Kimbler advised that the children walk to school there, so he did not have a problem with it. Mr. Kimbler advised that he was
planning on going to check on the children after he finished up something, but advised the children were not supposed to ride their bikes.
I advised Mr. Kimbler that it would be best if in the future he accompanied the children to the school. I advised Mr. Kimbler that for now I wanted to
make sure the children were safe and in his custody. I left both children in the care and custody of Mr. Kimbler at his home. I will forward a copy of
this report to children's services for their review. Nothing further at this time.

I was dispatched to Expressway Drive Through, 711 N. High St in reference to a disturbance. Upon arrival, I made contact with Employee Jacob
Strausbaugh who stated a male, later identified as Randy Southern, in a white van attempted to pay with a possible counterfeit bill. It was described as a
$10 bill with blue ink on it and the texture did not feel like a real bill. Strausgbaugh stated he refused to accept the bill and Southern then threw the
money on the ground and demanded Strausbaugh to pick it up. Strausbaugh stated the male got out of the van, chest bumped him, picked up the money,
and left. Strausbaugh stated he wants to have Southern barred from the business. Strausbaugh stated the license plate to the van was PID3799.
Southern then contacted me, via phone, and told me about the incident at Expressway. Southern stated he was upset employees would not accept his
money and that Strausbaugh threw the bills on the ground. Southern stated he got out, picked up the money, then left. Southern verified his date of birth
and social security number. I advised Southern that he is now barred from all Expressway property and if he returns, he can be charged with criminal
trespass. Southern stated he understood. I advised for Southern to meet with me at the LEC with the $10 bill so I could examine it.
Southern later met with me at the LEC and provided the $10 bill. The bill had blue ink on it and the texture did feel different from other bills. However
the bill had a water mark, security strip, and fibers. I established that the bill was not counterfeit and returned it to Southern.

I was dispatched to 504 Lincoln Park in reference to a domestic dispute. Upon arrival, Felicia Netter said her daughter, Nijah Netter, had been gone
since Thursday and she was unsure of her whereabouts. Ms. Netter said she received a call from her daughter, Nautica Hall, at about 5:30 PM today.
Ms. Netter said Nautica told her Nijah had come in through the window and attacked her. Ms. Netter said Nijah was gone by the time she came home
from work.
I contacted Nautica Hall (age 17). Nautica said Nijah came in through the apartment's back window, then got into Nautica's closet and took a pair of
shoes. Nautica said she confronted Nijah about the shoes and Nijah left the apartment. Nautica said Nijah later returned and came into Nautica's
bedroom as Nautica was laying in bed. Nautica said Nijah told her "I could hit you". Nautica said Nijah then threw the shoes at her, got onto her bed,
pulled her hair, and kicked her in the stomach as she was laying down. Nautica said Nijah then left the apartment.
Nautica said she did not believe Nijah pulled any of her hair out. There were no visible injuries to Nautica's head or stomach.
As I was preparing to leave the area, Ms. Netter said she had just seen Nijah in the area walking around. As I was attempting to locate, Nijah, she
approached my cruiser. I detained Nijah and advised her of her Miranda rights, which she stated she understood. When asked what happened between
her and her sister, Nijah said Nautica had put some things on Facebook about her. Nijah said she got into an argument with Nautica and that Nautica "got
in her face". When asked what else had happened, Nijah said she pulled Nautica's hair. Nijah denied kicking Nautica. When asked if Nautica had put her
hands on her, Nijah said she did not.
I contacted Nautica and asked her if she put anything on Facebook about Nijah, which she said she did. Nautica said she was in an argument with Nijah
about her shoes. Nautica said she did not get in Nijah's face, as she was sick and laying in bed.
I contacted Magistrate Drottleff, who advised me to transport Nijah to JDC for the safety of herself and others. Nijah was transported to Ross
County Juvenile Detention Center for Assault (2902.13) and Domestic Violence (2919.25). Ms. Netter was advised to be present for Nijah's juvenile
court appearance on 1/23/2017 at 9:00 AM. A copy of this report will be forwarded to Children's Services.

I was dispatched to Valero gas station at Bridge and 2nd Sts. in reference to a theft of a bicycle. Upon arrival I contacted an employee of the store,
Mindy Lawson. She stated the victim had already left to take his food home. She stated he was walking E/B on E. 2nd St just prior to my arrival. The
caller was identified as Charles Reynolds and was contacted while walking on E. 2nd St.
Mr. Reynolds stated that he came to get pizza and parked his bicycle out front. He stated that after getting his pizza, he found the bicycle was missing.
He stated that the only person around the bicycle was a man he knew as Shawn Bivens. He stated that Mr. Bivens was no longer around when he exited
the store. Mr. Reynolds stated he knows Mr. Bivens and believed he was who had taken the bicycle .Mr. Bivens was last seen wearing a grey hooded
shirt and toboggan and has facial tattoos.
Mr. Reynolds stated the bicycle is a 20" DK brand that is dark grey in color with white front forks and white metal rims. He stated that the lowest part
of the frame used to have stickers on but they had been removed. He stated you could see where the stickers had been on the bicycle. He stated the
bicycle is not stock and has expensive parts on it.
At the time of the incident, Ms. Lawson stated she was unable to access the cameras for the area of the theft. She stated another manager, Ralph Shaw,
would be in the following day and could burn a DVD for evidence. I left a statement form for Mr. Reynolds and advised him I would be in contact after
viewing the video. I attempted to contact Mr. Bivens by telephone but was unable and currently do not have an address listed for him. Nothing further at

this time.
