Overview

2.1 Development of UMTS Voice Bearer Technologies


UMTS voice services consist of the AMR service (CS voice) and the VoIP service (PS voice).
The traditional voice bearer scheme is voice over DCH. With the development of technologies
and the enhancement of bearer efficiency, HSPA/HSPA+ is being increasingly used for voice
bearer.
Table 2-1 describes the development process of UMTS voice bearer technologies.

2.2 Schemes of Voice over HSPA/HSPA+


The traditional voice bearer scheme is AMR over DCH. In 3GPP R99, the VoIP over DCH
technology is feasible, but it does not improve the capacity and performance to a great extent
compared with AMR over DCH. The HSPA/HSPA+ technology, especially HSPA+ Continuous
Packet Connectivity (CPC), can greatly increase the transmission efficiency of voice services
(or small-volume services) and cell capacity and reduce UE battery consumption. Therefore, the
HSPA/HSPA+ technology is being increasingly used for transmitting voice services.
The voice over HSPA/HSPA+ schemes consist of VoIP over HSPA/HSPA+ (WRFD-010617
VoIP over HSPA/HSPA+) and AMR over HSPA/HSPA+ (WRFD-010619 CS voice over
HSPA/HSPA+).
Figure 2-1 shows the data flow of VoIP over HSPA/HSPA+ and AMR over HSPA/HSPA+.

The two voice bearer schemes are described as follows:


l

VoIP over HSPA/HSPA+


In the RAN, the VoIP service is carried on the HSPA/HSPA+ channel. VoIP services can
be carried on the DCH or HSPA. When VoIP services are carried on the DCH, a large
quantity of resources are consumed. When VoIP services are carried on the HSPA, the
system capacity significantly increases.

2 Overview

In the CN, the VoIP service is carried on the PS domain and requires the support of the
IMS. The IMS controls calls and connections by using the SIP protocol.
Compared with voice data, UDP/IP headers in VoIP data are very large, which greatly
reduces the transmission efficiency of the air interface. Therefore, the VoIP service requires
the support of Robust Header Compression (RoHC) to reduce the overhead of TCP/IP
headers.
l

AMR over HSPA/HSPA+


In the RAN, AMR over HSPA/HSPA+ enables the CS voice to be carried on the HSPA/
HSPA+ channel instead of the DCH. The implementation of CS voice services over HSPA
is introduced in 3GPP Release 8. In the case of CS voice services over HSPA, uplink CS
voice packets are carried on the E-DCH and downlink CS voice packets are carried on the
HS-DSCH. CS Voice over HSPA is intended for CS conversational AMR and AMR WB.
CS streaming services are still carried on the DCH.
In the CN, the AMR service is carried only on the CS domain. The IMS for VoIP services
is not required because the CS voice services over HSPA are carried on the CS domain of
the CN.
Only RNCs need to update the related mapping to support AMR over HSPA/HSPA+. MSCs
and NodeBs are not affected.
The call process of AMR over HSPA/HSPA+ is the same as that of AMR over DCH. The
PDCP capability and signaling are extended to same extent.

For voice over HSPA or HSPA+, the HSUPA TTI can be set to 2 ms or 10 ms. The HSUPA 2
ms TTI provides larger system capacity than the HSUPA 10 ms TTI, whereas the 2 ms TTI
offers poorer coverage performance than the 10 ms TTI.
In RAN11.0, the HSUPA TTI for Voice over HSPA/HSPA+ is set to 10 ms by default to ensure
cell coverage performance. RAN12.0 introduces coverage-based dynamic TTI adjustment. With
this function, the TTI for VoIP over HSPA/HSPA+ is set to 2 ms by default to improve system

This provides an overview of the key functions related to voice over HSPA/HSPA+ so that you
can have a general understanding of these functions.

3.1 Control Plane Functions


3.1.1 IMS Signaling over HSPA
Overview
IMS Signaling over HSPA (WRFD-010618 IMS Signaling over HSPA) is a feature that enables
IMS signaling to be carried on HSPA.
IMS signaling over HSPA can shorten the setup delay of IMS services like VoIP to save network
resources for the operator.
The requirements of IMS signaling over HSPA are listed in the following table.

Basic Principle
This feature is introduced in 3GPP Release 5.
The IP Multimedia Subsystem (IMS) is an open and standardized architectural framework for
delivering Internet Protocol (IP) multimedia services to mobile users. With this feature, operators
provide network-controlled multimedia services by combining voice and data in a single packet
switched network.
IMS uses Session Initiation Protocol (SIP) as the key control protocol, and implements service
management in the UTRAN. Such SIP signaling is indicated by the CN in the RAB Assignment
Request message. The RAB should be an interactive QoS class service. With F-DPCH, the
signaling RB can be carried on HSPA, which improves the performance for IMS service.
The type of channels carrying IMS signaling is configurable separately on the downlink and
uplink at cell level. That is, when HSPA is chosen as the bearer with high priority, maximum
IMS signaling will be set up on it. If the setup is not successful, for example, due to admission
control, a periodical timer will be started to trigger the reconfiguration of the HSPA procedure.

Radio Bearers
The IMS signaling can be carried on the DCH, HS-DSCH, or E-DCH.

In the downlink, if ImsChlType(BSC6900,BSC6910) is set to HSDPA or HSPA, the IMS


signaling is carried on the HS-DSCH. Otherwise, the IMS signaling is carried on the DCH.

In the uplink, if ImsChlType(BSC6900,BSC6910) is set to HSPA, the IMS signaling is


carried on the E-DCH. Otherwise, the IMS signaling is carried on the DCH.

Scheduling
In the downlink, HSDPA scheduler schedules IMS signaling preferentially.
In the uplink, HSUPA provide the options for scheduling IMS signaling. You can set the
scheduling mode through the UlIMSTransModeOnHsupa(BSC6900,BSC6910) parameter.

3.1.2 Mobility
Mobility of VoIP over HSPA/HSPA+
For the handover of VoIP over HSPA/HSPA+, the possible scenarios of handover are as follows:
l

Handover between the cells that support VoIP over HSPA/HSPA+ (intra- or interfrequency handover): follows the normal handover procedure.

Handover between the cells that support VoIP over HSPA/HSPA+ and the cells that do not
support VoIP over HSPA/HSPA+ (intra- or inter-frequency handover): VoIP over HSPA/
HSPA+ needs to roll back to VoIP over DCH.

Mobility of AMR over HSPA/HSPA+


AMR over HSPA/HSPA+ enables AMR services to be carried on the HSPA/HSPA+ channel,
which results in the change in the mobility management of AMR services.
The handover function of AMR over HSPA/HSPA+ is similar to that of AMR over DCH. AMR
over HSPA/HSPA+ has no impact on decision and triggering of handovers. AMR over HSPA/
HSPA+ does not support unilateral HSPA/HSPA+ bearer (UL HSUPA/DL DCH, or UL DCH/
DL HSDPA). Therefore, there are new requirements for the mobility management of AMR over
HSPA/HSPA+.
l

In the case of 1A/1C, there are no additional requirements for adding new cells.

In the case of 1B/1C, if the cells to be removed are non-serving cells, there are no additional
requirements. Otherwise, AMR over HSPA/HSPA+ needs to roll back to AMR over DCH
before the handover.

In the case of 1D, if the new best cell supports HSPA/HSPA+, there are no additional
requirements. Otherwise, AMR over HSPA/HSPA+ needs to roll back to AMR over DCH
before the serving cell changes.

For hard handover, if the target cell supports HSPA/HSPA+, the normal handover procedure is
performed. If the target cell does not support HSUPA or HSDPA, AMR over HSPA/HSPA+
needs to roll back to AMR over DCH, along with a hard handover.

3.2 User Plane Functions

3.2.1 Bearer
This section involves the feature "WRFD-01061701 RAB Mapping."
For AMR over DCH, the CN transmits three sub-flows to the RNC, and then the RNC sets up
three RBs by using TM RLC to carry the three sub-flows. For VoIP/AMR over HSPA/HSPA+,
the CN transmits only three sub-flows to the RNC, and then the RNC merges them into one flow
and sets up one RB by using UM RLC to carry the flow.
Figure 3-1 shows the difference between these voice bearer schemes.

The voice service can be carried on the DCH, HS-DSCH, or E-DCH, depending on bearer
policies and switching parameters. For details, see the Radio Bearers Feature Parameter
Description.

3.2.2 Scheduling and Flow Control


This section describes/involves the feature "WRFD-01061703 Optimized Scheduling for VoIP
over HSPA."
Voice services such as VoIP and AMR are delay-sensitive. The functions of scheduling and flow
control need to meet the delay requirements of voice services.
l

HSDPA scheduling and flow control


Voice data is scheduled prior to streaming service and BE services to guarantee its delay
requirement.
Voice services have a small traffic volume, and they have a little impact on the Iub interface
and require that the delay be as short as possible. Therefore, flow control is not required
for voice services.
Because there is no flow control for voice, admission control is required to ensure that
sufficient resources are available for voice services to guarantee the QoS.

HSUPA scheduling and flow control


Flow control and scheduling are not performed so that voice data can be transmitted quickly.
Because there is no flow control or scheduling, the QoS is guaranteed through admission
control.

3.2.3 Functions of Increasing Air Interface Capacity


The fundamental method of increasing capacity is to minimize resource consumption, that is,
reducing uplink interference, downlink transmit power, and downlink codes.
Voice services generate and transmit voice packets every 20 ms. In the case of intermittent
transmission, data on associated control channels need not be received or transmitted
continuously. Voice services have a small traffic volume, but the resources used by control
channels account for a large proportion of the total resources. This is the key factor that limits
the cell capacity of voice over HSPA/HSPA+. To solve this problem, 3GPP has introduced the
F-DPCH, HS-DPCCH preamble and postamble, and CPC (HS-SCCH Less Operation and DTX/
DRX) to reduce the overhead of associated control channels.

F-DPCH
Before the Fractional DPCH (F-DPCH) is introduced, each HSDPA user requires an associated
DPCCH, which consumes the downlink power and codes.
The F-DPCH is introduced in 3GPP Release 6. The F-DPCH is a simplified DPCCH and has
only a TPC field. One F-DPCH can be shared by up to 10 UEs. Therefore, F-DPCHs reduce the
consumption of associated DPCCHs and save the codes and power of the cell.

HS-DPCCH Preamble and Postamble


Preambles and postambles are introduced in 3GPP Release 6. The UE can send them before or
after sending NACK/ACK to improve the possibility of demodulation of ACK/NACK. These
preambles and postambles decrease the requirements for HS-DPCCH power and reduce the
uplink interference.

DTX/DRX
For services such as VoIP and web browsing, UEs need to maintain uninterrupted connection
and transmit data intermittently. When the number of UEs of this type increases, uplink DPCCHs
greatly increase the uplink load of the cell. In the downlink, UEs need to listen to HS-SCCHs
without interruption, wasting battery power.
DTX/DRX is introduced in 3GPP Release 7. Uplink DTX allows UEs to disable the uplink
DPCCH transmission periodically to reduce interference caused by the uplink DPCCH and
increase uplink capacity. Downlink DRX allows UEs to receive data on the HS-SCCH at the
specified time periodically, reducing the power consumption of UEs.

HS-SCCH Less Operation


HS-SCCH Less Operation is introduced in 3GPP Release 7. It allows the initial transmission
with a small amount of data to take place without the HS-SCCH. Thus, HS-SCCH Less Operation
reduces the power consumption and occupation of the HS-SCCH during downlink transmission,
allowing more services to be scheduled at the same time, and improving the system capacity.

3.2.4 Functions of Increasing Transmission Efficiency on the Air


Interface
Encapsulating VoIP voice data into an IP packet results in a large overhead. IPv4 and IPv6
increase the packet size by 40 bytes and 60 bytes respectively, as shown in Figure 3-2. The IP
header is larger than voice data, and the transmission efficiency of the air interface decreases to
a great extent.

Therefore, before transmission on the air interface, the IP header needs to be compressed. RoHC
is introduced in the 3GPP PDCP. It is used to compress IP headers. After RoHC is performed,
the redundant headers are reduced from 40-60 bytes to 3-5 bytes.

4.1 WRFD-010618 IMS Signaling over HSPA


This section describes how to activate, verify, and deactivate the basic feature WRFD-010618
IMS Signaling over HSPA.

4.1.1 Requirements

4.1.3 Activation
Using MML Commands

4.1.4 Activation Observation


Observe the value of the VS.IMS.NumSigUser counter. If the value of this counter is not zero,
IMS services are initiated on the network.
When a UE initiates IMS services, in the RAB ASSIGNMENT REQUEST message sent by the
CN, the Signalling indication IE indicates that the RAB carries IMS signaling and the value of
the Traffic Class IE is Interactive. You can observe the RAB ASSIGNMENT REQUEST
message on the Trace tab page on the RNC LMT.
You can observe the RRC_RB_SETUP or RRC_RB_RECFG message to ensure that the RAB
or RB is carried on HSDPA and HSUPA channels.

4.1.5 Deactivation
Using MML Commands
Run the RNC MML command SET UFRCCHLTYPEPARA to set IMS channel type to DCH
(UL_DCH,DL_DCH).

4.2.3 Activation
Using MML Commands
Step 1 Using MML CommandsRun the RNC MML command SET UFRCCHLTYPEPARA. In this
step, set VOIP channel type to HSPA(UL_EDCH,DL_HSDSCH) and IMS channel type to
HSPA(UL_EDCH,DL_HSDSCH).
Step 2 Optional: Run the RNC MML command SET UCORRMALGOSWITCH to enable the RoHC
algorithm. In this step, select the CFG_PDCP_RFC3095_HC_SWITCH check box under the
parameter Channel Configuration Strategy Switch.
NOTE

To increase the transmission efficiency of VoIP services, it is recommended that the WRFD-011501 PDCP
Header Compression (RoHC) feature be activated.

Step 3 Optional: If VoIP services need to use the WRFD-01061403 HSUPA 2ms TTI feature, run the
RNC MML command SET UCORRMALGOSWITCH. In this step, select the
MAP_HSUPA_TTI_2MS_SWITCH check box under the parameter Service Mapping
Strategy Switch. Go to Step4.
Step 4 Optional:
1.

If the NodeB is configured with the WBBPb and EBB boards, it is recommended that 10
ms HSUPA TTI be set for VoIP services. Run the RNC MML command SET UFRC. In
this step, select the EDCH_TTI_10ms check box under the parameter HSUPA TTI type
of VOIP service.

2.

If the NodeB is configured with the WBBPd and EBBCd boards, either 10 ms or 2 ms
HSUPA TTI can be set for VoIP services.

l To set 10 ms HSUPA TTI for HSUPA services, run the RNC MML command SET
UFRC to select the EDCH_TTI_10ms check box under the parameter HSUPA TTI
type of VOIP service.
l To set 2 ms HSUPA TTI for HSUPA services, do as follows:
a.

Run the RNC MML command SET UFRC. In this step, select the
EDCH_TTI_2ms check box under the parameter HSUPA TTI type of VOIP
service.

b.

Run the RNC MML command SET UCORRMALGOSWITCH to select the


DRA_VOICE_SAVE_CE_SWITCH check box under the parameter Dynamic
Resource Allocation Switch.

Step 5 Optional: To use the WRFD-01061404 HSUPA 2ms/10ms TTI Handover feature, run the RNC
MML command SET UCORRMALGOSWITCH. In this step, select the
DRA_VOICE_TTI_RECFG_SWITCH check box under the parameter Dynamic Resource
Allocation Switch.
Step 6 Optional: To configure the EPF scheduling strategy, run the NodeB MML command SET
ULOCELLMACHSPARA to set Scheduling Method to EPF(Enhanced PF).
NOTE

In the case of HSUPA, it is recommended that the non-scheduling transmission mode be used. In the case
of HSDPA, it is recommended that the Enhanced Proportional Fair (EPF) algorithm be activated. The
purpose is to reduce the delay of VoIP services.

4.2.4 Activation Observation


Observe the values of the VS.RB.PS.Conv.HSDSCH and VS.RB.PS.Conv.EDCH counters. If
the values of these two counters are not zero, this feature has taken effect.
After this feature takes effect, you can observe the setup procedure of the VoIP services on the
Trace tab page on the RNC LMT. You can view that the UE initiates an ACTIVATE
SECONDARY PDP CONTEXT REQUEST after the IMS is established. The CN then sends a
RAB ASSIGNMENT REQUEST message to the RNC, instructing the RNC to set up a RAB
for PS conversational services.
You can check the RRC_RB_SETUP or RRC_RB_RECFG message to ensure that the RAB or
RAB is carried on HSDPA and HSUPA channels.

4.2.5 Deactivation
NOTE

The services admitted before deactivation of this feature are not affected.
The services admitted after the deactivation will not use this feature.

Step 2 Optional: If CS voice services need to be carried on the 2ms Transmission Time Interval (TTI),

l To set 2 ms HSUPA TTI for HSUPA services, do as follows:

Run the RNC MML command SET UFRC. In this step, select the
EDCH_TTI_2ms check box under the parameter HSUPA TTI type of VOIP
service.

Run the RNC MML command SET UCORRMALGOSWITCH to select the


DRA_VOICE_SAVE_CE_SWITCH check box under the parameter Dynamic
Resource Allocation Switch.

Step 4 Optional: If the dynamic adjustment of CS voice services over HSUPA from 2 ms TTI to 10
ms TTI is required, run the RNC MML command SET UCORRMALGOSWITCH. In this
step, select the DRA_VOICE_TTI_RECFG_SWITCH check box under the parameter
Dynamic Resource Allocation Switch.
Step 5 Optional: To configure the EPF scheduling strategy, run the NodeB MML command SET
ULOCELLMACHSPARA to set Scheduling Method to EPF(Enhanced PF).
NOTE

In the case of HSUPA, it is recommended that the non-scheduling transmission mode be used, which does
not need to be configured. In the case of HSDPA, it is recommended that the Enhanced Proportional Fair
(EPF) algorithm be activated. The purpose is to reduce the delay of CS voice services.

Observe the value of the VS.HSPA.UE.Mean.CS.Conv.Cell,
VS.HSPA.RAB.AttEstab.CS.Conv, or VS.HSPA.RAB.SuccEstab.CS.Conv counter. If the
value of any of these counters is not zero, this feature has taken effect.
After this feature takes effect, you can view that the RRC CONNECTION REQUEST and RRC
CONNECTION SETUP COMPLETE messages include the "Support for CS Voice over HSPA"
IE. The RRC CONNECTION REQUEST and RRC CONNECTION SETUP COMPLETE
messages can be viewed on the Trace tab page on the RNC LMT.

CFG_RAB_REL_RMV_HSPAPLUS_SWITCH:
When this switch is on and if an RAB release is
performed, the RNC decides whether to fall back a
certain HSPA(HSPA+) feature based on the

CFG_DC_MIMO_DYNAMIC_SELECT_SWITCH:
When this switch is turned on, the RNC determines
whether to enable the DC-HSDPA or MIMO feature for
a newly admitted user based on the cell load and the
number of HSDPA users. 2.
CFG_DL_BLIND_DETECTION_SWITCH: When
the switch is on, the DL blind transport format detection
function is used for single SRB and AMR+SRB bearers.
Note that the UE is only required to support the blind
transport format stipulated in 3GPP 25.212 section
4.3.1. 3. CFG_EDPCCH_BOOSTING_SWITCH:
When the switch is on, Boosting can be configured for
the HSUPA service. 4. CFG_FREE_USER_SWITCH:

CFG_LOSSLESS_RELOC_CFG_SWITCH: When
the switch is on and the UE supports lossless relocation,
the RNC configures lossless relocation for PDCP
parameters if the requirements of RLC mode, discard
mode, and sequential submission are met. Then, lossless
relocation is used for the UE. 21.
CFG_MULTI_RAB_SWITCH: When the switch is on,
the RNC supports multi-RABs combinations such as
2CS, 2CS+1PS, 1CS+2PS, and 2PS. 22.
CFG_PDCP_IPV6_HEAD_COMPRESS_SWITCH:
When the switch is on and the PDCP Header
compression license is activated, the PDCP header
compression algorithm for IPv6 is used at the RNC. 23.
CFG_PDCP_RFC2507_HC_SWITCH: When the
switch is on and the PDCP Header compression license
is activated, the PDCP RFC2507 header compression
algorithm is used for the RNC. 24.

CFG_RAB_REL_RMV_HSPAPLUS_SWITCH:
When this switch is on and if an RAB release is
performed, the RNC decides whether to fall back a
certain HSPA(HSPA+) feature based on the
requirement of remaining traffic carried by the UE. That
is, if an HSPA+ feature is required by the previously
released RAB connection but is not required in the
initial bearer policy of the remaining traffic, the RNC
falls back the feature to save the transmission resources.
The HSPA+ features that support the fallback are
MIMO, 64QAM, MIMO+64QAM, UL 16QAM, DCHSDPA, UL TTI 2ms, and DC-HSUPA. 27.
CFG_RCS_E_SWITCH: Indicates whether to enable
the RCS-e (Rich Communication Suit enhanced)
service that supports voice services carried in the CS
domain and video services carried in the PS domain.
When this switch is turned off, the RCS-e service is
disabled. When this switch is turned on, the RCS-e
service is enabled. 28.
CFG_FACH_AM_RLC_RETRANSMIT_PARA_SW
ITCH: Switch for AM RLC retransmission parameters
for UEs in the CELL_FACH state.When this switch is
turned on, the "TimerPoll" and "NoDiscardMaxDAT"
parameters in the "SET UFACHCFGPARA" command
are used for the AM RLC retransmission parameters
specific to PS services and SRBs.When this switch is
turned off, the "TimerPoll" and "NoDiscardMaxDAT"
parameters in the "ADD UTYPSRBRLC" command are
used for the AM RLC retransmission parameters
specific to SRBs. In addition, the "TimerPoll" and
"NoDiscardMaxDAT" in the "ADD UTYPRABRLC"
command are used for the AM RLC retransmission

CFG_DCH_SRB_AM_RLC_RETRANS_PARA_SW
ITCH: Switch controlling the configuration mode of
AM RLC SDU retransmission parameters for UEs in
the CELL_DCH state. When this switch is turned on
and UEs in the CELL_DCH state, on the RNC, the
transmitting side of an AM RLC entity uses the values
of the "TimerPoll" and "NoDiscardMaxDAT"

MAP_CSPS_TTI_2MS_LIMIT_SWITCH: Whether
CS and PS combined services can use HSUPA 2ms
transmission time interval (TTI). When this switch is
turned on, CS and PS combined services cannot use
HSUPA 2ms TTI, which reduces CS call drops caused
by TTI switching. When this switch is turned off, CS
and PS combined services can use HSUPA 2ms TTI.
10. MAP_CSPS_PS_UL_USE_DCH_SWITCH:
Whether uplink PS services of CS and PS combined
services are carried on DCHs. When this switch is
turned off, the RNC determines the channel for carrying
uplink services of CS and PS combined services. When
this switch is turned on and CS and PS combined
services existing, the uplink PS services must be carried
on DCHs. 11.
MAP_CSPS_PS_DL_USE_DCH_SWITCH: Whether
downlink PS services of CS and PS combined services
are carried on DCHs. When this switch is turned off, the
RNC determines the channel carrying the downlink PS
services of the CS and PS combined services. When this
switch is turned on and CS and PS combined services
existing, the downlink PS services must be carried on
DCHs. 12. MAP_CSPS_MC_LIMIT_SWITCH:
Whether to allow UEs to perform CS+PS combined
services using MC HSPA.When this switch is turned on,
UEs are not allowed to perform CS+PS combined
services using MC HSPA (MC stands for multi-carrier.)
This prevents call drops that are caused by frequent
reconfigurations in areas bordered by MC and non-MC
cells.When this switch is turned off, UEs are allowed to
perform CS+PS combined services using MC HSPA.
13. MAP_CSPS_RL_RESET_0K_LIMIT_SWITCH:
Whether to allocate a 0 kbit/s DCH to the PS service of
CS+PS combined services during link reestablishment
When this switch is turned on, a 0 kbit/s DCH is
allocated to the PS service of CS+PS combined services
during link reestablishment and the data rate of the CS
service remains unchanged. This prevents call drops in
case of poor coverage.

is on, 2 ms TTI is supported for HSUPA. 2.

switch is turned on, UEs can be transited among the

When this switch is turned on, UEs can be transited

DRA_R99_DL_FLOW_CONTROL_SWITCH:
Under a poor radio environment, the QoS of high speed
services drops considerably and the TX power is overly
high. In this case, the RNC can set restrictions on low
data rate transmission formats based on the transmission
quality, thus lowering traffic speed and TX power.
When the switch is on, the R99 downlink flow control
function is enabled. 17.

differentiated BE services based on fairness, HSUPA
UEs use 10-ms TTI if the RTWP, occupied Iub
bandwidth, or consumed CE resources are congested.

DRA_BASE_COVER_BE_TTI_INIT_SEL_SWITC
H: Whether to activate the coverage-based initial TTI
selection algorithm specific to BE services. When this
switch is turned on and conditions on 2 ms TTI specific
to BE services has been met, the RNC determines uplink
coverage wideness of specific cells based on the Ec/N0
values reported by UEs during RRC connection. If the
uplink coverage of the cells is weak, the RNC allocates
a 10 ms TTI to BE services as their initial TTI. 25.
DRA_F2U_SWITCH: Whether to enable state
transition from CELL_FACH to URA_PCH.When this
switch is turned on, a UE can directly move from the
CELL_FACH to URA_PCH state. When this switch is
turned off, a UE must move from the CELL_FACH to

on, the DCCC algorithm is used for HSUPA. The DCCC
switch must be also on before this switch takes effect.

HSUPA services can be changed to CELL_FACH at the
RNC. If a PS BE service is carried over the E-DCH, the

algorithm for increasing the quality of subscribed
services. When this parameter is set to ON, the service
priority weight of the subscriber whose key parameters
(IP Address, IP Port, and IP Protocol Type) match the
specified ones can be adjusted. In this way, the QoS is
improved. 14.
DRA_PS_BE_STATE_TRANS_SWITCH: When this
switch is turned on, UEs can be transited among the
CELL_DCH, CELL_FACH, CELL_PCH, and
URA_PCH states when they are processing PS BE
services. 15.
DRA_PS_NON_BE_STATE_TRANS_SWITCH:
When this switch is turned on, UEs can be transited
between the CELL_DCH and CELL_FACH states
when they are processing real-time PS services. 16.
DRA_R99_DL_FLOW_CONTROL_SWITCH:
Under a poor radio environment, the QoS of high speed
services drops considerably and the TX power is overly
high. In this case, the RNC can set restrictions on low
data rate transmission formats based on the transmission
quality, thus lowering traffic speed and TX power.
When the switch is on, the R99 downlink flow control
function is enabled. 17.
DRA_THROUGHPUT_DCCC_SWITCH: When the
switch is on, the DCCC based on traffic statistics is
supported over the DCH. 18.
DRA_VOICE_SAVE_CE_SWITCH: when the switch

Whether to prohibit channel retries for CS and PS

Whether to activate the fast state transition algorithm.

DRA_BASE_RES_BE_TTI_INIT_SEL_SWITCH:
Whether initial TTI selection is allowed for
differentiated BE services based on fairness 0: This
switch is turned off. The TTI is selected according to
the original algorithm. 1: This switch is turned on. In
the dynamic TTI adjustment algorithm for
differentiated BE services based on fairness, HSUPA
UEs use 10-ms TTI if the RTWP, occupied Iub
bandwidth, or consumed CE resources are congested.

DRA_BASE_COVER_BE_TTI_INIT_SEL_SWITC
H: Whether to activate the coverage-based initial TTI
selection algorithm specific to BE services. When this
switch is turned on and conditions on 2 ms TTI specific
to BE services has been met, the RNC determines uplink
coverage wideness of specific cells based on the Ec/N0
values reported by UEs during RRC connection. If the
uplink coverage of the cells is weak, the RNC allocates
a 10 ms TTI to BE services as their initial TTI. 25.
DRA_F2U_SWITCH: Whether to enable state
transition from CELL_FACH to URA_PCH.When this
switch is turned on, a UE can directly move from the
CELL_FACH to URA_PCH state. When this switch is
turned off, a UE must move from the CELL_FACH to
CELL_PCH and then to URA_PCH state. 26.
