It was learned later that there are several radio broadcasting stations that were already inspected by the NIC and appeared to be operating without the authority from the regulatory body; QPherae, upon inquiry from the NTC-Regional Office No. 10 based in Cagayan de Oxo City with regards to the application process therefor, it was learned that “Notice of Hearing” is normally given to all affected parties which formally commence the application process towards the issuance of authority to establish, operate and maintain amadio broadcasting station in a specific area; Paras, ia contraty, Jocal government units aré not properly informed of any Notice of Hearing for the establishment, opesation and maintenance of radio broadcasting stations even if the operation clearly affect the overall development of the Citys Pherae, if there is 2 Notice of Heating, itis usually received by the LGU very late or worst after the date of hearing has already lapsed, which renders the LGU’s submission of comments or positions useless, Pherae, the City has an existing Ordinance requiring applicants to seek Social Acceptability Endorsement before 2 radio station can start operation. Said Ordinance intends to rationalize the vatious applications in the Public Utility Sector as well as help other regulatory bodies in their enforcement functions.
