The area of selection includes individuals with preferred status who live or work within
the general rule of minimum distance of the position(s) being staffed.
Preference for appointment will be given to veterans and to Canadian citizens, in that
order.
Please note that this process will be used to staff positions in the National Capital
Region and Summerside, Prince Edward Island only and as a result, we will expect
candidates appointed from this process to relocate to this location. You will have to pay
any expenses (i.e. travel, relocation, etc.) related to relocation.
Qualified veterans, members and former members of the Canadian Forces who are

appointed are not entitled to relocation costs from the CRA. They may, however, be
entitled to a final relocation from the Department of National Defence.
You are encouraged to submit your application as soon as possible as the first 300
applications may be assessed first and appointments may take place. Each subsequent
300 applications may then be assessed, and so on.Appointments made from this
staffing process may take place during the posting period.

Duties
IT Developer
Develops, delivers, integrates, enhances, maintains and supports the operation of
Information Technology infrastructure, products, solutions, and services. This includes
activities, such as:

programming Information Technology solutions;


testing Information Technology solutions and products;
writing technical specifications and documentation;
identifying and resolving problems;
providing technical assistance to colleagues and clients;
contributing to the enhancement of procedures;
follows Information Technology Branch policies, standards, and guidelines;
maintains personal technical currency.

Education
Stream 1 : Graduation between July 1, 2014 and June 30, 2016 with
a degree or diploma, from a recognized postsecondary institution, in computer science,
information technology (IT), information management, or other specializations relevant

to the position.
OR
Stream 2 : Graduation between July 1, 2011 and June 30, 2014 with
a degree or diploma, from a recognized postsecondary institution, in computer science,
information technology (IT), information management, or other specializations relevant
to the position.
Whenever the minimum education standard is met, including the approved alternatives,
or was met prior to June 16, 2014, it is met for all CS positions within CRA.

Experience
Stream 1 : No specific experience is required to apply. However, related experience
may be considered at appointment.
Stream 2 : Experience* working as an IT analyst and/or IT programmer, as a member
of an IT project team in an IT environment, performing application development and/or
maintenance in a mainframe and/or distributed environment.

Note: this must be work experience, school projects are not considered.
*Experience is defined as having normally performed the functions listed above for a
minimum of 12 consecutive months between July 1, 2011 and June 30, 2016.

experience to the experience requirements for this advertised position, in clear

Essential Staffing Requirements- Assessment
Performance confirmation
The required performance levels for appointments from this staffing process are:
For temporary or permanent lateral moves or appointments at a lower
level: Candidates* must have achieved a performance level of 'Results mostly meet
expectations' or level 2 or higher on the most recent finalized performance report for the
most recent performance cycle.
For temporary or permanent promotions: Candidates* must have achieved a
performance level of 'Results meet expectations' or level 3 or higher on the most recent

finalized performance report for the most recent performance cycle.


If a candidate doesnt have the required performance level, the candidate will not
proceed further in the staffing process.
*If a candidate is not a Canada Revenue Agency employee, reasonable efforts will be
made to confirm whether or not the candidate's performance is currently meeting
expectations. This verification will be done through a reference check. If the candidate's
performance is not currently meeting expectations, the candidate will not proceed
further in the staffing process.
The following technical competency will be assessed using a Canada Revenue Agency
Standardized Test. The minimum level must be attained as indicated below:
Writing Skills Test in English(WST) (B305): level 2
To be considered for an English essential position, you must achieve a Level 2 on
the Writing Skills Test (WST) (B305) (previous version B300).
Retest period: 180 days
Information about the WST or TAE can be obtained from the following web site: Writing
Skills Test (B305) and Test d'Aptitudes crire (B306).
If you have valid test results using the CRA standardized assessment tools, you do not
need to be reassessed; however, you can ask to be reassessed to try and improve your
level(s) as long as you meet the re-test period restrictions.
Results from CRA standardized assessments are portable to other staffing processes.
Discretionary Assessment
The following competencies may be assessed using a Canada Revenue Agency
Standard Test. The minimum level must be attained as indicated below:

If you have valid test results using the CRA standardized assessment tools, you do not
need to be reassessed; however, you can ask to be reassessed to try and improve your
level(s) as long as you meet the re-test period restrictions.
Note: For some standardized assessment tools only the most recent result is valid,
regardless if it is higher or lower than your previous result. As a result, this could impact
your eligibility for an appointment in this and any other staffing processes, where
applicable.
Results from CRA standardized assessments are portable to other staffing processes.
The following qualifications may be assessed using locally-developed tools. A minimum
pass mark of 60% must be obtained for each qualification:

Results from locally developed assessment tools may be used for appointment;
however, they are not portable to other staffing processes.
In order to ensure appropriate appointment, candidates may be asked to identify any

software, operating system, programming language, and Information Technology skills


training and experience they have by filling out a questionnaire.

This process will be used to staff CS-01 positions under the Information Technology
Apprenticeship Program (ITAP).
The ITAP is an exciting recruitment program, targeting recently graduated postsecondary students in a diploma or degree program in computer science, information
technology, and/or information management or another specialization relevant to the
position being staffed.
If selected, apprentices will benefit from a 12 to 18 month development program under
the direction of experienced staff. Upon successful completion of the program,
apprentices are appointed to a CS-02 position.

Veterans Hiring Act (VHA)
The VHA allows current and honourably released former Canadian Forces (CF)
members to continue serving Canadians by granting them access to employment

Preferred Status
Before appointments are made from this staffing process, priority for
appointment will be given to individuals with CRA preferred status. Members of
the Canadian Forces released for medical reasons attributable to service will be
given priority for appointment before all other individuals with CRA preferred
status. Priority for appointment will be in the following order:
1.Members of the Canadian Forces released for medical reasons attributable to service
with preferred status.
2.Individuals with either CRA surplus preferred status or CRA lay-off preferred status
who live and/or work within the general rule of minimum distance of the position.
3.All other individuals with CRA preferred status who live and/or work within the general

Security Status/Clearance
An integral part of the Personnel Screening Program requires that all candidates being
appointed into the CRA be subject to a reliability check. This includes the verification of
reliability, employment history, and police records and could include fingerprinting. The
Personnel Screening Program was implemented to protect information that is
departmentally sensitive or sensitive to the national interest by ensuring that all persons
engaged by CRA meet standards of reliability, trustworthiness and loyalty required by
the nature of their duties or tasks.
When attending any tests and/or interview sessions, candidates may be required to
complete Personnel Screening forms so that a reliability check can be conducted. When
completing the personnel security clearance form, you will be required to provide
complete addresses for the places you resided in the last FIVE YEARS, including the
year(s) and month(s) for each residence. If you were residing outside of Canada in the
last five years, you may experience a delay in obtaining a security status/clearance.
