Statute
Asrevisedandapprovedonthe7thApril2016

1. Name: the Organization will be known as Kaaturi San Ubertu or St. Huberts Hunters in
English,abbreviatedasK.S.U.

2. The Organization shall be a nonprofit making organization as defined in the Voluntary


OrganizationsAct(Chapter492oftheLawsofMalta)andfreefromanypoliticalaffiliations.

3. Emblem: the KSU emblem is reproduced hereunder with the organizations motto being Pro
ArteVenandi(fortheartofhunting).

4. Address: the Organizations address is: Aliki, Mosta Fort Road, San Pawl tatTara, NXR2303,
Malta,andcanbealteredaccordingtocircumstances.

5. Aims: KSU professes the principle of zero tolerance towards illegalities and promotes self
regulationamongstitsmembers.Itsaimsare:

a. To promote sustainable legal hunting practices to the general public and to serve as an
exampleofproperhuntingconduct.

b. TodefendlegalhuntingintheMalteseislandsinanylegalmeanspossible.

c. To liaise with hunting organizations and other constituted bodies with the aim of keeping
adjournedwithlegalhuntingpracticesoranymatterconcerninghuntingandwildbirds.

d. To instill respect and care for the environment and our quarry amongst its members and
otherhunters.

e. Toeducateonthesustainabilityofthegamehunted.

f. ToendorseKSUmembershuntinglicenses,permitsandissuehuntinginsurancecover.

g. To conserve the natural habitat and maintain hunting areas, promote the planting of
indigenous trees and support or defend traditional legal rural practices for the benefit of
biodiversity,itsmembersandthegeneralpublic.

h. To promote awareness and educate on the benefits of eating game meat and the healthy
outdoorpracticesofhunting.

i. Topromotecamaraderiebetweenhunters.

j. Toofferitsexpertisetothecompetentauthoritiesinallmattersrelatedtohunting.

k. TodefendandrepresentitsmembersinterestsonGovernmentbodies.

l. Toembarkoneducationalorconservationprojectsinrelationtohuntingandwildbirds.

6. TheCommittee:

a. TheCommitteeadministeringtheOrganizationshallconsistoffivepersons:President,Vice
President, Secretary, Treasurer and a Public Relations Officer. These will be elected from
amongstthepaidmembersbymeansofasecretvoteeverytwoyearsataGeneralMeeting.

b. TheCommitteemayappointworkinggroupsandcommissionsasitmaydeemfit.

c. The President and Secretary will be the officials responsible for the general administrative
workoftheOrganization,andheorhisdelegateistobepresentatallmeetings.

d. TheOrganizationwillreachdecisionsbymeansofavote.ThePresidentorpersonpresiding
the meeting will have a casting vote in case of parity. Voting will be anonymous if so
requestedbyanymemberoftheCommittee.

e. No committee member is allowed to profit or in any way make any gain financially or
materially,neitherfortheservicesasacommitteemembernorfromanyactivity.

7. Quorum&voting:

a. QuorumforaCommitteeMeetingisofthreecommitteemembers.

b. VotinginaCommitteeMeetingisofthreecommitteemembersormore.

c. In the case of a General Meeting a minimum of 50% members would constitute a quorum
failing which the meeting will commence 15 minutes after the prescribed time with any
numberofmembersbeingpresent.

d. AllpaidupmembersfortheyearinwhichtheMeetingisbeingheld,havearighttovoteat
thesamemeetingonthebasisofonevotepermember.

8. AmendmentstoStatute:ThisStatutemayberevoked,addedto,oralteredbyavoteofatleast
fiftyonepercentofallthepaidupMembersataGeneralMeetingoranExtraordinaryGeneral
Meetingofwhichnoticehasbeendulygivenspecifyingtheintentiontoproposetherevocation,
additionoralteration,togetherwithfullparticularsthereof.

9. Membership:

a. Membershipislimitedtoamaximumof500licensedhunterswhichnumbermayberaised
shouldtheCommitteesodeemfit.

b. Membershavetobeinpossessionofacleanpoliceconduct.

c. Prospective members have to be licensed to hunt, proposed and seconded by two KSU
membersandapprovedbytheCommittee.

d. Memberscanbeassociatedwithotherhuntingorganizations.

e. Membershipisalsoopentohuntingsupporters,commercialentitiesorotherNGOs,subject
totheCommitteesapprovalandacceptance.

f.

TheCommittee,afterconsensusisreachedataGeneralMeeting,mayhonouranypersonas
anHonoraryLifeMember.

g. Membership fees which are to be established by the Committee are to be paid yearly in
advance.

h. MembershipfeeswillbeutilizedtofundtheOrganizationsaimsandpurposesandtocover
administrativeexpenses.

Membership is not open to any hunter that has been convicted of any serious hunting
offence or who has been expelled from another hunting organization. All new members
havetobeproposedbyanapprovedmemberandvettedbytheCommittee.TheCommittee
mayrefusemembershipatitsdiscretion.

10. Membersobligations:EachmemberagreestoabidebytheKSUStatute,CodeofPracticeand
the laws governing hunting in Malta. Any transgression by members could lead to the
permanentrevocationofmembershipafterthecasehasbeendiscussedatCommitteelevelor
raisedandvoteduponbysecretballotinaGeneralMeeting.

11. Extraordinaryexpenses:Shouldtheneedforanyextraordinaryexpensearisethecollectionof
such expenses will be possible after approval by means of a simple majority vote during a
GeneralMeeting.

12. Financial Board: this shall be chaired by the Treasurer with the President and Secretary as
membersandwillhavethefollowingfunctions:

a. TokeepanaccountofallfinancesreceivedandadministeredbyKSUinamannerthatwould
servetohavesuchaccountauditedandpresentedduringtheAnnualGeneralMeeting.

b. TocoordinateandcollectmembershipfeesorfeesduetoKSUfromgovernmentalbodiesor
otherentities.

c. Toprepareanannualfinancialreport.
d. The annual accounts of the organization are to be drawn up for a financial period
commencingon1stFebruaryandendingon31stJanuary,thelatterbeingthesamedateas
theclosureofhuntingseason.

13. Funds:

a. The Organization may obtain a pecuniary gain from its activities when such gain is not
receivedorcreditedtoanyprivateinterestbutisexclusivelyutilizedforthepurposesofthe
organizationoracharitableinstitution.

b. KSU funds are to be utilized solely for the purposes of achieving the Organizations stated
aims. Funds are to be deposited in a Bank account under the Organizations name. All

cheques and bank documents are to be signed by not less than two of the following
authorizedsignatories:thePresident,theSecretaryortheTreasurer.

14. Meetings:

a. AnAnnualGeneralMeetingistobeheldbynotlaterthenonemonthfromtheendofeach
financialyear.

b. AnExtraordinaryGeneralMeetingcanbecalledbytheCommitteeorontherequestofnot
lessthan1/3ofpaidupmembers.

c. The Secretary is to inform all members of such Meetings and is to send notice and the
meetingsagenda15daysbeforetheduedate.

d. Committee Meetings are to be held regularly on the first Wednesday of each month or
accordingtoexigenciesatthetime.

15. Disbandment:

a. ThedecisiontodisbandKSUcanonlybetakenbyasecretvoteatanExtraordinaryGeneral
meetingcalledforthispurpose.Disbandmentcanonlycomeintoeffectif 2/3ofthepaidup
memberssupportthemotion.IntheeventofDisbandmentallmembersagreetocontribute
proratatoregularizeanyduesenteredintobyKSU.

b. Disposaloffundsafterdisbandment:Upondissolution,allassetsoftheOrganizationshallbe
appliedinfavourofanothernonprofitorganizationwithsimilarpurposesastheorganization
ortoacharitableinstitutionasmaybeselectedbytheCommitteewiththeconsensusof 2/3
ofitspaidupmembers.

Overview:

KaccaturiSanUbertu(SaintHubertHunters)KSUisagroupofMaltesehuntersgovernedbyastrict
code of conduct. Founded on March 14, 1996 its aim is to promote sustainable hunting in the
Maltese islands in line with EU Directives. It practices a policy of zero tolerance towards any
illegalities and vets all of its members prior to acceptance. Kaaturi San Ubertu (Saint Hubert
Hunters) KSU works to consolidate, promote and develop common hunting interests as well as to
conservethenaturalenvironment.

CodeofConduct:

1. Strictadherencetohuntinglawsandthedutytoserveasanexampletootherhunters.
2. Membersareboundtoreportanywitnessedhuntingabusetothecompetentauthorities.
3. Membersaretoassistandrespectallothercountrysideusers.
4. Thesafetyofoneself,otherhuntersandcountrysideusersisparamount.
5. Theuseofdoublebarreledshotgunsinsteadofsemiautomaticshotgunsisencouraged.
6. Ifusingasemiautomatic3shotshotguntheprinciplethatonly2shotsarefiredonanyone
birdisencouraged.
7. Participationintheconservationofhuntingterritoryandbirdhabitatsisimperative.
8. Members hunting hides are to be built in the traditional method using naturally occurring
materials.
9. Anyspentcartridgesaretobecollectedanddisposedofcorrectly.
10. Thecorrectidentificationofthequarrypriortotakingashotisessential.Ifindoubtdonot
shoot.

Allshotgameshouldbecollectedimmediatelyandpreservedforconsumption.
Theuseofhuntingdogsinthepursuitorretrievingofgameisencouraged.
Nogameshouldbeshotatifnotinflight.
Nolongrangeshotsshouldbetakensoastominimizeinjuredgame.
Anyinjuredgameistobedispatchedimmediately.
Allshotsshouldbetakenonlyifthehunterhasagoodchanceforacleankill.
Propergentlemanlyconductisapriority.
Passingourprinciplesontootherhuntersservestoimprovetheimageofhuntingingeneral.
Discussing hunting with other members of society and contributing to public discussion
wouldhelpclearseveralmisconceptionsandishighlyencouraged.
20. AllmembersaretocarrytheirKSUmembershipcardandaKSUidentificationbadgewhilst
huntingsoastobeeasilyidentified.
21. On every 3rd of November the feast of Saint Hubert, the Patron Saint of Hunters is
celebratedanditisatraditionalforallmemberstohearmass.
