Loren and I just spoke with (b) (6) RGV TI Coordinator) - he attended Friday's meeting at the
college.

There are two map issues:

1. The publicly posted EIS showed two options at the western end of segment O-19. One option stayed on the
IBWC levee cutting through the UT Brownsville campus severing the section that they constructed in the flood
plain to the south of the levee. The other option ran along the private levee down by the river. OBP and COE
assured the college that we were going to stay with the option of building fence down along the river, just north of
the private levee.

2. On the east end of O-19 is where TX Southmost College owns a golf course that lies just south of the proposed
fence, because it is in the flood plain south of the IBWC levee -- we're required to stay on or north of the IBWC
levee as you know. The College now understands this, but they do not want a gate at the golf course entrance, and
OBP does insist they need a gate. OBP is working with the college to try to reach a compromise and extend the
hours the gate can be left open. The college's ideal outcome would be for fence to be built around their golf course
to the south in the flood plain.

Beyond those two issues, they also had ROE changes they wanted to make - the corps is awaiting that from them.

OK. Changes to the ROW will be hard to get.

What about the map issue. Did they show maps that indicate fence throught their campus and golf course?

Southmost College (part of the UT Brownsville system apparently) met with the Corps and a rep from the RGV
Sector on Friday

Originally, the college was notified that the government was going to condemn for two tracts of land that the
college owns: Tract 3011 & 4000/

But as it turns out, the Corps reevaluated and realized that they only needed access to Tract 4000, because the
proposed fence alignment did not fall onto Tract 3011. Subsequently, the Corps notified them of their catch.

Their issue now is to reduce the footprint on Tract 4000 that the government gets access to.
Additionally, they want to revise/change terms in the ROE itself.

Currently, the college’s attorney is revising the ROE and informed the Corps that they will get that proposed
revision submitted tomorrow.

To date, we have NOT agreed to anything, ROE changes or Footprint changes.

Did we get any feedback from the COE mtg last week with UT? I think the map issue was one of the items.

The maps we sent with the ROE DT letters only showed land parcels, not proposed fencing line. I am not sure
where UT got the naps that are concerning them so. Did the EIS maps show the fence going through the campus,
etc…?

Secretary is supposed to call her about the fence levee proposal in TX at 4:45 today, Commissioner and(b) are
supposed to be briefing him momentarily at RRB at 4:00 on that issue. (6)

Sen. KBH’s office called twice today regarding maps that apparently the UT Brownsville put out showing the fence
going through the campus, a golf course, etc. I told them they were old maps, but apparently, she wants someone at
a high level (in fact, she apparently asked for c1) to assure her that the fence is not being built there. I offered to
set up a telephone call, but apparently, she would prefer to see the new maps in person.

I emailed below to get the ground work going, but you may have suggestions on who to send and when we want to
do this.
