ACCEPTABLEUSEPOLICY

ThepurposeofthisdocumentistocommunicateClaytonCountyPublicSchoolsBoardofEducation
policiestoensureefficient,effective,andsafeuseofallCCPS'sdigitalresources.CCPSprovides
powerfulresourcestoenhancetheeducationalexperienceofitsstudentsandeducators.CCPS
employeesmustadheretoimportantrulesandguidelinestoensurethesafetyofourinfrastructure
andstudents.CCPSmonitorsInternettraffictoensureoptimaluseofdigitalresources.Thefollowing
areClaytonCountyPublicSchoolsBoardofEducationpoliciesthatgovernacceptablebehaviorwhen
usinganyandallCCPSdigitalresources.Failuretofollowanyofthesepoliciesmayresultin
confiscationofCCPS'sresources,suspensionofInternetandnetworkaccessandmayalsoleadto
additionalactionbeingtakenbytheDepartmentofHumanResources.
1.EMail
TheCCPSemailsystemisdesignedtoprovideelectroniccommunicationanduseofrelated
resources.Employeesorstudentswithemailaccessshalladheretothefollowingprotocols:
1.1Emailaccountsareprovidedforemployees,students,andapprovedcontractorsonly.
1.2Emailaccountsareprovidedforprofessionalandacademicpurposesonly.Email
accountsshouldnotbeusedforpersonalgain,personalbusinessactivitiesortosolicitfor
nonschoolsystembusinessbroadcastingofunsolicitedmessagesisprohibited.(i.e.,
advertising,chainmail,politicalpropaganda).
1.3EmployeesandstudentsshouldnotusepersonalemailaccountsforCCPSrelated
communications.
1.4Allelectroniccommunicationcreated,sent,orreceivedviaCCPSemailsystemoron
anelectronicdeviceownedorleasedbyCCPSisthepropertyofCCPS.Employeesand
studentsshallnothaveanyexpectationofprivacyregardingthisinformation.TheBoard
reservestheright,asneeded,toaccess,read,review,monitorandcopyallmessagesand
filesonitscomputersystemwithoutnotice.Whendeemednecessary,CCPSreservesthe
righttodisclosetext,video,audioorimagefilestolawenforcementagencieswithoutthe
employeesorstudent'sconsent.
1.5Employeesandstudentsshallusecautiontoensurethatthecorrectemailaddressis
usedfortheintendedrecipient.

1.6AlternateInternetServiceProviders(ISP)oranonymousconnectionstoBoardinternal
networkarenotpermittedunlessexpresslyauthorizedbyCCPSandproperlyprotectedbya
firewallorotherappropriatesecuritydevice(s).
1.7Onlyauthorizedadministrativepersonnelarepermittedtoaccessanotherusersemail
withoutconsent.Usersmaynotdeliberatelydisruptemailservicesorperformactivitiesthat
interferewiththeuseofemailbyCCPSusers.
1.8Employeesandstudentsshallexercisesoundjudgmentwhendistributingmessages.
Studentrelatedmessagesshouldbeguardedandprotected.Employeesandstudentsmust
abidebycopyrightlaws,ethicsrulesandapplicablestateandfederallaws.
1.9Emailmessagesshouldonlycontainprofessionalandappropriatelanguage.
Employeesandstudentsshallnotsendabusive,harassing,intimidating,threatening,
discriminatory,orotherwiseoffensivemessages.
1.10Spammessages,andmessagescontainingmalware,inappropriategraphics,
executableprograms,and/orchainlettersshallbedeleted.
1.11EmailaccessforretiringCCPSemployeesoremployeesleavingtheschoolsystem
willbedisabledand/ordeletedonthelastdayofemployment.
1.12Accesstoemailaccountsunderinvestigationshallberestrictedwithoutnotice.
1.13WhileCCPSencouragesrespectfortherightsandsensibilitiesofothers,itcannot
protectindividualsagainsttheexistenceorreceiptofmaterialsthatmaybeoffensiveto
them.Thosewhomakeuseofelectroniccommunicationsmayencounterorberecipientsof
materialthattheymightfindoffensiveorannoying.Insuchcaseswherematerialsare
received,theusersshalldeletethenonschoolsystembusinessrelatedcontent.CCPSisnot
responsiblefortheviewsexpressedbyindividualusersviawebpages,electronicmailor
otheronlinecommunications.
1.14Phishingisamethodofspamemailthatattemptstopersuadetheuserintodisclosing
sensitiveinformationsuchasnetworkusernameandpassword.Pleasebeadvisedthatthis
typeofemaildoesnotoriginatefromtheTechnologyDepartment.TheDepartmentof
TechnologywillNEVERaskforyourusernameandpasswordviaemail.Disclosingor
compromisingyournetworkusernameandpasswordissignificantandcannegativelyaffect
theentireemailsystem.
1.15CCPSprovidesaccesstoitsemailviaawebbrowser.Ifyouareusingadeviceother
thanthedeviceprovidedbyCCPS,itisimperativethatappropriatesecuritysoftware
(enterpriseantivirusandantispyware)isloadedonthedevice.Pleaseconsultthe
DepartmentofTechnologyforadditionalinformationifneeded.
1.16Emailusersmustkeeptheirmailboxesandattachmentswithintheprescribedsizelimits
setbytheDepartmentofTechnology.

1.17Privacy.UsersdonothaveapersonalprivacyrightasitrelatestoCCPSemailsystem
oronanyelectronicdeviceownedorleasedbyCCPS.CCPSmayattimeandwithoutprior
notice,monitorandreviewemailbyusersorelectronicinformationstored,receivedorsent
fromaCCPSelectronicdevice.
1.18Usersmaynotsendmailtomorethan150addressesatatime.Mailshouldbesenttoa
targeteduserorgroup.CCPSemailresourcesmaynotbeusedforpersonalgainor
enterprise.Examplesinclude,butarenolimitedto,politicalcampaigningandbusiness
solicitations.Usersmaynotcreate,forwardorreplytochainlettersorsimilaremail.
2.Network
2.1PersonalResponsibility:Byacceptinganaccountpassword,relatedinformation,and
accessingCCPSnetwork,intranetorInternetsystem,allemployeesandstudentsagreeto
adheretoCCPSpoliciesregardingtheiruse.Employeesandstudentsshouldreportmisuse
orpolicyviolation(s)toadministrationortheDepartmentofTechnology.
2.2PermittedUseandTerms:UseofCCPSnetworkandtheInternetisaprivilege,nota
right.Useofnetwork,intranetandInternetaccessextendsthroughoutanemployeesterm
ofemploymentandstudent'senrollmentterm,providingtheemployeedoesnotviolate
CCPSpolicy.
2.3AvailabilityandAccess:TheExecutiveDirectorofTechnologyordesigneeathis/her
discretionhastherighttosuspendaccessatanytime,withoutnoticeforpossibleCCPS
policyviolations,securityoradministrativeconcerns.TheExecutiveDirectorofTechnology
shallhavetherighttosuspendnetworkaccessatanytime,withoutnotice,fortechnical
reasonsorpossibleviolationofstateandfederallaws.
oNetworkaccessforretiringCCPSemployeesoremployeesleavingthe
schoolsystemshouldbedisabledand/ordeletedonthelastdayof
employment.
oStudentinformationsystemaccessforretiringCCPSemployeesor
employeesleavingtheschoolsystemshouldbedisabledand/ordeletedon
thelastdayofemployment.
oAccesstonetworkaccountsunderinvestigationmayberestrictedwithout
noticeuntilauthorizedbytheExecutiveDirectorofTechnologyordesignee.
2.4Privacy:NetworkandInternetaccessisprovidedasatoolforschoolsystemrelated
business.CCPSreservestherighttomonitor,inspect,copy,review,andstoreatanytime,
withoutpriornotice,anyandallusageofthenetworkandtheInternet.Thisincludes,butis
notlimitedto,allmaterials,files,information,software,communications,andothercontent
transmitted,received,orstoredinconnectionwiththisusage.Allsuchinformation,content,
andfilesarethepropertyofCCPS.Anemployeeshouldhavenoexpectationofprivacy
regardingsuchinformation.
2.5DownloadedFiles:Employeesandstudentsareremindedthatinformationobtainedfrom
theInternetorexternallyconnecteddeviceisnotalwaysreliableandshouldbeverifiedfor

accuracybeforeuse.AnyfilesdownloadedfromtheInternetmustbescannedwithschool
systemvirusdetectionsoftwarebeforebeingopened.AllCCPSrelatedfilesshouldbestored
onapprovedonlineorinternalresources.
2.6ConfidentialInformation:Employeesmayhaveaccesstostafforstudentinformationthat
isconsideredconfidentialasrelatedtotheirjobresponsibilities.Employeesmayuseemail
tocommunicateconfidentialinformationinternallytothosewithaneedtoknow.Suchemail
shallbemarked"Confidential.Forpurposesofthispolicy,confidentialinformationisdefined
as:
oProceduresforcomputeraccessandpasswordsofCCPSusers,program
manuals,usermanuals,orotherdocumentation,screen,file,ordatabase
layouts,systemsflowcharts,andalldocumentationnormallyrelatedtothe
designorimplementationofanycomputerprogramsdevelopedbyCCPS
relatingtocomputerprogramsorsystemsinstalledforinternaluse.
oListsofinformationaboutpersonnelseekingemploymentwithorwhoare
employedbyCCPS.
oInformationrelatingtoCCPSresearch,development,purchasingand
marketing.
oTransmissionofinformationthatisconfidentialunderCCPSpolicy,state
orfederallaworregulations.
2.7Networkusersmustkeeptheirnetworkstoragewithintheprescribedlimitssetbythe
DepartmentofTechnology.ThisstorageiscommonlyreferredtoasaHomedirectoryorU:
drive.Thisfolderisforworkrelateddataonlyandnotforpersonalfiles.Applicationsor
programsshouldnotbeinstalledorstoredinthislocation.Filesthatdonotmeetthe
acceptablecriteriamaybedeletedwithoutnotificationbytheDepartmentofTechnology.
2.8NetworkstorageforretiringCCPSemployeesoremployeesleavingtheschoolsystem
willbedisabledand/ordeletedonthelastdayofemployment.
2.9Unauthorizeddevicessuchaswirelessaccesspoints,wirelesshotspots,hubs,orrouters
areconsideredroguedevicesandmaynotbeused.Suchdevicesmayinterferewiththe
CCPSnetworkWAN/LAN.Additionally,usersshouldnotpluginanynetworkcableswithout
consentfromtheDepartmentofTechnology.
2.10TheDepartmentofTechnologyonlyallowsconnectingpersonaldevices,i.e.,iPhones,
iPads,Androidsmartphones,totheCCPSEdNetorwirelessnetwork.TheCCPSEdNet
wirelessnetworkisdesignedtobeseparatefromtheCCPS"secure"network.
2.11Confidentialorsensitivedata(studentdata,SocialSecuritynumbers,employeedata)
belongingtoCCPSmustnotbecopiedtoexternalstoragedevices.

3.Software
3.1SoftwarepiracyisbothacrimeandaviolationofCCPSElectronicCommunications
Policy.
3.2Employeesshallusesoftwarestrictlyinaccordancewithitslicenseagreement.Unless
otherwiseprovidedinthelicense,theduplicationofcopyrightedsoftware,exceptforbackup
andarchivalpurposesbydesignatedadministrativepersonnel,isaviolationofcopyrightlaw.
3.3CCPSdoesnotcondone,andprohibits,theunauthorizedduplicationofsoftware.
Employeesillegallyreproducingsoftwareshallbesubjecttodisciplinaryaction.Employees
illegallyreproducingsoftwaremaybesubjecttocivilandcriminalpenaltiesincludingfines
andimprisonment.
3.4Anyemployee,whoknowinglymakes,acquires,orusesunauthorizedcopiesof
computersoftwarelicensedtoCCPS,orwhoplacesorusesunauthorizedsoftwareonCCPS
premisesorequipment,shallbesubjecttodisciplinaryaction.
3.5EmployeesshallnotinstallpersonalsoftwareonCCPScomputers.
3.6EmployeesshallnotcopysoftwarefromCCPScomputersystemforinstallationonhome
orothercomputerswithoutpriorwrittenauthorizationfromtheDepartmentofTechnology.
3.7InuniquecasesthatrequireanemployeetousesoftwareathomeCCPSwillpurchase
anadditionalcopyorlicense.Anyemployeeissuedadditionalcopy(s)ofsoftwareforhome
useacknowledgesthatsuchadditionalcopy(s)orlicense(s)purchasedforhomeusearethe
propertyoftheCCPS.Employeeswhoarerequiredtousesoftwareathomeshallcontact
theDepartmentofTechnologyorappropriatedepartmentthatmaintainsthelicenseto
determineifappropriateforhomeuse.
3.8Employeeswhosuspectorbecomeawareofsoftwaremisuseshallnotifyschool
administrationortheDepartmentofTechnology.
3.9NotechnologysoftwarepurchasescanbemadeexceptthroughCCPSpurchasing
procedures.TheDepartmentofTechnologyshallbesentatechnologyjustificationform
priortopurchase.
3.10Freeware,thirdpartysoftware,oranyothertypeofsoftware,obtained,downloadedor
purchasedisprohibitedfrombeingloadedonanyCCPSsystemwithoutthepermissionof
theDepartmentofTechnology.Thisincludes,butisnotlimitedto:screensavers,games,
weathersoftware,flashorJavacartoons/games/modules,FTPsoftware,remotecontrol
software,keyloggers,sniffers,musicplayers,filesharingapplicationsoranyothersoftware
orcomponentthathasthepotentialtomodifythesystemfromitsstandardCCPSoperating
systemconfiguration.

4.Hardware
4.1Thecomputer(laptops,notebooks,desktops,printers,smartdevicesetc.)and
peripheralsissuedtoaCCPSemployeeorstudentarethepropertyofCCPSandarefor
employeeand/orstudentuseonly.ThecomputerandperipheralsissuedtoaCCPS
employeeorstudentaretobereturnedimmediatelyifhe/sheisnolongeremployedor
enrolledbyCCPS.
4.2ThecomputerandnetworkresourcesareintendedforCCPSrelatedpurposesand
performanceofjob/classroomduties.Thetechnologyacceptableusepolicyappliestoboth
workandhomeuseofresources.
4.3TheuserisresponsibleforalltechnologyequipmentissuedbyCCPS.Technology
equipmentshouldbelockedandsafelystoredawaywhennotinuse.
4.4UsersshouldpromptlyreportstolenequipmenttotheTechnologyDepartment.Inthe
eventofnegligentlossordamage,CCPSreservestherighttochargeforreplacement
equipmentornottoissueareplacementcomputerorperipheral.Thestudentand
parent/guardianwillberesponsibleforthereplacementcostifthedeviceislostoris
damagedbecauseofintentionalmisuse.
4.5ConfigurationandSoftware.NoModificationsorconfigurationchangesaretobemade
tothecomputerexceptuponinstructionbytheDepartmentofTechnology.Nosoftwareisto
beinstalledonthecomputerexceptuponapprovalbytheDepartmentofTechnology.
ExpresslyprohibitedarepeertopeernetworkssuchasKazaa,LimeWire,BitTorrent,and
MorpheusoranysoftwareinstalledwiththesolepurposeofbypassingCCPS'ssecurity
policies.
4.6DevicesissuedbytheDepartmentofTechnologyaretobeusedasspecifiedbythe
signeduseragreementformpriortoreceivingthedevice.TheTechnologyDepartmentwill
notsupportthesedevicesforanyotherpurpose.
4.7StudentAccess.Studentsarenotallowedtousethelaptopsthathavebeenissuedto
educators.EducatorsshoulduseCCPSissuedlaptopstoconductbusiness.Laptopsshould
belockedwhennotinuseandshouldnotbegiventostudentstoperformclasswork.
Studentsshouldneverbegivenaccesstogradebookoranyotherstudentdatarecords.
5.Passwords
5.1Schoolsystempasswordsareconsideredconfidentialandshallnotbereleasedunless
directedbytheCCPSDepartmentofTechnology.
5.2SchoolsystemnetworkandemailpasswordsareinitiallyassignedbytheTechnology
Departmentandmaybechangedwithoutnotice.

5.3UserswillnotsharetheiruserIDandpassword.IftheDepartmentofTechnology
personnelmustsignontoausersaccount,andthepasswordisnotknown,thenthe
passwordwillberesettothesystemauthorizedpassword.
5.4Employeeemailandnetworkpasswordswillbechangedperiodicallyonaschedule
approvedbytheDepartmentofTechnology.
5.5Passwordsshouldbememorized.UserID(s)orpassword(s)shouldbesecured
includingthosekeptonmobiledevices.
5.6UsersshouldensurethattheyarenotbeingwatchedbeforeenteringaUserIDor
password.Usersareresponsibleformakingsuretheyavoidobviousshouldersurfingby
studentsorotherstaff.
5.7BeforeusingtheUserIDandpasswordonanonCCPScomputer,theusershouldmake
surethecomputeriswellprotected,freeofmalwareorothersoftwarethatmightallowfora
breachofsecuritysuchaskeystrokeloggers.
5.8Failedloginsessionswillbeterminatedandtheaccountlockedoutafteraspecified
numberofunsuccessfulattempts.AccountreinstatementisatthediscretionoftheCCPS
DepartmentofTechnology.
5.9Userswillnotusespecialprogramstologin.Specialprogramsinclude,butarenot
limitedto,batchfiles,automaticloginscripts,softwaremacros,terminalfunctionkeysor
othersoftware.
5.10Apasswordshallbechangedifitissuspectedthatithasbeendisclosedtoanyone
besidestheauthorizeduser.
5.11UsersarerequiredtoregisterwiththeDepartmentofTechnology'sselfserviceportalto
managetheiraccountsincaseofforgottenpasswordsorlockedoutaccounts.
5.12PasswordsarethepropertyofCCPSandnottheuser.
6.NetworkSecurity
6.1Alldesktops,servers,laptops,oratriskoperatingsystemswillhavethesystemdefault
antivirussoftwareinstalledandhavecurrentvirussignatures.
6.2Usersshallnotdownloadanyfilesand/orprogramsfromunknownsources.
6.3Usersshallnotopensuspiciousornonjobrelatedattachmentsorlinks,eveniftheywere
sentbyafriend,familymember,orcoworker.
6.4Usersshallmakeeveryefforttoensurethatallexternallyconnecteddevicesarefreeof
bothvirusesandmalware.

6.5Usersshallnotdownloadupdates,ServicePacks,oranysoftwarethatmightmodifythe
currentoperatingsystemornetworkenvironmentunlessdirectedbytheDepartmentof
Technology.
6.6Ifastandalone(nonnetworked)machineisused,themachinemustrunthedefault
CCPSantivirussoftwareinstalledandhavecurrentvirussignaturesmanuallyapplied.
6.7ItistheresponsibilityofemployeesandvendorswithVPNprivilegestoensurethat
unauthorizedusers,i.e.,family,coworkersand/orfriends,arenotallowedaccesstoCCPS
internalnetworks.
6.8VendorswithauthorizedVPNaccessshallbeaskedtosignanagreementformprovided
bytheDepartmentofTechnology.
6.9Dual(split)tunnelingisnotpermittedonlyonenetworkconnectionisallowed.
6.10ByusingVPNtechnologywithpersonalhomeequipment,ausershouldunderstandthat
theirmachinesareadefactoextensionoftheCCPSnetwork,andassucharesubjecttothe
samerulesandregulationsthatapplytoCCPSownedequipmentasrelatedtoschool
systemjobresponsibilities.
6.11Anyemployeefoundtohaveviolatedthispolicymaybesubjecttodisciplinaryaction,
uptoandincludingremovalofVPNaccess,removalofCCPSnetworkaccessandpossible
terminationofemployment.
7.BackupandRecovery
7.1Backupdatawillbestoredinmultiplesecurelocations.
7.2Nonemaildataisbackedupdaily.Useremailthatisdeleted,bytheuser,willonlybe
retainedfor30days.
7.3Email(ExchangeInformationStore)dataisbackedupdaily.Emailbackupsarekept
for30days.Emailrecoveryisonlyavailablefordisasterrecoverypurposes.Individual
mailboxrestoresarenotavailable.
7.4Fundaccountingbackupsarerunonadaily,weekly,monthlyandayearlyrotation.
Relateddataisstoredinmultiplesecurelocations.
7.5Productionofemailpursuanttoopenrecordsrequestsisnotpossible30daysafterthe
userdeletestheemailfromtheirExchangeMailbox.Olderdatathathasnotbeendeletedis
stillavailableforproductionpursuanttoopenrecordsrequestsorotheroperationoflaw.
7.6AnyemployeeofCCPSwhocreatesanelectronicdocumentmustreviewsaiddocument
forcontent.OnceadeterminationhasbeenmadethatthedocumentissubjecttoPublic
Recordslaw,theemployeeshouldthencausetherecordtobestoredaccordingtothispolicy
byeitherprintingorfilingahardcopy.

7.7EmployeeDataonLocalMachine.CCPSisnotresponsibleforlostorcorrupteddatain
theeventofahardware/softwarefailureorusererror.Onlydataonthe"Udrive"isbacked
up.Itistheresponsibilityoftheusertomaintainabackupofhis/hercriticaldataonCCPS
equipment.
8.InternetResources
8.1UserswilluseappropriatelanguageontheInternet.
8.2Userswillnotaccessortransferinappropriatematerials.Internettrafficismonitoredand
abuseswillbereported.
8.3Userswillrespectandupholdcopyrightlaws.
8.4Downloadinggames,videofiles,audiofilesorrunningstreamingmediawithout
educationalvalueandwithoutapprovalfromtheDepartmentofTechnologyisprohibited.
Streamingmediaisbandwidthintensiveandcannegativelyaffectimportantinternetbased
applicationsifnotusedproperly.
8.5InternetcontentfilteringismaintainedincompliancewiththeChildren'sInternet
ProtectionActregulations.Noattemptshouldbemadetocircumventthedistrict'scontent
filteringsolution.ContacttheDepartmentofTechnologyshouldyouneedaccesstoasite
currentlyblockedbythefilter.
9.WebResources
9.1Schooland/orTeacherwebsitesmayNOTpublishphotosonpageswithoutconsentfrom
allindividualsandtheirparents/guardians.
9.2TeachersmaynotlinktotheirownpersonalpagestopagesassociatedwithCCPS.
9.3Nostudentemailaddresses,homeaddressesorphonenumbersshallbeonanyweb
pages.
9.4NomarketingoradvertisingmaybedoneonTeacherorSchoolwebsitesexceptfor
PartnersinEducation.
9.5Teachers,webmastersandPrincipalsassumeallresponsibilityforallcontentdisplayed
withintheschools'andtheteachers'websites.
