One may call this a project definition document that also

delves into the details
A large project, such as in the infrastructure sector,
requires a number of sub-definitions on various issues and
these are reflected in it
It is also the last step before execution / contract
agreement for execution
A typical DPR preparation would follow the sequence
Conception / Planning
Feasibility Study
Preliminary Project Report
Detailed Project Report

Detailed Project Report (DPR) Preparation

A DPR deals with, in a zoom-out perspective,

The objective and the roadmap to reach it
Data identification, collection, investigations, and analysis
traffic, geo-technical, hydrological, socio-economic,
environmental, utilities
Detailed design and drawings; construction issues
Social and environmental issues
Rehabilitation and Resettlement issues
Economic, financial analysis
Cost estimates
Tender documents
Project structuring (particularly for PPP mode of execution)
Detailed Project Report (DPR) Preparation

Preparation of a DPR may include establishing technical,

economical and financial viability of a project
It typically contains sections on the following matters, give
or take a few depending on the particulars of a project
Surveys and investigations
Traffic estimation, modeling and analysis
Technical specifications, reference documents
Highway design, pavement design
Provision of service roads, interchanges/intersections, grade
separated structures
Bridges, cross drainage structures

*- rehabilitation and upgrade of an existing road (NH) is taken as the typical project here

Detailed Project Report (DPR) Preparation

A number of issues are either coming to the fore or

gaining strength in major infrastructure projects
Technological
Sharper focus on new materials and structural systems
Fast-track construction
Efficient resource utilization

Environmental - Green credentials

Carbon emissions in construction, operation & maintenance
The three Rs Recycle, Reuse, Reduce
Revenue generation through CDM (or its successor)

Detailed Project Report (DPR) Preparation

Social
Indigenous people, poverty alleviation
Inclusive development (concessional access or waiving of toll charges, say)
Participatory mechanisms (shift from share holder perspective to stake holder
perspective)

Sustainability
Growth through development
Local materials, local labor
Life line facilities
Life cycle costing
Asset management

It is not the case that the above are new issues; but the
force of their impact in coming times would indicate a
paradigm shift
