Background: INOVASI is an ambitious four-year (with the possibility of an extension for another four), AUD
49 million program. It will collaborate closely with the GOI at the district, provincial and national level to
develop and implement action-oriented research and pilots to answer the broad question: What works to
improve student learning outcomes in Indonesia? It will focus on three sub-topics of investigation: the quality
of teaching in the classroom, the quality of support for teachers, and learning for all.

It is managed by Palladium on behalf of DFAT, and formally started on 18 January 2016. In doing so, it will
be guided by and work in partnership with MoEC and DFAT. Consultation among all of these partners in
INOVASI will be ongoing and regular, on both a planned and ad hoc (on demand) basis throughout the life of
the Program at national, province, district, sub-district, school and community levels. For district and below,
INOVASI will need a coordinator who is responsible for consultation with local government and other
education related stakeholders.

The District Officer is a member of the INOVASI team at the Provincial Office. She/he is responsible for
overseeing of the INOVASI project implementation in district level and below, including maintain good
relationship with related stakeholders and local government. This position reports to the Provincial Manager.
She/he will be proficient in applying skills in negotiation, coordinate and facilitate training, post training and/or
meeting in district level, closely working with M&E Specialist in order to provide valid and complete data.

Purpose of the Position: The District Officer will be a full-time member of the Provincial Management
Team in coordinating the plan and implementation of INOVASI particularly (but not limited to) at the district,
sub-district, cluster, school/madrasah and community levels.

Duties: Under the direction of Provincial Manager, the District Officer will (but not limited to) support the
following management units at both province and national levels:

1. Supports Provincial Management team in planning and facilitating meetings with local governments,
schools, and other institutions to support INOVASI programs.

2. Providing ongoing support for community, schools, school clusters, districts and other institutions in
implementing INOVASI programs through scale out.

3. Organizing, planning, implementing, evaluating and reporting on activities related to strategic


planning and financial analysis and in annual planning and budgeting.

4. Supports the implementation of various school, cluster, sub-district and district based activities
relating to the INOVASI programs.

5. Arranging M&E visits to schools, communities

6. Identify where and how primary district stakeholder groups can be involved in MEL activities and
facilitate provide training and support as required

7. Supporting the M&E Officer to collect and verify data when requested

8. Support the identification of potential case studies for the annual performance evaluation

9. Obtain data on schools and communities from district level EMIS, district offices (education,
planning, census), and sub-district offices.

10. Obtain permits to visit and collect data from schools

11. Verify administrative data by contacting or visiting schools when requested

12. Liaise with local research institutions when requested.

13. Provide thorough information updates on the current educational situation in the district that is
related to basic education and the design, piloting and implementation of program activities

14. Support the design, piloting, and implementation program of activities within districts as guided by
Education Program Development Team members

15. Arrange visits and meetings to district and sub-districts government, schools, and relevant local
communities as advised by the INOVASI Mataram Office

16. Assist in identifying good models (e.g. teachers, principals, schools, clusters, etc.) within the district
that have the potential to be scaled out to other schools.

17. Works closely with other DFAT funding programs and activities at district level.

18. Develops relations with other related projects operating in the same district

19. Other duties as may reasonably be expected by the Provincial Manager.

Qualifications and Experience: The District Officer will possess the following qualifications and
experience:

I. Have a minimum of S1 degree, preferably in education or social science;

II. Have a good knowledge and understanding on local context and complexities;

III. Have at least last five years of work experience in the school/madrasah and community
development;

IV. Have at least five years of experience in decentralized basic education development, particularly in
the area of school planning, finance and reporting; or in other education projects funded by DFAT or
other international donors.

V. Ability to effectively organize, prioritize tasks, and work well under pressure to meet deadlines

VI. Have good work ethic and strong desire to complete tasks in a timely manner

VII. Ability to establish and maintain good working relationships with the supervisor and INOVASI team
members

VIII. Ability to work in the team and independently

IX. Have capacity to establish and/or extend district network;

X. Respect to individual and ability to appreciate international diversity and ability to establish good
working relationships with local, national and international partners;

XI. Have Basic English proficiency.

XII. Computer literate and master the following software packages: Microsoft Word, and Excel and e-
mail;

XIII. Reside in, or willing to relocate to, the districts where INOVASI program is implemented in NTB (i.e.
Bima, Dompu, Sumbawa, West Sumbawa Barat, Central Lombok, North Lombok Districts);

XIV. Willing to collaborate with local, national, or international NGOs funded by Australian government or
other funding agencies.
