The National Association of Government Defined Contribution Administrators (NAGDCA) is an organization


of state and local government plan sponsors and service providers of supplemental defined contribution
retirement plans. NAGDCA is offering an exciting opportunity for a management professional to engage in
a two-year placement to assist in developing its organizational resources and executing its mission to serve
its members in creating retirement income security for state and local employees.

PLACEMENT OVERVIEW

Project Context

NAGDCA is an association of state and local government defined contribution


plan administrators and service providers. NAGDCA is presently governed by an
all-volunteer Board and executes an assortment of projects and initiatives through
an all-volunteer committee structure. NAGDCA has service provider contracts
with an association management company and a legislative advocate.
NAGDCA presently has no staff directly employed by the organization.
The organization is growing in both size as well as its ambitions to provide greater
resources for its members. NAGDCA is looking to expand its organizational
resources in a gradual and deliberative way, consistent with both its available
financial resources, evolving considerations of organizational lines of authority,
and strategic priorities.

As a first step, NAGDCA is seeking a two-year full-time staff placement for an


Association Development Manager (ADM) to help in establishing priorities,
advancing key initiatives, and creating a longer-term plan for sustainable growth
and development. Among NAGDCAs current priorities are:

Supporting its key organizational initiatives, especially those which directly


relate to expanding its revenues and financial resources in a long-term and
sustainable manner.
Establishing greater oversight and management of its budget and long-
term financial planning.
Creating long-term planning for the ongoing development of its Annual
Conference, which is its most visible and valuable member benefit as well
as a primary source of the organizations revenue.
Creating a long-term plan for growing the resourcefulness and revenue
opportunities for its Perspectives in Practice benchmarking initiative,
which involves data management and distribution.
Supporting its various key committees to help ensure communications
consistency and adherence to organizational objectives.
Creating a long-term plan and specific strategies for growing its
membership from state/local plans and industry service providers.
Creating a long-term and sustainable plan for developing and overseeing
its contracted service provider relationships.
Creating a long-term plan for the development of informational and
educational content for its members.
Creating a long-term plan for the development of participant
engagement/informational materials that can be utilized by its members in
directly communicating to their plan participants.

Role Description

Beginning approximately March 1, 2017, the ADM will begin working with the
NAGDCA Board to assist with growing NAGDCAs financial resources, supporting
development of the Annual Conference, facilitating effective committee
adherence to organizational objectives, and refining/improving NAGDCAs
member communications. In connection with these responsibilities, this individual
will further assist NAGDCA with developing a marketing plan and marketing
materials to help grow NAGDCAs membership and in particular attendance at
the 2017 Annual Conference, including both governmental and industry members.

On a separate track, the ADM will assist the NAGDCA Board in developing and
expanding its data collection and benchmarking resources. The ADM will develop
marketing and communication materials for the purpose of educating
NAGDCAs members and stakeholders regarding the value and benefits of the
data. This may also include assisting with marketing subscriptions to the full data
set to organizations outside of NAGDCA.

The ADM will assist with a number of ongoing administrative duties, including
coordination of informational webinars, coordinating agendas for meetings,
preparation of certain documents and reports, and support of certain special
programs.

Finally, the ADM may also assist with long-term planning with respect to oversight
of NAGDCAs contracted service providers, long-term planning regarding
development of informational/educational content for its members, and
development of participant engagement/informational materials.

This position provides an opportunity for the selected individual to participate in


the presentation of NAGDCAs legislative priorities to key Federal elected and
appointed officials as part of the Boards annual advocacy efforts in Washington
D.C. These officials typically include U.S. Senators, members of the House of
Representatives and/or their key staff, and officials of the Departments of Labor
and Treasury. These visits typically take place in March or April of each year.
Further, this position provides opportunities to establish relationships with other
national organizations active in research and policy development within the field
of retirement.

The ADM can reside anywhere (preferably with access to a major airport).
NAGDCA is a national organization with rotating leadership from member
state/local agencies across the country. The management association is located
in Lexington, Kentucky. The legislative advocate is located in Washington D.C. The
2017 President is located in Los Angeles, California.

Prospective Responsibilities

NAGDCA is conducting this placement on a temporary basis so that it can assess


the degree to which it may have the resources and find it desirable to establish a
multi-year or permanent staff support position (the role, responsibilities and title of
which would be defined at a future point in time, following its assessment).
NAGDCA will conduct a mid-placement assessment to determine whether it
wishes to continue the Association Development Manager position beyond the
two-year placement and refine the positions future title and responsibilities.

Qualifications

Self-motivated, goal-oriented entrepreneurial leader who is an


independent thinker, resourceful in developing novel solutions to complex
problems, persistent in obtaining data and information, and able to create
direction and movement within potentially challenging environments and
situations
At least 15 years professional experience (which could include experience
in management, program management, communications and marketing,
data analysis, or policy development)
Ability to assist developing and marketing those resources most impactful to
growing organizational resourcefulness, membership and revenues
Ability to quickly gather and assimilate information regarding organizational
mission and objectives
Strong record of successfully engaging a variety of stakeholders across
cross-functional team-based structures
Ability to relate to a wide variety of diverse audiences with varying goals
and motivations
Ability to synthesize complex information into clear, well-considered,
concise recommendations
Superior critical thinking and analytical skills
Exceptional written and verbal communication skills
Exceptional communications and marketing skills
Prior experience working in the retirement field is not required
