1. DESIGN ANALYSIS CIVIL

1.1. OVERVIEW

The Chachapoyas Emergency Operations Center (EOC), Disaster Relief


Warehouse (DRW & Helipad is part of the National Institute of Civil Defense
(Instituto Nacional de Defensa Civil-INDECI) effort to offer immediate response
to natural disasters, and to minimize their impacts in an efficient manner. To
work properly the building includes: the EOC facilities in the first floor to provide
an effective working environment for the organization of tasks and the Disaster
Relief Warehouse and Helipad in the ground floor to reinforce emergency
response during any eventuality.

1.2. LOCATION
The project site is located in the city of Chachapoyas Peru. Chachapoyas is
the capital of the Chachapoyas Province and also capital of the Amazonas
Region, Peru. The city is located at 6 13 54 South Latitude and 77 52 08
West Latitude at an approximate elevation of 2360 m above the sea level and
an approximate population of 30.000 habitants. Chachapoyas is located to the
northeast side of Peru in the plain of the Utcubamba River Hydrographic
System, affluent of Maraon River. Seismic activities are usually very rare,
seismic zone class 2. Is a city mainly touristic and agricultural activities, is a
cultural center which gathers gastronomy, customs, cosmovision, art and
historic references of the Peruvian Sierra.

1.2.1. Access

Taking as starting point the city of Lima by Panamaricana Norte Road until
Chiclayo city, we continue the route by Fernando Belaunde Road until
arrive to Pedro Ruiz city, in an interjection turn right we will arrive at only
57 Km. to Chachapoyas city. Total dist. 1206.5 Km in 19 hours.

until arrive to Pedro Ruiz city, in an interjection turn left we will arrive at 57
Km. to Chachapoyas city. Total dist. 361 Km. in 08 hours.

1.2.2. Weather and Temperature

The city has a mild climate; with most precipitations between december
and april, the average temperature is 18C and a temperature range
between a maximum of 23C and a minimum of 13C.

1.2.3. Topographic vulnerability

The property has a mostly ondulating terrain with difference levels of


1,00 meters in some areas (See Topographic survey C-101).

1.3. BOUNDARIES AND PERIMETER

The ground is a regular polygon, it is important to highlight that the measures of


the plot site perimeter for the EOC / DRW Chachapoyas are 522,00 m, there is
no perimeter fence, it is boundary by the physiographic characteristics of the
zone like depressions, cliffs and vegetation in the area.

1.4. GRADING PLAN

For the grading plan is showing the existing and proposed topography. The
outside of the structure is shown with elevations in each building corner and the
elevation for each floor level is indicated.

According to topographic survey contours levels are indicated from


+2447,00mosl to 2455,00mosl, so there is a level difference of 8,00m from the
main front to the back side of the plot site.

The existing topography is configured to achieve a slope and drainage swale in


direction of ground slope. It is important to mention that level +2451,28mosl is
considered in architectural drawing as level +/-0.00. According to this reference
level is defined the grading plan, and configuring the final floor levels for the
structures part of the project. Considering the cut and fill of terrain to set the
final grading levels indicated in the grading plan drawing.

2. DESIGN ANALYSIS - ARCHITECTURE

2.1. OVERVIEW

The Chachapoyas Emergency Operations Center (EOC) & Disaster Relief

The EOC is located in the second floor and includes: EOC Directors office plus
bathroom, Holding area, the recepcin, Communications room, Server, a
dormitory with bathroom and closet by the communications room, Break room,
Operations room, Male and Female bathrooms, Humanitarian assistance,
Conference room, Press room and Corridors.

The Disaster Relief Warehouse in ground floor includes: the EOC main entry,
guard post, the reception, Warehouse Directors office, Holding area, Male and
Female bathroom, Storage area, Mechanical area where the 100 KVA electric
generator is, the facilities also include a fire protection mechanical room under
the tower with elevated water tank over it (35.00 m3 capacity).

2.2. SITE LOCATION

The property is located by Chachapoyas city; approximately 0,5 Kms to the


south side of the city, currently the property are free.

The property has a mostly flat terrain with difference levels of 1,00 meters
in some areas.

The city has an equatorial weather, which is warm and humid; with
precipitations most of the year without a dry season, the average temperature is
18C and a temperature range between a maximum of 23C and a minimum

of 13C. Currently, the storm drainage consists of superficial runoff flow. The
project shall include gutters, vertical downspouts, storm chambers, storm drain
canals and piping to evacuate storm water outside of the facilities.

2.3. PROJECT DESCRIPTION

The Contract Design and Build of the project Emergency Operations


Center (EOC) and Disaster Relief Warehouse (DRW) at Chachapoyas, Peru:

2.3.1. Emergency Operations Center

This facility includes: The EOC main entry, EOC Directors office,
Communications room, Server, a dormitory with bathroom and closet by
the communications room, Break room, Operations room, Male and
Female bathrooms, Storage, Humanitarian assistance, Conference room,
Press room and Corridors.

2.3.2. Disaster Relief Warehouse in ground floor

This facility includes: The reception, Warehouse Directors office, Holding


area, two Restrooms, Storage area, Mechanical area where the 100 KVA
electric generator is, the facilities also include a fire protection mechanical
room under the tower with elevated water tank over it (35.00m3 capacity).

2.4. SCOPE OF WORK

The scope of work for this project is as follows: Pedestrian and vehicle access
gates (electric operation), Guard post which operates and controls the
pedestrian and vehicle entrance gates (trough remote control), , lightning rod
(on top of elevated water tank), electric generator (100KVA), pedestrian access
corridor (42m2), hot water with tank water heater for bathrooms and a deep
water well (50 meters of depth) with pumping system. The project also includes
the construction of approximately 290 meters of perimeter fencing and the steel
reinforced mortar pavement for the truck maneuver area and parking area
(approximate area of 855m2).

Electric generator, elevated water tank and sewer water treatment system shall
have enough capacity to bare EOC and DRW and future SAR facilities
demands.

2.6. BULDING SYSTEMS AND FINISHES

2.6.1. Roofing
The roof shall be trapezoidal metallic panels or approved equal over metallic
roof framing (curved shape). Roof slopes shall be as required from codes and
standards for metallic panels.

2.6.2. Steel structural members

All steel structural members, whether pre-engineered or not, shall have a


factory applied primer finish with the exception of surfaces embedded in mortar,
surfaces to be field welded and surfaces to be high-strength bolted with slip-
critical connections.

2.6.3. Wall Finishes

a) Exterior wall finishes. All exterior walls shall be plastered and painted
with an elastomeric or epoxy coating to the specified color(s). Those
surfaces receiving an elastomeric coating finish must be primed
according to the manufacturers recommendations.

b) Interior wall finishes. All Interior walls shall be plastered and painted;
color shall apply to the entire wall surface. Items not specified in other
paragraphs shall be painted to match adjacent wall surface. Wall
materials shall be provided in accordance with the following and in
locations indicated on the criteria drawings schedules:

o Paint: In general, provide latex, eggshell finish paint.

o Ceramic Tile (only for bathrooms): Glazed or matte finish class II


durability white body base, installed with dry-set mortar or latex-
Portland cement mortar method.

2.6.4. Floor finishes

Flooring materials shall be provided in accordance with the following and in


locations indicated on the criteria drawings schedules:

a) Finished mortar: Float mortar for technical areas (Mechanical room, fire
protection mechanical room and storage areas) and exteriors. Clear
sealed with two heavy coats.

b) Ceramic Tile: Glazed porcelain impact resistant ceramic tile for main
building offices, bathrooms, first floor circulation areas and guard post.
Installation of all ceramic tile floors shall be dry-set mortar or latex-
Portland cement mortar. Tiles shall be for heavy duty traffic.

c) Ceramic tile Base (for ceramic tile flooring areas, except bathrooms):
Glazed or matte finished, class II durability base to match wall color.
Install tile using dry-set mortar or latex-Portland cement mortar method.
Base shall be top-set cove type and match floor and wall tile color.

2.6.5. Window framing

Window framing shall be aluminum framing. All windows shall include


galvanized insect screens and metal bars security grates.

2.6.6. Exterior doors and frames

All exterior doors shall be aluminum and metal frames. All interior doors shall be
wood with metal frame. All doors shall be 2.20m minimum in height. Doors shall
include heavy duty accessories for door handles.

2.6.7. Public toilet rooms

Provide ceramic tile floors with a slope to floor drains. Toilet room walls shall be
ceramic tiles.

2.6.8. Toilet accessories


Toilet accessories shall be provided at all sink and toilet fixture locations. At
each toilet provide a two roll drop down toilet tissue dispenser and a coat hook.

2.6.9. Piping

(Soil, Waste, Vent, Indirect and Rainwater) Sch 40 PVC with glued joints.

2.6.10. Heat and smoke detectors

Smoke detectors shall be provided for offices, bathrooms and Guard post, at
least one sensor per room. Heat detectors shall be provided for technical areas
and/or facilities where smoke may be available, like. Mechanical room, Fire
protection mechanical room and storage areas; heat detectors shall be
regulated to 50C to activate the alarm.

2.6.11. Emergency light system

Emergency light system will be applied all over the main building with a
minimum of one piece per room, preferably by rooms exit door.

2.6.12. Pedestrian access gate

Contractor shall install electric pedestrian gate to be operated and controlled


remotely by the security personnel in the guard post.

2.6.13. Vehicle Access Gate

An electrically operated vehicle gate for large trucks shall be implemented


(approximate width of 7 meters); this gate shall be operated and controlled from
Guard Post.

2.6.14. Trucks maneuver area

A truck maneuver area (concrete pavement) shall be constructed to provide a


comfortable space for trucks and vehicles, the maneuver area will be
approximately 785m2.

2.6.15. Pedestrian access corridor

A new reinforced mortar pedestrian corridor to main building shall be


constructed.

2.6.16. Guard Post


The access to the facilities by pedestrian or vehicle access will be controlled by
the guard post to be constructed by the accesses in front of the property.

2.6.17. Hot Water

Hot water is required for all bathrooms; a tank water heater shall be installed for
EOC bathrooms and another one for DRW bathrooms.

2.6.18. Steel reinforced mortar

There is no gravel in the area for concrete elaboration; therefore, structures


shall be made out of steel reinforced mortar. Mortar mixing shall be 4 parts of
sand for every part of cement and shall have a minimum compressive strength
of 17.5 MPa.

2.6.19. Perimeter fence

Approximately 522 meters of perimeter fence shall be constructed out of a short


brick wall over foundation beam to prevent excavation under fence, galvanized
steel poling with footing to be the wire mesh binding . At the top of perimeter
fence shall be installed razor wire protection.
