Sukhobrishti Affordable LIG and MIG Housing Project

Overview
Shukhobrishti in New Town, Kolkata; the largest mass housing project in the country
today which attempts to provide affordable homes to all.

The project is initiated by West Bengal Housing Infrastructure Development Company


Ltd. (WBHIDCO) - a Government owned company, set up for the state infrastructure
development with a focus on New Town, Kolkata.

Shukhobrishti, the largest mass housing project in the country is developed by Bengal
Shapoorji Housing Development Pvt. Ltd. - a group company of Shapoorji Pallonji And
Co. Pvt. Ltd., one of the biggest names in construction and real estate industry in the
country today.

Developed on 150 acres of land, the township Shukhobrishti, aims to provide


affordable homes with facilities usually associated with high-end residential
complexes.

There are 20,000 apartments built exclusively for low and middle income group of
the society. Shukhobrishti has set a new benchmark in terms of quality and design
for the affordable housing segment. Keeping in view the aspirations of our
customers, a new 3BHK apartment is being introduced in this phase - again a very
first for the affordable housing segment in Kolkata.

Shukhobrishti once completed will be home to nearly 1,00,000 people. As per Urban
Ministry norms, this can be termed as a "B" class municipality. The first 5 phases of
Shukhobrishti are now complete, and is already home to about 7,000 families. And
now booking for the 6th phase is in progress.

With 73% of its area open to the sky, Shukhobrishti promises to be an abode like no
other. And with the Shapoorji Pallonji stamp of quality and trust, it is truly a dream
home.

Sukhobrishti Model of Affordable Housing and New Townships
THE GENESIS OF THE SUKHOBRISHTI PROJECT
WBHIDCO advertised for an expression of interest (EOI) from companies in 2005 to develop an area of 150 acres in Rajar Hat for
mass housing. The EOI published by the WBHIDCO mentioned that SPVs or JVCs could apply provided they had an average annual
turnover of Rs 200 crore or more in the relevant field during the last four years.
Out of the companies who applied, Bengal Shapoorji Housing Development Pvt. Ltd., the highest scoring bidder was selected.
Bengal Shapoorji is a part of the Shapoorji Pallonji group, a leading construction company in the country.

MODEL SPECIFICATIONS
The Left Front Government of West Bengal allotted the 150acre plot to the Shapoorji-Pallonji Group on a cross-subsidization
scheme in which WBHIDCO decided that the preferred bidder for the project would be offered 50 acres of land in the New Town
at a sub-market price.
The contractor would be free to engage in any profit-making real-estate business in this land subject to the condition that he
would not wait to generate profits from here before starting the construction of Sukohbrishti.
Work on Sukhobrishti would have to run concurrently. Bengal Shapoorji plans an IT/ ITES industry in the 50 acre complex that was
given as an incentive to them. This is a combination of a cross-subsidization and a public leverage model wherein the
construction company is incentivized to use the revenues generated from the 50 acres given for real estate development to
cross-subsidize the LIG and MIG units.
By giving Bengal Shapoorji the 50-acre land at a rate lower than the market price, the government has used public funds as a
mode of subsidy. The timescale of operations is medium term, and closed-ended. In this case IT/ ITES industry, a focus of the
Government of West Bengal also benefits from this strategy.
By doing this, the government has encouraged and induced private sector decision makers to align with public policy goals. Public
leverage has a particular significance in regeneration strategies for disadvantaged communities, and the WBHIDCO has
appropriately used Bengal Shapoorji as the means for realizing the goal of low-cost housing for the masses.
The Sukhobrishti model demonstrates a viable strat-egy by which state governments can build new townships without incurring
huge costs and provide housing complexes with civic amenities at prices affordable to emerging middle class families.

projects.

And as per our opinion, the Government of West Bengal along


with Shapoorji-Pallonji Co. should take steps towards habita-
ting the EWS part of the society and make Sukhobrishti for
everyone.
