ANALYSIS
The barangay chairman(s)were informed of the said meeting
but it was his/her prerogative to attend or not to attend. In this
light, most barangay chairman(s) attended the emergency
meeting for the preparation of the upcoming typhoon,
however, one of them did not attend the said emergency
meeting. Although both sets of Chairman are doing their
obligations, still the mere fact that they had a different
response to the call of the CDRRMC to attend the meeting
marks the difference of the priorities that each of the sets
have. In this light, although the first set of Chairman assumed
that he has completed his obligation as a chairman but he did
not attend the meeting entails his resistance to the higher
authority - CDRRRMC. This resistance rippled to the
subordinates or the respondents because the chairman was
not able understand the gravity of the situation he was not
able to back-up the SOP protcol of their barangay which could
have lead them to evacuate. On the part of the barangay
chairman who attended the meeting, although they were able
to picture out the gravity of the situation the problem now
arise in the dissemination of the information. Base on the data
gathered, the information was not carried out in a way such
that the people could also understand the gravity of the
situtaion.
ANALYSIS
The information on the forced evacuation was
announced during the emergency meeting. The
chairman(s) who attended the meeting knew that
there would be a forced evacuation and quickly
acted, however, the chairman who did not attend
the meeting was not aware that there would be a
forced evacuation. This entails that the chairman
knew that the coastal residents need to evacuate
but limited himself to those residents who resides
on the 20-meter no build zone because he was
not able to acquire the information that would
have alarmed him of the intensity of the
typhoon. On the part of those chairman who
attended the meeting, although they were able to
hear about the intensity of the typhoon they had
trouble in understanding the information given to
them. Thus, the information given to the people
were insubstantial that led to misinterpretation.
Bottomline, the failure of those in the top tier of
the government lead to a domino-effect on how
the informants at lower tier of the government
 acted, however, the chairman who did not attend
the meeting was not aware that there would be a
forced evacuation. This entails that the chairman
knew that the coastal residents need to evacuate
but limited himself to those residents who resides

Most of the respondents did not
evacuate even if they were given the
evacuation order due to the following
grounds; (1) they don't have any
experience in evacuating, (2) they
were not forced to evacuate, (3) the
information of evacuation was
delayed that the respondents did not
have enough time to evacuate, (4)
they were afraid that if they evacuate
they will lose their properties. In
addition, some of the respondents
did not evacuate because they saw
that the evacuation center could no
longer accomodate them. These
intances reflect that the government
was not able to properly carry out the
evacuation protocols which indicates
that they were not able to conduct
the people to the right disposition of
the residents to evacuate.

Most of the respondents did not

evacuate because although they
were aware of the evacuation order,
they were not forced to evacuate by
the authorities. For the respondents ,
forced evacuation means (1) the
government officials would go house-
to-house to tell them to evacuate, (2)
the information about the forced
evacuation should be disseminated
earlier, (3) there should habe been a
sense of urgency on how they
announced the evacuation. This
reflects the idea that the government
had its inconsistencies in
disseminating the information
necessary for their constituents to
heed evacuation orders. In this light,
it is not necessary that there is an
actual act of rejection of the people
towards the government; however,
resistance is manifested on the
people's response to the evacuation
orders - not evacuating.

The respondents-barangay official

relatioship is a significant indicator in
determining the resistance among the
respondents because they felt close
relations to the authority.This close
relations motivated the people to follow
the orders of the authorities. In relation to
the gathered data, respondents felt that
their leaders are giving more attention to
those individuals who are politically
aligned with their interests. This reflects
the idea that those in government, ruled
by their interests, provide serivces
depending on the relationship that they
have towards that individual. This
entailed resistance to those people who
are not politically and cordially in line with
the current administration because they
are not informed as much as those in close
relatonship as the present administration.
This constitutes the people's resistance to
the person in authority.
