but it was his/her prerogative to attend or not to attend. In this
light, most barangay chairman(s) attended the emergency
meeting for the preparation of the upcoming typhoon,

the government lead to a domino-effect on how
the informants at lower tier of the government

evacuate because although they
were aware of the evacuation order,
they were not forced to evacuate by
the authorities. For the respondents ,
forced evacuation means (1) the
government officials would go house-
to-house to tell them to evacuate, (2)
the information about the forced
evacuation should be disseminated
earlier, (3) there should habe been a
sense of urgency on how they
announced the evacuation. This
reflects the idea that the government
had its inconsistencies in
disseminating the information
necessary for their constituents to
heed evacuation orders. In this light,
it is not necessary that there is an
actual act of rejection of the people
towards the government; however,
resistance is manifested on the
people's response to the evacuation
orders - not evacuating.

ANALYSIS

The respondents-barangay official


relatioship is a significant indicator in
determining the resistance among the
respondents because they felt close
relations to the authority.This close
relations motivated the people to follow
the orders of the authorities. In relation to
the gathered data, respondents felt that
their leaders are giving more attention to
those individuals who are politically
aligned with their interests. This reflects
the idea that those in government, ruled
by their interests, provide serivces
depending on the relationship that they
have towards that individual. This
entailed resistance to those people who
are not politically and cordially in line with
the current administration because they
are not informed as much as those in close
relatonship as the present administration.
This constitutes the people's resistance to
the person in authority.
