OFFICE ORDER NUMBER 58-89

SUBJECT: Decentralization of Certain Licensing Functions of the Commission.

Pursuant to Act 3846, as amended, and Executive Order No. 546 dated 23 July 1979 and in order to enhance the
effectiveness of the Commission in the enforcement of radio laws and regulations, some licensing functions of the
Commission relative to the issuance of certain permits, licenses and certificates are hereby decentralized thereby
authorizing/empowering all Regional Offices to make final action on the same within respective jurisdiction, to wit:

For Fixed/land Mobile Services:

1. Issuance of permit to transport radio equipment


2. Issuance of new/renewal radio station license
3. Minor modification of the particulars of the radio station license
4. Extension of the effectivity of the permit to purchase (not more than two extensions)
5. Extension of the effectivity of the radio construction permit (not more than two extensions)
6. Renewal of Dealer's and Manufacturer's Permit
7. Issuance of permit/license in the Special Radio Authorization Service
8. Issuance of permit/license in the Personal Radio Service

For Safety and Special Services:

1. Renewal of license/permit for ship stations


2. Renewal of license/permit for aeronautical and aircraft stations
3. Minor modification of the particulars of the radio station license
4. Renewal of license/permit for paging stations
5. Issuance of permit to purchase additional equipment for maritime stations
6. Issuance of license/permit for fishing boats and their corresponding private coast station
7. Issuance of permit to possess and operate radio transmitters and transceivers with output power of 100 milliwatts or
less
8. Renewal of license/permit for private coast stations
9. Issuance of license/permit, except repeater radio station, in the Amateur Service
10. Issuance of permit to transport radio equipment
11. Extension of the effectivity of the permit to purchase (not more than two extensions)
12. Extension of the effectivity of the radio construction permit (not more than two extensions)

For Radio Operators and Training Schools:

1. Renewal of license/permit for radio operators


2. Renewal of license/permit for radio training schools
3. New restricted land mobile radiotelephone operator's certificate
4. Issuance of temporary permit for a period of three (3) months for applicants for new operator's certificate
5. Minor modification of the particulars of the radio station license
6. Issuance of permit to teach for radio training school's instructors
7. Issuance of new radio operator's certificate based on approved master list of successful examinees and the
corresponding reports of rating of the applicant
8. Extension of the effectivity of the permit to purchase (not more than two extensions)
9. Extension of the effectivity of the radio construction permit (not more than two extensions)
10. Issuance of permit to transport radio equipment

Note: The following are the minor modifications:

1. Change of mobile.
2. Transfer of location of any land station within 500 meters away from the original location.
3. Change/additional equipment if the proposed equipment is covered by a permit to purchase/possess.
4. Change of name.
5. Change of points of communication and service area within the existing network.

The forgoing authorization shall apply to applications where the location of the station/operator doing business is/are
within the respective area of responsibility of the Regional Office concerned.
The Regional Directors concerned are hereby directed to carry out accordingly the provisions of this Order effective 16
August 1989 and the implementation monitored by the Radio Regulations and Licensing Department (RRLD).

A monthly report together with the copies of he issued licenses/permits shall be submitted to RRLD and the Records
Division within seven (7) days of the succeeding month.

This Circular shall supersede any previous order, circular, memorandum or instruction or any part thereof which is
inconsistent herein.
