ORDER

WHEREAS, Sh. Indra Pal Singh, Vice Principal, Directorate of Education,

Govt. of NCT of Delhi, was placed under suspension in connection with
contemplated Disciplinary Proceedings vide Order No. F. DE.7/138/HSjVIG./09/
4780 dated 01.10.2009;

AND WHEREAS, the suspension of Sh. Indra Pal Singh was revoked vide
Order No. F. DE-7/(lHQ)(04)/Vig/99/Pt.File/5668 dated 14.03.2011;

AND WHEREAS, major penalty proceedings under Rule 14 of CCS (eCA)

Rules, 1965, were instituted against Sh. Indra Pal Singh, Vice Principal,
Directorate of Education, Govt. of NCT of Delhi, vide Memorandum No. F.
5/14/2010/DOV/5597 dated 10.05.20lL;

AND WHEREAS, a penalty of 'Censure' was imposed upon Sh. Indra Pal
Singh, Vice Principal, Directorate of Education, Govt. of NCT of Delhi vide Order
No. F. 5/14/2010/DOVj4932 dated 25.04.2016 by the Chief Secretary being
Competent Disciplinary Authority; .

AND WHEREAS, ccnsidering the penalty of 'Censure' imposed upon

Sh. Indra Pal Sfngh, Vice Principal, Directorate of Education, Covt. of NCT of
Delhi and provisions under FR 54 B as well as the instruction contained in OM
No.11012/15/85-Estt (A) dated 03.12.1985, the said suspension period from
01.10.2009 to 13.03.2011 should be considered as wholly unjustified and
treated as a period spent on duty;

NOW, THEREFORE, the undersigned being Competent Disciplinary

Authority hereby orders that the suspension period from 01.10.2009 to
13.03.2011 in respect of Sh. Indra Pal Singh, Vice Principal, Directorate of
Education, Govt. of NCT of Delhi was wholly unjustified. Therefore, Sh. Indra Pal
Singh, be paid full pay & allowances for the said suspension per~d land arne
shall be treated as spent on duty for all purposes. v\ ,,'
