Z Of late, it has been found t h a t some State Governments ( f o r


e.g. Manipur-Tripura) are not following these instructtons f o r
promotion and have been allowing promotions t o their I A S offtccrs
before t h e stipuloted eligibility service. I t is reiterated t h o t such
promotion in violatiqnof extant rules and provision are ab. initio voicl.
The S t a t e Governments are accordingly advised t c strictiy adhere t o
the relevant rules and instructions on the matter and a f f e c t cadre ,
promotions t o their I A S o f f ~ c e r sin d ~ f f e r ~ grades
nt only when they
have completed the reqvired eligibility servtce for such promotions

3. I f promotions ore still allowed before the officers concerned


have fulfilled the eligibility condition of servlce, the Accountant
General concerned would be within their rights to stop paymen? IC
such cases and t o continue remunerating such o f f ~ c e r sonly in t h e
lower grades in which they have been przviously working in t h e i r S t o t e
cadres. Such an action would b e necessary for ensuring t h e proper
Cadre Monogcment of the I A S in d i f f e r e n t States and t o ma~ntaint h ~
uniformity in the motter.
4. For AIS offiis

on Central Dewtation, the
Ministries/bcpadments concerned would also follbw t h e extant
instructions with regard t o their poy fixation which needs t o be
referred to Department of derso-l & Training in e v e a case. I n
case they have fixed the pay of any A I S officer or;' Central
Deputation at their level, they are requested t o let this ~ e G r t r n e n t
know w i t h full justification.
