The proliferation of wireless devices overlooks a critical health issuenon-ionizing microwave radiation, at
levels that do not induce measurable changes in temperature, can change and damage the brain and sperm.
... The implications for future health care costs if these [brain cancer] projections are correct are
staggering. In the USA the treatment for a single case of brain cancer can cost between $100,000 for
radiation therapy alone and up to $1 million depending on drug costs.

Health Canada relies on the Royal Society of Canada Expert Panel (2014) review of its current update. The
Royal Society Panel was conflicted, the chair changed, it had insufficient expertise in Epidemiology. It is
unfortunate that the Royal Society failed to amend the membership of the panel as requested by some of us.
The Panel downgraded the increasing number of studies that are pointing to adverse biological effects,
some of which are consistent with future carcinogenicity.

The current version of SC6 reflects the scientific literature published up to August 2009 and ignores more
recent evidence:
The IARC 2011 categorization of Radiofrequency fields as 2B (possible) carcinogen
Interphone, Hardell and CERENAT studies show dose response relationships between mobile
phone use and glioma (an aggressive form of brain cancer)
Davies et al (2013) and Morgan et al (2015) conclude that the correct classification should be 2A
i.e. that Radiofrequency fields are a probable Human Carcinogen.

The Precautionary Principle should be applied. Exposure to Radiofrequency fields should be reduced as
far as possible, especially exposure to children. An opportunity to provide greater safety to the public has
been missed.

... Health Canada and other regulatory agencies are making a serious mistake when they do not pay
attention to the biological research studies showing non-thermal adverse effects. They have been assured by
physicists who explained that only ionizing radiation can knock electrons out of atoms and cause chemical
changes. What the physicists say is true but completely irrelevant in Biology. There are many ways in
which living cells can and do cause chemical changes. Health Canada should be speaking to biologists who
have published thousands of peer-reviewed studies, documenting adverse effects due to non-thermal levels

of non-ionizing radiation. Better still, Health Canada should be relying on testimony from the cells
themselves.

much less than current Safety Code 6 levels. These studies show many ways in which wireless radiation
from Wi-Fi and cell towers can exert a disorganizing effect on the ability to learn and remember, and can
also be destabilizing to immune and metabolic function. The evidence is sufficient to warrant new public
exposure standards and for public health advocacy of strong, interim precautionary practices ...

Health Canada has omitted references to, and acknowledgement of, over 140 studies that show harm at
levels significantly below Safety Code 6.

Health Canada does not follow international scientific research best practices in its review of Safety Code 6.
These include:
Publish the review protocol(s), and conduct and report the work according to international best
practices;
Evaluate individual studies and their conclusions. Do not rely on reviews of studies.
Adapt and adopt a framework such as that proposed by the US National Toxicology Program to
formalize a weight of evidence framework ...

The World Health Organization is presently reviewing wireless radiation. Unfortunately, this Project is
being conducted by a panel heavily conflicted with industry ties. There isnt a balanced perspective of
contrary opinions on this working group. The Project is not reviewing the most recent evidence. The
previous evaluation and resulting 2B, possible carcinogen designation, in May, 2011, was performed by a
working group of 31 scientists from 14 countries under the direction of the International Agency for
Research on Cancer (IARC), part of the World Health Organization. Dr. Leszczynski was a member of the

2011 working group and has investigated the current WHO project. Health Canada should not rely on the
current WHO project.

Dr. Magda Havas, BSc, PhD Associate Professor of Environmental & Resource Studies at Trent University,
Peterborough, ON
As an Associate Professor at Trent University Dr. Havas teaches and does research on the biological effects of
environmental contaminants. Dr. Havas received her Ph.D. from the University of Toronto, completed Post-
Doctoral research at Cornell University, and taught at the University of Toronto before going to Trent University
in Peterborough, Canada.
Dr. Havas began research on acid rain and metal pollution in 1975 and worked at the Smoking Hills in the
Canadian arctic, in Ontario near the INCO and Falconbridge metal smelters, and at Hubbard Brook in New
Hampshire. She was Science Advisor to the Canadian Coalition on Acid Rain and her research (and that of others)
helped bring in clean air legislation (Eastern Canadian Acid Rain Program) in 1985 that reduced sulphur dioxide
emissions by 30% and lead to improvements in air and water quality and ultimately resulted in the recovery of
lakes, which she also studied. Her paper Red Herrings in Acid Rain Research confronted the misconceptions
that were being perpetrated about acid rain and its effects.

Dr. Havass research since the 1990s is concerned with the biological effects of electromagnetic pollution
including radio frequency radiation, electromagnetic fields, dirty electricity, and ground current. She
works with diabetics as well as with individuals who have multiple sclerosis, tinnitus, chronic fatigue,
fibromyalgia and those who are electrically hypersensitive. She also conducts research on sick building
syndrome as it relates to power quality in schools.
