That AICTE pay scale was given to the faculties of Engineering

School vide Gazette Notification NO.18 , May , 1964, (page-213) No.


7348-I Govt. of Orissa, Industries Department, Resolution the 20/21 st
April, 1964 in order to overcome the serious shortage of teachers in
engineering subjects In the Engineering schools (Including Mining
Engineering Schools) in the state to attract suitable persons
teaching profession, Govt. have decided to attach the scales of pay
for the lecture staff in engineering subjects as recommended by the
All India Council of Technical Education. In this pay scale the pay of
a general college lecture is less than the pay of a Engineering
school lecture where the pay of a general college lecture 260-780.

Vide Resolution No. I-TTI-16/67-19662/I. of Government of Orissa


Industries Department, Bhubaneswar the 2nd October, 1967. A
combined cadre for the officers of the industries department was
formed in order to provide wider scope of promotion and better
conditions of service for the officers working under the Industries
Directorate department. In this process the pay scale of the
teachers allowed in the resolution no. 7384/I, dated 20/21 st April,
1964 would remain unaffected.

Due course of time when the new pay commission was


implemented in the meeting of State Council of Technical Education
and Training, Odisha held on 19.06.1981 in the 3 rd floor (Conference
Hall) of the Orissa Secretariat Bhubaneswar.

I. AICTE scale might be allowed by Govt. to attract


Graduate Engineering to accept the teaching post.
II. Industries department explained that because of a
combined cadre of officers of industries services it is not
possible to introduce AICTE. Scales of pay at present.
Government there for considering grant of special pay to
officers working as teachers in polytechnics till the
combined cadre is separated.

Government in Industries Department have bifurcated the combined


and composites cadre of the industries service several times with a
very specific purpose of improvement to the standards of technical
education in the state and finally vide their Notification No. 18685-
ITE.I-40/TB-I, Dt. 26.07.1983 have bifurcated the composite Orissa
Industries Services Cadre into two separate cadres.
Government has availed a World Bank loan and signed a MOU with
World Bank under proposed Technical Education project to develop
the polytechnics and ITIs in the state. While availing the loan it is
agreed criteria that to Introduce new pay scales for instructors
as suggested by the AICTE.
Government has again agreed in principle that after bifurcations is
completed and finalized than only payment of AICTE pay scale is
possible.
Government constituted a committee to examine the possibility of
implementation of AICTE pay scale under the chairmanship of Sri
G.C.Pati, Additional Secretary, IAS with following members Sri
B.Panda, Director of Technical Education & Training, B.C.Das, Joint
Secretary, Sri S.Mohanty, F.A cum Deputy Secretary, Sri R.K. Ray,
Deputy Director, Sri S.K.Paikaray, Deputy Director
I. After going through the observations of Finance
Department, various corresponded made in this regard
and scales of pay adopted by difference state
Governments and AICTE pay scales the committee made
the recommendations for the Government polytechnics
and Engineering schools.
II. While approving establishment of new polytechnics,
introduction of additional disciplines in the existing
polytechnics, AICTE have stipulated a condition for
implementation of AICTE pay scale for teachers to
maintain quality of training. Also implementations of
AICTE pay scale is and agreed condition wile availing
World Bank assistance for strengthen of Technical
Education for improvement of its quality.
After hiking of the fees vide letter No.24721 Dated 22.09.1997
Government has issued instructions to all the private institutes must
pay the AICTE pay with DA. as applicable to the state Government.
Government has issued several letters to Grant of AICTE scales of
pay for teaching faculty of Engineering schools and poly techniques
of Odisha DTE&T, Odisha, Cuttack to submit detailed proposal vide
letter No. 5042 dated 07.05.1995, 18327 dated 01.08.1995, 6024
dated 24.02.1996 and letter No. 11075 dated 30.07.1996 and DO
letter no 17581 dated 26.08.1996. In this regard the NPIU has asked
the Government vide letter No. 1936 date June 2, 1997 regarding
Non implementation of AICTEs scales of pay in polytechnics of
states implementing the World Bank Assisted Technical Education
project.
The following States have implemented AICTE pay scale and they
have intimated to DTE&T, Odisha vide the request letter No. 1019
dated 19/01/1989
