Top British general given 100k for home upkeep


while soldiers live in squalor

One of Britains top generals was given 100,000 ($125,000)


just to cover domestic assistance at his plush London
home last year, despite the daily struggles faced by rank and
file soldiers.

General Nick Houghton, who has since retired, enjoyed one


of the grace and favor homes given to senior military
officers. The bill incurred by the taxpayer for cleaning,
cooking, and admin in 2016 was 104,000. This was on top
of his basic salary of 260,000 per year.

The revelation, which surfaced following a Freedom of


Information (FoI) request by the Daily Mail, will cause anger
in the Armed Forces community. Rank and file troops have
faced job and pension cuts, a wage freeze and appalling
housing standards in recent years.
Houghton has since been replaced as head of the military by
Air Marshall Sir Stuart Peach, whose bill for 2016 was
58,000.
The Ministry of Defence (MoD) told the Mail: Official service
residences have now been abolished, and all properties are
now treated as Service Family Accommodation in the same
way.
However, some posts (not people) have a property that is
tied to that post; The Chief of Defense Staff and Vice Chief of
Defense Staff are two such posts. The reason houses are
tied to these posts is due to the nature of those roles.
The news comes just weeks after it emerged that soldiers in
Londons Wellington Barracks had been left with no hot
running water and or heating.
Similarly, a report from March 2016 found that serving
personnel were deeply unhappy with their one percent pay
rise.
Researchers from the Armed Forces Pay Review Body
surveyed soldiers across the army in the wake of the pay
rise.
On our visits, there was more dissatisfaction expressed
over pay levels and the one percent increase than
previously, the report found.

Theresaflyinmysoup.Thisstatementconjuresuptheimageofadeadflyinabowlofsoupratherthan
ageneticallymodifiedinsectbeingservedupwithorganicvegetables.However,thisisnotatotally
unrealisticscenarioasexperimentalreleasesofgeneticallymodifiedinsectshavebeenapprovedbyUS
regulatorsin2014verynearfarmingareas.Thequestioniswhetherfruitandvegetablesexportedfromthe
USAtoEuropeandChinacanbesoldundertheorganiclabelifgeneticallymodifiedinsectshave
developedonthem.
GuyReevesfromtheMaxPlanckInstituteforEvolutionaryBiologyinPln,GermanyandMartin
PhillipsonDeanofLawattheUniversityofSaskatchewan,Canada,aredrawingattentiontothisproblem.
Intheirview,clarifyingstatementsonthepartofUSregulatorsisrequiredtoensurethatproducersof
organiccommoditiesdonothavetofearfortheirreputation.
Allaroundtheworldforthelast50years,malessterilisedbytransientexposuretoradiationhavebeen
usedtosuccessfullycontrolawiderangeofinsectspecies(e.g.screwwormandmedfly).Whilethese
malescanstillmate,theresultingeggsarenotviable.Anewelaborationofthistechniquethatutilises
geneticallymodifiedmalesthatonlyproducesonshasrecentlybeenapprovedforopenfieldtestinginthe
USA.Inbothapproacheswheresufficientmalesarereleasedoverseveralgenerationsthesizeofthewild
femalepopulationswilldeclineandthepestpopulationwillgraduallybereducedorbecomelocally
extinct.
Thefollowingapplicationsformassopenreleaseofgeneticallymodifiedinsectsforagriculturalpest
controlhavebeensubmitted:
UK 2011: withdrawn by the applicant
Spain 2013 and 2015: withdrawn by the applicant
USA 2005-2011: approved, releases took place at
isolated location in Arizona desert
New York State 2014-2017: approved, then withdrawn
by the applicant in March 2016, in November 2016 all
permit documents were withdrawn by the regulator The
permit allowed for the of release genetically modified
diamondback moths 72 times per year until the end of
March 2017. With releases of up to 100,000 moths per
week on cabbage or broccoli fields totalling 40,500
square metres.

Organic farmers at risk
Thereleaseofgeneticallymodifiedinsectshaspotentialconsequencesfororganicfarmers,whicharea
particularlysensitivegroupinthisrespect.Therearesomerealisticcircumstanceswherethemassrelease
offlyinggeneticallymodifiedinsectscouldharmorganicfarmersanderodeconsumerconfidenceintheir
products.Unfortunately,wecanfindlittleevidenceofeffortstoreducethisriskorevendiscusstheissue,
explainsReevesfromtheMaxPlanckInstituteinPln.
Usinglegalcasestudiesaroundtheworld(Australia,China,Canada,EUandtheUSA)Reevesand
Phillipsonestablishthatanydetectedorconceivablyperceivedcontaminationofcropsimportedinto
countriesthathavenotapproveditspresenceislikelytobemetwithimportbans,disruptinginternational
trade.Thesituationforcropproductsinternationallycertifiedas100percentorganichasadditionallevels
ofcomplexity.Theseincludethecostsofanynegativeperceptionsofinvolvementinthistechnologyby
organicconsumersandthepotentiallossoforganiccertificationbyfarmslocatednearreleases.
Thearticlealsofocusesonthesituationofahypotheticalcertifiedorganicspinachfarmerlocatedneara
widelyreportedapprovedreleaseofgeneticallymodifieddiamondbackmothsinNewYorkState(USA).
Currently,thereisnoobligationtoinformlocalfarmersofmassreleases,whichmakesitdifficultforthem
toplanormitigaterisks.Thisiseventhecasewithinthethreekilometreareaindicatedbyapublished
experimentalstudythatmaybeappropriatefordiamondbackmothcontrolprograms.

flourishedbutthepeopledidnotshareinitswealth.UnderTrump,anevensmallergroupwillflourish
inparticular,acadreofformerGoldmanSachsexecutives.Toputthematterbluntly,twoofthem(along
withtheFederalReserve)arelikelytocontroloureconomyandfinancialsystemintheyearstocome.
InfusingWashingtonwithGoldmanalumsisntexactlyanoriginalidea.Threeofthelastfourpresidents,
includingTheDonald,havehandedthewheeloftheU.S.economytoexGoldmanites.Butintrue
Trumpianstyle,afterattackingHillaryClintonforherGoldmanties,hewasntsatisfiedtodojustthat.He
hadtodoitbiggerandbetter.UnlikeBillClintonandGeorgeW.Bush,justasoleGoldmanfigurelording
itovereconomicpolicywasntenoughforhim.Onlytwowoulddo.
TheGreatVampireSquidRevisited
WhetheryouvotedfororagainstDonaldTrump,whetheryouregearingupfortherevolutionorwaiting
forhisnexttweettodrop,restassuredthat,intheyearstocome,theideologythatmattersmostwontbe
thatoftheforgottenAmericansofhisInauguralAddress.ItwillbethatofGoldmanSachsanditwill
dominatethedomesticeconomyand,byextension,theglobalone.
Atthedawnofthetwentiethcentury,whenPresidentTeddyRooseveltgovernedthecountryonaplatform
oftrustbustingaimedatreducingcorporatepower,evenhecouldnotbringhimselftobustupthebanks.
ThatwasamistakebornofhiscollaborationwiththefinancierJ.P.Morgantomitigatetheeffectsofthe
BankPanicof1907.Rooseveltfearedthatifhedidntenlisttheinfluenceofthecountrysmajorbanker,
thecrisiswouldbeevenlongerandmoredisastrous.Itsanerrorhemightnothavemadehadheforeseen
theeffectthatoneparticularinvestmentbankwouldhaveonAmericaseconomyandpoliticalsystem.
Therehavebeenhundredsofarticleswrittenabouttheworldsmostpowerfulinvestmentbank,oras
journalistMattTaibbifamouslycalleditbackin2010,thegreatvampiresquid.Thatsquidisnowabout
towrapitstentaclesaroundourworldinawaypreviouslynotimaginedbyBillClintonorGeorgeW.
Bush.
NolessthansixTrumpadministrationappointmentsalreadyhailfromthatsinglebankingoutfit.Ofthose,
twowillimpactyourlifestrikingly:formerGoldmanpartnerandsoontobeTreasurySecretarySteven
MnuchinandincomingtopeconomicadviserandNationalEconomicCouncilChairGaryCohn,former
presidentandnumbertwoatGoldman.(TheCouncilhewillheadhasbeenresponsibleforpolicy
makingfordomesticandinternationaleconomicissues.)
Now,letstakeastepintohistorytogetthefullMontyonwhythismattersmorethanyoumightimagine.
InNewYork,circa1932,thenGovernorFranklinDelanoRooseveltannouncedhisbidforthepresidency.
Atthetime,ournationwasinthethroesoftheGreatDepression.GoldmanSachshad,infact,beenoneof
thebanksatthecoreoftheinfamouscrashof1929thatcrippledthefinancialsystemandnearlydestroyed
theeconomy.Itwasthenrunbyadynamicfigure,SidneyWeinberg,dubbedthePoliticianbyRoosevelt
becauseofhissmoothtongueandMr.WallStreetbytheNewYorkTimesbecauseofhisrangeof
connectionsthere.Weinbergquicklygraspedthat,tohaveachanceofredeeminghisfirmsreputationfrom
theashesofpublicopinion,hewouldneedtoaimhighindeed.Sohemadehimselfindispensableto
Rooseveltscampaignforthepresidency,soonembeddinghimselfontheDemocraticNationalCampaign
ExecutiveCommittee.
Aftervictory,hewasnotforgotten.FDRnamedhimtotheBusinessAdvisoryCounciloftheDepartment
ofCommerce,evenashecontinuedtorunGoldmanSachs.Hewould,infact,goontoserveasanadvisor
tofivemorepresidents,whileGoldmanwouldbetransformedfromaboutiquebankingoperationintoa
globalleviathanwithadirectphonelinetowhicheverpresidentheldofficeandapermanentseatatthe
tableinpoliticalandfinancialWashington.
Now,letsjumpforwardtothe1990swhenRobertRubin,cochairmanofGoldmanSachs,tookapage
fromWeinbergsplaybook.Herecognizedthepotentialinayoung,charismaticgovernorfromArkansas
withafavorableattitudetowardbanks.SinceBillClintonwasfarlesswellknownthanFDRhadbeen,
Rubindidntactuallycozyuptohimfromthegetgo.ItwasanotherGoldmanSachsexecutive,KenBrody,
whointroducedthem,butRubinwouldeventuallyhelpClintongainWallStreetcredandthekindof
fundingthatwouldmakehissuccessful1992runforthepresidencypossible.Thosewerefavorsthatthe
newpresidentwouldntforget.Asareward,andbecausehefeltcomfortablewithRubinseconomic
philosophy,Clintoncreatedaspecialpostjustforhim:firstchairofthenewNationalEconomicCouncil.
ItwasthenonlyamatteroftimeuntilhewaselevatedtoTreasurySecretary.Inthatposition,hewould
accomplishsomethingRonaldReaganthefirstpresidenttoappointaTreasurySecretarydirectlyfrom
WallStreet(formerCEOofMerrillLynchDonaldRegan)andGeorgeH.W.Bushfailedtodo.Hewould
gettheGlassSteagallActof1933repealedbyhustlingPresidentClintonintobackingsuchamove.FDR
hadsignedtheactinordertoseparateinvestmentbanksfromcommercialbanks,ensuringthatriskyand
speculativebankingpracticeswouldnotbefundedwiththedepositsofhardworkingAmericans.Theact
didwhatitwasintendedtodo.Itinoculatedthenationagainstthepreviouslyrecklessbehaviorofits
biggestbanks.
Rubin,whohadleftgovernmentservicesixmonthsearlier,wasnteveninWashingtonwhen,on
November12,1999,ClintonsignedtheGrammLeachBlileyActthatrepealedGlassSteagall.Hehad,
however,becomeaboardmemberofCitigroup,oneofthekeybeneficiariesofthatrepeal,abouttwo
weeksearlier.
AsTreasurySecretary,RubinalsohelpedcrafttheNorthAmericanFreeTradeAgreement(NAFTA).He
subsequentlyconvincedbothPresidentClintonandCongresstoraidU.S.taxpayercofferstohelp
MexicowhenitsbankingsystemandpesocrashedthankstoNAFTA.Inreality,ofcourse,hewaslending
ahandtoAmericanbankswithexposureinMexico.Thesubsequent$25billionbailoutwouldprotect
GoldmanSachs,aswellasotherbigWallStreetbanks,fromlosingboatloadsofmoney.Thinkofitasa
testrunforthegreatbailoutof2008.
AWorldMadebyandforGoldmanSachs
Movingontomorerecenthistory,consideramomentwhenyetanotherGoldmanitewasatthehelmofthe
economy.From1970to1973,Henry(Hank)PaulsonhadworkedinvariouspositionsintheNixon
administration.In1974,hejoinedGoldmanSachs,becomingitschairmanandCEOin1999.Iwasat
Goldmanatthetime.(Ileftin2002.)Iremembertheconstantinternalchatteraboutwhetheraninvestment
banklikeGoldmancouldcontinuetocompeteagainstthesuperbanksthattheGlassSteagallrepealhad
created.ThebuzzwasthatifGoldmanandsimilarinvestmentbankswereallowedtoborrowmoreagainst
theirassets(leveragethemselvesinbankingspeak),theywouldntneedtouseindividualdepositsas
collateralfortheirriskierdeals.
In2004,PaulsonhelpedconvincetheSecuritiesandExchangeCommission(SEC)tochangeitsregulations
sothatinvestmentbankscouldoperateasiftheyhadthekindofcollateralorbackingfortheirtradesthat
goliathslikeCitigroupandJPMorganChasehad.Asaresult,GoldmanSachs,LehmanBrothers,andBear
Stearns,tonamethreethatwouldbecomenotoriousintheeconomicmeltdownonlyfouryearslater(and
allonesforwhichIonceworked)promptlyleveragedthemselvestothehilt.Astheyweredoingso,
GeorgeW.BushmadePaulsonhisthirdandfinalTreasurySecretary.Inthatcapacity,Paulsonmanagedto
completelyignorethecrisisbrewingasadirectresultoftherepealofGlassSteagall,theoneIpredicted
wascominginOtherPeoplesMoney,thebookIwrotewhenIleftGoldman.
In2006,Paulsonwasquestionedonhisobviousconflictsofinterestandresponded,Conflictsareafactof
lifeinmany,ifnotmost,institutions,rangingfromthepoliticalarenaandgovernmenttomediaand
industry.Thekeyishowwemanagethem.Atthetime,Iwrote,Thequestionisnthowitsaconflictof
interestforPaulsontopresideoverourcountryseconomybuthowitsnot?FormenlikePaulson,after
all,suchconflictsdontjustinvolvetheirbusinessholdings.Theyalsoinvolvetheideologyassociatedwith
thoseholdings,whichforhimatthattimecamedowntoadeepbeliefinpursuingthefullscale
deregulationofbanking.
Paulsonwas,ofcourse,TreasurySecretaryfortheperiodinwhichthe2008financialcrisiswasbrewing
andthenerupted.Whenithappened,hewastheonewhogottodecidewhichbankssurvivedandwhich
died.Underhisministrations,LehmanBrothersdied;BearStearnswasgiventoJPMorganChase(along
withplentyofgovernmentfinancialsupport);andyouwontbesurprisedtolearnthatGoldmanSachs
thrived.Whiledesigningthatoutcomeunderthepressureofthemoment,PaulsonpledwithNancyPelosi
topresstheDemocratsintheHouseofRepresentativestosupportastaggering$700billionbailout.All
thosetaxpayerdollarswentwiththe2008EmergencyFinancialStabilityActthatwouldsavethebanking
system(undertheauspicesofsavingtheeconomy)andleaveitresplendentlytriumphant,bonuses
included),evenasforeclosuresroseby21percentthefollowingyear.
Onceagain,itwasaworldmadebyandforGoldmanSachs.
GoldmanBackinthe(White)House
Runningforofficeasanoutsiderisonething.InstantlyinvitingWallStreetintothatofficeonceyouarrive
isanother.Now,itseemsthatDonaldTrumpisbringingusthenewestchapterinthelongrunningWhite
HouseGoldmanSachssaga.AndcountonStevenMnuchinandGaryCohntoofferafewfreshwrinkles
onthatoldalliance.
CohnwasoneofthepartnerswhorantheFixedIncome,CurrencyandCommodity(FICC)divisionof
Goldman.Itwastheonethatbenefitedthemostfromleverage,trading,andthecomplexityofWallStreets
financialconcoctionslikecollateralizeddebtobligations(CDOs)stuffedwithderivativesattachedto
subprimemortgages.Youcouldsay,itwasleveragethathelpedpropelCohnuptheGoldmanfoodchain.
StevenMnuchinhasprovenparticularlyadeptatunderstandingsuchconcoctions.HeleftGoldmanin
2002.In2004,withtwootherexGoldmanpartners,heformedthehedgefundDuneCapitalManagement.
Inthewakeofthe2008financialcrisis,Dunewentshopping,asWallStreetlikestodo,forcheapbuysit
couldconvertintobigprofits.MnuchinandhispalsfoundtheperfectpreyinaPasadenabasedbank,
IndyMac,thathadfailedinJuly2008beforethefinancialcrisiskickedintohighgear,andhadbeenseized
bytheFederalDepositInsuranceCorporation(FDIC).Theywouldpickupitsassetsonthecheap.
Athisconfirmationhearings,Mnuchindownplayedhisroleinthrowinghomeowners(includingmembers
ofthemilitary)outoftheirheavilymortgagedhomesasaresultofthatpurchase.Hecasthimselfinsteadas
agenuinehero,theguywhoconvenedacadreoffinancialsharkstohelp,notharm,thebankscustomers
who,withouttheirbenevolence,wouldhavefaredsomuchworse.Helookeddeeplyearnestashespokeof
hisroleasthesaviorofthecommonorperhapsintheageofTrumpforgottenmanandwoman.
Maybeheevenbelievedit.
Butthephilosophyofswoopingin,attackinganIndyMacliketargetofopportunityandconvertingitintoa
fortuneforhimself(andproblemsforeveryoneelse),hasbeenahallmarkofhiscareer.Totransferthis
versionofoveramped1percentopportunismtothehallsofpoliticalpoweriscertainlyanewdefinitionof,
inTrumpianterms,givingthegovernmentbacktothepeople.Perhapswhatournewpresidentmeant
wasthepeopleatGoldmanSachs.Thinkofit,inanycase,asthesuperchargingofavulturementalityin
adesignersuit,theveryattitudethatoncefueledtherisetopowerofGoldmanSachs.
MnuchinrepeatedlyblamedtheFDICandothergovernmentagenciesfornothelpinghimhelp
homeowners.InthepressithasbeensaidthatIranaforeclosuremachine,hesaid,Onthecontrary,I
wascommittedtoloanmodificationsintendedtostopforeclosures.IranaLoanModificationMachine.
Wheneverwecoulddoloanmodificationswedidthem,butmanytimes,theFDIC,FNMA,FHLMC,and
banktrusteesimposedstrictrulesgoverningtheprocessingoftheseloans.Nothing,thatis,wasoreveris
hisfaultreflectinghisinabilitytotaketheslightestresponsibilityforhisundeniableroleinkicking
peopleoutoftheirhomeswhentheycouldhaveremained.ItsundoubtedlytheperfecttraitforaTreasury
secretaryinagovernmentofthe1percentofthe1percent.
MnuchinalsoblamedtheFederalReserveforsuggestingthattheVolckerRulepartoftheDoddFrank
Actof2010designedtolimitriskytradingactivitieswasharmingbankliquidityandcouldbeaproblem.
Thewayhedidthatwastypicallyslick.HeclaimedtosupporttheVolckerRule,evenasheunderscored
theFedsconcernwithit.Inthisway,hemanagedbothtomakehimselflooksqueakycleanandvery
publiclyopenthedoortoapossibleTrumpianrevisionofthatrulethatwouldbeaimedatweakeningits
intentandonceagainderegulatingbanktradingactivities.
Similarly,atthoseconfirmationhearingshesaid(asTrumphadpreviously)thatweneededtohelp
communitybankscompeteagainstthebiggeronesthroughlessonerousregulations.Eventhoughthismay
indeedbetrue,itisalsoguaranteedtobeanotherbaitandswitchmovelikelytoleadtothederegulationof
thebigbanks,too,ultimatelyrenderingthemevenbiggerandmoredangerousnotjusttothosecommunity
banksbuttoallofus.
Indeed,anypropositiontoreducethesizeofbigbankswassidestepped.AlthoughMnuchindidsaythat
fourmonsterbanksshouldn'trunthecountry,hedidntsaythattheyshouldbebrokenup.Hewont.Nor
willCohn.InresponsetoaquestionfromDemocraticSenatorMariaCantwell,headded,No,Idont
supportgoingbacktoGlassSteagallasis.Whatwevetalkedaboutwiththepresidentelectisthatperhaps
weneedatwentyfirstcenturyGlassSteagall.But,noIdontsupporttakingaveryoldlawandsayingwe
shouldadheretoitasis.
So,althoughthereinstatementofGlassSteagallwaspartofthe2016Republicanelectionplatform,its
likelytoprovejustanotherofTrumpsmanytacticstogainvotesinthiscase,fromBernieSanders
supportersandlibertarianswhoseetoobigtofailinstitutionsandabigbankbailoutpolicyaswrongand
dangerous.Restassured,though,MnuchinandhisGoldmanSachspalswillallowthelargestWallStreet
playerstoremainasvirulentandparasiticastheyarenow,ifnotmoreso.
Goldmanitselfjustannouncedthatitwastheworldstopmergerandacquisitionsadviserforthesixth
consecutiveyear.Inotherwords,therealdealmakerisnttheformerrulerofTheCelebrityApprentice,but
GoldmanSachs.Thegovernmentmightchange,butGoldmanstaysthesame.Andthetrafficpileupof
GoldmanpersonalitiesinTrumpscornermadetheirfortunesdoingdealsandnotthekindthatbenefited
thepubliceither.

Leaseholds and freeholds

A freeholder of a property owns it outright, including
the land it is built on.
Most houses are freehold but some might be leasehold -
usually through shared-ownership schemes.
With a leasehold, the person owns the property for the
length of their lease agreement with the freeholder.
Leaseholders have to pay their freeholders ground rent
and other fees in order to make changes to their
homes.
When the lease ends, ownership returns to the
freeholder unless the person can extend the lease.
Some wish to buy their freeholds to save themselves
these costs.

Twoyearslatersheaskedaboutbuyingitbutfounditwasnow32,000.

THE CLAIMS...AND THE PROBLEMS
GM crops were promoted on the basis they would boost
yields and cut pesticide use, but academics have shown
GM farming in the US has not accelerated yields or led
to an overall reduction in pesticides.
Advocates insist GM crops are beneficial to insects but
UK trials in 2004 found the numbers of butterflies, bees
and beetles in fields of GM oilseed rape and beet were
significantly lower than with conventional farming.

GM supporters insist the crops are safe for humans as
