DECLARATIONPROCESSING
1.0 Introduction
Declaration processing capability is the core component of any automated customs system. It
reflectsboththesystemfunctionalityandthecustomsprocessesinuse.ACustomsdeclarationisthe
basedocumentofCustomsandisusedtocontrolthemovementofgoodsinandoutofthecountry.
Itrepresentsthedatarepositoryforcalculation,andconsequentlycollection,ofdutiesandtaxesas
wellasthemainsourceofnationaltradestatistics.
ASYCUDA World (AW) provides a robust, comprehensive declaration processing capability which is
based on the Single Administrative Document (SAD). The SAD was developed by the EU and is
consideredtobetheInternationalStandardbytheWCOanditcoversallcustomsproceduresand
regimesincludingImport,ExportandTransitprocedures.
Inmoderncustomspractices,customsofficersdonotkeyindeclarationonbehalfoftraders.They
ratherdo thecontrol portionofthecustomsdeclarationprocess.Moreroomisleftfor tradersto
key in their declaration themselves (DTI). Thus, AW could be configured to provide TWO major
profiles,namely;tradersprofileandcustomscontrolsprofile.
1.1 UserInterface
The user is presented with input screens displaying icons; pull down menus and multiple level
screensfamiliartoanyWindowsuser. Movementaroundthescreensissimplewithmouse,cursor
keys,fastpathcommandsorfunctionkeys.
ThesystemisprovidedwithaFinder(search)facilitythatcanbemanipulatedaccordingtospecific
needusingvarioussearchparameters.Iftheuserwishestoaccessdataheldontheserverthenhe
/sheonlyneedstologinbyusingavalidusernameandpassword.
1.2 AccessingASYCUDAWorld
SinceASYCUDAWorldisawebenabledcomputersystem,thesysteminUgandahasbeenbuiltonto
awebpage.
InordertoaccessASYCUDAWorld,usersneedtoobtainaconnectionwithaminimumspeedof528
kbpsforbothuploadanddownloadisacquired.Usersshouldtakenotethoughthatanyfirewallsor
proxy server settings that have been set on their private networks should be able to fully
accommodatetheASYCUDAWorldwebsite.
ThedefaultASYCUDAWorldpagewillbedisplayedasbelowinFigure1.

The website provides an ASYCUDA World Login link and users may access the link with the
appropriatelogincredentials.

WhenthechoiceismadetoaccessASYCUDA,theuserwillclickontheASYCUDAWorldLoginlinkas
showninfigure2.ThiswillinturnproduceasmallwindowtoinserttheUsernameandPasswordas
shown.

With the appropriate access name and password type in the user name allocated in the first field
reading Login name. On completion, press the Tab button on the keyboard or press the enter
buttonandthecursorwillbedisplayedinthesecondfield.InsertthePasswordwhichwillappearas
asterix ******** for security reasons. Take note that for a first time user, the ASYCUDA team will
haveallocatedagenericpasswordandwillberequiredtochangethepasswordthefirsttimethey
log in. Instructions on how users can change the password shall be communicated via appropriate
means. Once the password is inserted, the user will be required to authenticate their access by
pressingtheEnterbuttonorclickingthe.Theprocessofauthenticationwillbedisplayedasseen
infigure2above.
Aslongasthecredentialsinsertedarecorrect,theprocessofloggingintoASYCUDAwillbeginand
theuserwillbegrantedaccesstoASYCUDAWorld.

ThefigureaboveillustratesthedocumentlibraryinAW.Allmenuitemsarecontainedinthe
documentlibraryforeaseofreference.AsequenceofnodesshouldbeclickeduntiltheSADformis
reached.Thefollowingstepsillustratetheaforementionedsequence:

1.3.2 ExpandingtheDetailedDeclarationoption
ThisDetailedDeclarationnodewillberepeatedlyreferredtointhischapter.Itcontainstwomajor
operationsthatcouldbedoneonacustomsdeclaration;capturinganewdeclarationandfindinga
registereddeclarationusingtheFinder.

OncetheuserclicksonNew,ablankSADformisdisplayed.ThetablebelowillustratestheSAD

1.4 SADandTabbedforms

TheSADform(DetailedDeclaration)hastabsthatcanbeseenatthebottomofthepage.Someof
thesetabsareonlymandatoryforcertaindeclarationtypeswhilesomearemandatoryforall

1.4.1 SAD(Mainform)
TheblankSADallowsausertodefinethetypeofthetransaction.Forexample,iftheuserwantsto
registerawarehousingdeclaration.Theregimecodee.g.IM7willdeterminewhichfieldsareoptional
andthosethataremandatory.Thewarehousecodeismandatoryforallwarehousingdeclarations.
ThislogicispreprogrammedinASYCUDAwhichmeansthesameblankSADformcanbetransformed
intodifferentdocuments(regimes)dependingontheregimecode.
1.4.2. TheSADSegments
TheSADmainformconsistsbasicallyoftwosegments;thegeneralsegmentandtheitemsegment.
The general segment covers general information about the whole consignment such as exporter,
consignee,declarationtype,etcwhiletheitemsegmentcontainsallnecessaryinformationneeded
tocleartheconsignmentateachitemlevelsuchascommoditycode,value,countryoforigin,etc.

goods to Uganda must be added. Sea or air freight expenses,
insurance, other freight or handling charges, local unloading
charges, are added to the value of the goods at the correct

The total adjustment to the invoice price is added to

proportionally to each declaration item, in cases where the
declaration covers more than one item. This proportion
allocation of dutiable charges and expenses is included in the
calculatedstatisticalvalueatField46.

1.9 TypesoffieldsontheSAD
Theboxesarethesameasontheprintedpaperversiontheareaswhereinformationisenteredare
calledSADboxesorSADfields.
Therearedifferenttypesoffields:
Mandatoryinput:informationmustbeinputtothefieldandAWwillnotpermittheusertoadvance
untilinputiscompleted.Inthiscase,ifthefieldisleftblank,thefieldwillbeunderlinedRed.
Optionalinput:choiceofenteringinformationislefttothedeclarant.However,whereinformation
is relevant for statistical, risk management and auditing purposes, the user is encouraged to input
therelevantinformation.
Prohibitedinput:theseboxeseitherdisplayacodeautomaticallyornoinformationisdisplayedat
all;noaccessisallowedtothefield.
Some combinations of information or codes are incompatible/contradictory. If the user inputs an

1.10 TheFinder
ThefinderisausefultoolinASYCUDAusedtoretrievedocumentsbasedondifferentsearchcriteria.
A user needs to fully understand the functionality of the finder in order to navigate through
ASYCUDAWorldsinceitisthemostcommonlyusedfeature.ADetaileddeclarationcanberetrieved
using different keys (search criteria). A criterion could be document status such as a registered
status, a selectivity decision like red or green routed declaration, or any other predetermined SAD
elementlikedeclarant,consignee,etc
Inordertoaccessthedeclarationfinder,theuserwillrightclickondetaileddeclarationandalistof
submenusthattheuserispermittedtohavewillbedisplayedasseeninthebelow.

Declaration status indicates where a declaration is in the processing path. When searching for a

Figure 7. One of the options available to a user (depending on the level of access) is the retrieve
option that allows a user to first retrieve the declaration, review it, then process it. Specific user

1.12.1 Preparingadeclarationforprocessing

now a user should be able to create a new SAD. To fill in a SAD form, the user is to take into

1.14 Fillinginthevaluationnote
Inordertoclarifyhowthisportionworks,wewillconsiderthecaseofatwoitemdeclaration.Take

AfterenteringtheCIFvaluefortheentireconsignmenttheusershouldclickontheval.note

1.17 Assessmentnotice
The Assessment Notice is a unique page per declaration and it contains information about the
assessment of the declaration. The assessment notice is generated upon the validation and
assessment of the declaration. It contains the summary of duties and taxes payable for the whole
declaration. The assessment notice is updated after the payments have been done and any
rectificationsofdeclaration.
The assessment notice contains the type of declaration, the registration number, the date, the
declarantreference,thepaymentnumber,theaccountnumber,thereceiptnumber,thecodesand
thetextoftaxes,theamountofthetaxes,thetotalofthedutiesandtaxestobepaid.

1.19 TriggeringSelectivity
The user receives a prompt asking whether they need to print a Release Order. As per current
Customsprocedure,aReleaseOrderisnotrequired;sotheuserselectsnottoprintitbyclickingon
theX.
At this point, selectivity is triggered and the declaration is selected to any of the four processing
lanes:Redlane,YellowLane,BlueLaneorGreenLane.

1.20 HowSelectivitydecisioninfluencesthedeclarationprocessing
A declaration could be treated differently according to the selectivity decision and the declaration
status. The different potential selectivity decisions and declaration status are shown in 3.5.1 and
3.5.2respectively.
1.20.1 Selectivitylanesandcolours
Thisallowsallocationoftheselecteddeclarationtooneoffourpaths,fordifferenttypesorlevelsof
Customsprocessingchecksplusaquerylane.
WhileaCustomsadministrationcandetermineexactlywhattypeofactionwillbecarriedoutwhena
declarationisselectedforaparticularlane,theseactionsaredescribedasfollows:
RedLanephysicalexamination:theimportedgoodsarephysicallyexaminedbytheExaminersat
the Bonded warehouses. Once this is done the Examiner retrieves the declaration and feels the
VerificationAccount(VA)viatheInspectionAct.
YellowLanefulldocumentarycheckbeforeassessment.
Blue Lane declarations are subject to post clearance audit. This provides flexibility, and can allow
Customs to make more efficient use of their resources, such as allowing release of low risk goods,
subjecttosometypeofauditcontrolatalaterdate.
NoteThereisanoptionforautomaticreroutingofYellowLanedeclarationstoBlueLaneaftera
predeterminednumberofdays.

YellowLaneorBlueLaneifahigherlevelofcheckisnecessary.
1.20.2 Switchinglanes;Green,blue,yellowandredlanes
Movingbetweenlanesneedsoftenadministrativedecisions(fromcustoms).Whenitcomestothe
users(operationalpart),torerouteadeclarationfromalanetoanother,thefollowingsequenceis
followed:

Reroutingadeclarationtakesplacewhentheappropriatemeasures/interventionshavebeentaken
andthereroutingdecisionhasbeentaken.
Atypicalreroutingprocessinvolvesthefollowing:
1. A declaration is selected red following matching selection criteria according to the

predefinedriskpatterns
2. AW delivers a message stating the routing decision leaving the opportunity for the user to
commitoneofthefollowingoptions:

a. If the rerouting decision is there, the user can proceed directly to reroute the
declarationaccordingtothedecision.

b. Ifthisisnotthecase,theuserquitsandcomesbacklater,upontheissuanceofthe
reroutingdecision,tofindthedeclarationandaccomplishthetaskasfollows:
1.20.3 ReleaseofaDeclaration
ThecurrentcustomsprocedureobtaininginUgandaisthatofselfassessmentwherebydeclarations
aredirectlyassessedbytheAgentsandpaymentmadebeforeCustomscancommencedeclaration
processing. This necessitates configuring ASYCUDA to trigger selectivity after assessment. This
configuration requires that when declarations are selected to various processing lanes and the
necessaryactionintermsofdocumentorphysicalexaminationhasbeendone,thedeclarationmust
firstbeClearedbeforebeingreroutedtogreenlaneforrelease.
Toclearthedeclaration,gothroughtheFinder,displayalistofselecteddeclarationsandselectthe
optiontoCleardeclaration.
ThisbringstheInspectionActthroughwhichtheusercanindicatetheexaminationaccountresulting
fromtheexaminationthathasbeenmadeonthedeclaredgoods;otherwisetheywillsimplyindicate
okandvalidatetheInspectionAct

ValidatingtheInspectionAct,bringsuptheoptiontoreroutethedeclaration
Andfinallythedeclarationisreroutedtothegreenlaneforrelease

1.21 Releaseorder
InordertowithdrawthegoodsfromCustomscontrol,areleaseorderisissued.Usingthefinder,the
user chooses the right declaration. In the current Ugandan customs procedure, although the
declarationisgeneratedbythesystem,itisnotissuedtotheTraders;theuserthusdisregardsthe
prontingofthereleaseorderonthenextdialogbox
InspectionAct
TheinspectionactisatoolinASYCUDAWorldwhereuserscancaptureanyinformationthatmaybe
relevanttoanyonewhoviewsthedeclarationafterCustomsprocessing.
1.21.1 CreatinganInspectionAct
Specific users with the requisite rights can create an inspection act if it has not been created
automatically.
Creationoftheinspectionactisdonefromtheselectivitymodule.Theusershouldgotheselectivity,
right click on inspection act and click new. Once creation of the inspection act is done the user
shouldvalidateit.

1.21.2 ViewingtheInspectionActontheSAD
The inspection act can be viewed from the SAD; this access does not allow a user to make any
changestothedatacontainedinthescreen.Usingthefinder,findtheSADandretrieveit.Asmall
icon will be displayed at the top of screen as demonstrated below. Click on it to retrieve the
inspectionact.

1.22 ViewingCriteria
A user should always understand why a declaration has been selected red, yellow or blue. These
coloursrequirespecificinterventionsthatarecommunicatedinthecriteria.Thisinformationcanbe
viewed by any officer in the declaration of the processing chain. In order to view the criteria or
criterionthathitthedeclaration,theusershouldusetheFindertoviewtheselectedSAD.Thenright
clickonitandclickviewcriteria.

Theusercanselectthecriteriacodebyclickingonit;thedocumentationfortheselectedcriteriawill
bedisplayedtoinformtheuseronwhatisrequiredofthem.
1.23 ExitNote
Customs may decide to confirm the physical exit of the goods from Customs premises by using an
exitnote.AWpresentstwotypesofexitnote:
ExitNotewhichisusedbytheofficertoallowexitoutofatransitshedorspecificlocationofgoods.
The user will have to know by declaration which location the goods had been stored prior to
clearance.
ItemExitnotewhich isusedbytheofficer toallow exitofanitematatime. Thisimplies thatthe

ownerofthegoodsmaydecidenottotakeallitemsatagoandhenceexitwouldbedoneonlyfor
itemsthatarebeingtakenuntilsuchatimewhenallitemsarereadytoexitoutofthelocationof
goods.
Ineithercase,onceallgoodshavebeenexited,thedeclarationstatusmaychangetoconfirmexit.
Toprocessanexitnote,usingExitnote,rightclickonthemenutransitshedandthenclickonNew.
