Minutes of the Commissioners Meeting


November 16, 2016

The regular scheduled meeting of the Williamson County Emergency Services District #8 was held on
Wednesday, November 16, 2016 at 6:00p.m. at 3500 D B Wood Road. The President, Bobby Bunte, being in
the chair, and a quorum present, the meeting was called to order at 6:00p.m.

Present: Commissioners Bobby Bunte, Bennie Piper, Ira Wood, Troy Dalton, Troy Rodriguez
Staff: Nancy Rangel, Ron Barrick
Visitors: Chief John Sullivan, Chief Clay Shell, Chief Jeff Davis, Eric Johnson w/The City of
Georgetown, Marnie Flansburg, Pam Stork

Meeting

1. Consideration and possible action to approve the minutes from the Regular Session meeting
held on October 19, 2016.

Commissioner Dalton made a motion to amend the Regular Session meeting minutes held on
October 19th to include discussion of the term sheet provided by the City of Georgetown under
Item 6. Commissioner Piper seconds. Motion carried.

2. Presentation of the monthly Treasurers Report and payment of bills by Ron Barrick.

Money Market balance: $3,620,195.12


Checking: $14,452.34
Total Money Market and Checking balance: $3,634,647.46
Commissioner Rodriguez made a motion to accept the Treasurers report for October as read
and pay the bills as submitted. Commissioner Dalton seconds. Motion carried.

3. Monthly presentation and report(s) by City of Georgetown Fire Chief John Sullivan.

Chief Sullivan and Chief Davis gave the Board a brief overview of the percentage of ESD8 and
EMS related responses in October as well as other City-wide events and developments
occurring in October.

4. Discussion and possible action regarding the annexation of the Whitetail Subdivisions, Garey
Park, and surrounding properties into ESD8.

Commissioner Rodriguez made a motion to strike the ems sentence, include the meeting date
and time, use the ESD8 letterhead and note the map may need to be amended to show the
darkened region, Parcel R031525, owner - James D. Williams, 151 County Road 176 in the
Garey Park Annexation map. All Commissioners seconded. Motion carries.
The Board accepted the annexation petition from the Whitetail Subdivision.

Commissioner Piper moved to set the date for the Public Hearing for the Whitetail annexation
and possibly the other areas for January 18. Commissioner Wood seconds. Motion carries.

5. Discussion and possible action related to the construction of Fire Station #6.

Commissioner Dalton made a motion before any expenditures are put for the proposed Fire
station 6 that a plan of action and justification for that action be presented in a work session to
whomever is interested at one of our meetings.

Not hearing a second. Motion dies for a lack of a second.

Commissioner Rodriguez went on record saying Commissioner Daltons remarks that the
proposed Fire Station #6 is being built to benefit Commissioners on this Board were offensive
and inaccurate.

Commissioner Rodriguez requested Commissioner Bunte ask ESD8 Attorney Ken Campbell
what the rules are regarding slander and implications made by any Commissioner, towards
other Commissioners, in regard to agenda items approved by the ESD8 Board to their benefit.

Regular Session recess: 8:22pm


Regular Session reconvened: 8:30pm

Commissioner Rodriguez made a motion to accept the term sheet as modified in this meeting
and submit it to the City attorneys office for drafting into an agreement. Commissioner Piper
seconds. Motion carries.

6. Discussion and possible action on communication outreach options for ESD8.

General discussion. Carry over.

7. Discussion and possible action related to the quote and payment for the Treasurers Bond.

Payment sent.

8. Public Comment.

None.

Next regular session meeting is scheduled for Wednesday, December 14, 2016, 6:00 p.m. at the Public Safety
Operations and Training Center. No further business was discussed or actions taken. Commissioner Piper
made a motion for adjournment. Commissioner Wood seconds. Meeting was adjourned at 10:25p.m.
