Table 1 shows the over-all data on Investigation Referrals


received from the Courts, Board thru the Technical Service and other
Offices. The three (3) active investigation cases were received by the
office on December 16, 2011.

Figure 1 shows the total number of referrals received and


acted upon or submitted per quarter.

Figure 2 shows our total referrals received and acted upon. The 3
referrals received on December 16, 2011 were not, however, reflected
considering that the cut-off date for investigation referrals is November
15 while the investigation acted upon is up to December 30. Our
Disposition Rate therefore will still register a 100%.

The table shows that this office handled 95 clients (56


probationers & 39 parolees) but since most of these clients end of
supervision period were due in 2011, 32 clients (20 probationers & 12
parolees) were dropped from the active list of supervision. For EOY
2011, there are a total of 63 active supervision clients; 36 probationers
and 27 parolees.

The figure 3 shows that out of 36 clients; 36 probationers and 27

Table 3 shows that this office was able to conduct 17 Formal


Information Drives within our jurisdiction. Please take note, however,
that the 49 participants on April 27 at Agno Valley College, Malasiqui
are purely Barangay Captains and DILG/Municipal personnel of
Malasiqui while the 15 participants on October 26 at BJMP, San Carlos
City are all inmates or detainees. The rest (281 participants) are
barangay officials and members of the community.

2. USE OF MASS MEDIA

This office was able to tap ABS-CBN Northern Luzon Channel


32 last July 20, 2011 during the PPA-DOJs 35th Anniversary Celebration
which was highlighted by this Office COOKFEST 2011. The coverage
done by Field Reporter Nica Tominez was featured four times on the
following TV Programs of Channel 32, to wit:

Considering that each office has an Article Contributor and for


which the relevant office activities are obliged to be published on a
Quarterly publication of the Regional Newsletter Timon, this office was

4. INTER-AGENCY COORDINATION/COURTESY CALL

On March 16, 2011, the SCCPPO personnel conducted a


courtesy call/dialogue with the Executive Assistant of the Honorable
Mayor Ricardo Camacho of Bayambang regarding job placement of our
two (2) parolees (Renand Salvio and Jerick Palaming) at the newly open
Bayambang Royal Mall. All the necessary requirements were discussed
as well as the conditions of the clients. The clients were, however,
notified that they failed on the age requirement.

The table above shows the involvement of clients in the TC


Program/Activities vis a vis the number of clients families involved and
the TC-Trained VPAs every quarter of 2011. The dramatic soar in
number of families involved happened during the Christmas Get-
Together 2011. Considering that there are two (2) TC Families; the
Matikas and Matapat TC Families, this office also has two (2) Family
Support Groups.

The table shows that each treatment category was present every
quarter which is a manifestation that all the lifes aspect of clients are
taken into consideration and given importance.

Figure 4 shows that Behavioral Management took great


strides among all other TC Treatment Categories because of our belief
that before any other learning will be assimilated, a gradual change in
behavior should first take place.

Table 6 shows that this office has utilized only two (2) RJ
Processes. The RJ Processes used were, however, said to be conducted
in a very subtle manner where it yielded positive results even right
after the conferencing and mediation were conducted.

Table 6 shows that the recruitment of VPAs has always been


continuous although it has diminished on the later of each semester.
Out of the 20 recruited VPAs, 6 are females, while on the 13 appointed
VPAs, 4 are females.

Table 8 shows that out of 60 Active VPAs of this office, 42 are


Direct Supervisors and 4 of them (Direct Supervisors) also served as
Resource Individuals, 5 are presently classified Resource Individuals
while the remaining 13 serve as co-facilitators during clients activities.

The figures in Table 9 shows the number VPAs in attendance to
the different trainings/seminars/meetings during each quarter.

C. RATIONALIZE AGENCY STRUCTURE AND SYSTEM

- PRAISE

Every office personnel have his duties/functions to perform in


accordance with the Mission and Vision of the Agency. To be given
recognition, however, on the kind of performance done is truly an
achievement which serves as an additional motivation for the
personnel to perform better.

In 2011, this office received awards on the following categories:

D. DEVELOP INFORMATION TECHNOLOGY CAPABILITY

- Use of Electronic System

The developed system on Internet Access in Region I by the


leadership of RD Bornas has been a great help in this office for a faster
access not only on global information but also in the transmission and
arrival of all communications. In fact, the applications and some
necessary changes on the data of personnel to some government
agencies like GSIS, and an easier access to banking matters have
already been performed thru the internet system.

Table 10 shows that there was a sudden soar of Assistance
Received on the 4th Quarter due to the celebration of Clients Christmas
Get-Together last December, an opportune time for gift-giving.

G. BENCHMARK BEST PRACTICES

1. VOLUNTEERS COMRADESHIP

The successful implementation of the Agencys programs was

believed to be not dependent solely on the major stakeholders the
Top Management & the Officers. The VPAs indeed had a great role or
a tender touch not only in the supervision of clients but also in
tapping the Community Resources not only for their clients but for
the welfare of the Office. Such behavior or their passion to help was
definitely dependent on the kind of relationship that has been built
or established among them and the way they were supported &
given importance by the stakeholders.

2. CLIENTS P.E.R.F. (Panempey-Eras Revolving Fund) CLIENTS


SELF-HELP ASSOCIATION LOANING PROGRAM

The Panempey Eras in the acronym P.E.R.F. is a Pangasinan


word meaning Pantawid-gutom. The clients are encouraged to
share P20 during their monthly reporting but they were only allowed
to borrow a maximum of P300, payable within 2 months. This on-
going project of the clients started way back 2009 and now has 44
members. As of the end of 2011, the project has benefitted 14
clients and has P3,920 as their revolving fund.

PROGRAM SUPPORT

A. PPA 35TH ANNIVERSARY

In celebration of the PPA-DOJs 35th Anniversary, the


following activities were undertaken by this Office, These are:

The SPIRITUAL UPLIFTMENT/ FELLOWSHIP conducted by VPA


Pastor Carlos de Vera at the Office of the Senior Citizens Affair,
San Carlos City as part of the Kick-off of the PPA Anniversary.

The COOK FEST 2011 which showcased the cooking talents of the
clients. This was done by group where each group was given the

chance to prepare a low-cost dish/menu but was also said to be
nutritious. The prizes for the winners were sponsored by the
Officers and VPA Association. The jurors of the contest were from
ALS, Dep Ed (Mrs. Violeta Cayabyab), Public Attorneys Office
(Atty. Frederick de Vera) & Barangay Pagal, San Carlos City (Hon.
Brgy. Captain Elvira de Guzman). The entire event was covered
by the ABS-CBN Northern Luzon Channel 32.

The COMMUNITY WORK SERVICE was held in the afternoon of July


20, 2011 at the Barangay Nursery of Brgy. Pagal, San Carlos City.

B. CRIME PREVENTION MONTH (SEPTEMBER)

The Crime Prevention Month was celebrated by this office


by conducting a Tree Planting Activity at the SCCPPO Mini-Tree Farm
located at the vicinity of Bayambang District Hospital. The
assistance of the Department of Agriculture Bayambang was tapped
a month before the activity where they provided 64 palm nut
saplings planted on September 21, 2011. This kind of plant was not
only intended for the beautification of the place but for its strange
ability to produce oxygen 24/7, thus helping patients in their fast
recovery. The activity was participated by 17 probationers, 7
parolees and 1 petitioner.

C. NATIONAL CORRECTIONAL CONSCIOUSNESS WEEK (OCTOBER)

For the NACOCO week celebration, this office conducted a


Family Day where the clients had the time to relax while their
families also had the chance to enjoy the presence of their loved
ones--the clients. This activity was held at the Senior Citizens Office,
Bayambang on October 19, 2011 and was attended by the 22
members of the Matapat TC Family (16 probationers and 6 parolees)
and their families.

The personnel of SCCPPO likewise conducted a jail visit and


information drive at BJMP, San Carlos City on October 26, 2011. This
benefitted 15 inmates/detainees.

D. DRUG ABUSE PREVENTION MONTH (NOVEMBER)

In line with this celebration, this office invited a Resource
Speaker from the City Planning Office wherein the lecture was
focused on strengthening family relationship. This idea stemmed
from the reality that family, being the first environment of an
individual, plays a very vital role in ones upbringing. Thus, will also
play the greatest role in the drug abuse prevention and control. This
activity was conducted at the Office of the Senior Citizens Office,
San Carlos City on November 11, 2012 and participated by 15
probationers and 11 parolees.
