New Trier Township High School District 203--RESPONSE

On February 8, 2017, New Trier Township High School District 203 received a Freedom of
Information Act (FOIA) request from you, pursuant to the Illinois Freedom of Information Act
(the Act) 5 ILCS 140/1 et seq., for the following records:

Request #1: All communication (inter- and intra-office memos, letters, e-mails, voice mails,
recorded meetings or phone calls) to and from District personnel to and from the
following organizations and individuals: a) Paul Traynor, b) Hay Moon, Inc., c)
Hay Moon Productions.
Response: There are no communications from Hay Moon Productions. Other
communications from Mr. Traynor identify a New Trier student, and have not
been included. The School District is prohibited from releasing information that
identifies individual students under the Illinois School Student Records Act. 105
ILCS 10/6. Information that is prohibited from disclosure under the Illinois
School Student Records Act is exempt from disclosure under Sections 7(1)(a) and
7.5(r) of the FOIA. 105 ILCS 10/6; 5 ILCS 140/7(1)(a); and 5 ILCS 140/7.5(r). In
addition, the email contains the personal opinions of an individual not employed
by the School District who had no intention of making his opinion known to
anyone other than the recipient of the email. Disclosure of the email would be an
unwarranted invasion of personal privacy and release would be objectionable to
a reasonable person. Therefore, the email is personal and exempt from
disclosure under Section 7(1)(c) of the FOIA. 5 ILCS 140/7(1)(c).

Request #2: All contracts, written agreements or other documents referencing or describing
the terms of engagement between District 203 and the following organizations
and individuals: a) Paul Traynor, b) Hay Moon, Inc., c) Hay Moon Productions.
Response: The district has no record of any engagement between the district, Mr. Traynor
or Hay Moon Productions. A search of vendor transactions yielded no results.

Request #3: Copies of any checks or other evidence of payment from District 203 to the
following organizations and individuals: a) Paul Traynor, b) Hay Moon, Inc., c)
Hay Moon Productions.
Response: See response to #2.

Office of the Illinois Attorney General. 5 ILCS 140/9.5(a). You can file your Request for Review
