CABINET MINUTE NO.

Engagement of NIDCO as the Executing Agency for the Construction of the

Wallerfield to Manzanillo Highway and a Ring Road around Sangre Grande

Note WT(16)15 was considered.

Cabinet, having noted that:


(1) by Minute No. 2254 of August 14, 2008, the Cabinet agreed, inter alia, that
the extension of the Churchill Roosevelt Highway, comprising a new route
south of Wallerfield through Cumuto to Manzanilla and a link road around
Sangre Grande, at an estimated cost of $4.563-Mn., under Phase 1 of the
overall Highway Development Master Plan be implemented using the Private
Public Partnership (P3) model (Design, Build, Operate, Maintain and
Transfer model);
(2) pursuant to (1) above, the design for the Project was undertaken by Blake
Beston Francois Limited (BBLF) now known as Beston Consulting Limited;
a summary of the Project description and Project alignment were attached as
Appendices II and III, respectively, to the Note; based on the design done by
Beston Consulting Limited, the estimated cost of the construction of the
highway was $1.46-Bn.;
(3) a Request for Proposals (RFP) for the Project was issued by the National
Infrastructure Development Company Limited (NIDCO) on February 14,
2010; however, no compliant tender was received and the project was
discontinued in 2010,

a#reed that:

(a) in accordance with the provisions of section 20A(1)(c) of the Central Tenders
Board Act, Chap. 71:91, Government (the Ministry of Works and Transport)
enter into a contract with the National Infrastructure Development
Company Limited (NIDCO) as the executing agency for the construction of
the extension of the Churchill Roosevelt Highway, comprising a new route
south of Wallerfield through Cumuto to Manzanilla and a Ring Road around
Sangre Grande;

(b) NIDCO update the Request for Proposals (RFP) issued on February 14, 2010
for the construction of the extension of the Churchill Roosevelt Highway
from Wallerfield to Manzanilla and a Ring Road around Sangre Grande and
re-invite proposals for the construction of the said Highway and Ring Road.

Cabinet further noted that:

I. upon receipt of the proposals in response to the invitation referred to at (b)


above, the Minister of Works and Transport would make an appropriate
submission to Cabinet on the way forward for the said Project;
II. the sum of $3-Mn. is available in fiscal 2015/2016 in respect of the execution
of the Project under Head 701 Infrastructure Development Fund, Subhead
43 Ministry of Works and Transport, Item 003 Economic Infrastructure,
Subitem 15 Transport and Communication, Project Group D Roads and
Bridges, Project Description 284 Churchill Roosevelt Highway Extension to
Manzanilla.
