EXTENDED POSITION PAPER ON DISASTER-PREPAREDNESS

Performance Standards: The GRASPS Model


GOAL: You are tasked to draft a disaster preparedness plan promoting a proactive program of
action to mitigate the effects of natural calamities that are expected to hit your community. The goal
is to draft a road map to get your community step up its level of alertness and preparedness when
disaster strikes. The challenge is how to organize the whole community for collective action so as to
behave like heroes and not as victims during and after the onslaught of any disaster.
ROLE: You have been tasked to chair the disaster preparedness committee of your barangay. You
have been asked to draft a proactive action plan designed to transform you barangay into an effective
assembly of LGU machinery for risk-mitigating strategies. Your job is to draft a propose action plan
mobilizing human and non-human resources to rally behind local officials to get everyone out of
harms way.
AUDIENCE: Your clients are the local officials, sector representatives, and all households of your
community. You need to get their full support and cooperation.
SITUATION: Your community does not have a concrete agenda for disaster preparedness and risk
reduction plan in times of calamities. Every household is too dependent on rescue and relief efforts
from government agencies or charitable efforts from NGOs to case the sufferings of calamity
victims. Past lessons have been learned that at the height of crisis situation no immediate help is in
sight coming from government enforces to arrest any potential loss of human lives. Before the onset
of any natural disaster, you have to extract and integrate information and use such information to
direct future actions.
PRODUCT: Draft your disaster preparedness plan discussing the process and the sequence of steps
involved in organizing the whole community as proactive unit in strategic planning for risk-
mitigating measures.

A. SITUATION AWARENESS

The citizens should know about the disaster and the disaster preparedness. They should
always be prepared because they would never know when will be the time that the disaster will
occur. It is important to make sure that the entire family is prepared and informed in the event of
disaster or emergency. You may not always be together when these events take place and should
have plans for making sure you are able to contact and find one another. (American Red-Cross,
2011)

The Philippine Red-Cross had supplied medicines for the people who were affected by
the disaster, however, they failed to acquire all those who need because they dont have enough
supply for the people or for the patient.

The Department of Social Welfare and Development (DSWD) have exclusively has a

enough personnel to help to serve the victims.

The Department of Management Corporation Group (DMCG) conducts a program about


the disaster risk reduction management, however, they have failed in one part that they should
inform the local officials to be with them when the program starts.

The officials in our community has the highest command as well as the barangay captain.
He has always been a good conductor of risk reduction management. Other officials who has
authorities support the barangay captain in implementing for the risk reduction management of
our community. This was always been successful since it was implemented and the people in our
community gives honor and pride to our officials for they always succeed in implementing the
risk reduction management of our community. They always make an action when a disaster
occurs and they never let the people around the community feel unsafe and worried.

The Philippine Red-Cross is one of the most important agency in the risk reduction
management. It secures the safety of the people around the community especially when it come
into physical damages, specifically, the parts of the body. The Bureau of Fire Protection (BFP) is
always ready when a fire occurs in the community. The Department of Management Corporation
Group (DMCG) is always ready to help the people in the community when there is a disaster.
They also help the Bureau of Fire Protection (BFP) when a fire occurs. The Philippine Coast
Guards do not just focus on sea, but they also support and help the DMCG and the BFP when a
disaster happens. Then the Philippine National Police (PNP) supports the local officials in every
project, especially when it is all about the risk reduction management.
