Fyi. - it was a good mtging - next step is a meeting in DC between IBWC - Hidalgo and SBI - a follow on meeting
with (b) (6) DOI - the following we will be SBI TIs recommendation - Hidalgo has aligned their initial levee
wall with our fence which equals 22 miles in RGV. This is a positive proposal from Hidalgio - loren

All,

We’ve just concluded the meeting and project site walk-through with Hidalgo County and CBP/SBI
representatives. I found the meeting very useful and believe we’ve increased our detailed collaboration with local
officials while allowing the technical experts discuss the issues that the combination of the projects will produce.
Also represented today were local representatives of the International Boundary and Water Commission (IBWC).
The issues discussed furthered the dialogue and left clear direction on next steps.

The Border Patrol RGV will follow up with OBP and ultimately SBI with the following:

1. Affirmative statement endorsing the combination and known end state of the levee wall. We have
preliminarily determined that the end state will serve our operational needs. Tactical adjustments will be required
in some areas. Additionally segments 0-4 and 0-6 also require detailed project plans in-order for RGV to assess
the tactical changes or adjustment so that we can conduct operations safely and efficiently. RGV will complete this
assessment and endorsement prior to 01-11-08.
2. An accounting of the gated access points required in the levee wall, or the fencing currently contemplated.
This information is required by the county so that their contractor can more accurately assess the impacts of
openings on material, engineering and related costs.

The other issues that I noted but require coordination at all levels follows:

A. An amendment EA will be required with coordination with USFW


B. IBWC and consultation with Mexico will need attention
C. A mechanism to allow funding to be transferred to contractors through IBWC?
D. The combined project currently costs more that the current SBI plan
E. Design, contracting and construction timelines although seen as doable for Hidalgo are very tight.

I’ll ask other attendees to add their specific details if necessary and (b) will pass this to the fence team here at
RGV. (6)
